The purpose of this request for proposal is for the procurement and on-site deployment of one (1) Link 16 Ground Support System (GSS) to support the operational introduction of a Link 16 capability for the Kingdom of Morocco's new and/or upgraded F-16 aircraft. The equipment consists of a C2 simulator and associated equipment for operational mission monitoring/recording, aircrew briefing/debriefing, and instruction. The Foreign Military Sales Case Identifier for Morocco is MO-D-SAY. Please submit a proposal in accordance with the Request for Proposal (RFP), Instructions to Offerors and Statement of Objectives. The contractor will be selected based on Best Value to the Government. Please refer to the RFP and applicable attachments for the definition of a "Best Value" award decision. Proposals are requested no later than 6 June 2011, which allows for the 15 day synopsis period prior to the solicitation. Please forward any questions to the page manager.

NOTICE OF CONTRACT ACTION: Kingdom of Morocco Ground Support System (GSS)
ESC/HNA intends to award a contract for one (1) Ground Support System which provides initial capability of transmitting, receiving and recording Link 16 network transmissions, a stable navigation source, and emulated Command and Control (C2) and non-C2 platform transmissions. The Ground Support System is comprised of one (1) Tactical Workstation (TWS), two (2) Remote Units (RUs), and one (1) Terminal Unit (TU) with GPS Receiver, one Link 16 Antenna, one Deployable GPS Antenna, at least 60 meters of low loss RF Cable, at least 20 meters of RG59 cable for the GPS. The antenna and cable components should meet or exceed the IA Requirements referenced in the SOO Paragraph 5.0. Examples of qualifying items are the following: European Antennas, Part Number NSN 5985-99-758-6585 and LMR-600-DB Outdoor/Watertight PE Black 54093. The pricing is to include the retrofit of the Ground Support System of all capabilities necessary in order to bring the system to 100% of the Threshold and Category 1 Objective Capabilities proposed by the Contractor and in accordance with this effort’s SOO and TRD. Pricing is to include necessary labor to provide Training and Installation and Site Acceptance Test Contractor Support (CS) on a Firm Fixed Price Basis; with related Travel and Other Direct Costs (ODC) on a Labor Hour/Cost Reimbursement basis. Additional Contractor Support, as required, priced on a Cost plus Fixed Fee basis will also be included. The Contractor is to provide pricing for a commercial warranty through 30 April 2013, and pricing for data in support the Contracts Data Requirements List (CDRL) and DD Form 1423. The Contractor shall provide data as required over the life of the contract. Options for spare parts and additional data will be assessed prior to contract award as well.
ESC/HNA intends to assess the option of Category 2 Objective Capabilities that are additional cost items against the baseline GSS. The Contractor shall price each Objective 2 Capability item separately. The Government may exercise any capability item(s) in this option within 180 days after contract award (CA). The retrofit for these exercised capability item(s) will be within nine (9) MARO for the exercised option capability item(s).
ESC/HNA intends to assess the option of recommended spares for high risk items, e.g. disk drives, TU air flow control switch, etc. Consumables such as filters and batteries. A complete TU with GPS receiver, but less the Link 16 and GPS antennas and RF cables, RU with two LCD displays. The Link 16 and GPS Antennas with 200ft of RF cable and 100ft of RG-59 cable respectively. This option, if exercised, will be exercised no later than twelve (12) months after contract award. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisition's solicitation and contract.

ESC=USAF Electronic Systems Center.l´organisme qui gere ces contrats d´electronique en FMS.
ajdhui,le meme contrat presque est allé au groupe TCG pour le pakistan,je crois qu´ils vont aussi gagner notre RFP

Si je me trompe pas la L16 etait destiné au aeronefs dont peu de pays en disposé??
Donc le L16GSS c'est pour la communication Sol/Air et/ou Air/Sol non?

C'est une premiere ca, et c'est tres efficasse pour nous..en cas de soutien ca permettra a l'aviation d'intervenir et neutraliser en silence sans que la comms soit intercepter.

TCG's Ground Support System (GSS)
TCG's Ground Support System (GSS) is intended to support training and operational needs of end users who work with Link 16 TDL networks, whether it is used as the first line platform training tool for new data link users or it is used as an exerciser for interoperability testing and training. The Multi-TADIL GSS is an extension of the Link 16 GSS and offers multiple data links. For these multi-link applications there may also be translation and forwarding capabilities embedded in the GSS. The Multi-TADIL GSS includes tools that are found in large scale Command and Control (C2) environments. There is a sophisticated simulator and message generator to support platform integration of data link environments. The GSS also implements a scenario generator that can establish a repeatable test program for platform test. The data recorder and playback functions allow the test activity to analyze test activities and provide a post test data analysis. The playback functions also allow the platform operators to evaluate tactics and procedures.

Les FRA ont actuellement le L16 GSS ainsi Que le L-3 simulation and training d'après ma connaissance
mais quelle sont les différences entre ces deux vus que le L16 GSS peut effectuer toutes les opérations du L-3
et plus , alors je me suit dit pourquoi ils se sont pas juste procurer le L16 vu qu'il englobe le L-3 .
mais je ne veux pas dire que le L-3 est considéré comme sans avantages il en a biensur a noter (Simusphere ..etc)
mais je pense tout simplement que le premier est plus avantageux non

les 2 n´ont absolument rien a voir Anas,le Link16 GSS simule les operations avec Link-16 je crois,donc un support sol de cet equipement pour mieux l´exploiter. le SimuSphere de L3 lui est un vrai Simulateur F16 a tout faire

ah d'accord je comprend mieux maintenant merci yakuza :balkom: mais dans la video il disent que le L16 GSS génère des participants virtuels et vu que le L16 simule pendant un vrai vol comment les pilotes verront les hostiles virtuels en mode combat rapproche
