The Latvian cabinet of ministers approved its "national defense concept" drafted by the Baltic republic’s Ministry of Defense, the ministry said in a statement.

RIGA (Sputnik) – After approval by the cabinet, the Latvian parliament is due to debate the new concept and to adopt it before October 1.


"Today, May 24, the Cabinet approved the draft ‘national defense concept’ developed by the Ministry of Defense, which provides for national measures to ensure the protection of peace, national threat and during wartime," the statement read.
It argued that the concept was "significantly influenced by changes in the regional security environment, leading to an increased threat to Latvia."
Latvia’s national defense concept envisions allocating 1.7 percent of its GDP in the defense budget by 2017. The following year, Riga hopes to comply with the North Atlantic Treaty Organization’s (NATO) demand to spend 2 percent of its GDP on defense.
Latvia has been a member of NATO since 2004.

MOSCOW (Sputnik) — According to Baltnews media outlet, the amendments to the country's criminal code aimed to reduce risks to national security provides that Latvian citizens who enroll in military service in other countries may be sentenced to up to four years of prison, correctional work or penalty fine.
The amendments exempt armies of the EU or NATO countries as well as those of Australia, Brazil and New Zealand from the ban, the media outlet added.

The Islamic State terror group outlawed in Russia and the United States has been pursuing a large-scale recruitment campaign in Europe, as some 5,000 Europeans are estimated to have left to fight in the Middle East, according to the Dutch Foreign Ministry.

BALTRON SQUADEX II-16 exercises, naval military drills, involving warships from Lithuania, Latvia and Germany will take place in Lithuanian territorial waters, according to the statement of the Lithuanian Defense Ministry.

VILNIUS (Sputnik) — The second leg of the annual Baltron naval military exercises involving warships from Lithuania, Latvia and Germany is due to commence in the Baltic Sea in Lithuania on Monday, the Lithuanian Defense Ministry said in a statement.
"On August 22-26, BALTRON SQUADEX II-16 exercises will take place in Lithuanian territorial waters… They will involve Lithuanian, Latvian and German military units…. The exercises will be led by Lieut. Tadas Jablonskis (Lithuania)," the statement reads.

The ministry added that the drills consist of two parts — an offshore portion of the exercises took place from August 18-21 off the coast of the Baltic Sea, while the marine phase will take place on August 22-26.


The exercises aim to check the ships' maneuverability as well as practice artillery shooting, mine hunting, search and rescue operations, and defending against symmetric threats. Mine ships will also conduct demining operations, the statement added.
In 1998, Lithuania, Latvia and Estonia created a squadron of warships in the Baltic states dubbed Baltron, with the main objective of protecting the Baltic Sea region. Since 2015, Estonia has opted out of the Baltron drills.

Defence and security company Saab has received an order for RBS 70 missiles from the Ministry of Defence of the Republic of Latvia. Deliveries will take place during the period 2016-2017.

Latvia has been an RBS 70 customer since 2004, and in 2015 Saab signed a contract with the Latvian Ministry of Defence for deliveries of RBS 70 missiles. This order is a call-up of an option as part of the previously signed contract, which was announced by Saab on 22 October 2015.

“We are pleased to see the RBS 70 system as a key capability that contributes to strengthening the defence and security of the Latvian nation. The RBS 70 is a modern air defence missile system with flexible design and several upgrade possibilities that meet Latvia’s evolving needs,” says Anna Fröjd, head of Saab market area Nordic and Baltic.

In June 2016 the Latvian Air Force test-fired the RBS 70 and the latest generation RBS 70 NG during the air defence exercise “Baltic Zenith 2016” held in Šķēde, Latvia. Approximately 90 soldiers and national guards from Latvia’s Air Defence Wing of Air Force Aviation Base and 17th Air Defence Battalion of the National Guard, as well as soldiers of the Air Defence Unit of Lithuanian Armed Forces, took part in the exercise. Pour des raisons historiques et parce qu’ils comptent, au sein de leurs populations, une importante minorité russe, les pays baltes, bien que membres de l’Otan et de l’UE, redoutent d’être déstabilisés (voire d’être envahis) par la Russie, comme cela fut le cas en janvier 1991, quand les projecteurs étaient alors braqués sur l’opération visant à libérer le Koweït.

Et l’annexion de la Crimée ainsi que les menées séparatistes dans le sud-est de l’Ukraine, ne sont évidemment pas faites pour les rassurer. D’où les mesures dites de « réassurance » à leur égard prises par l’Alliance atlantique, avec la décision de déployer 4 bataillons multinationaux dans les pays baltes et en Pologne.

Cela étant, l’Otan souhaite maintenir le dialogue avec Moscou. Cette année, et pour la première fois depuis la crise ukrainienne, le Conseil Otant-Russie (COR) s’est réuni à deux reprises. Mais les discussions n’ont servi qu’à constater des désaccords « profonds ».

« Notre coopération sur le plan pratique reste en suspens en raison des actions agressives entreprises par la Russie à l’égard de l’Ukraine. [...] Dans le même temps, nous avons décidé de laisser ouvertes les voies du dialogue politique », a résumé en septembre, le secrétaire général adjoint de l’Otan, Alexander Vershbow, à l’issue d’un entretien avec Alexandre Grouchko, représentant russe auprès de l’Alliance.

Seulement, l’arrivée prochaine de Donald Trump à la Maison Blanche inquiéte les pays baltes. Pendant la campagne, le candidat républicain n’avait en effet pas ménagé ses critiques à l’endroit de l’Otan. En outre, Newt Gingrich, l’un de ses principaux conseillers, a tenu des propos peu rassurants. « Je ne suis pas sûr de vouloir provoquer une guerre nucléaire à cause d’un endroit qui se trouve dans la banlieue de Saint-Pétersbourg », a-t-il en effet affirmé.

C’est donc dans ce contexte que des experts militaires lettons et russes se sont rencontrés à Riga, le 8 décembre, pour évoquer les tensions entre les deux pays. Ces discussions ont été l’occasion de se parler franchement. Du moins, c’est ce que sous-entendent les communiqués diffusés par les deux parties.

Côté russe, le ministère de la Défense a expliqué que cette rencontre avait permis de discuter « des problèmes de sécurité dans la région de la Baltique ainsi que des mesures possibles pour atténuer les tensions et pour le développement bilatéral de mesures de confiance et de transparence en matière militaire. »

Ce qui a été confirmé par Riga. Le ministère letton de la Défense a précisé que ses représentants ont appelé « à une plus grande transparence dans ses activités militaires, pas seulement en mots mais en actes. » Et d’expliquer que ces dernières, dont font partie des « exercices militaires à grande échelle », le « déploiement d’infrastructures militaires » et la « création de nouvelles unités militaires », suscitent « des inquiétudes sur les intentions et les ambitions à long terme de la Russie dans la région. »

D’autant plus que, a souligné le ministère letton de la Défense, Selon ces activités militaires russes près de la frontière avec la Lettonie sont « plus orientées vers l’attaque que vers la défense ».

A priori, cette rencontre a seulement permis de « prendre la température ». Mais, a précisé Moscou, ce dialogue est appelé à se poursuive.

Latvia is to receive a pair of tactical hand-launched unmanned aircraft systems (UASs) from the US government, it was disclosed on 27 March.

The Baltic state is to acquire two AeroVironment (AV) RQ-20A Puma UASs under a Foreign Military Sales (FMS) deal valued at USD1.96 million, the US Army revealed in a justification and approval (J&A) notification into the sole-source contract that will be awarded on 3 April.

As noted in the J&A notification, the deal is to be broken down into USD856,474 for the two RQ-20A Puma systems; USD185,628 for an initial spares package; USD109,248 for three reconnaissance, surveillance, and target acquisition (RSTA) kits; and USD345,548 for contractor support.

The Latvian armed forces do not currently field any unmanned aviation assets. The air force, which only numbers 250 regular personnel, has just one Antonov An-2 ‘Colt and one L410 Turbolet transport aircraft and two Mil Mi-2 ‘Hoplite’ and four Mi-8 ‘Hip’ utility and transport helicopters in its inventory, while the army has no aircraft at all.

Designed to be flown autonomously or via AV’s common ground control station (GCS), the Puma UAS provides a persistent intelligence, surveillance, target acquisition, and reconnaissance (ISTAR); force-protection; and ‘over-the-hill’ reconnaissance capability.

Ne mettant en oeuvre aucun avion de combat, la force aérienne lettone est très modeste. Ne comptant qu’environ 250 aviateurs, elle ne dispose que d’une poignée d’hélicoptères – des Mil Mi-17 – hérités de la période soviétique. Ces appareils sont utilisés pour des missions de sauvetage et de transport.

La marge de manoeuvre de Riga pour moderniser ses forces armées est également limitée, même si, en 2017, les dépenses militaires lettones ont atteint 1,7% du PIB (soit 470 millions d’euros). Pour autant, il est question de remplacer les quatre Mil Mi-17 par des hélicoptères américains, en l’occurrence des UH-60M Black Hawk, produits par Sikorsky, qui est une filiale de Lockheed-Martin.

Le 3 août, l’agence chargée des exportations américaines d’armement, la Defense Security Coopération Agency (DSCA), l’agence, a en effet recommandé au Congrès d’approuver la vente de 4 appareils de ce type à la Lettonie, pour un montant de 200 millions de dollars. Un tel investissement représente un peu moins de la moitié du budget militaire letton.

Cela étant, la somme avancée par le DSCA, qui englobe la livraison de 10 moteurs et une série d’équipements électroniques, n’est pas forcément celle que Riga paiera pour acquérir ces quatre UH-60M Black Hawk.

« La vente de ces hélicoptères UH-60 augmentera considérablement la capacité de la Lettonie à assurer le transport de troupes, la sécurité aux frontières, la lutte antiterroriste, l’évacuation médicale, la recherche et le sauvetage », plaide la DSCA.

Sans doute que la Lettonie aurait pu s’en tirer à meilleur compte en optant pour l’hélicoptère H225M Caracal d’Airbus Helicopter. Pour donner un ordre d’idée, le Koweït en a commandés 30 exemplaires pour un milliard d’euros, ce qui donne un prix unitaire de 33 millions.

The Latvian National Armed Forces have received into service its final batch of the M109 series 155mm self-propelled artillery system, according to the country’s Ministry of Defence Republic.

Ministry of Defence Republic on 18 October has announced that Defense Minister Raimonds Bergmanis and Commander of the National Armed Forces Lieutenant-General Leonid Kalnins will visit the Adazi base to view the self-propelled howitzer purchased from Austria.

Latvian Defense Minister Raimonds Bergmanis emphasizes: “I am pleased that in such a short period of time we have received all the howitzers purchased from Austria, which is a historic contribution to strengthening the capacity of the Latvian Army’s fire support.”

In April 2017, a bilateral agreement was signed between the Latvian Ministry of Defense and the Austrian Ministry of Defense and Sports on the purchase of M109A5Oe self-propelled artillery systems, including the purchase of fire control and training platforms. The purchase of self-propelled artillery systems is an important complement to the Latvian National Armed Forces, which makes it possible to improve national defense capabilities.

In order to improve the ability of the Latvian Armed Forces to support indirect fire, as well as improve Latvia’s ability to integrate fully into NATO operations and training, 47 artillery systems were purchased from Austria. The cost per unit, depending on its modification, is between € 60,000 and € 140,000.

Self-propelled artillery system M109A5Oe type A howitzer, which is earlier A2 and A3 howitzers modernized version with 39 caliber M185 barrel, has shot distance with the standard or conventional ammunition is 22 kilometers, while the shooting distance with advanced operational ammunition is 30 kilometers.

The 155mm self-propelled artillery M109A5Oe system has installed a semi-automatic charging system, inertial navigation system, electrical system, artillery fire control system. Its modification provides that the howitzer is able to open fire within a minute of receiving the order to fire, as well as after the fire has completed its task within 30 seconds to leave the fire position. With a well-trained crew, howitzers can fire up to 12 projectiles a minute. In addition, his power to protect the platform is equipped with a 12,7mm machine gun.

The fire control center is M109A5Oe is an Austrian modification for the M109 platform with a the standard corps and dismantled gun, thus increasing the interior space. The platform is equipped with tactical artillery calculation with printer, radio stations and an additional 28 V generator. For its force protection, platform is equipped with the 80mm smoke grenade system and 12.7mm machine gun.

Driver training platforms M109 are designed for conducting practical driving training.

Speaking at the Berlin Security Conference, Jãnis Garisons, State Secretary for the Latvian Ministry of Defence (MoD), said the deal was signed “about a month ago”.

In August the US cleared the Baltic nation to acquire four UH-60s, along with equipment including Talon Forward Looking Infrared Radar (FLIR) systems, spares, support, and sustainment for USD200 million.

While Garisons did not provide a delivery timeline, he said that the Black Hawks should be in service in time to replace the air force’s Mil Mi-17 ‘Hip’ helicopters by 2021. He added that the process to introduce the new aircraft had already begun.

The Latvian National Guard, part of the Latvian National Armed Forces, has received Husky landmine detection and route clearance system, according to the press office of the Latvian Defense Ministry.

54th Engineer Battalion, 2nd National Guard Brigade received three Husky Mounted Detection Systems, or HMDS, worth around $7.8 million provided by the United States.

Under the U.S. Foreign Military Financing Program, the United States has provided Latvia with three Huskies, personnel training and technical support.

The Husky HMDS is a counter explosive hazard system that provides standoff detection and marking of metallic and low-metallic surface-laid, shallow-buried antitank landmines, trigger mechanisms and deep buried improvised explosive devices (IEDs) in support of area access route clearance operations. HMDS is a mission equipment package mounted on current and programmed Husky vehicles organic to engineer units.

The Husky is like the blood hound of the pack. This is the vehicle that will travel out in front of the rest, and look for the hidden dangers. The husky is designed to take an explosion. The front and rear will just fall apart; while the middle, where the single occupant is, will be safe.

The Husky is responsible for saving an indiscriminate number of lives on its mission up and down the supply routes in hostile areas, because of its ability to find threats.

The Husky is an effective and reliable system that has located thousands of IEDs since it has been deployed by the U.S. Army and partners.

The Latvian National Armed Forces have begun to take delivery of initial consignments of Rafael Advanced Defence Systems Spike precision-guided tactical missiles under the provisions of a EUR108 million (USD133 million) contract signed between the Latvian Ministry of Defence and EuroSpike in February 2018.

Based in Röthenbach, Germany, EuroSpike is a joint venture between Rafael, Diehl Defence, and Rheinmetall Electronics, and is responsible for the marketing, and some manufacture, of the Spike family of missiles in Europe.

Jane’s understands that the new contract provides for latest Spike variant effectors, including Spike SR, Spike LR2, and Spike ER2. The Latvian Land Forces already field the man-portable Spike LR1, which it acquired in 2008.

Swedish company Saab has received orders from Latvian and Estonian Armed Forces for deliveries of Carl-Gustaf M4 portable anti-tank weapon system. Deliveries will take place in 2021-2024. The orders are placed within a framework agreement signed by the Swedish Defence Materiel Administration (FMV) in June 2019, which allows Sweden, Latvia and Estonia to place orders for Carl-Gustaf M4 weapon systems during a ten-year period.

“We are pleased to announce Latvia and Estonia as our latest customers on Carl-Gustaf M4. Both nations have a history of more than two decades of Saab’s Carl-Gustaf system. We look forward to further strengthen their ground combat capabilities with the latest version of the system,” says Görgen Johansson, head of Saab’s business area Dynamics.

“The new generation anti-tank grenade launcher Carl-Gustaf M4 is definitely a big step forward for a soldier who has been trained in this field and has dealt with older versions, the M2, especially in terms of walking with a weapon. The new weapon is half as light. This joint procurement is a very good example of cooperation with neighbouring countries, where the parties reached the most economically advantageous and best deal. Co-operation between defense countries is one of the most important ways to increase the defense capability of our region,” says Ramil Lipp, Chief of Category (Armament) for the Estonian Centre for Defence Investment.

“Acquisition of the most recent generation recoilless rifle marks another key milestone in Baltic and Nordic cooperation. Joint procurement provides significant economic benefits to both Latvia and Estonia, as well as increasing regional interoperability and cross-training with our allied forces. Procurement of Carl-Gustaf M4 together with earlier ammunition procurements also greatly improves operational capabilities of the Latvian National Armed Forces and paves way for long-term modernization of our armed forces,” says Artis Pabriks, minister of defence of Latvia.

The Carl-Gustaf M4 (CGM4) is the latest generation of multi-role anti-tank weapon system in the family of Carl-Gustaf developed and manufactured by the Swedish Company SAAB. The key characteristic of the Carl-Gustaf M4 is to offer a multirole weapon for modern infantry units. It is fully optimized for dismounted soldiers who need a light-weight, and high-impact weapon.

The Carl-Gustaf M4 has been specially designed to destroy main battle tanks, armored vehicles but also buildings or bunkers. It has an effective firing range of up to 500 m against armored vehicles or tanks and 700 m against buildings and stationary targets. Some types of ammunition have a rocket booster for an extended range to up to 1,000 m.

The Carl-Gustaf M4 system is able to fire a wide range of 84mm caliber ammunition including anti-armor, anti-structure, multi-role, anti-personnel and support rounds. It can fire all the ammunition that can be used with the M3 version of the Carl Gustaf. The HEAT (High-Explosive Anti-Tank) ammunition can penetrate up to 400 mm of rolled homogeneous armor. Ammunition with a tandem HEAT warhead is able to penetrate up to 500 mm of rolled homogeneous armor behind explosive reactive armor. The rate of fire is around 6 rounds per minute.

En raison du conflit entre Moscou et Kiev, le service militaire obligatoire, qui ne concernera que les hommes, sera rétabli en 2023 en Lettonie C’est ce qu’a annoncé le ministre letton de la Défense Artis Pabriks dans un contexte de tensions croissantes avec la Russie voisine et de guerre en Ukraine : "Le système militaire actuel de la Lettonie a atteint ses limites. En même temps, nous n’avons aucune raison de penser que la Russie va changer de comportement".
La Lettonie avait abandonné le service obligatoire après avoir rejoint l’Otan. Depuis 2007, l'armée de ce pays balte membre de l'Union européenne est constituée de militaires de carrière et de volontaires de la Garde nationale qui servent dans l’infanterie à temps partiel le week-end. Le pays de moins de deux millions d’habitants, frontalier du Bélarus et de la Russie, ne compte actuellement que 7 500 soldats en service actif et membres de la Garde nationale, soutenus par 1 500 soldats d'un bataillon multinational de l’Otan.
Le 30 juin, les ministres estonien et letton de la Défense, ont signé une lettre d'intention sur l'acquisition conjointe de systèmes de défense aérienne de moyenne portée. "L'agression de la Russie en Ukraine démontre clairement la nécessité de disposer de systèmes de défense aérienne", a souligné le ministre letton de la Défense Artis Pabriks. Une proposition spécifique d'acquisition de nouveaux systèmes par ces deux pays baltes voisins de la Russie, membres de l'UE et de l'Otan, devrait être évoquée à la fin du mois de juillet. Ni le coût ni les délais de livraison du nouveau matériel n'ont pas été dévoilés.

According to a press release published by ECA Group on August 23, 2022, the firm welcomed the Latvian Navy to carry out the Factory Acceptance Tests (FAT) for their modernized ship’s Command and Control (CC) system and Mine Identification and Disposal systems (MIDS).

These systems will be soon integrated onto Latvia’s Tripartite-class Mine Hunter vessels (IMANTA Class). The Latvian Navy will be the first to be equipped with a comprehensive drone solution from ECA Group, specifically designed to be fitted during modernisation programmes of previous generation Mine Hunters.

Selected in 2020 following an international tender, ECA Group is in charge of the modernisation of the MCM capacity of the three Latvian MCM vessels. The traditional mine warfare system is completely replaced by a new command and control system and a full set of drones, all designed and manufactured by ECA Group: the A18-M AUV fitted with ECA Group’s UMISAS Sonar, the SEASCAN mine identification vehicle and the K-STER mine disposal system.

ECA Group is also responsible for the ship modification and the upgrade of the navigation system, composed of W-ECDIS warship electronic chart display and information system, Gaps M7 USBL positioning system and Phins C7 compact Inertial Navigation System by iXblue, as well as a new Autopilot by SIREHNA.

During the FAT, the ship’s command and control with W-ECDIS and Autopilot, the sensors’ functionalities and interfaces were successfully tested. In addition, during the acceptance tests, the Latvian Navy successfully performed a scenario of mine identification with the SEASCAN and firing simulation with the KSTER for mine disposal.

This program builds on the long-standing partnership between the Latvian Navy and ECA Group. The Navy has been operating ECA Group’s A9 autonomous underwater vehicle (AUV) for several years.

With this modernization contract, 10 K-STER mine disposal systems, 2 SEASCAN mine identification systems and a A18-M mid-size AUV with their common software suite will be delivered for each of the 3 ships to be modernised.

By upgrading the mine warfare equipment on existing vessels, ECA Group brings state-of-the-art capabilities at a cost-effective price to navies while enabling them to extend the life of their fleet already in service.

This toolbox can be installed on any conventional mine countermeasures vessels or on non-dedicated ships. ECA Group offers this modernisation solution to all navies that intend to keep and optimise their conventional mine countermeasures vessels or consider the acquisition of pre-owned vessels.

About the Tripartite class

The Tripartite class is a class of minehunters developed from an agreement between the navies of Belgium, France and the Netherlands. A total of 35 ships were constructed for the three navies.
The class was constructed in the 1980s–1990s in all three countries, using a mix of minehunting, electrical and propulsion systems from the three member nations.


In 2007, the Latvian Naval Forces acquired five ships from the Netherlands which had been taken out of service at the beginning of the decade.

The ships were originally of similar design to the Belgian and French versions, with a standard displacement of 520 tonnes (510 long tons) and 553 tonnes (544 long tons) at full load.

The displacement later increased to 571 tonnes (562 long tons) standard and 605 tonnes (595 long tons) at full load and then 630 tonnes (620 long tons) standard and 660 tonnes (650 long tons) at full load. The 20 mm gun that was initially mounted was removed, leaving only three 12.7 mm machine guns.
