Transit Center introduces Kyrgyz military to aeromedical evacuations Posted 3/28/2013 Updated 3/27/2013 3/28/2013 - TRANSIT CENTER AT MANAS, Kyrgyzstan (AFNS) -- Transit Center at Manas medical professionals meet weekly with their counterparts in the Kyrgyz military for the purpose of exchanging information on processes and sharing common terminology. At the request of the Kyrgyz Republic, the most recent military exchange introduced several Kyrgyz military members to the process of conducting aeromedical evacuations.
The meeting began with an overview of the beginning of flight medicine, followed by a presentation on the stressors of flight on the human body.
Following the classroom presentation, participants took part in hands-on assessment and preparation of a simulated patient to be evacuated for further medical treatment.
"It was very interesting because we have not experienced evacuation by plane or helicopter," said Kyrgyz Republic Col. Abakir Abdurahmanov, deputy commander of the Bishkek military hospital. "A lot of the information was new for us; now we have some knowledge of aerospace medicine."
For Lt. Col. (Dr.) Robert Lehman, 376th Expeditionary Medical Group flight surgeon, military medical exchanges such as this one do more than just share information; the exchanges are the first step in building stronger relationships.
"I love having a chance to talk to other cultures and learn their way of life and way of doing things," said Lehman. "This is just the first step. We never know where these things will lead us."
Medical exchanges will continue to be held on a weekly basis, with a plan to cover aeromedical evacuation topics monthly.
"There is always more to know," said Abdurahmanov.

Kyrgyzstan Requests Military Equipment From Russia March 01, 2013
BISHKEK -- Kyrgyzstan has requested that Russia provide it with military equipment.
Kyrgyz Defense Council inspector Adylbek Kurbanov confirmed to RFE/RL on March 1 that a list of requested equipment had been sent to Moscow by Bishkek.
He did not give details about the request, saying the list was currently under review in Moscow.
On February 28, Russia's RIA Novosti news agency quoted Kyrgyz Defense Council Secretary Busurmankul Taabaldiev as saying that Bishkek had asked Moscow to provide Kyrgyzstan's armed forces with tanks, artillery, and heavy military machinery.
During Russian President Vladimir Putin's visit to Bishkek in September 2012, he signed agreements on the creation of a new Russian military base in Kyrgyzstan, Russian military aid to Bishkek, and the construction of hydropower stations in Kyrgyzstan by Russian companies

Kazakhstan to provide free military-technical assistance to Kyrgyzstan
Kazakh Senate members approved the bill “On ratification of the agreement between the governments of Kazakhstan and the Kyrgyz Republic for the provision of free military-technical assistance” on Feb. 18, reported Kazinform. Later on Feb. 29 Kazakh President Nursultan Nazarbayev has signed it. The corresponding agreement was signed in Astana between the defence ministers of the two states in June 2015.
“The agreement provides the transfer of ammunition for small arms, grenades and smoke grenades, spare parts for anti-aircraft missile systems S-75M3 to the Kyrgyz side free of charge. Delivery of the property will be carried out by trucks of the Armed Forces of Kazakhstan to the Koi-Tash village in Kyrgyzstan,” said Deputy Minister of Defence of Kazakhstan Okas Saparov during the presentation of the bill.
The agreement defines the competent authorities, the procedure for delivery of military equipment, customs clearance procedures and the procedure for crossing state borders by military personnel engaged in the delivery of military equipment.
“As you know on the territory of the Middle East and Afghanistan there are developing processes that represent a real threat to the Central Asian region. In this regard, the provision of military-technical assistance will strengthen the capabilities of the Armed Forces of the Kyrgyz Republic [to respond] to these threats and strengthen the security of the Central Asian region,” added Saparov.
According to Kazakh Senate member Mukhtar Altynbayev, three million ammunition units will be transferred to the Kyrgyz side.
“We are passing the three million ammunitions. We have more than a billion of them. … They must be utilised, but now they will be used,” he added.

Kazakhstan, Kyrgyzstan, and Russia conducted the joint Clear Sky 2016 International command-staff exercise.
Central Asian military pilots are currently carrying out joint exercises to repel missile strikes over the region.
The main purpose of this exercise is to achieve interoperability between the staffs that are interested in obtaining military assistance and assistance to other states.
MiG-31 log-range interceptors, Su-27, MiG-27, MiG-29, Il-76 heavy transport planes, as well as anti-aircraft missile systems and radio equipment were used in these training exercises

China and Kyrgyzstan frontier forces on Tuesday held a joint anti-terrorist exercise in Kizilsu Kirgiz Prefecture, Xinjiang Uygur Autonomous Region, in northwest China.
The drill, carried out under the framework of the Shanghai Cooperation Organization (SCO), was witnessed by representatives from Kazakhstan, China, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, all the SCO member countries.
A total of 700 police officers from the two countries, aided by armored vehicles, were involved in the drill.
Chen Dingwu, head of the border management administration under the Ministry of Public Security and also commander-in-chief of the drill, said the drill featured simulated weapon smuggling by armed terrorists from Kyrgyzstan to China. It tested the joint action ability in checking terrorism in the border region.
There are 15 land ports along a 5,700-km border line in Xinjiang.
Wang Jian, assistant minister of public security, said the drill reflects SCO member countries’ highly consistent stand and resolution in fighting against terrorism, secessionism and extremism.

Russia donates Mi-8MT helicopters and BRDM-2M vehicles to Kyrgyzstan
As cited by Interfax and the Kyrgyz National News Agency Kabar, Russia has donated a batch of military equipment worth around USD 5,9 million (385 mil RUB) to the armed forces of Kyrgyzstan.
The handover ceremony has been held at the Russian air base in Kant (Kyrgyzstan), attended by Russian Defense Minister Sergey Shoigu and Chief of the General Staff of the Kyrgyz Republic Rayimberdi Duishenbiev and Kyrgyzstan has received nine armored BRDM-2M 4x4 reconnaissance and patrol vehicles, as well as two refurbished Mi-8MT Hip-H medium helicopters.
The Hips are of standard analog Mi-8MT configuration, equipped with rescue hoist, marked Red 111 and Red 112, sporting a dark/light green camouflage with light blue underside. They should boost the transport and SAR capabilities of the Kyrgyz Republic Armed Forces, especially in operations in mountainous areas.
Russia views the development of allied, friendly relations with Kyrgyzstan as an important factor in maintaining stability in the region. As a part of a bilateral agreement to deal with the country’s debt from prior lions granted by Russia, the Kremlin has agreed to grant further financial assistance to Bishkek worth USD 30 million, as well as a donation of further 21 units of military equipment.

New Mi-17V-5 for Kyrgyzstan
The Kirgiz Respublikasi Asker-aba küçtörü (Kyrgyz Air Force) received two new Mi-17V-5 helicopters from the Russian Federation in the third week of June 2023.
The aircraft were officially handed over at Frunze-1 airport, north of Bishkek, which is the homebase of military unit 23565. The unit operates a handful of older Mi-8MT and Mi-8MTV-1 helicopters, which have seen some attrition in the past decade. The Russian Federation has delivered additional helicopters over the years. One of these, serial 108 black, was seen under maintenance in neighbouring Uzbekistan in August 2021.
Thus, the new helicopters will enhance the capabilities of the Kyrgyz Armed Forces, which operate in geographically challenging conditions. The air force heavily relies on support from the Russian Federation, which operates from Kant air base near Bishkek, which is co-used by the Kyrgyz Air Force fixed wing fleet, consisting of L-39C jet trainers, as well as a couple of An-26 transports.
At least two Mi-17V-5s have been handed over so far, carrying serials 201 red (c/n 417M01) and 205 red.
