Tekfen Contracting Group, the construction branch of Turkey’s Tekfen Holding, is planning to build a phosphate pipeline and fertilizer facility in Morocco, home of three quarters of the world’s phosphate reserves.

After wining two tenders held by Morocco's Office Cherifien de Phosphate, or OCP, the world's leading phosphate exporter, Tekfen is set to invest $620 million in the construction project.

The company plans to build a phosphate pipeline and establish two diammonium phosphate, or DAP, fertilizer facilities with a capacity of 850,000 tons each.

Tekfen Holding Chief Executive Officer Erhan Öner said at a signature ceremony in Casablanca that the 240-kilometer pipeline would be completed in April, 2013 and the DAP fertilizer facility would be finished in June, 2012.

A total of five companies from around the world participated in the tender, Osman Birgili, deputy director general of Tekfen Contracting Group, said.

“We beat out French and Indian companies in the bidding,” Birgili said. “The OCP will provide French loans for us to use for the project.”

Tekfen’s trade relations with Morocco date back some 30 years, Öner said. “There is a great sympathy here towards Turkish people. Compared to many other countries, we work easier in Morocco. The difficult part is the bureaucracy.”

Currently, new investment projects in Morocco are worth a total of $5 billion, Birgili said, adding that Tekfen wanted to obtain a significant share of this amount. “A total of nine facilities will be established and Tekfen has undertaken responsibility for two of them. We worked three years for this bid. From contracting to purchase, Tekfen will undertake the whole of the project.”

Regarding Tekfen’s future goals, Öner said the company has kept away from the Iraqi market for security reasons. “We had a 25-year history in Iraq. Becoming active in Iraq once more is one of our targets. We have an office in Baghdad. We plan to open a new office in Basra, where the petroleum companies are active.”

The year 2010 was one of the company’s best years in turnover, Öner said. “With the latest contracting projects signed in the final quarter of last year, business volume will exceed $2 billion. We also exceeded our targets in the agriculture industry group. We predict that 2011 will also be strong.”

“Tekfen aims to increase its business volume by 10 percent to 15 percent in Turkey,” Birgili said.

Esin Mete, board chairwoman of Toros Tarım, Tekfen Holding’s agricultural industry group, Mostafa Terrab, chief executive officer of the OCP, and Amar Drissi, vice president of the OCP, also attended the ceremony.

Cet accord quadriennal (2011-2014) a été conclu entre les deux opérateurs à l'issue d'un entretien entre le ministre du Commerce extérieur, M. Abdellatif Maâzouz, et son homologue chinois, M. Chen Deming, qui entreprend une visite de travail au Maroc.

L'entretien a permis d'approfondir les discussions déjà engagées entre les deux ministres en octobre 2009 à Pékin, en vue d'intensifier les échanges commerciaux et le partenariat maroco-chinois sur une base mutuellement avantageuse.

Les deux parties ont notamment examiné les moyens d'atténuer le déficit de la balance commerciale qui penche en faveur de la Chine.

M. Maâzouz a saisi l'occasion pour exposer à son homologue chinois les opportunités d'investissement offertes au Maroc et rappeler sa position géostratégique et ses attraits qui en font une plate-forme d'investissement, d'exportation et d'offre de services après-vente dans la région arabo-africaine.

Avec 26,8 milliards de dirhams (MMDH), la Chine est le troisième partenaire commercial du Royaume en 2010. Les relations commerciales bilatérales sont régies par un accord commercial et économique datant de mars 1995.

C'est une bonne stratégie de la part de l'OCP, effectuer des dons de fertilisants pour de petits pays qui on en besoin aura certainement de bonnes retombées côté politique et diplomatique surtout la question du sahara marocain en amérique latine encore un bastion des polisariens.

Honourary Consul Salem Khouly was instructed to acquire the fertilizer urgently.

"This donation of fertilizers from the Kingdom of Morocco means that the Central Marketing Corporation will be able to offer the much needed commodity to our farmers at a significantly reduced price," PM Spencer said. "This means that more of the commodity will be available to farmers which will result in greater productivity and greater yield."


He told the gathering that the government would continue to use diplomatic channels and its relationship with friendly governments to meet the UN Millennium Development Goals by the designated deadline. One of the key components of the MDG is to ensure that nations can adequately feed themselves through agriculture and environmental sustainability.

Morocco does not dominate many league tables, but when it comes to phosphates, it is far and away the most well-endowed country

Morocco’s 50 billion tonnes of reserves dwarf China’s 3.7 billion tonnes of deposits and the US’ 1.4 billion tonnes.

Despite this advantage, Morocco’s phosphate industry has never lived up to its potential. Although the country’s mines increased production by 13 per cent last year to 26 million tonnes, the US still produced marginally more, at 26.1 million tonnes, while China’s output totalled 65 million tonnes.

Rabat is keenly aware of the valuable contribution its minerals wealth makes to its economy, accounting for 75 per cent of export earnings. It has launched an $8.9bn investment programme to raise phosphate mining capacity to 50 million tonnes a year and to more than double fertiliser production.

The problem for Morocco is that it lacks gas resources. This limits its capacity to manufacture large volumes of fertilisers domestically, meaning it is forced to export much of its output as unprocessed rock.

Nonetheless, with food and fertiliser demand set to continue to rise in the long term, the investment case is strong. And whereas hydrocarbon producers in the region are already having to address the issue of production declines, Morocco has a potential revenue source for the next 1,000 years.

Pour autant l'OCP fait vivre des milliers de personne à Safi, dont des gens de ma famille laba. Le plus important c'est qu'il y 'a plus de phosphore et que le port de Safi sera réhabilité...

C'est pas le port de Safi là ... c MC ! et si aujourd'hui le port a connu un grand nettoyage c'est grace au pression des safiots, de l'ancien Gouverneur aussi ... pas par la bonne volonté de l'OCP et ses organisemes
il faut que l'OCP trouve des solutions à ces gens là .. comme il a fait avec son propres personnel ! Si le personnel de l'OCP profite de beaucoup d'avantge, et arrive à vivre das un bon niveau, c'était pas le cas il y a 10 ou 15 ans ...
Il faut aussi que les projet eco des MC et MP que ca soit à Safi ou Jorf voient pleinement le jour dans le plus vite possible

MARRAKESH, Morocco, March 10 (Reuters) - Morocco's state-run phosphate monopoly OCP said on Wednesday it has started work on a new fertiliser plant as it seeks to strengthen its presence and sales to Africa's underproductive agricultural sector.

The plant is part of a plan OCP announced last year to turn the world's top phosphate reserves holder into the biggest producer of diammonium phosphate (DAP) and monoammonium phosphate (MAP) by mid-2015.

The 1-million tonne per annum plant is the second of four OCP plans to build as it gears up for a surge in global demand from farmers for fertilizers.

OCP, or Office Cherifien des Phosphates, awarded in December an EPC contract for the first plant to a joint-venture it has formed with U.S. Jacobs Engineering Group (JEC.N: Quote).

"This significant expansion will increase Morocco's capacity to produce DAP/MAP from the current 3 million tonnes per year to more than 9 million tons by 2015, making Morocco by far the largest supplier of phosphate rock, phosphoric acid and DAP/MAP," OCP said in a statement.

"This second unit with similar capacity will be identical to the first, and will be on-stream six months later in January 2014," it added.

The four plants -- all of which are to be in the Moroccan industrial port Jorf Lasfar -- are part of a seven-year investment plan worth $7 billion by OCP, also Morocco's top export earner.

With this plan, OCP wants to raise mining capacity from 30 to 50 million tonnes per year, more than quadruple beneficiation capacity to 38 million tonnes annually, expand Jorf Lasfar's port handling capacity to 35 million tonnes and upgrade its infrastructure.

OCP made the announcement as it hosts in the southern city of Marrakesh a conference on the use of fertilisers' in the African continent which struggles to enhance the productivity of its agriculture.

AFRICA A NEW PRIORITY

Its head Mostafa Terrab told the conference that OCP wants to forge partnerships with both public and private firms and encourage the use of fertilisers in the continent as it no longer considers Africa to be a market of secondary importance.

The firm had been focusing its business development effort on Europe, the Indian subcontinent and more recently China and Brazil.

Jim Crawford, of Hong Kong-based Quantum Fertilisers, said Africa has by far the lowest fertiliser usage ratio.

"OCP is trying to develop partnerships in Africa. The continent could be the growth area for the next 20-30 years but corruption and political instability represent a key obstacle," Crawford said.

Moussa Diarra, managing director of Malian Recoma Group, said OCP started only recently showing greater initiative to consolidate its presence in the African continent.

"For a long time, we did not even know that OCP existed despite close political and historic ties between Mali and Morocco. But OCP has been strengthening its relations with Africa in recent years," Diarra said.

He said that while OCP provides proximity and competitive pricing to African markets, it does not manufacture urea-based fertilisers.

"Mali needs around 150,000 tonnes of fertilisers per annum, half of which is urea-based. This is nothing when you consider the size of our arable land. But for rice for instance, a farmer needs to use two-thirds urea-based fertilisers and a third based on phosphates.

"Gulf countries are for the moment Africa's main suppliers of urea-based fertilisers," Diarra said.

Earlier this month, OCP signed a contract to supply a Kenyan firm MEA with 100,000 tonnes of DAP fertiliser annually, which equates to 25 percent of the African country's domestic needs of fertilisers. MEA said the deal is worth an annual 5.5 billion Kenyan shillings ($103.2 million).

Le maroc possede 85 milliards de m3 de phosphate mais combien vaut 1 m3 de phosphate en kg ?

70 milliards de tonnes de réserve en phosphate, soit un peu plus d'un kilos pour chaque mètre cube.

Non beaucoup plus si tu prend 1 m3 cad un carré d'1m de chaque coté et que tu le rempli de phosphate ça doit faire a mon avis près d'une tonne.

Ben voila donc 70 000 000 000 x 1,21 pour avoir le nombre de tonnes que cela représente !!

Soit 84 milliard 700 million de tonnes ... ara mat bi3

si on divise rien que 50 milliards de tonnes par 50 millions de tonne vendu chaque année ça fait 1000 ans de reserve!

2 milliards de dollars en 2009, 4 milliards en 2010 et 7 milliards de dollars d'exportation de phosphate en 2011 si le rythme ce maintient ...
