American arms manufacturer Remington delivered a batch of 12,657 brand new M4 carbines to the Philippine Army, completing its supply contract of 56,843 M4s, ahead of schedule late last December, Army spokesman Col. Benjamin Hao said on Sunday.
The weapons, ordered by the military as part of its modernization program, are undergoing technical inspection by military experts before formal acceptance by the Army. "They have to undergo procedure, it takes another time before they will be distributed to troops," Hao explained.
The 56,843 Remington M4s cost the Philippine Armed Forces P1.9 billion. The first batch of 24,300 weapons was delivered in July 2014, followed by another batch of 19,300 the month after.
The first batch of delivered M4s have already been distributed to soldiers after passing the technical inspection and ballistic test by the PNP. The second batch of rifles are still undergoing ballistic tests.
Barring any hitches, Hao said the last two batches of rifles will be distributed to troops in the field by this year.
Presently, most Philippine soldiers are still using the 1960s-era M16 rifle. The new M4 is "lighter but more powerful" than the M16. "That is a world-class rifle and our troops are proud to have this kind of weapon,” said Hao of the M4s.

- Philippines strenghtens its bilateral military relationship with US
The United States on Tuesday welcomed the decision of the Philippine Supreme Court to uphold the Enhanced Defense Cooperation Agreement (EDCA) as it would further strengthen its bilateral relationship with the Philippines allowing more US Forces in the area.
"EDCA is a mutually beneficial agreement that will enhance our ability to provide rapid humanitarian assistance and help build capacity for the Armed Forces of the Philippines," the US Embassy in Manila said in a statement. The 10-year agreement, signed in 2014 but not implemented due to legal challenges, will see more US troops and warships rotate through the Philippines, and the hosts will receive help in building military facilities.
Voting 10-4, the high court upheld the constitutionality of the executive agreement between the Philippines and the United States.
The Department of Foreign (DFA) Affairs also welcomed the SC decision, stressing that the EDCA is a critical component of the country's efforts to enhance and strengthen national security.
"With the Supreme Court's decision, the Philippine and US Governments can now proceed in finalizing the arrangements for its full implementation," the DFA said in a statement.

The Philippines has called for joint patrols with the United States in the disputed South China Sea, where Manila has festering territorial dispute with Beijing, a defense department spokesman said Thursday.
The remarks came after the Philippine’s Supreme Court upheld a 10-year security agreement opening the door for the US to operate more troops and equipment out of the Southeast Asian archipelago.
“There is a need for more collaborative presence in the South China Sea. Thus, in addition to freedom of navigation operations of the US, we are also suggesting that we patrol the area together,” spokesman Peter Paul Galvez told reporters.
Galvez did not specify where in the South China Sea the joint patrols would be conducted. China has conflicting territorial claims with the Philippines in the waters, as well as Brunei, Malaysia, Taiwan and Vietnam.
While the United States does not support any of the claims, it has warned China against trying to restrict air and sea passage through the Sea — a major shipping lane, rich fishing ground and potential source of mineral resources.
Tensions flared last month when the US flew two B-52 bombers close to flashpoint islands that have been artificially built up by China, reportedly by mistake.
Philippine and US foreign and defence secretaries have also just concluded a meeting in Washington to discuss their security ties.
The Philippine defence department said in a statement the meeting had concluded “with the US side reiterating the US ironclad commitment to the defense of the Philippines.”
“The US side emphasised that it will not allow China to control the South China Sea and will act to ensure that freedom of navigation is respected,” it added.
The Philippines, which has one of the weakest militaries in the region, has been seeking closer defence ties with the US, accusing China of increased aggressiveness in the disputed waters.

- Japan to Lease ex-JMSDF Beechcraft TC-90 King Air to the Philippine Navy for Maritime Patrol
According to Japanese newspaper Yomiuri Shimbun, the Japanese government plans to lease retired Japan Maritime Self-Defence Force (JMSDF) TC-90 training aircraft to the Philippine Navy who will use the aircraft for air patrol missions related to China’s maritime expansion in the South China Sea.
Aircraft currently used by the Philippine Navy for air patrol missions have a limited range of about 300km.
“It’s difficult to patrol over all the area of the Spratly Islands where China has been expanding and then return to the Philippines,” said a source close to the government.
The TC-90 aircraft, which has a radius of action over twice that of those in the Philippine Navy, is reportedly capable of covering most of the Spratly Islands. The TC-90 being a training aircraft, the Philippine Navy will likely be limited to visual inspection however as it is not fitted with radar or electro optic systems.

Two more C-130 Hercules military airlifters for the Philippine Air Force
According to the Filipino Times, the Philippine Air Force (PAF) is expecting the coming of two C-130 Hercules cargo planes that it refurbished from the United States to join fleet this year; with the first unit expected to arrive next week. The aircrafts were purchased through the US’s Excess Defense Articles Program in a contract worth P1.6-billion. The second Hercules will arrive in September this year.

AgustaWestland was awarded by the Philippine's Department of National Defense with the contract to provide two anti-submarine warfare (ASW) helicopters. Three former Royal Australian Navy (RAN) Balikpapan-class landing craft (LCH) acquired by the Philippine Department of National Defense (DND) have arrived in the country, the Philippine Navy (PN) office of public affairs confirmed to IHS Jane's on 28 March.
The vessels, formerly known as HMAS Wewak (L 130), HMAS Betano (L 133), and HMAS Balikpapan (L 126) were retired from RAN service in December 2012. The Australian Department of Defence (DoD) had told IHS Jane's in October 2015 that it was then in the final stages of negotiations with the Philippine government over the acquisition of the LCHs.
The PN was, however, not able to comment on when the three vessels, currently docked in Cebu, are expected to be inducted. "The vessels are currently still with Australian pennant numbers and will need general repairs and new paint jobs before commissioning," said the PN office of public affairs official, adding that those works were under the purview of the DND.
The PN had earlier inducted two other retired ships of the same class in July 2015. These are namely the former HMAS Brunei (L 127) and HMAS Tarakan (L 129), which have been recommissioned as BRP Ivatan (AT298) and BRP Batak (AT299), respectively. The two LCHs were a donation from Australia to the Philippine government to help bolster the latter's amphibious transport and humanitarian assistance and disaster relief (HADR) capabilities.
According to IHS Jane's Amphibious and Special Forces , the Balikpapan-class platform has a military lift capacity for three medium tanks or equivalent and a range of 3,000 n miles at 10 kt. Each LCH can accommodate 13 crew including two officers, and each was equipped with two 12.7 mm machine guns while in service with the RAN.

Les Philippines envisagent de se doter d'une force de sous-marins pour protéger leur territoire, dans un contexte de tensions croissantes avec Pékin en mer de Chine méridionale, a annoncé mercredi le président philippin Benigno Aquino.
L'archipel, qui n'a jusqu'à présent jamais opéré de sous-marins et est très dépendant de l'aide militaire américaine, a augmenté le budget de ses armées, face aux ambitions grandissantes de Pékin dans la région.
La Chine considère comme son "territoire national" la quasi-totalité de la mer de Chine méridionale et mène, dans l'archipel des Spratleys (sud), d'énormes travaux de remblaiement, transformant des récifs coralliens en ports, pistes d'atterrissage et infrastructures diverses.
Le Vietnam, Brunei, la Malaisie et Taïwan ont également des revendications --qui se chevauchent parfois-- sur une partie de la zone.
Le président philippin a indiqué que son pays risquait de perdre tout son littoral occidental si les revendications chinoises étaient satisfaites.
"Nous avons dû accélérer la modernisation de nos forces armées pour des impératifs d'autodéfense", a déclaré M. Aquino lors d'une réunion à Manille.
"Nous sommes un point de transit naturel vers le Pacifique et nous étudions la question de savoir si nous avons besoin d'une force de sous-marins", a-t-il ajouté.
En dépit d'une hausse des dépenses de défense sous la présidence Aquino, la puissance militaire philippine est sans commune mesure avec celle de Pékin.
Le budget militaire chinois est en 2016 de 954 milliards de yuans (146 milliards de dollars), contre 115,8 milliards de pesos (2,5 milliards de dollars) aux Philippines.
"Nous n'avons aucune illusion quant à notre capacité à égaler les autres, et aucune volonté de nous engager dans une course aux armements contre quiconque", a déclaré M. Aquino, qui n'a pas le droit de se représenter en mai après son mandat de six ans à la présidence.
Mais, a-t-il dit, les contentieux en mer de Chine méridionale "concernent tous les pays" car ils sont de nature à perturber les échanges dans une région stratégique pour le commerce mondial.
"Les incertitudes génèrent l'instabilité, qui ne favorise pas la prospérité", a-t-om dit.

South Korean company Hanwha Techwin has been formally awarded a PHP2.42 billion (USD52.5 million) contract to supply eight new amphibious assault vehicles (AAVs) to the Philippine Marine Corps, a notice of award retrieved from the Philippine government procurement website on 11 April has confirmed.
The company, which was formerly known as Samsung Techwin, emerged as the sole bidder in May 2014 for the programme, which seeks to equip the Philippine Marine Corps with a tracked armour capability. A previous bidding process for the platform in 2013 failed to attract any offers.
Hanwha Techwin is believed to have submitted a variant of the AAV7A1 AAV in service with the Republic of Korea Marine Corps for the bid.

Philippine Navy retires Aguinaldo, Conrado Yap-class patrol craft Ridzwan Rahmat, Singapore - IHS Jane's Navy International 15 April 2016 The Philippine Navy (PN) has decommissioned two patrol craft, the service's office of public affairs confirmed with IHS Jane's on 14 April.
The vessels are the 44 m Aguinaldo-class patrol craft BRP Antonio Luna (PG 141), and the 25.5 m Conrado Yap (Sea Hawk/Killer)-class coastal patrol craft BRP Apollo Tiano (PG 851). The vessels were retired in a decommissioning ceremony on 8 April.
According to IHS Jane's Fighting Ships , Antonio Luna was commissioned in May 1999 while Apollo Tiano was an ex-Republic of Korea Navy patrol vessel that was transferred to the Philippines in 1993. The weapons fit for both vessels included the Bofors 40 mm gun as main weapons, complemented by four 7.62 mm machine guns.

(PNA) - Thirty six new trooper trucks and four military ambulances were received by the Philippine Army’s 7th Infantry Division based here in simple rites Wednesday at the command headquarters in this sprawling military camp.
Major Gen. Angelito de Leon, 7ID commander, said the new equipment are big boost to their capabilities, being part of the Modernization Program and Transformation Roadmap of the Armed Forces of the Philippines.
In his message, De Leon said the trucks and ambulances were just part of the program, saying that the command has earlier received firepowers such as R4s which are more sophisticated than the M16 Armalite rifles.
But, it is not only the Army now being modernized, he said.
The Philippine Navy, he said, has also received the first ever strategic vessel that can be used as an alternate command and control vessel while the Philippine Air Force got two FA 50 Led-in Fighter Jets.
De Leon said these combat equipment are proof of how the government cares for national security and the Filipino soldiers.
