RABAT, Morocco, Jan 20, 2010 — Utah and the Kingdom of Morocco have shared experiences and learned lessons from each other throughout the past six years of their alliance through the National Guard’s State Partnership Program (SPP).
In 2009, Utah and Morocco supported six different activities to include medical, engineering, disaster, and pandemic disease control.
Morocco is currently in the process of purchasing 24 F-16s from the U.S. government, and the Moroccan Air Force requested air-refueling training missions with the Utah Air National Guard (ANG).
“We need practice with the boom,” said Moroccan Major General Ahmed Boutaleb, inspector of the Royal Air Force. “We need some help from (Utah ANG) in terms of air refueling with the KC-135.”
Eighty percent of what the unit’s KC-135 crews do is boom operations, Major General Brian Tarbet, Utah National Guard’s adjutant general.
“When you get new airplanes in 2011,” Tarbet said to his Moroccan counterparts, “I hope they are following a Utah tanker across the Atlantic.”
The National Guard’s State Partnership Program links U.S. states with foreign nations to promote and enhance bilateral relations. The Guard has forged partnerships with more than 60 countries worldwide. Within the U.S. Africa Command (AFRICOM) area of responsibility, Utah is one of eight U.S. states partnered with an African nation’s military.
The program promotes regional stability and civil-military relationships in support of U.S. policy objectives, according to AFRICOM officials. State partners actively participate in activities that include familiarization and training events, exercises, fellowship-style internships, and civic leader visits.
The partnership with Morocco has not only experienced aircraft-related training missions, but also medical ones as well.
Utah’s partnership brought technology to Moroccans that allowed tracking of pandemic diseases and availability of up-to-the-minute information on the spread of disease at a time when Morocco had six confirmed cases of H1N1 and was concerned about the possibility of a widespread pandemic flu outbreak.
Dr. Don Wood, from Utah’s Bureau of Emergency Medical Service and Preparedness, recently discussed the latest information on H1N1 flu to the Moroccan Military’s Medical Department, including the inspector of Medical Services, Brigadier General Ali Abrouk.
The Moroccan military and the Utah National Guard share the similar responsibility of providing disaster response support, and their experiences have allowed them to share their knowledge and strengthen their relationship.
“I hope we are acting as good listeners and good students,” said Tarbet. “We have a lot to learn from our Moroccan partners.”

Tarbet has been an integral part of Utah's State Partnership Program (SPP) with the Kingdom of Morocco, and is scheduled to retire later this year.
Thirteen members of the Utah and South Carolina National Guard accompanied Tarbet on his final visit, including Maj. Gen. Robert E. Livingston, Jr, The Adjutant General for South Carolina, whose state is providing support for the F-16s Morocco recently purchased. The F-16s also receive air refueling support and training from KC-135 Airmen and tankers from the Utah Air National Guard.
Since 2003, the Utah TAG has made annual visits to Morocco to celebrate and strengthen the SPP. The SPP is one of 63 programs throughout the globe, one of only eight in Africa and is the first with a Muslim country. Utah's partnership with Morocco has been one of the most active partnerships on the continent, and the state has conducted more than 120 significant SPP events since its inception.
A highlight of this year's trip was the presentation of The Order of Ouissam Alaouite to Tarbet. This distinguished decoration is bestowed by the King of Morocco upon those civilians and military officers who have displayed heroism in combat or have contributed meritorious service to the Moroccan state.
"General Tarbet has made incredible advancements in the partnership program during his tenure as TAG, and has earned great respect from the Moroccan military and government," said Maj. Rod Erickson, Utah Bilateral Affairs Officer in Rabat, Morocco. "His alliance with the Moroccans has opened countless doors with a valuable ally. Morocco is one of the U.S.'s oldest allies, which is important in that they are not a member of NATO, which gives us a friend among the Muslim world."
During this year's visit, Tarbet met with Mr. Samuel Kaplan, the U.S. Ambassador to the Kingdom of Morocco, where they discussed the role, capabilities, cost advantages, and importance of the National Guard and their contributions to Morocco. One of those contributions praised is an annual exercise called Task Force African Lion, where the Utah National Guard deploys teams that provide medical, dental, and veterinary support to Moroccans in the Agadir region. This year's team treated approximately 3,000 people per day, and provided immunizations, dental care, eyeglasses, prescriptions, and personal care to a very appreciative populace, at no cost to them.
Chief Master Sgt. Denise Rager, Utah ANG State Headquarters Command Chief, noted, "Our medical teams at African Lion benefit Moroccans with needed health care that they wouldn't otherwise receive. The local Moroccan doctors wanted to close early each afternoon, but our team talked them in to staying open longer to assist the endless lines. "

un grand ami du Maroc qui est parti,il a reussi en 9 ans a elargir le partenariat militaire entre les 2 pays/state,esperons que son successeur sera a la hauteur. bonne nouvelle,il a reussi aussi a rallier SCANG au SPP avec le Maroc,donc la cooperation accrue autour du F16 (SEAD) est assurée ! on profite de 2 states

pas seulement,ils en profitent aussi pour l´army,ils ont par exemple jeté un coup d´oeil en 2010 sur l´organisation des facility des Helicos (chinook) US army de McEntire quand ils ont visité cette base(et piloté leur F16 CJ) je crois que Benguerir aura aussi une composante de la sorte

Rabat - Le Général de Corps d'Armée Abdelaziz Benani, Inspecteur Général des FAR et Commandant de la Zone Sud, a reçu, lundi au siège de l'Etat-Major Général des FAR, le Général de Division Jefferson Burton, Commandant la Garde Nationale de l'Etat US de l'Utah. Selon un communiqué de l'Etat-Major général des FAR, les entretiens entre les deux responsables ont porté sur le renforcement du partenariat entre les Forces Armées Royales et la Garde Nationale de l'Etat de l'Utah.
Initié en 2004, ce partenariat couvre les échanges de visites, d'expérience et d'expertise dans le domaine médical et le développement des capacités de réaction aux catastrophes naturelles majeures, rappelle la même source.
En outre, des activités socio-culturelles et éducatives sont organisées conjointement entre le Service Social des Forces Armées Royales et celui de la Garde Nationale de l'Etat de l'Utah, particulièrement par la programmation de colonies de vacances au profit des enfants des militaires des deux parties.
