Argentine president Cristina Fernández de Kirchner is expected to sign agreements with China to increase military co-operation, including construction of new warships for the Argentine Navy, during a visit to Beijing on 3-5 February, according to media reports.
The expanded level of Argentine-Chinese military co-operation, which has been about a year in preparation, follows the signing of a memorandum of understanding (MoU) on 29 October 2014 by an Argentine-Chinese Joint Committee on Co-operation in the Field of Defence Technology and Industry. The actual joint development programmes were finalised during a visit by a Chinese defence trade delegation to Buenos Aires in late January.
Argentine reports indicate the agreement to be signed in Beijing could cover co-production in Argentina of the Norinco VN1 wheeled armoured personnel carrier (APC) and co-operation in building a new ice-breaker, naval tugboats, mobile hospitals, and new warships for the Argentine Navy.
In late 2014 the Argentine government reportedly accepted a Chinese offer to meet its long-standing requirement for a new class of offshore patrol vessel. Over the last decade Argentina has considered purchasing designs from Brazil, Germany, and Spain, but China has reportedly succeeded in selling a more capable warship: a version of the China Shipbuilding Industry Corporation's (CSIC) P18 export corvette.
Somewhat controversially, this vessel will be known as the Malvinas class, after the Argentine name for the Falkland Islands: a UK sovereign territory that Argentine forces invaded in April 1982 before being defeated by a British task force in a conflict that claimed 907 lives.
Two P18N corvettes were sold to Nigeria in 2012 for USD42 million each.
According to Brazilian web magazine Naval Power , an initial Argentine contract may include two ships built in China and three co-produced in Argentina. An Argentine source noted the price for the ships could be USD50 million each.
The P18 corvette displaces 1,800 tonnes, is 95 m long, 12 m wide, and is powered by two German-designed MTU 20V 4000M diesel engines to achieve a speed of 25 kt. It can be armed with a 76 mm main gun, two 30 mm cannons, up to eight anti-ship missiles, two triple torpedo launchers, and can carry one medium-sized helicopter.
Naval Power reported that Argentina has requested a larger flight deck to handle its 10-tonne Sea King helicopters and a towed sonar to increase its anti-submarine capability.
Delivery of the Argentine P18s could start in 2017.
Reports from mid-2014 indicate the Argentine Army evaluated the Norinco VN1 8x8 amphibious APC, considering its 21-tonne infantry fighting vehicle variant along with 105 mm gun- and 120 mm mortar-armed versions. Argentina could acquire up to 110 VN1s, according to Naval Power .
Venezuela's marines took delivery of the region's first VN1s at the end of December 2014.
ANALYSIS
If concluded, this defence agreement could mark a major step in Argentina's long-standing effort to revive its military capabilities and would constitute a major success for China's 15-year endeavour to expand its military influence and market share in Latin America.
Since the 1982 Falklands War, China has expressed its support for Argentina's continued claims over the islands, which Beijing compares to its claim over Taiwan. However, China's willingness to accept commodity payments to finance initial loans that fund military sales has been key to its military sales success in Argentina.
In 2011 the Fábrica Argentina de Aviones (Argentine Aircraft Factory: FAdeA) reached an agreement to start co-producing China's Changhe Z-11 light helicopter. Then, in June 2013, FAdeA sources told IHS Jane's that talks over co-production of the Chengdu FC-1 lightweight jet fighter had occurred over the previous two years. This option appears to have been lost as Argentina has tried and failed to purchase retired Dassault Mirage F1 fighters from Spain, then refurbished Israeli Aircraft Industry Kfir fighters and, in late 2014, Saab Gripen fighters co-produced in Brazil.
However, the new Argentine-Chinese defence agreement could revive prospects for combat aircraft co-operation. In addition to the FC-1 fighter, China could offer low-cost combat-capable supersonic lead-in trainers like the Guizhou JL-9G/FTC-2000G or the Hongdu L-15.

The CAC FC-1 Xiaolong (Fierce Dragon), or PAC JF-17 Thunder, is a light-weight, single-engine, multi-role combat aircraft developed jointly by the Pakistan Air Force, the Pakistan Aeronautical Complex (PAC) and the Chengdu Aircraft Industries Corporation (CAC) of China. Its designation "JF-17 Thunder" by Pakistan is short for "Joint Fighter-17", while the designation "FC-1 Xiaolong" by China means "Fighter China-1 Fierce Dragon".
The FC-1 can be armed with up to 3,629 kg (8,000 lb) of air-to-air and air-to-ground weaponry, as well as other equipment, mounted externally on the aircraft's seven hardpoints. The under-fuselage and inboard under-wing hardpoints are plumbed, enabling them to carry droptanks of various sizes for extra fuel. But contrary to previous offers for renewing the Argentine air force fleet, from Spain, France, Israel and Brazil, the Argentine pilots and support teams have no experience with Chinese jets or equipment. L’état-major de la marine argentine prépare, afin de le présenter au gouvernement qui succèdera en 2016 à celui de Cristina Kirchner, quelques demandes visant à renforcer à moyen-terme les capacités de sa flotte de surface.
La principale d’entre elle est un bâtiment amphibie capable d’accomplir en priorité des missions de contrôle de zone et de projection de puissance (fusiliers-marins) depuis la mer vers la terre. Il pourrait aussi assurer le soutien de missions de paix et de secours à des victimes de catastrophes naturelles.
Il y a presque 6 ans, l’Argentine s’était vu proposer par l’industrie navale française la construction dans un chantier naval argentin d’un navire de type BPC-140, de 21.000 t.
Actuellement, les argentins examinent différents modèles de navires de commandement et de contrôle, disposant d’un radier inondable, pour le lancement d’embarcations transportant des véhicules blindés, utilitaires et de personnels.
Font parti de cette liste, entre autres, les programmes sud-coréen Makassar de 10.300 t — acheté en 2013 par le Pérou— , Enforcer, hispano-hollandais et un LPD Type 71, de conception chinoise et d’un déplacement de près de 20.000 t.

Según destaca Infobae.com, el 15 de febrero pasado, el periodista Marco Giannangeli había adelantado en el periódico Sunday Express (versión dominical del diario británico Daily Express) las negociaciones en el artículo titulado "China vende jets de combate a la Argentina que son capaces de atacar las Islas Malvinas". La posibilidad era explorada como parte de los acuerdos comerciales firmados por Cristina durante su gira por el país asiático.
"El modelo, destacado por tener un solo asiento y un solo motor, puede alcanzar una velocidad máxima de Mach 1.8 a una altitud de 55.000 pies. Cuenta además con un rango de combate de 1.350 kilómetros, lo que le permite volar ida y vuelta hasta Puerto Argentino desde la base de Tierra del Fuego", detalló, en diálogo con radio América.
Rossi evitó dar muchos detalles de las conversaciones, pero confirmó que la intención es comprar "no menos de 12 y no más de 24" aviones. Si el acuerdo se concretase, señaló que sería "una cosa novedosa para la Fuerza Aérea argentina, que siempre ha tenido equipamientos occidentales, por decirlo de alguna manera".
El ministro de Defensa aclaró que China no es el único país con el que negocian para la compra de aviones de combate. Por el momento, la Argentina tiene "dos opciones formales": los modelos F1 españoles y los Kfir Block 60 de Israel. "También tenemos informalmente una oferta francesa", enumeró, aunque evitó dar más detalles.
Recién cuando tengan todas las ofertas formales sobre la mesa se resolverá qué aviones comprar. Pero la intención es que eso suceda antes de fin de año. "Le llevaré las distintas opciones a la Presidente para que tome la decisión", confirmó Rossi.

The Argentine Army announced on 21 April that it began to take delivery of 12 Oto Melara Mod 56 105 mm howitzers on 10 April as well as eight Unimog U416 4x4 vehicles that were recently upgraded. The howitzers are understood to be part of an order for 24 announced in 2013.
Meanwhile, in June the Argentine Army Aviation Command expects to take delivery of a new Cessna 208B Grand Caravan EX, which has been configured for the medical evacuation (medevac) role, according to local sources. A further Cessna 550 Citation Bravo and a second Cessna 208B, also medevac configured, are to follow as part of a force modernisation effort launched by army commander General Cesar Milani in 2013.

Pas d’avion européen en Argentine !
Une page se tourne de manière définitive en ce qui concerne le marché de la défense en Argentine pour l’Europe. Si l’Argentine était intéressée un temps à l’achat d’avions de combat suédois de type Gripen E, l’avionneur suédois a officiellement jeté l’éponge cette semaine.
Pressions britanniques :
Il y a quelques jours, le Foreign Office déclarait pourtant ne pas vouloir gêner la vente d’avions de combat Gripen, dotés d’éléments produit en Angleterre. Certes, les industriels anglais y voyaient un gros intérêt. Mais la politique en a décidé autrement.
Cet ultime épilogue rappel la tentative de Dassault aviation de ventre des Mirage 2000 à Buenos Aires il y a quelques années. Sans parler de la tentative allemande pour vendre des Eurofighter T1. Mais là encore les pressions de la politique anglaise eurent raison de toute vente.
La Russie qui rit :
Cette décision ne fait pas que des malheureux, la Russie peut aujourd’hui sourire ! Et ceci juste après la fin de la visite de Cristina Kirchner à Moscou. Les deux dirigeants ont accordé une importance particulière aux liens qui les rapprochent, avec notamment près de 20 traités bilatéraux, dont la déclaration conjointe de l’établissement d’un partenariat stratégique russo-argentin en ce qui concerne l’énergie, mais aussi la vente de matériels militaires.
Une perte pour l’Europe:
La réaction politique britannique, vient de clore définitivement toute possibilité pour l’Europe de ventre avions, mais aussi navires, systèmes anti-aériens et chars à l’Argentine. Ce pays en passe de devenir une chasse gardée pour la Russie, mais aussi peut-être pour la Chine.
Quoi qu’il en soit, l’Argentine va devoir prochainement remplacer ses actuels Mirage IIIEA/DA, Mirage 5PA et autres IAI Dagger en service. La Russie et la Chine disposent maintenant de toutes les cartes pour conquérir le pays !

l'argentine est surendetté et personna non grata dans les institutions financieres et avec sa réputation c'est tjs difficile de trouver quelqu'un qui t'accepte tes modes de paiment alternatives(souvent en echange:viande etc..) ca tombe bien la russie a besoin de viande depuis l'embargo europeen |

Malgré ses difficultés budgétaires, Buenos-Aires, porté à la fois par la perspective de gisements offshore, les incursions répétées de bâtiments de prospection britanniques dans ses eaux territoriales et ses revendications sur les Malouines, ne renonce pas à la modernisation de son armée de l’air.
Si l’importante proportion d’équipements ITAR ainsi que britanniques (Selex) à bord du Gripen-NG a réduit ses chances à néant, malgré les insistances du gouvernement brésilien, le site internet des forces britanniques a communiqué cette semaine sur le fait que Moscou, en quête de soutien diplomatique, pourrait fournir un escadron de Sukhoi 24 à l’Argentine.
Or dans son numéro daté du 23 avril, la revue de défense russe Military Parade a révélé que Pékin était en train de finaliser la vente de deux escadrons d’avions multi-rôles chinois J-10 en version Block 2 (fondé sur la version israélienne du F-16, le Lavi, et le SAAB 37 Vigen).
Si la Chine a accepté de proposer l’option de ravitaillement en vol elle s’est, en revanche, refusée à fournir des missiles antinavires aux Argentins. Il semblerait que la Grande Bretagne, forte de son statut de membre fondateur de l’Asian Infrastructure Investment Bank, le nouvel instrument de soft power du gouvernement chinois, soit parvenue à se faire entendre.
Mais c’était sans compter sur l’opportunisme de l’industrie israélienne. Selon les Russes, l’avionique et les systèmes de guerre électronique du J-10 argentin seraient fournis par Elbit, et l’armement par Rafael.
Reste maintenant à savoir si Washington, qui a imposé à Tel-Aviv une commission de contrôle de ses exportations après plusieurs cas de violation de l’embargo militaire pesant sur Pékin, laissera faire ou non, alors que d’autres négociations viennent de s’ouvrir avec l’Equateur pour la vente du même J-10.

| il y a une coquille non il n'y a pas de j-10 block 2 mais fc 1 block 2 et d'ailleurs quand on lit maintenant on comprend pourquoi sa traine on refuse de livrer de l'antinavire a l'argentine _________________ | |

Argentina Defence Minister signed, on June 26, a $111 million (€100 million) contract the Israeli Ministry of Defence's International Defence Cooperation Division (SIBAT) for the modernization of 74 TAM Main battle tan
The agreement includes the implementation and provision of all necessary supplies for the modernization and upgrade of 74 TAM tanks, main battle tank of the Argentine Army. In addition, it provides different tools for technological transfers to ensure that Argentina can develop their own through joint-production projects with Israel, licensed production, joint ventures, human resource training and Israeli technical assistance to enter insertion into the international market with locally manufactured defence products.
Secretary of Science, Technology and Defence Production, Santiago Rodriguez, said for that "the modernization of the TAM is emblematic because it is a tank designed and manufactured in Argentina," and explained that "the production line will be installed in our country factory in Boulogne, where locally manufactured components will be incorporated. "
Modernization of TAM main battle tank could includes LAHAT ant-tank missile launch capability, new short-range thermal camera for the driver, thermal and television sights for gunner and commander, both fitted with laser rangefinder. On-board computing would be upgraded. Four laser detectors would also be added as an auxiliary power unit.
The Tanque Argentino Mediano ("Argentine Medium Tank"), or TAM, is the main battle tank in service with the Argentine Army. Lacking the experience and resources to design a tank, the Argentine Ministry of Defense contracted German company Thyssen-Henschel. The vehicle was developed by a German and Argentine team of engineers, and was based on the chassis of the German Marder infantry fighting vehicle.
The TAM met the Argentine Army's requirement for a modern light-weight and fast tank with a low silhouette and sufficient firepower to defeat contemporary armored threats. Development began in 1974 and resulted in the construction of three prototypes by early 1977 and full-scale production by 1979. Assembly took place at the local 9,600 meters squared TAMSE plant, founded for the purpose by the Argentine government. Economic difficulties halted to production in 1983, but manufacturing began anew in 1994 until the army's order of 200 tanks was fulfilled.
