MA60 Makes Its First Export to Cambodia
On May 18, Xi'an Aircraft Industry (Group) Company Limited (XAC) delivered two Modern Ark 60 (MA60) aircraft to the Royal Cambodian Air Force. This is the first MA60 exportation to Cambodia.
Chau Phirun, General Director of Materiel and Techniques of the Ministry of National Defense of Cambodia, Soeung Samyang, Commander of the Royal Cambodian Air Force, Kong Mony, Deputy Commander of the Royal Cambodian Air Force as well as the related officials from Xi'an Aircraft International Corporation (XAIC) attended the delivery ceremony.
General Chau Phirun addressed at the ceremony that, the bilateral cooperation has been successful and fruitful while the friendship between China and Cambodia has been strengthened. He hoped Cambodia will better operate the MA60s under XAC's help and the aircraft will better serve the Royal Cambodian Air Force.
Jiang Jianjun, General Manager of XAIC, said at the ceremony that, a profound friendship has been established during the first cooperation between Cambodia and China in the civil aviation field while further cooperation is also promising. He was looking forward to seeing MA60's advantages such as comfort, reliability and fuel efficiency being further proved and demonstrated during the operation in Cambodia. He hoped that MA60 will boost more comprehensive cooperation between Cambodia and China in the fields such as the civil aircraft products and services as well as build an efficient, economical and convenient air bridge for the trade communications and economic developments of Cambodia. Meanwhile, Jiang promised that the plane maker will continuously provide high quality aircraft and considerate customer services.
On Feb 18, 2012, the Ministry of National Defense of Cambodia placed a formal order for two MA60 aircraft from XAC. The course arrangement for the Cambodian trainee pilots having training at XAC, the aircraft coating, the cabin configuration as well as the avionics data have been confirmed gradually after thorough coordination. In addition, all XAC departments accomplished necessary delivery preliminaries on schedule through close collaboration and active preparation.

22ND ASEAN ARMIES RIFLE MEET (22ND AARM)
Royal Brunei Land Forces will be hosting the 22nd ASEAN Armies Rifle Meet commencing from the 6th of October to the 16th October 2012.
The Asean Armies Rifle Meet (AARM) is an annual shooting competition participated by ASEAN Armies. It is not only a gathering of the best shooters from ASEAN Armies to compete and test their shooting skills in this prestigious event, but it is also aimed to further strengthen friendship and comraderies amongst the shooters which contributes to strengthening the already existing cooperation amongst the ASEAN Armies. Thus enhancing the regional peace and security.
This is the fourth AARM hosted by the RBLF, the previous being the 3rd AARM in 1993, 8th AARM in 1998 and the most recent was in 2005 as a host of the 15th AARM.
In this year’s competition, 10 teams will take part, the host country represented by the Royal Brunei Land Forces, Cambodia by Royal Cambodian Army, Indonesia by Indonesian National Army, Lao by Lao People’s Army, Malaysia by Malaysian Army, Myanmar by Myanmar Army, Philippines by Philippines Army, Singapore by Singapore Army, Thailand by Thailand’s Army and Vietnam by Vietnam’s Army.
A total of 510 of officials and firers will compete in the skill-at-armed meeting in rifles, carbine, pistol and machine guns which will be held at Binturan Shooting Range, Penanjong Garisson.
Throughout this competition, all participants are accommodated at Tutong Camp which was specially transformed into an AARM Village to ensure the comfort and well-being by providing facilities such as dining, medical, recreational and leisure, administration, weapon and ammunition storage.
The opening ceremony will be held on 6th October 2012 and will be officiated by the Deputy Commander of Royal Brunei Land Forces and witnessed by all ASEAN Deputy Chiefs of Army. The competition will come to an end on the 16th October 2012, with the closing ceremony which will be attended by all ASEAN Chiefs of Army.
In conjunction with the 22nd AARM, Royal Brunei Land Forces will also be hosting two annual ASEAN Army meetings, the 13TH ASEAN Chiefs Of Army Multilateral Meeting (13TH ACAMM) and 2ND Asean Army Sergeant Major Annual Meeting (2ND ASMAM).
The 13th ASEAN Chiefs of Army Multilateral Meeting an annual meeting for ASEAN Chiefs of Army which will be held on the 15th October 2012 at the Empire Hotel and Country Club.
The theme for this year’s ACAMM is ‘CHALLENGES FACE BY THE ARMY TODAY’ COUNTRY PERSPECTIVE. The theme was selected to provide the Chiefs of Army an avenue to share and find common solution to the current and future challenges in dealing with current defence and security environment.
The ASEAN Armies Sergeant Major will also be converging to Negara Brunei Darussalama to attend the 2nd ASMAM. The first ASEAN Sergeant Major Annual Meeting was held in Indonesia in 2011. The meeting is another initiative by the ASEAN Army to enhance cooperation through dialogue and sharing of experience among the ASEAN Senior Non-Commissioned Officers (NCOs). This year’s meeting will be held on the 15th of October 2012 in Rizqun International Hotel, Gadong. The topics that will be presented and discussed are ASEAN Country Brief and Experience of NCOs in Overseas Deployment.

The origin of a shipment of about 100 tanks and 40 armoured personnel carriers that arrived at Sihanoukville port on Tuesday remains unknown, despite the Minister of Defence confirming the government purchased the vehicles to strengthen its military.
Photos obtained by the Post yesterday confirm the arrival of the tanks in what was one of the largest incoming shipments of military vehicles in the Kingdom’s recent history.
Minister of Defence General Tea Banh told Voice of America on Tuesday night that the government had bought the equipment, but he did not say from where or from whom.
“The importing of [the tanks and APCs as well as other military materials] is to strengthen military capacity and to upgrade and then train in new military hardware.”
Attempts to contact Banh and his spokesman, Chhun Socheat, yesterday were unsuccessful.
Koy Kuong, spokesman for the Ministry of Foreign Affairs, said he had no knowledge of the shipment and was therefore in no position to comment.
A source told the Post on Tuesday that “some 100 tanks and about 40 eight- and six-wheel armoured personnel carriers” had arrived at the Sihanoukville port that morning.
Sihanoukville Autonomous Port director Lou Kim Chhun later confirmed the shipment’s arrival, but provided no further details.
Opposition Sam Rainsy Party spokesman Yim Sovann said yesterday that he had not heard about the shipment and was surprised when told of its size.
Cambodia, he said, needed military equipment to protect itself in a basic sense, but it was in the country’s best interests to look at other strategies to solve existing disputes or conflict.
“Of course there are some border encroachment issues on the eastern side [of the country] and the dispute at Preah Vihear, but I don’t think the tensions require military action,” Sovann said. “We can’t solve problems by war. We have to use international code, as we are a small country and economy.”
Sovann said details of military purchases should be made public, and future transactions should be conducted with transparency through the parliament.

Cambodia's air force will be strengthened by the arrival of 12 military helicopters, including four attack choppers, from China next year, government officials said yesterday.
Prak Sokha, a spokesman for the Royal Cambodian Air Force, told the Post yesterday that 25 Cambodian pilots and mechanics were training in China in preparation for the Kingdom receiving the Chinese-made Z-9 helicopters between April and August.
“We expect that by April, some of them will finish their training and will return with two helicopters,” he said.
Of the 12 helicopters, four would be used for fighting purposes, six for general transport and two for transporting high-ranking officials, Sokha said.
These comments echoed earlier reports quoting Royal Cambodian Arm Forces commander Pol Sarouen and Royal Cambodian Air Force commander Soeung Samnang saying similar things.
“What I am not so clear on is whether the Cambodian government has bought these or whether they have been granted to us,” Sokha said.The government, boasting of a new era of cooperation with China, announced in August last year it had struck a deal with the superpower to receive a batch of Z-9 helicopters for $195 million. Media reports at the time suggested a loan from China would cover the cost.
About 100 tanks and 40 armoured personnel carriers, believed to be from Ukraine, arrived at Sihanoukville port in late October, one of the largest single shipments of military vehicles in Cambodia’s recent history.
Sam Rainsy Party lawmaker Son Chhay said he was concerned about the percentage of the national budget allocated to military spending and the fact the government was making decisions about purchases without debate in parliament.
“We have doubts about equipment that is not accounted for or [deals] that are not transparent,” he said.
Chhay said military equipment from China was often expensive and of poor quality and the origin and volume of Cambodia’s military acquisitions were a topic for parliament.
“We as parliamentarians have a right to know,” he said.
Mey Vann, a director from the Ministry of Finance, could not be reached for comment.

Cambodia conducts live artillery drill to strengthen military capacity

Cambodia on Tuesday conducted a live fire drill in order to strengthen capacity for the Royal Cambodian Armed Forces in defending territory integrity.
"BM-21 rocket launchers and 130-mm artillery were fired during the exercise," Deputy Prime Minister and Defense Minister Tea Banh said while presiding over the drill at a military exercise field in Kampong Speu province, about 70 km west of Phnom Penh.
"The exercise is to test our new weapon technologies."
The drill was attended by some 1,450 soldiers. About 98 BM-21 shells and 24 artillery shells were fired.
"Our troops have successfully completed the drill, all shells hit the targets," he told reporters after the event.
Lt. Gen. Eth Sarath, deputy commander-in-chief of the Royal Cambodian Armed Forces, said the fire was classified into two phases: the fire of BM-21 rockets in the distance of 16 km and the fire of 130-mm artillery.
"The exercise is to show national prestige, not to threaten any countries," he said, adding that the drill was made after the troops had been trained for four months.
It was the second time that Cambodia conducted the live fire drill with BM-21 rockets. The first such exercise took place in March 2010, when 215 shells were fired and all hit the target in the distance between 20 km and 40 km.
Cambodia started to strengthen defense capacity since it has territorial dispute with Thailand in 2008. The dispute had triggered several deadly armed clashes between troops of the two countries.

Cambodian defence budget increases 17%
Cambodia's parliament approved a 2014 defence budget of KHR1.8 trillion (UD468 million) on 12 November, a 17% increase over the spending allocation in 2013. The budget represents 14% of total annual expenditure and approximately 3.3% of GDP. Commenting on the defence budget earlier this month, Cambodian government officials told the Phnom Penh Post that the majority of defence funding would be allocated to salaries and military operations. Cambodia's limited defence procurement budget would be directed towards purchasing infantry equipment. The budget was approved one day after the International Court of Justice ruled that Cambodia held sovereignty over land surrounding the Preah Vihear temple on the border with Thailand.

12 China-made helicopters delivered to Cambodia
Twelve Chinese-built Zhi-9 (Z-9) utility helicopters, which Cambodia had purchased from China, were delivered to the Royal Cambodian Air Force on Monday.
The handover ceremony was held at the capital's Military Airbase between Cambodian Deputy Prime Minister and Defense Minister Tea Banh and Chinese Ambassador to Cambodia Bu Jianguo.
Tea Banh said the helicopter delivery was a new historic achievement in addition to numerous supports the Chinese government has given to Cambodia.
"The helicopters will be used to serve training in order to strengthen capacity for the Royal Cambodian Armed Forces in defending territorial integrity and in cracking down on offenses in remote areas," he said. "They will also be used for humanitarian activities such as disasters."
Tea Banh also highly spoke of excellent relations and cooperation between Cambodia and China under the leadership of Cambodian Prime Minister Hun Sen and Chinese leadership.
"The friendship relations between Cambodia and China have moved closer, reaching the Comprehensive Strategic Partnership of Cooperation in 2010," he said. "The bilateral excellent ties will bring mutual benefits to the two countries and peoples."
Bu Jianguo said that the Z-9 choppers are capable of carrying people and materials in case of any emergency rescues.
"China believes that the helicopters will enhance capacity for the Royal Cambodian Armed Forces in emergency operations in case of any disasters," she said.
Soeung Samnang, commander of the Royal Cambodian Air Force, said the Z-9 helicopters were purchased from the China National Aero-Technology Import and Export Corporation (CATIC).
"They are medium-sized carriers," he said. "They will help increase efficiency and capacity for the air forces in their national defense duties," he added.
China lent Cambodia $195 million in August, 2011 to buy those choppers.

Formation des casques bleus cambodgiens pour le Mali
Après 4 semaines de formation intensive, 21 militaires des Forces armées royales khmères (FARK) ont été diplômés, le 16 juillet 2013, au cours d’une cérémonie présidée par Son Excellence le Lieutenant-général Suong Khunny, Conseiller du Premier ministre et Directeur-général adjoint du Centre des Opérations de Maintien de la Paix (NPMEC), et Monsieur Serge Mostura Ambassadeur de France au Cambodge.
Encadré par 3 experts français, ce stage a rassemblé les 21 spécialistes de la gestion des explosifs et des déchets de guerre de la compagnie de casques bleus cambodgiens, prévue pour rejoindre la mission des Nations Unies au Mali d’ici la fin de l’année (MINUSMA).
Cette mission qui opérera dans des conditions délicates constitue une première pour les troupes cambodgiennes qui devront mener des opérations dans des domaines complexes comme la lutte contre les engins explosifs improvisés, l’ouverture d’itinéraires en zones hostiles et piégées ou la dépollution de zones habitées.
Lors de la cérémonie, l’Ambassadeur de France a salué l’engagement des FARK au sein de la MINUSMA en rappelant que cette coopération en matière de formation des casques bleus cambodgiens était une priorité politique pour la France et le Cambodge.

Cambodia and Belarus have agreed to undertake collaboration in defence technologies, a move that is indicative of the Southeast Asian country's efforts to expand links with potential military suppliers.
A statement by the Cambodian Ministry of National Defence (MND) on 7 July said that the accord with Belarus will cover military-technical co-operation, activity geared primarily towards providing support for Soviet-era materiel in Royal Cambodian Armed Forces (RCAF) inventories.
The MND said the Cambodia-Belarus agreement could expand into further areas of defence industrial co-operation in the future, but did not elaborate. This is a likely reference to potential collaboration related to any future sales of Belarus-made equipment, such as ammunition and small arms.

La médaille de l’ONU décernée à 225 Casques bleus de la MINUSCA
Déployés au sein de la MINUSCA depuis le 6 novembre 2014, les casques bleus du contingent du Cambodge, une unité spécialisée en Ingénierie, ont été affectes a Bria, une des sous-préfecture de la Haute- Kotto (à l’Est du pays).
Sur place, ils ont réalisé plusieurs travaux de génie, au nombre desquels la construction du pont Gbadou, facilitant ainsi le passage des piétons, motocyclistes et conducteurs de véhicules et autres engins, mais aussi des habitations et des bureaux de la MINUSCA à Bria. De plus, ils sécurisent la route principale numéro 3 (MRS 3) qui relie Bangui au Tchad en passant par Sibut et y assurent l’acheminement des convois et l’escorte des véhicules de marchandises sur ce tronçon.
Le 25 octobre 2015, 212 Casques bleus dudit contingent se sont vus décerner la médaille de la MINUSCA par le Représentant spécial du Secrétaire général des Nations Unies en République Centrafricaine et Chef de la MINUSCA, Parfait Onanga-Anyanga. Trois observateurs et 10 staffs militaires du secteur Centre ont également été honorés durant cette cérémonie qui a vu la présence de plusieurs personnalités de la MINUSCA, dont le Commandant adjoint de la Force, le Général Major Shafiuddin Ahmed, le Commissaire adjoint de la Police de la MINUSCA, le lieutenant-colonel Roland Zamora, et le Coordonnateur des bureaux de terrain, Baboucarr Jagne.
Comme l’a fait remarquer le Représentant spécial du Secrétaire général des Nations Unies, « le Cambodge a acquis une réputation mondiale en tant que partenaire essentiel de l'ONU dans le cadre du maintien de la paix. » Pour Parfait Onanga-Anyanga, ils sont « l'épine dorsale de notre effort pour sécuriser la principale route de Bangui de l'approvisionnement à Bria ». Et de dire à l’égard des récipiendaires : Vos convois et escortes ont eu un impact significatif sur la liberté de mouvement des biens et des personnes et ont contribué à rouvrir des liens commerciaux. Vos patrouilles ont contribué à une diminution du nombre de postes de contrôle illégaux par des groupes armés et une réduction du nombre d'attaques violentes contre des civils. »
Parfait Onanga-Anyanga a, a l’occasion, exhorté les Casques bleus à respecter les coutumes locales et à observer la lettre et l'esprit du code de conduite dans leurs activités quotidiennes : « Toute violation de cette confiance est prise très au sérieux et peut causer de graves dommages à la réputation de l'organisation et notre capacité à poursuivre notre importante mission. »
Le Chef de la MINUSCA leur a demandé de redoubler d’effort dans leur travail, surtout au cours des mois à venir et qui précèdent les élections : « Tous les éléments de la mission, militaires, policiers et civils, devront s’assurer que les 1,9 millions d'électeurs qui se sont inscrits peuvent exprimer leur droit démocratique d'élire leur propre gouvernement. »
Le Représentant spécial du Secrétaire général des Nations Unies a rappelé l’obligation de respecter les valeurs de l’ONU, avant de dire le sordide qu’il y a, à causer des douleurs aux personnes que l’on est censé protéger : « Depuis mon arrivée, j’ai parlé à vos commandants et les dirigeants civils sur l'importance de rétablir notre réputation grâce à la tolérance zéro en ce qui concerne l'exploitation et les abus sexuels. Le commandant de la Force et le Commissaire de la Police ont mis en place des restrictions sur le personnel en uniforme de se mêler à la population locale dans la soirée. China have provided Cambodia with shoulder-fired anti-aircraft missiles, Cambodia's defense minister said on Friday, as the two countries agreed on new military aid to boost close ties.
Cambodia is one of China's most stalwart allies in Asia, routinely backing China's position at international forums in a region where China and United States vie for influence.
"The visit of the defense minister of the People's Republic of China has achieved good results," Defense Minister Tea Banh told reporters after a signing ceremony with his visiting Chinese counterpart, Chang Wanquan.
Tea Banh attended a meeting of defense ministers from the region this week where they scrapped plans for a joint statement because they failed to agree on whether to include a reference to the disputed South China Sea, which China had objected to.
Tea Banh made no mention of those negotiations but said China had recently delivered shoulder-fired missiles.
"We don't need warplanes because in the current situation, we have already set up anti-aircraft system to defend our airspace," he said.
He gave no details about the type of missiles but said Cambodia was seeking longer-range hardware.
"We need to be additionally equipped to fire long range or even fast planes can't escape," he said.
He said China would also help with training and would build military academies.
Chang told Tea Banh that China would continue to help Cambodia develop and modernize its armed forces, deepening cooperation on every level, the Chinese Defense Ministry said in a statement.
"China and Cambodia are friendly neighbors, with a traditional friendship and that is long-standing and well established," Chang said.
Cambodia has border disputes with neighboring Vietnam and Thailand and one dispute with Thailand has in recent years occasionally resulted in brief exchanges of fire.
In 2013, Cambodia took delivery of 12 Harbin Z-9 helicopters using a $195 million Chinese loan. The next year, it received a donation of 26 Chinese trucks and 30,000 military uniforms.
China is also Cambodia's biggest foreign investor and a big buyer of its natural resource exports.
