Want to buy a used millitary helicopter?

DEFENCE companies Lockheed Martin and Sikorsky want to take Australia's surplus military helicopters, give them a makeover and sell them on the global market.
But first they have to win a hard-fought contest to supply up to 24 new combat helicopters for the Australian navy in a deal worth $2 billion.
The government is set to announce some time in the second quarter whether it wants the Sikorsky/Lockheed Martin MH-60R (Romeo) helicopter from the US or the European NATO Helicopter Industries NH90 NFH sourced through Australian Aerospace.

The new helicopters will fill a role now performed by ageing Seahawk helicopters. The government planned to replace them with Seasprites but cancelled the project.

Lockheed Martin vice-president for business development Neale Prescott said Australia could stand to make some money from the deal.

However, no promises had been made about a possible financial return.

"There are complementary objectives. The ADF will need to dispose of its maritime helicopters," he said.
"It has plans to dispose of its Black Hawk fleet at some point.

"Given that the ADF have at times had difficulties in disposing of assets and taken a long time to do so, we think there is quite a lot of merit in DMO (Defence Materiel Organisation) considering it."

The new naval helicopters will enter service from 2014, when the fleet of 16 Seahawks, dating from the late 1980s, will become surplus to requirements.

The army now operates 34 Black Hawks, which also began entering service in the late 1980s. They will be progressively retired as the new helicopters enter service.

Under the Lockheed and Sikorsky proposal, the used Australian helicopters would be rebuilt at the Sikorsky plant in Queensland.

The Black Hawks would be sold as utility helicopters and the Seahawks for maritime surveillance in a configuration comparable to aircraft operated by the US Coast Guard

Force Protection Australasia has delivered to the Australian government two Ocelot armored vehicles – a utility and command variants of the Protected Light Mobility Vehicle (PMV-L). The vehicles are being tested in Monegeetta Proving Grounds in Victoria, under the next phase of evaluation, toward the Australian Defence Land 121 Phase 4 program. Force Protection is one of three companies selected for consideration to undertake the next phase of the Land 121 Phase 4 Manufactured and Supported in Australia (MSA) program, with the contract for the future production of up to 1,300 vehicles valued at more than $A1 billion by the Australian Government.
If the company is successful in winning Land 121 Phase 4 production contract, Force Protection is planning to manufacture and support the Ocelot vehicles in Adelaide, in Southern Australia. “Local suppliers and South Australian Government representatives have been extremely positive about working with us to manufacture the Ocelot in Australia,” said Michael Moody, Force Protection Inc. Chairman and CEO.

5th C-17 Globemaster being considered

Australia is considering whether to buy a fifth Boeing C-17 Globemaster transport aircraft.
Defence Minister Stephen Smith said C-17s had been in service since 2007, delivering excellent service and providing the Australian Defence Force with its first truly global air lift capability.
Addressing the RAAF's 90th birthday symposium in Melbourne, Mr Smith said recent events in Queensland and Christchurch have underlined the C-17s as an essential part of Australia's capacity to respond to natural and regional disasters.Advertisement: Story continues below

He said C-17s also continued to support Australian and coalition forces in Afghanistan and the Middle East, providing military long-range heavy airlift.
"Given the significant work that is being undertaken by our current fleet of C-17 aircraft in support of operations, including recent disaster relief and humanitarian assistance, and the unpredictable nature of some of these events, we are considering the acquisition of an additional C-17 aircraft now to provide Australia with a wider range of options to support such operations," he said.
Former coalition government defence minister Brendan Nelson announced in March 2006 the RAAF would acquire the four C-17 Globemaster transport aircraft in a deal worth some $2 billion.
That included training and support.
With that investment already made, Australia could expect to pay around $US220 million ($A217 million) for another aircraft, on figures cited by the US magazine Aviation Week in 2009.
C-17s were acquired to supplement the work of the RAAF's 24 C-130 Hercules transport aircraft and also to avoid, as much as possible, the need to charter old Soviet-bloc transport aircraft to move large cargoes to the Middle East.
Mr Smith said one C-17 could carry four times the cargo load of a C-130 and cover twice the distance in three-quarters of the time.
New Zealand might get some use from this aircraft.
Mr Smith said he and New Zealand defence Minister Wayne Mapp agreed last month on enhanced cooperation, coordination and sharing in airlift.
He said he would discuss the proposed acquisition further with visiting US Air Force deputy under secretary Heidi Grant.
"We are seeking cost and availability information to enable consideration to be given to the acquisition of another C-17 aircraft," he said.
"An acquisition of an additional C-17 would almost certainly obviate any need for the acquisition of two additional C-130 aircraft, currently planned for after 2013-14."

Australia DoD and BAE Systems sign contract for Chinook maintenance

Australian Minister for Defence Materiel Jason Clare today announced that Defence had signed a contract with BAE Systems to maintain the Army’s fleet of Chinook Helicopters.

The $20.9 million contract means that BAE will maintain and support the Chinooks over the next six years.

“Chinooks were an important part of the Defence Force’s response to the Queensland floods,” Mr Clare said.

“They transported the Red Cross, the Salvation Army and emergency service workers as well as food and shelters into places like Condamine.

“They have also been hard at work supporting our troops in Afghanistan in recent times providing logistical support and moving combat units into battle.

“None of this happens if they aren’t well-maintained.”

Mr Clare said the Chinook fleet was based in Townsville and BAE Systems Australia is working there with Army Aviation.

“BAE Systems Australia’s bid represented the best value for money,” Mr Clare said.

BAE Systems have been maintaining the Chinook fleet since 1995.

There are currently six helicopters in the Chinook fleet operated by the 5th Aviation Regiment in Townsville.

Since 1995 Chinook helicopters have been the Australian Defence Force’s deployable medium-lift helicopter capability.

DSCA announces possible export of an additional C-17 Globemaster III to Australia

WASHINGTON | The Defense Security Cooperation Agency (DSCA) notified U.S. Congress today of a possible Foreign Military Sale (FMS) to Australia of a C-17 GLOBEMASTER III aircraft and associated equipment, parts, training and logistical support for an estimated cost of $300 million.

The Government of Australia has requested a possible sale of one C-17 GLOBEMASTER III aircraft, up to four Pratt & Whitney F117-PW-100 engines, one AN/AAQ-24V(13) Large Aircraft Infrared Countermeasures (LAIRCM) System, spare and repair parts, supply and test equipment, personnel training and training equipment, publications and technical documentation, United States Government and contractor engineering, logistics, and technical support services, and other related elements of logistics support. The estimated cost is $300 million.

Australia is one of our most important allies in the Western Pacific. The strategic location of this political and economic power contributes significantly to ensuring peace and economic stability in the region. Australia’s efforts in operations Iraqi and Enduring Freedom, peacekeeping, and humanitarian operations have made a significant impact on regional, political, and economic stability and have served U.S. national security interests. This proposed sale is consistent with those objectives and facilitates burden sharing with our allies.

Australia currently has a heavy airlift capability comprised of four C-17As. This additional C-17 will further improve Australia’s capability to rapidly deploy in support of global coalition operations and will also greatly enhance its ability to lead regional humanitarian/peacekeeping operations such as its current response to the Queensland flooding, cyclone aftermath and the New Zealand Earthquake.

Australia has the ability to absorb and employ the additional C-17. The C-17 fleet is based at Royal Australian Air Force (RAAF) Base Amberley. RAAF Base Amberley is the primary base for airlift and tanker aircraft and is currently undergoing the infrastructure upgrades required to support the C-17 and other large aircraft Australia already received or is under contract to purchase.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The prime contractor will be the Boeing Company in Long Beach, California. There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will not require the assignment of any additional U.S. Government or contractor representatives to Australia.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale. This notice of a potential sale is required by law and does not mean the sale has been concluded.

Largs Bay acquisition
Minister for Defence Stephen Smith and Minister for Defence Materiel Jason Clare today announced that Australia has been successful in its bid to acquire the United Kingdom’s Bay Class amphibious ship Largs Bay.

The Government has previously announced that it had asked Defence to develop new and comprehensive options to ensure transition to Australia’s Canberra Class amphibious Landing Helicopter Dock ships, which become operational from 2014, including the lease or purchase of a Bay Class Ship from the UK Government.

Today, the Government is confirming that Australia has been successful in its bid to acquire a Bay Class ship, Largs Bay.

Largs Bay is a Landing Ship Dock (LSD) which was commissioned into service in 2006. It became surplus to United Kingdom (UK) requirements as a result of the UK Government’s 2010 Defence Strategic Review.

The ship weighs 16,000 tonnes. It is 176 metres long and 26 metres wide. Its flight deck has room for two large helicopters and can also carry around 150 light trucks and 350 troops. Its cargo capacity is the equivalent of the Royal Australian Navy’s entire amphibious fleet.

Largs Bay is a proven capability having provided humanitarian relief as part of the international response to the Haiti earthquake in 2010.

Largs Bay will help ensure that the Royal Australian Navy has the amphibious capability it needs for operation and humanitarian support in our region in the period leading up to the arrival of the Landing Helicopter Dock Ships.

The ship has been acquired for £65 million (approximately $100 million).

Teekay Shipping Australia has thoroughly inspected the ship and found that: “The ship presents very well, and from a technical point of view, there are no major defects.”

Before the acquisition is finalised, Defence and the Royal Australian Navy will conduct sea trials to confirm the material state of the ship.

The ship is expected to arrive by the end of the year in time for it to be operational in early 2012.

The Government will announce further details of the transition plan for Australia’s amphibious ship capability to provide this essential capability until arrival of the Canberra Class in due course

Boeing, Australia Announce Order for 5th C-17 Globemaster

LONG BEACH, Calif., April 18, 2011 -- Boeing [NYSE: BA] announced today that the Commonwealth of Australia has signed an agreement with the U.S. government to acquire a fifth Boeing C-17 Globemaster III airlifter. The Foreign Military Sale allows the Royal Australian Air Force (RAAF) to expand its C-17 fleet as it faces an increased demand for humanitarian and disaster relief missions.
RAAF C-17s supported relief efforts to earthquake- and tsunami-affected regions in Japan under Operation PACIFIC ASSIST for nearly two weeks in March. The RAAF delivered personnel and more than 1 million pounds of cargo -- including food and water, vehicles, disaster relief equipment, and pumps to help cool the Fukushima nuclear power plant. Weeks earlier, the RAAF supported relief efforts in Christchurch, New Zealand, following an earthquake there, and to several communities in Queensland, Australia, that were affected by flooding.
"Boeing thanks the RAAF, a C-17 customer since 2006, for its confidence in the airlifter's capabilities," said Bob Ciesla, C-17 program manager for Boeing. "We salute the RAAF and its crews, who helped save lives in Japan, Australia and New Zealand. We are proud to serve as their partner."

Due to the RAAF's immediate need for an additional airlifter, the U.S. Air Force has approved Australia’s request to take delivery of its fifth C-17 in August. The airlifter will be assigned to RAAF Base Amberley’s 36 Squadron, near Brisbane.
The C-17 can transport large payloads across vast ranges, land on short, austere runways, and operate in extreme climates. It is the only airlifter that possesses both tactical and strategic capabilities. Boeing provides support to the RAAF's C-17s through the C-17 Globemaster III Sustainment Partnership, a Performance-Based Logistics program that includes an extensive support network.
Boeing has delivered 230 C-17s worldwide to date, including 20 to international customers. The U.S. Air Force -- including active National Guard and Reserve units -- has taken delivery of 210. Other customers include the United Kingdom's Royal Air Force, the Qatar Emiri Air Force, the Canadian Air Force, the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations, and the United Arab Emirates Air Force and Air Defence.

Diagnostic Review of Australian MRH-90 Multi Role Helicopter Program Completed

The review was ordered in February by the Minister for Defence Stephen Smith and the Minister for Defence Materiel Jason Clare to address delays to the project.

It was chaired by the Deputy Chief Executive Officer of the Defence Materiel Organisation Mr Warren King supported by a number of independent specialists.

The review has recommended that the project should not be added to the Project of Concern list at this time.

It has recommended that Defence work with the contractor, Australian Aerospace, to implement a remediation plan to improve the availability of the helicopters by addressing engineering and reliability issues.

The project will be the subject of a further diagnostic review later this year to examine the effectiveness of the action taken and whether further action is necessary.

The diagnostic review was ordered to address delays to the project due to a series of key issues including engine failure, transmission oil cooler fan failures and the poor availability of spares.

As reported in both the Defence Annual Report and the ANAO Major Project Report released last year, the project has suffered delays of 12 months for the Navy’s helicopters and 18 months for the Army’s helicopters.

To date, 13 MRH-90 helicopters have been accepted by Defence and are currently being used for testing and initial crew training.

ADF joins regional security exercise

Air Force multi-role F/A-18F Super Hornets, Navy guided-missile frigates and a Collins class submarine will join the armed forces of Singapore, Malaysia, New Zealand and the United Kingdom in a major military exercise designed to enhance regional security.

The exercise called BERSAMA SHIELD 2011 (BS11) will bring together the member countries of the Five Power Defence Arrangement (FPDA) as they exercise in various locations on the Malaysian Peninsula and in the South China Sea between 2 and 13 May.

BS11 will involve a total of nine advanced guided-missile frigates, one submarine and 46 modern combat aircraft, as well as various support elements and aims to enhance the interoperability of the combined air, ground and naval forces of the FPDA countries.

The Australian contribution to the FPDA exercise includes six F/A-18 Super Hornets from No. 1 Squadron, the ANZAC class frigates HMA Ships Ballarat and Parramatta, and the Collins class submarine, HMAS Dechaineux.

Chief of Joint Operations Command, Lieutenant General Mark Evans, said the Australian Defence Force (ADF) will participate in the exercise as one of the founding members of the FPDA, which was established as an important regional security initiative exactly 40 years ago in 1971.

“BERSAMA SHIELD provides the ADF with the opportunity to develop relationships with important security partners while reinforcing Australia’s long-term commitment to regional stability,” Lieutenant General Evans said.

Lieutenant General Evans said the FPDA continues to be an integral part of the regional security architecture because of its ability to remain relevant to the needs of its members by adapting to the changing security environment.

“Since the FPDA's formation the scope of its activities has expanded from air defence to the development of joint capabilities, which has helped to develop greater interoperability among the armed forces of member nations,” he said.

The Commander of the Australian Contingent, Wing Commander Kenneth Robinson, said BS11 would continue to develop and validate doctrines and procedures for interoperability among FPDA nations' navies, armies and air forces in a combined, joint scenario.

“BS11 is a fantastic training opportunity for all the ADF assets and personnel involved to enhance key skills in an international environment, while also promoting engagement and regional stability in a region of vital importance to Australia” Wing Commander Robinson said

BAE Systems Australia gets interim basic training contract
By Craig Hoyle

BAE Systems Australia has been awarded a contract worth at least A$86.6 million ($94.2 million) to provide continued basic flying training services to the Australian Defence Force.

Delivered using a fleet of Pacific Aerospace CT-4B Airtrainers, the current service will be extended by six years from January 2012 under an interim deal intended to plug the gap until replacement equipment can be sourced via Project Air 5428.

This is expected to deliver a new pilot training system from around 2015-17 to support the Australian Army, Royal Australian Air Force and Royal Australian Navy.

"Under the contract, BAE Systems will continue to provide basic flying training at Tamworth [New South Wales] using the aircraft, upgraded to meet contemporary crashworthiness requirements," the Department of Defence said. "The six-year contract includes annual extension options for up to a further six years," it said.

BAE is understood to have been competing for the interim flying training services contract against Boeing Defence Australia and a Thales Australia-led team also including Flight Training Adelaide and Hawker Pacific.

Boeing Delivers Super Hornet Trainers to Royal Australian Air Force

Armée Australienne/Australian Defence Force (ADF) - Page 8 Mcm_9211
ST. LOUIS | Boeing today announced it has completed delivery of six F/A-18E/F Super Hornet aircrew and maintenance trainers to the Royal Australian Air Force at RAAF Base Amberley, Queensland.

"These are the first Super Hornet training devices for a Foreign Military Sale customer and are part of the acquisition and establishment of 24 Australian F/A-18F Block II aircraft, initial spares, support equipment, trainers and training," said Mark McGraw, Training Systems & Services vice president for Boeing.

The suite of aircrew devices includes two Tactical Operation Flight Trainers (TOFT) and two Low Cost Trainers (LCT).

Each TOFT is built on Boeing's and L-3 Link's proven F/A-18 simulator common hardware and software baseline, and is integrated with L-3 Link's 360-degree SimuSphere visual display, SimuView image generator, and Boeing Training Systems & Services' mission computer emulation; simulated radar, electronic countermeasures, and Joint Helmet Mounted Cueing System; and high-fidelity crew station controls. This provides both pilots and weapons sensor officers with a completely immersive training environment and a full spectrum of advanced tactical training.

The Boeing-built LCT runs a mission computer emulation and provides pilot and air combat officer training for navigation, weapons, radar, and electronic countermeasures. The LCT can be reconfigured to accommodate a number of aircrew training combinations with minimal facility requirements.

Two Integrated Visual Environment Maintenance Trainers (IVEMT) also were installed, including the conversion of an earlier VEMT to the IVEMT configuration.

"The IVEMT is a new development and the first fully integrated Super Hornet maintenance device," McGraw said. "It allows maintenance personnel to virtually train across all major Super Hornet systems and subsystems."

The IVEMT's features include an interactive 3-D model environment, test/support equipment and realistic aircraft responses. Students can perform more than 500 routine troubleshooting procedures using the device.

Boeing is on schedule to complete delivery of the RAAF Super Hornets by the end of this year.

The Super Hornets, also known as Rhinos, have commenced the Force Integration Training phase which sees the aircrew practice basic fighter manoeuvres alongside military aircraft from the Malaysian and Singaporean defence forces.

Six of the Rhinos from No 1 Squadron touched down at the Royal Malaysian Air Force Base in Butterworth on Friday 29 April to participate in their first overseas deployment since delivery of the multi-role fighter jets in March last year.

Commanding Officer No 1 Squadron, Wing Commander Glen Braz, said this is a significant milestone for the ADF and more specifically the Super Hornet capability, especially as we recognise 40 years of the Five Power Defence Arrangements (FPDA) this year.

“Participating in Exercise Bersama Shield provides our air and ground crews, as well as support staff, the valuable opportunity to train alongside our regional partners.

“This level of training also aims to enhance and further develop air combat capability and high-end warfighting skills in a complex mutli-national environment.”

The Super Hornets are now participating in the Force Integration Training exercise phase before launching into the Live Exercise phase between 10 – 13 May.

“The inclusion of the highly capable, multi-role Super Hornet in Bersama Shield is another example of the technological evolution and enhanced support Australia provides to the region,” Wing Commander Braz said.

“This exercise also provides the vital opportunity to train alongside our regional partners, as well as the planning and execution of new tactics and procedures for combined air operations with the FPDA nations.”

The Australian contribution for Bersama Shield is spearheaded by the Super Hornets, along with the Navy’s Collins class submarine HMAS Dechaineux and two Anzac class guided missile frigates, HMA Ships Ballarat and Parramatta.

Commander of the Australian Contingent for the exercise, Wing Commander Ken Robinson, said the aim of Bersama Shield is to cultivate regional ties and seeks to enhance Australia’s interoperability with the armed forces of Malaysia, New Zealand, Singapore, and the United Kingdom and strengthen the professional relationships between those nation’s forces.

“Australia's membership of FPDA is a strong affirmation of our commitment to regional security,” he said.

“It provides Australia with a strategically important presence in Southeast Asia, augmenting our bilateral engagement activities and helping to promote greater levels of interoperability in the region.”

Bersama Shield is an annual field training exercise hosted by HQ Integrated Area Defence System (HQIADS) on the Malaysian peninsula and the South China Sea. It is a tactical exercise focused on providing quality training in integrated air defence, air operations and maritime operations.

Opportunities for the five nations to work closely together are undertaken during other FPDA activities, including Bersama Lima, Bersama Padu, Suman Protector and Suman Warrior.

Training in exercises such as Bersama Shield 2011 is important for Air Force personnel to hone key skills, work as a combined force and build regional relationships with participating nations.

Exercise Bersama Shield 11 represents the first overseas deployment for the F/A-18F Super Hornets and brings the project another step closer to declaring Final Operational Capability anticipated in 2012.

Exercise Bersama Shield concludes on 13 May 2011.

Exercise Chong Ju 2011

Australian Army base Puckapunyal has played host to some of the ADF’s most impressive capabilities during Exercise Chong Ju. The annual manoeuvre and firepower demonstration showcasing the M1A1 Abram Tank, M113 Armoured Personnel Carrier, ASLAV 25s, ASLAV PC and the Javelin missile system, all of which are available to an Australian Army Combat Team. Exercise Chong Ju is a training activity for the Combat Officer Advanced Course, which trains combat arms officers on advanced tactical and technical techniques in the employment of weapons and combat teams.

The Exercise is named after a series of offensive actions by 3RAR on 29 October 1950 against North Koreans, during which infantry company advances were supported by US Army tanks and artillery. Exercise Chong Ju is a key activity in the development of Army combat officer skills and knowledge. The exercise demonstrates the coordination of complex battle systems in time and space, and how various types of weapons are integrated to achieve success in combat.
