Lors de ses offensive, la Finlande Reussi a recuperer ses territoire et plus encore mais la debacle de l allié allemand sur le Front Sovietique et encore une fois l ecrasante superiorité militaire Sovietique ,obligea la Finlande a signer l armistice avec cette derniere.

Elargissement express pour Suède et Finlande: le temps de l'adhésion à l'Otan est élastique

Finlande et Suède vont, au cours du week-end qui vient, formaliser leurs candidatures à l’Organisation du traité de l’Atlantique Nord (Otan). "Leur ralliement est pleinement justifié par le comportement belliqueux de Moscou", résume Michael Shurkin, un analyste américain de la Rand Corporation (photo ci-dessus AFP).

En Finlande, le Président et la Première ministre se sont dits favorables, jeudi, à une adhésion "sans délai" à l’Otan, adhésion que soutiennent 76 % des habitants. Côté suédois, une revue stratégique préparée par le gouvernement et les partis au Parlement sera rendue publique vendredi, avant une réunion décisive du parti social-démocrate au pouvoir dimanche.

Le secrétaire général de l’Otan, le Norvégien Jens Stoltenberg, a salué jeudi la volonté des dirigeants scandinaves d’intégrer l’Alliance atlantique et leur a promis un processus d’adhésion "sans heurts" et rapide puisque l’Otan le lancera bien avant son Sommet des 29 et 30 juin.

Ce processus d’adhésion comporte des étapes obligatoires et la durée de ce marathon militaro-diplomatique varie. Invitée en 2010, la Bosnie-Herzégovine est en toujours au stade initial du MAP, le Plan d’action pour l’adhésion, qui "aide les pays aspirant à devenir membres à préparer leur adhésion et à remplir certains critères essentiels en leur offrant des conseils pratiques et une assistance ciblée". Être à ce stade ne préjuge néanmoins en rien de la décision finale de l’Alliance concernant l’adhésion du pays invité.

Dans le cas de la Finlande et de la Suède, le processus d’adhésion devrait aboutir sans délais puisque les deux pays sont déjà "des partenaires extrêmement proches de l’Otan" et que "le niveau de coopération est très poussé, tant en matière d’échanges de renseignements que d’interopérabilité militaire", comme le rappelle un officiel otanien à Bruxelles. Début mai, par exemple, des bâtiments du 1er Groupe permanent OTAN de lutte contre les mines et du 1er Groupe maritime permanent OTAN se sont entraînés avec les marines de Finlande et de Suède (photo ci-dessous Otan).

Des pourparlers à l’adhésion
Lorsque les Alliés décident de proposer à un pays de devenir membre de l’Otan, ils invitent officiellement ce postulant à entamer des pourparlers d’adhésion. C’est la première étape du processus et la plus courte, "car elle dure une journée", précise-t-on au QG de l’Otan.

Ces entretiens portent sur les questions politiques, militaires et de défense ; ils servent surtout à vérifier que les conditions préalables à l’adhésion ont bien été remplies. Ils permettent aussi de débattre des questions juridiques, de ressources et de sécurité, ainsi que de la contribution de chaque nouveau pays membre au budget commun de l’Otan. L’ensemble de ces discussions doit déboucher sur l’établissement, par chacun des pays invités, d’un calendrier d’exécution des réformes éventuellement nécessaires.

Au cours de la deuxième étape du processus d’adhésion, les pays invités confirment qu’ils acceptent les obligations et les engagements liés au statut de membre au moyen d’une lettre d’intention adressée au secrétaire général de l’Otan par leurs ministres des Affaires étrangères. Ils soumettent en même temps leur calendrier individuel de réformes. Dans le cas de la Finlande et de la Suède, aucune demande de réforme lourde n’est attendue puisque leurs forces armées respectives sont déjà intégrées dans certaines structures otaniennes et participent régulièrement aux grands exercices interalliés.

30 pays membres, 30 signatures
L’Otan prépare ensuite un protocole d’accession au Traité de Washington de 1949. Ces protocoles constituent en fait des amendements ou des additifs au traité fondateur de l’Otan qui doivent être signés et ratifiés par les Alliés.

Cette ratification des protocoles d’accession par chacun des 30 pays de l’Otan peut prendre de 6 à 12 mois, selon les calendriers politiques nationaux et selon les procédures qui varient d’un pays à l’autre. Aux États-Unis, il faut une majorité des deux tiers au Sénat. Au Royaume-Uni, aucun vote parlementaire formel n’est requis, à la différence de la France, c’est l’Assemblée nationale qui ratifie le protocole d’adhésion.

Quand tous les pays membres de l’Otan ont notifié au gouvernement américain, dépositaire du Traité de l’Atlantique Nord, leur acceptation des protocoles relatifs à l’accession des nouveaux membres potentiels, le secrétaire général invite ces derniers à accéder au traité. Mais ils ne deviennent officiellement membres de l’Otan qu’une fois, ultime étape très formelle, les instruments d’accession déposés auprès du Département d’État américain.

En attendant l’élargissement.
L’adhésion de la Finlande et de la Suède n’est pas du goût de Moscou qui le fait savoir régulièrement. En 2016, le Kremlin prévenait déjà les Finlandais de ne pas rejoindre "l’axe anti-russe". Jeudi matin, le porte-parole du Kremlin, Dmitri Peskov estimait que "l’élargissement de l’Otan et le rapprochement de l’Alliance de nos frontières ne rendent pas le monde et notre continent plus stable et plus sûr". Il a ajouté que l’adhésion des deux pays à l’Otan serait "assurément" une menace pour la Russie.

Dans un tel contexte de tensions, les deux pays postulants (et donc pas encore bénéficiaires de l'article 5 du Traité de 1949 qui garantit une intervention systématique de l’Otan si un de ses membres est attaqué), ont demandé des garanties. Washington n’a rien promis, à la différence de Londres : "Si la Suède était attaquée et se tournait vers nous pour nous demander du soutien, nous le lui apporterions", a promis mercredi Boris Johnson avant d’étendre cette mesure à la Finlande. "Ce n’est pas aussi solide que l’article 5", reconnaît Joakim Paasikivi, enseignant en stratégie militaire à l’école supérieure de défense de Suède, "mais c’est ce que nous aurons durant la période intermédiaire".

In January 2022, the Finnish Defense Forces ordered three pre-series vehicles as part of a joint 6x6 vehicle program between Finland, Latvia, Sweden, and Patria. The pre-series vehicles will be in test use of the Finnish Defence Forces before the final serial order. Pre-series vehicles will be delivered to the Finnish Defence Forces in June. The serial production of Finland’s vehicles is scheduled to be started in 2023.

The joint 6x6 program is progressing on schedule and is also attracting interest from potential new participating countries. Sweden has officially joined the program after signing Research and
Development Agreement on 1st of June 2022. In Latvia, several vehicles are already in use by the army and serial production is progressing as planned. The Latvian National Armed Forces have participated in international military exercises with Patria 6x6 vehicles, most recently the Arrow 2022 exercise held in Finland.

Patria has developed its new 6x6 armored vehicle as a successor for the Patria XA-series 6×6 Pasi armored personnel carrier. The new vehicle will be developed in collaboration with Finland, Latvia and Estonia. In August 2021, Patria signed a contract with Latvia for the supply of more than 200 6×6 armored personnel carriers under the joint development program. The company has also signed a letter. of intent with Finland for a potential serial order of 6×6 vehicles.

The new Patria 6x6 armored has been designed using components of the Patria 8x8 armored which is in service with many countries all over the world. It has modular armor providing ballistic protection STANAG level 2 that can be upgraded to Level 4. As APC (Armored Personnel Carrier), the Patria 6x6 vehicle has a crew of three and can accommodate up to 10 soldiers.

The Patria 6x6 is motorized with a 5-cylinder, inline, turbocharged diesel engine developing a power output of 294kW. The vehicle can run at a maximum road speed of 100 km/h with a maximum cruising range of 700 km.

Visegrad24 tweeted on September 5 that Finland will raise its military spending by 20% in 2023, increasing it to 2.25% of GDP.


Last May 5, Finland's government already proposed increasing net spending by about 2.3 billion euros in its second draft supplementary budget for this year. The two main areas of spending are national Defense, in light of Russia's invasion of Ukraine, and measures aimed at mitigating the harm caused by the Covid pandemic to children and young people. "Finland’s security environment has changed following Russia's war of aggression in Ukraine, and this requires immediate measures to bolster defense capability and border security," a government press release noted, adding that 2 billion euros will be allocated to Defense budgets.

The breakdown of the Defense figures include 690 million euros for the Ministry of Defense’s branch of government and for the Finnish Border Guard, 38 million euros aimed at improving cyber security and some 293 million euros to support the nation's security of supply.

Military expenditures data from SIPRI are derived from the NATO definition, which includes all current and capital expenditures on the armed forces, including peacekeeping forces; defense ministries and other government agencies engaged in defense projects; paramilitary forces, if these are judged to be trained and equipped for military operations; and military space activities. Such expenditures include military and civil personnel, including retirement pensions of military personnel and social services for personnel; operation and maintenance; procurement; military research and development; and military aid (in the military expenditures of the donor country).

According to information published by the Finnish company Patria on November 23, 2022, Patria has completed the XA-180 armored personnel vehicle Mid-Life-Upgrade project as the last vehicles have now been delivered to the Finnish Army. The agreement of Mid-Life-Upgrade (MLU) of XA-180 armored personnel carriers was signed by Patria and the Finnish Defence Forces in 2013.

"XA-series', also known as "Pasi" vehicles, modernization project has been an important project for Patria and the lifecycle of the vehicles has been secured until the 2040s. By then, the mobility performance of XA-180 vehicles is meant to be replaced by the new Patria 6x6 vehicles. Patria appreciates the flexible cooperation with the Finnish Defence Forces and numerous other cooperation partners. In Finland, the project's employment effect has been more than 450 person-years in total", commented Patria's Finland Division's Army Business Area leader Tommi Svensk.

During the project, all XA-series vehicles have been modernized and aligned. The implemented modifications included new electrical systems and communications equipment, as well as an updated crew space with improved seating solutions. Also, key components, such as engines, power transmission and axles, were inspected and repaired, or replaced if necessary.

The XA-180 series was developed by the Finnish company Patria to meet the requirements of the Finnish Defense Force for a new 6x6 Armored Personnel Carrier vehicle (APC). The first prototype of the XA-180 was completed in 1982. Following trials with these vehicles, in December 1983 the Finnish government placed an initial order for 59 SISU XA-180 APCs. 

The XA-180 was developed using the chassis of the SISU SA-150 military truck. The commander and the driver are seated at the front of the vehicle which is fitted with large bulletproof windows. The engine compartment is to the rear of the driver on the left side with the air inlet and outlets in the roof. The hull of the XA-180 is of all-welded steel armor construction providing protection against the firing of small arms fire and artillery shell splinters.

The XA-180 has a crew of two including a driver and commander and the rear part of the vehicle can accommodate up to 10 infantrymen. They are sitting on bench seats in the rear troop compartment five down either side, and enters via two doors in the rear which both have firing ports and vision blocks.

the Xa-180 is powered by a Valmet 611 diesel engine, developing 236 hp. It can run at a maximum road speed of 100 km/h with a maximum cruising range of 800 km.

According to information published by the Finnish MoD on November 25, 2022, the Defence Forces will procure 57 mm munitions for use on the Navy’s vessels.

The procurement is coordinated with Sweden so that the Finnish Defence Forces Logistics Command and the Swedish FMV (Försvarets Materielverk) purchase the same materiel at the same time, thus obtaining compatible munitions for the Finnish and Swedish navies at a lower price.

The supplier is BAE Systems Bofors AB, Sweden, the manufacturer of the Finnish Navy’s 57 mm artillery systems (57Mk3 and 57A).

The overall value of the procurement, without value added tax, is EUR 12.6 million. The procurement will complement the capabilities of the Navy’s surface combatants with regard to self-protection and air defence. The 57 mm artillery system is currently in use on Hämeenmaa-class minelayers, and the same system will be introduced for Pohjanmaa-class corvettes.

About the Hämeenmaa-class minelayers

The Hämeenmaa-class minelayers (Finnish: Hämeenmaa-luokan miinalaiva) is a two vessel strong class of coastal minelayers, used by the Finnish Navy.

The ships have a steel hull and aluminum alloy superstructure. The class has an ice operating classification of ICE-1A and can operate year-round in ice up to 40 cm thick. The design included some first attempts on stealth technology in the Finnish Navy.

The minelayers have a length of 77.8 m (255 ft), a beam of 11.6 m (38 ft), and a draught of 3.2 m (10 ft). They can reach a top speed of 20 knots (37 km/h; 23 mph).

The class of the ships is armed with Bofors 57 mm/70 Mk1, 8-cell Denel Umkhonto-IR VLS SAM system, two 12.7 mm machine guns, two H&K GMG grenade machineguns and RBU-1200 depth charge rocket launchers.

Coup double à l’export pour la filière défense française, avec la commande par la Finlande de munitions d’artillerie de 155 mm auprès de Nexter et de drones ANAFI USA conçus par Parrot. 

Le carnet de commandes de Nexter Arrowtech n’a pas fini de s’étoffer. Client de longue date, la Finlande vient de débloquer une nouvelle enveloppe de 35 M€ pour renforcer son stock d’obus antichars BONUS Mk II. Une commande financée grâce à un effort budgétaire supplémentaire consenti au profit des achats rapides de matériels de défense, déclarait ce vendredi le ministère de la Défense néerlandaise. 

Issu d’une coopération Nexter-BAE Systems Bofors et fourni à l’armée ukrainienne, l’obus BONUS est conçu pour cibler le point faible d’un véhicule blindé, son toit. Chaque obus est composé de deux sous-munitions, chacune dotée de trois détecteurs infrarouges et d’un radar laser pour le balayage et la détection, ainsi que d’une charge génératrice de noyau déclenchée au dessus de la cible. Son entrée en service dans l’armée finlandaise remonte à 2016. 

Toujours dans les airs, l’armée de Terre finlandaise annonçait ce vendredi l’acquisition de micro-drones ANAFI USA. Des drones produits par le français Parrot mais acquis via l’entreprise danoise Boston Group. Et un contrat de 2,6 M€ pour un nombre d’exemplaires non précisé. Les premières formations démarreront au printemps pour les militaires professionnels et à l’automne pour les conscrits. Développé en France mais fabriqué aux États-Unis, l’ANAFI USA a notamment déjà convaincu les armées française, les garde-côtes américains et l’aéronavale espagnole.

Acquis à des fins d’entraînement et d’exercice, ces micro-drones sont un premier jalon dans la construction d’une capacité étendue à l’ensemble de la défense finlandaise. « Le processus d’acquisition d’un drone à des fins opérationnelles est en cours, et une éventuelle décision sera annoncée séparément », explique l’armée de terre finlandaise.

Israel Signs Deal to Sell David's Sling Air Defense Missile Systems to Finland


The Israeli Ministry of Defense, on November 12, 2023, confirmed the sale of the advanced David's Sling air defense missile systems to Finland.

Patria to supply additional Leopard 2L Bridge Laying Vehicles to Finnish army

Finland to purchase 13 Sisu GTP 4x4 multi-purpose armored vehicles


On December 27, 2023, Finnish Defense Minister Antti Häkkänen approved the Finnish Defense Forces' request to procure 13 Sisu GTP 4x4 off-road
vehicles, for an estimated cost of approximately €9.7 million, excluding value-added tax. This acquisition comes after the Finnish Defense Forces
previously procured a total of 31 Sisu GTP 4x4 vehicles between 2020 and 2022.

Finland’s army to receive more Patria 6x6 armored vehicles


The Finnish Defence Forces have exercised their additional purchase option, acquiring more Patria 6x6 armored vehicles as part of the agreement
signed in June 2023. This agreement, initially involving 91 vehicles with the Finnish Defence Forces Logistic Command, included a purchase
option for up to 70 additional vehicles. Currently, the Finnish Defence Forces have decided to redeem 40 of these vehicles, and deliveries
are already in progress.

The Finnish Air Force will arrange the Hanki 24 air exercise from 26 February to 2 March 2024. Approximately 40 aircraft and 3,800 airmen will participate in the exercise.

Hanki 24 will be the Air Force’s main exercise for 2024, focusing on training the reservists of the Air Force Academy and Lapland Air Wing. In total, the exercise will involve around 3,800 personnel, including 2,300 reservists. The main operating bases of the exercise will be Tikkakoski in Jyväskylä and Rovaniemi. However, to practise agile combat employment, the participating aircraft will operate also from other airfields throughout Finland.

‒ The objective of the exercise is to develop the readiness and capabilities of the Air Force. We will train base operations and the implementation of large-force air operations from dispersed locations. One of the most important training goals is to give our reservists practice, in winter conditions, of tasks laid down in the Air Force operational concept, says Exercise Director, Brigadier General Timo Herranen, Chief of Staff, Air Force Command Finland.

Combat in winter conditions - in the air and at the bases
Around 40 aircraft will be involved in the exercise, 30 of them being F/A-18 Hornet multi-role fighters. In addition to the Hornets, the exercise will include Hawk jet trainers as well as transport and liaison aircraft. Flight detachments from abroad will not be seen in the exercise, but control and reporting centre personnel from the Royal Air Force will take part, and Finnish fighters will also operate from Kallax Air Base, Sweden. Cooperation with NATO allies will be further developed in the Nordic Response 24 exercise starting right after Hanki 24.

The Hanki 24 exercise will provide training in versatile and realistic scenarios, and the units will practise combat in the air and at the bases. As per the Air Force agile combat employment concept, the exercise units will also use a highway strip adjacent to the airfield at both main operating bases. Highway 4 in Tikkakoski and road 9523 (Norvatie) in Rovaniemi will be closed to traffic. The Air Force Academy and the Lapland Air Wing will provide information on the detour arrangements.

The aircraft of the exercise unit conducting air defence missions will fly not only from the main bases but also from Oulu, Pudasjärvi, Vaasa and Kokkola-Pietarsaari airfields as well as Kallax Air Base in Luleå, Sweden. The fighters simulating the adversary in the exercise will operate out of Karelia Air Wing's Rissala Air Base during the entire event.

The Hanki 24 air activity will involve flight operations at low altitudes and supersonic flying at an altitude of more than 10 kilometres above the mainland. During the exercise, fighters will deploy countermeasures such as flares and chaff. Flares may be seen as momentary bright spots of light in the sky, and chaff may cause echoes on weather radar.

The exercise operating tempo will increase in stages so that most of the air operations will be conducted starting from Wednesday, 28 February. On Monday and Tuesday, 26 to 27 February, missions will be completed by 5 pm. From Wednesday to Friday, 28 February to 1 March, air activities will take place daily from 7 am to 9 pm and on Saturday, 2 March, air operations will be concluded by 2 pm.
