Les chantiers navals russes livreront 17 navires en 2011



En 2011, le consortium russe de construction navale OSK livrera à la Marine du pays et aux clients étrangers 17 bâtiments de guerre, dont deux sous-marins nucléaires lanceurs d'engins (SNLE), a annoncé mercredi aux journalistes le PDG du consortium, Roman Trotsenko.

"Cette année, nous projetons de livrer 17 bâtiments de guerre aux forces navales russes et aux clients étrangers, y compris des SNLE et des bâtiments de surface", a-t-il déclaré lors du Salon international de la défense maritime (IMDS-2011) qui se déroule du 29 juin au 2 juillet à Saint-Pétersbourg.

M. Trotsenko a précisé que la Marine russe recevrait deux sous-marins nucléaires, mais a refusé de citer leurs noms.

Une source bien informée au sein du complexe militaro-industriel a confié à RIA Novosti qu'il s'agissait du sous-marin stratégique Iouri Dolgorouki (utilisé mardi pour un test du missile balistique intercontinental Boulava) et du sous-marin nucléaire à fonctions multiples Severodvinsk.

Selon M. Trotsenko, l'OSK construit actuellement 54 navires, dont 40 pour les forces navales russes et 14 pour des pays étrangers.

Les armuriers russes ont testé le modèle le plus perfectionné du fusil d’assaut Kalachnikov. Il passera les essais officiels vers la mi-2013 et ensuite le nouveau fusil Kalachnikov pourra être mis en service dans l’armée et la police. Cette arme de tir est toujours considérée comme une des meilleures au monde.


Son fabricant qui est en l’occurrence l’usine Ijmash qui a lancé le premier AK-47 affirme qu’il s’agit d’un modèle foncièrement nouveau. C’est pour cette raison que l’arme a changé de nom en devenant AK-12 ou le chiffre 12 désigne l’année de conception. Le nouveau-né de la famille AK a gardé sa silhouette classique conçue par le célèbre Mikhaïl Kalachnikov.

Le AK-47M ne le cède en rien aux meilleures armes de tir du monde mais il faut maintenant diversifier les systèmes d’armements, - estime l’expert de la Revue militaire indépendante Victor Litovkine :

« Une arme spécifique s’impose pour chaque type de combat et toute armée du monde a besoin de ses propres armes. Le professionnel et le conscrit ont besoin d’armes différentes mais parfaitement adaptées à leurs besoins. Cela vaut également pour les unités spéciales. Le fusil d’assaut doit pouvoir répondre à tous ces besoins et le AK-12 est justement fait pour assurer cette diversité ».

le AK-12 est un fusil d’assaut de 5ème génération de la famille des « Kalaches » et se situe dans le prolongement du AK-47 mis en dotation en 1947.

Le nouveau modèle a un plus grand groupement de tir et une plus grande précision. Il est également plus léger, a moins de recul et présente une ergonomie nouvelle. Le dernier né de la famille AK peut être utilisé avec des cartouches de fabrication nationale et étrangère de petit calibre 5,45 mm et de calibre 7,62. Certaines versions du fusil d’assaut auront à la fois la même cadence de tir que le Kalachnikov actuel, c’est-à-dire 600 coups à la minute et une cadence beaucoup plus élevée. Ijmash produira au départ l'AK-12 et toute une gamme d’armes depuis le fusil d’assaut jusqu’à la mitrailleuse légère en passant par la mitraillette au canon court, le pistolet mitrailleur et le fusil semi-automatique à lunette.

Les armuriers russes démentissent les rumeurs qui font croire que le Ministère de la défense aurait décidé de renoncer à l'AK-47 au profit d'armes de fabrication étrangère. C’est complètement faux. Le ministère n’achète plus les AK mais n’a pas pour autant renoncé aux mitraillettes. C’est que les stocks d’AK-47M suffiront pour les 15 à 20 prochaines années et il va en plus falloir les moderniser.

Les AK-47 sont en dotation depuis plus de 60 ans et les nouveaux modèles sont réellement indispensables, - estime le vice-président de l’Académie des sciences géopolitiques Constantin Sivkov :

« Je pense que le fusil d’assaut AK-12 remplacera avec succès l'AK-47 sur le marché international d’armements. Il sera parfaitement compétitif avec toutes les armes de tir analogues. J’espère aussi qu’il pourra rééditer le succès foudroyant de l’AK-47 qui détient le record numérique absolu ».

En plus de la Russie, les fusils d’assaut Kalachnikov ont été et sont fabriqués en Chine, en Europe de l’Est et en Amérique Latine. Il a été fabriqué en tout plus de 70 millions de Kalachnikov de différentes versions qui sont en dotation dans les armées d’une cinquantaine de pays. /L

MOSCOW, December 3 (RIA Novosti) - Russia’s Federal Security Service (FSB) has opened a tender for the design and manufacture of special clothing and footwear for its Arctic frontier guards.

The maximum price for the contract is 7.4 million rubles (about $250,000), according to the government procurements web portal.

The clothing should provide camouflage, concealment and protection against cold, high humidity and winds of more than 15 meters a second, rain, sticky snow, UV rays and bright sun, the tender announcement says.

It should also be resistant to the impact of sea water and ensure high mobility and freedom of movement in a harsh climate.

The set specification includes a heated vest, heated boots and gloves.

Footwear should also “meet high esthetic standards” in design, form, type of material, color and decoration, the document says.

Bids are accepted until December 24 and the winner (or winners) will be announced on December 26 this year.

By 2020 Russia is to deploy a combined-arms force to protect its political and economic interests in the Arctic, including military, border, and coastal guard units that will boost Russia’s military security.

The Isatel system consists of a backpack-carried base station, tablet computer for controlling the UAV and downloading imagery from it, and two 1.3 kg T-4 UAVs which have an endurance of 40 minutes.

The system gives optimal imagery from an altitude of 660 feet (200 meters) but can reach 13,200 feet (4,000 meters) above sea level if needed in mountainous terrain.

The 24-inch (60 cm) wingspan T-4 is electrically-powered. The system, with two T-4 UAVs, has a provisional price of around 3 million rubles ($97,000).

MOSCOW, December 5 (RIA Novosti) - The Russian military has completed state acceptance trials of the modernized Shturm-SM man-portable anti-tank missile system, its chief designer said on Wednesday.

"The modernized 9K132 Shturm SM made by KBM successfully completed its state acceptance trials," KBM (Konstruktorskoye Byuro Mashinostroyenie) Chief Designer Georgy Vasiliev said.

The missile system was modernized to allow it to be used around the clock, he said. "This is the main difference between it and the previous Shturm-S modification," he added.

It has also been altered to allow it to be installed on air, land and sea platforms, he said. "For this, the highly effective multi-role Ataka guided missile has been fitted with a second, laser guidance system," he said.

Shturm-SM is optimized for destruction of modern armored vehicles, fortified structures and low-flying aerial targets out to ranges of up to 6,000 meters.

Deux navires de guerre russes sont arrivés au port syrien de Tartous pour se ravitailler dans cette seule implantation navale russe en Méditerranée, a indiqué mercredi une source au sein de l'état-major de la marine russe.

"Les navires de débarquement Novotcherkassk et Saratov sont arrivés pour 24 heures au port syrien de Tartous où se trouve un point de ravitaillement et de soutien technique de la marine russe", a déclaré cette source à l'agence Interfax.

Ces navires de la Flotte de la mer Noire prendront ensuite la direction des détroits des Dardanelles et du Bosphore pour rejoindre leur port d'attache à la mi-décembre, selon la même source.

La base de Tartous, située à 220 kilomètres au nord-ouest de Damas, a été créée en vertu d'un accord conclu en 1971, à l'époque soviétique.

Elle est équipée de casernes, bâtiments de stockage, docks flottants, d'un bateau pour effectuer des réparations, et emploie une cinquantaine de marins russes, selon les médias officiels russes.

Fin novembre, le ministère russe de la Défense avait indiqué qu'un groupe de navires de la Flotte de la mer Noire, incluant le Novotcherkassk et le Saratov, se préparait à une mission de lutte contre la piraterie au large de la Somalie et pourrait faire escale au port de Tartous.

Cette mission a finalement été annulée, a précisé la source au sein de l'état-major.

La mission de lutte contre la piraterie sera assurée par un groupe de navires de la flotte russe du Pacifique, a indiqué une autre source au sein de l'état-major russe, citée par l'agence Ria Novosti.

MOSCOW, December 8 (RIA Novosti) – Newly appointed Defense Minister Sergei Shoigu has dismissed the head of the ministry's education department as part of the ongoing reshuffle in the ranks of senior defense officials.
“Russian Defense Minister Sergei Shoigu has signed an order dismissing director of the ministry’s education department Yekaterina Priezzheva,” Shoigu's press secretary Darya Zatulina said on Friday.
Priezzheva, who had occupied the post since 2010, is considered the author of the current reform of Russia’s military education system, which has met strong opposition within the military.
Deputy Defense Minister Nikolai Pankov will oversee the work of the department until a new directors is appointed.
Earlier on Friday, Shoigu harshly criticized the military education reform saying it has “failed to ensure a credible demand for the preparation of specialists at military educational institutions,” and “formed a negative public opinion of the defense ministry in general.”
The minister, who led a working session on the military education reform, instructed the department officials to prepare draft legislation that would reassign the institutions of higher military education under direct control of commanders of the branches and arms of the Russian Armed Forces.
Russia’s top military circle has been undergoing a major reshuffle following the November 5 appointment of Shoigu as Defense Minister, replacing Anatoly Serdyukov, who was dismissed amid an investigation into fraudulent transactions involving real estate worth nearly $100 million owned by Oboronservis, a ministry-controlled company.
President Vladimir Putin has sacked the chief of the Armed Forces General Staff, General of the Army Nikolai Makarov, replacing him with former Central Military District commander Col. Gen. Valery Gerasimov.
He has also dismissed Alexander Sukhorukov from the post of First Deputy Defense Minister, replacing him with Col. Gen. Arkady Bakhin, former commander of the Western Military District.
Putin has promoted the Commander of Russia’s Space Forces, 55-year-old Oleg Ostapenko, to the post of Deputy Defense Minister, and fired several dozen people who had been employed as Serdyukov's advisors.
Meanwhile, Shoigu has brought in no less than 14 officers and generals who used to work with him in the Emergencies Ministry to join his team at the Defense Ministry.

MOSCOW, December 10 (RIA Novosti) - Russian military inspectors will carry out surveillance flights over Portugal and Spain starting on Monday under the international Open Skies Treaty, Russia’s Defense Ministry has said.

Russian experts will conduct the flights over the Portuguese and Spanish territories in a Tupolev Tu-154 M/LK-1 aircraft between December 10 and 15, a spokesman for the ministry said.

The flight will start from the Lisbon airfield. The maximum range of the flights will be 3,000 kilometers (1,865 miles).

During the flights, Russian specialists and their foreign colleagues will operate surveillance equipment on board of the aircraft as set out in the international Open Skies Treaty.It will be the 37th and 38th survey flights this year made by Russian specialists over the territories of the Open Skies Treaty member states. Russia ratified the treaty in May 2001.

The Open Skies Treaty, which entered into force on January 1, 2002, establishes a regime of unarmed aerial observation flights over the territories of its 34 member states to promote openness and the transparency of military forces and activities.

JSC Zvezdochka Ship Repair Center resumed construction of a nuclear-powered deep-sea submersible to be a miniature version of Project 10831 Kalitka commonly known as Losharik.

According to newspaper Izvestiya referring to a source in Russian defense industry, name of the new station is kept in secret. Same as Losharik, it will be used for special works at large depths, including seabed researches in the Arctic.

Russian defense ministry refuses to comment this information referring to confidentiality. Purpose of such deep-water bathyscaphs is not reported either. As was said late in Oct 2012, Losharik took part in Arctic seabed research and took bottom soil samples. In prospect, results of those studies may help Russia to expand its Arctic zone beyond 370 km.

According to the source, the new submersible will not yield Losharik in performance. Russian Navy spokesman told Izvestiya that the new submersible would have titanium polyspherical hull, just like Losharik. Most probably, onboard equipment would be same as the Project 10831 submersible has. Nuclear reactor will be new; it is being manufactured in Obninsk, Kaluga region. Project 667BDRM Delfin nuclear-powered submarine BS-64 Podmoskovye will be adapted as a carrier for the new bathyscaphe.

Meanwhile, Project 1851 Nelma deep-water station stays non-completed at the Zvezdochka shipyard. Three such submersibles were built and the fourth one was laid down at Admiralteyskie Verfi shipyard (St. Petersburg) in 1986-1995. The last Nelma was transferred to Zvezdochka shipyard late in 90's

MOSCOW, December 10 (RIA Novosti) - Two people were seriously hurt on Monday when a Russian Federal Security Service (FSB) helicopter with frontier guards on board crash landed in Abkhazia, the Georgian breakaway republic that Moscow recognized as independent in 2008, the FSB said.

The helicopter with 10 people on board crash landed in mountainous terrain near Lake Ritsa.

“Two people sustained serious injuries,” the FSB said.

A source in Abkhazia’s state security service earlier said seven people were injured and taken to hospital.

MOSCOW, December 10 (RIA Novosti) – The Russian army is giving up the Gabala radar it leased in Azerbaijan because of a disagreement over rental price, Azerbaijan's Foreign Ministry said on Monday.

Russia informed the Azerbaijani authorities about the pullout on Monday, the ministry said in a statement.

The lease, signed in 2002, was valid until December 24, 2012. Moscow and Baku have been in talks about prolonging the lease on Gabala until 2025 for more than a year.

The current lease stood at $7 million a year, but Azeri authorities wanted to hike it to $300 million, Russian daily Kommersant said in February.

Neither Russia nor Azerbaijan made any official comment on the lease prices being discussed, though an official of the Azeri presidential administration, Novruz Mamedov, told local news agency Trend on Monday that the current price was "symbolic" and that Gabala will be made into a resort instead.

Russia will replace the Gabala radar, a crucial element of its missile defense system, with a new station in Armavir in Russia’s southern Krasnodar Region, then-commander of Russia’s Space Forces, Oleg Ostapenko, said in September.

The Gabala station, which has a staff of 1,100, is capable of tracking missile launches and trajectories over the territories of Iran, Turkey, China, Pakistan, India, Iraq and Australia, as well as most of Africa and parts of Indian and Atlantic oceans.

The Russian military said that its new Voronezh-type radars will have comparable range while utilizing better equipment than the Gabala radar, opened in 1983. One Voronezh radar is already deployed in Armavir and another is set to be added by 2013.

MOSCOW, December 11 (RIA Novosti) - Russia will spend over 5.6 billion rubles ($183 million) on improving defense against chemical and biological threats in 2013, a Defense Ministry official said on Tuesday.

"The overall spend on measures to defend against chemical and biological threats in 2013 will be around 5.65 billion rubles," the head of Russia's Nuclear, Chemical and Biological Defense (NBCD) department Maj. Gen. Yevgeny Starkov said.

The federal spending program for a "National System of Chemical and Biological Security for Russia from 2009-2015" includes 1.76 billion rubles for scientific research and testing. A further 2.7 billion rubles will be put into "capital investment."

"Under the program we plan to fit out organizations involved in working with dangerous micro-organisms and highly toxic substances with modern equipment, modernize a range of potentially dangerous facilities, thus reducing the risk of an accident," he said.

Starkov said in November that it would be impossible to completely eradicate chemical weapons stockpiles from the arsenals of the world’s leading powers.

“This type of weaponry cannot be completely excluded from combat arsenals because analysis of...spending, both in the United States and other Western countries, on the development of new combat agents, which fall under the provisions of the Convention, shows that this work is ongoing,” Starkov said in an interview with Rossiya 24 TV.

The Chemical Weapons Convention, in force since April 29, 1997, has been signed by 188 of 195 UN member states.

MOSCOW, December 11 (RIA Novosti) - Russia's anti-missile defense system covering Moscow and Russia's central industrial regions will be augmented by unspecified new systems in the near future, Deputy Defense Minister Oleg Ostapenko said on Tuesday.

"We have a range of new objects which we are obliged to defend, and we'll defend them. There are new developments in some fields, and I think they will be deployed in the near future," said Ostapenko, when asked when a new missile system would be fielded to replace the capital's ageing A-135 system.

"You will probably find out more about them in the near future," said Ostapenko, a former aerospace force commander before taking up his new appointment recently.

Russia's plans to update the system were announced by the former chief of the Russian Strategic Missile Forces, Col. Gen. (Ret) Viktor Yesin in September.

“The missiles and other elements, including detection and tracking components, are being upgraded,” Yesin said then.

The A-135 system, development of which started in 1971, was first deployed in 1995. It uses the Don-2N battle management radar and two types of ABM missiles.

Two launch sites with long-range 51T6 (NATO: SH-11 Gorgon) exo-atmospheric interceptor missiles were deactivated in 2007 as the missiles became obsolete. They will be equipped with new long-range missiles and reactivated following modernization, RIA Novosti reported in September.

“There are no plans to build new launch sites as the mothballed ones will be reactivated,” Yesin said.

The short-range 53T6 (SH-08 Gazelle) endoatmospheric interceptor missiles are deployed at five launch sites with 12 or 16 missiles each. These are usually tested annually at Russia's Sary Shagan test site.

Russia's Aerospace Defense Force successfully tested a short-range anti-missile defense system in August, the Defense Ministry told RIA Novosti, but did not disclose the type of missile tested.

A previous test of a 53T6 missile was carried out in December 2011.

The A-135 system is compliant with the 1972 Anti-Ballistic Missile Treaty from which the United States unilaterally withdrew in 2002.

MOSCOW, December (RIA Novosti) - Russia's Strategic Missile Force (RSVN) plans to test-fire 11 intercontinental ballistic missiles in 2013, after firing only five this year, its commander said on Friday.

"In 2013 we plan to fire 11 ICBMs with the main aim being the life-extension of existing missile systems and state acceptance trials of future systems," Col. Gen. Sergei Karakayev said.

A new automated battle management system (ASBU) is also being introduced for the RSVN which will allow rapid retargeting of ICBMs, he said.

"The RSVN is currently undertaking introduction of a fourth-generation automated battle management system, which, while undertaking the traditional role of authentication of commands, collating reports and controlling launch stations, will also guarantee automated alteration of plans and operational retargeting of missiles," he said.

By 2020, the whole of the RSVN will be equipped with modern digital communications, he added.

MOSCOW, December 14 (RIA Novosti) - Russia may develop a non-nuclear precision-guided payload capability for its new hundred-ton class liquid-fueled ICBM if need be, Strategic Missile Forces (RSVN) Commander Col. Gen. Sergei Karakayev said on Friday.

"The availability of a powerful liquid-fueled ICBM allows us the capability of creating a strategic high-accuracy weapons system with a conventional payload with practically global range, if the US does not pull back from its program for creating such missile systems," he said.

The new liquid-fuel ICBM will be able to penetrate any missile defense system likely to emerge in the near future, he said.

"The higher energy provided by liquid fuels gives it more varied and effective methods of countermeasures against global missile defense screens including space-based elements of those systems," he said.

Analysts say arming ICBMs with conventional warheads for long-range attack might produce problems as well as solutions.

"A conventionally-armed ICBM was one option considered as part of Washington’s Prompt Global Strike studies," said Douglas Barrie, air warfare analyst at the London-based International Institute of Strategic Studies. "The advantages of reach and speed are self-apparent, however, the issue of differentiating between a nuclear and a conventional warhead once the system was launched but prior to impact raises a concern of how those targeted might respond," he added.

Russia is developing a solid-fuel intercontinental ballistic missile (ICBM) to replace all its current "fifth-generation" long-range missile systems including the Yars and Topol M, Karakayev said.

The RSVN has carried out a small number of test-firings of a prototype of the new missile, the last of which was carried out from the Kapustin Yar range on October 24 from a mobile launcher.

"This missile was built with maximal use of technologies developed in the course of producing fifth-generation systems in order to get it into service more quickly and reduce costs," he said.

Karakayev said it was too early to discuss details of such work for "cleary obvious reasons" but added "the results of the launches show that the makers of this missile technology are clearly on the right track."

It is the first formal announcement from the RSVN command that the fifth-generation solid-fueled ICBM would be deployed; but previously unnamed sources had said it would be deployed by 2014.

Chisinau exige le retrait des blindés russes

La Moldavie a exigé le retrait des blindés russes stationnés dans la zone de sécurité du Dniestr, écrit lundi le quotidien

D'après les accords passés entre les deux pays, le matériel militaire lourd devait être retiré de cette zone en 2003. Les Moldaves et les Transnistriens avaient respecté cette consigne mais des blindés de transport de troupes stationnent toujours dans le bataillon russe de maintien de la paix.

"Tout le monde reconnaît qu’aucun incident tragique n’est survenu dans cette zone, à l'exception du 1er janvier 2012. La paix règne en Moldavie, y compris aux abords du Dniestr. Par ailleurs, les parties ont réduit leurs contingents militaires au minimum. Enfin, les habitants des deux rives vivent ensemble, visitent leurs magasins respectifs ou encore s'invitent, étudient et se marient entre eux. Tout cela en présence d’hommes armés qui, il me semble, engendrent une tension inutile", a fait remarquer le ministre moldave de la Défense, Vitalie Marinuta. Ce dernier est convaincu qu'une décision politique sera bientôt prise à ce sujet et que l'opération actuelle de maintien de la paix trilatérale cédera la place à une mission mixte d'observateurs internationaux.

La Transnistrie ne veut pas que les casques bleus russes quittent la région, par peur que le conflit n’éclate à nouveau après leur départ. D'autant que ces derniers temps, la situation s'est compliquée dans la zone de sécurité. Les représentants transnistriens de la Commission mixte de contrôle (CMC) surveillant la zone de l'ancien conflit, ont évoqué le renforcement du contingent moldave dans la ville de Bender, située sur la rive droite du Dniestr mais subordonnée à Tiraspol.

Il faut dire que l'accord de paix de 1992 a établi une dualité du pouvoir dans cette ville : son territoire est sous la juridiction de la police moldave tout comme de la milice transnistrienne et il existe deux tribunaux et deux Parquets. La ville ressemble à une poudrière qui n'explose pas grâce au contrôle des troupes russes, qui séparent constamment les deux parties.

La délégation moldave de la CMC a récemment fait une déclaration, qui souligne que la Transnistrie installe unilatéralement ses forces dans la zone de sécurité - et évince le CMC du contrôle de la situation. Elle se plaint également des garde-frontières transnistriens, qui arrêtent les casques bleus moldaves.

"Cela prouve qu'en raison d'une position non constructive de la délégation transnistrienne, le mécanisme de maintien de la paix est incapable de remplir toutes les tâches qui lui incombent", annonce le communiqué de la délégation moldave. Le coprésident transnistrien de la CMC, Oleg Beliakov, répond que "cette situation de conflit a été provoquée artificiellement afin de trouver quelque chose à reprocher à la partie transnistrienne". "Ces derniers temps, on constate une tendance à faire échouer l'opération de maintien de la paix du côté moldave", fait-il remarquer. Le ministre de la Sécurité de Transnistrie, Vladislav Finaguine, avait également indiqué que la situation se détériorait dans la zone de sécurité.

Selon lui, le risque augmente en général dans la région. Dmitri Soïne, chef du comité du Conseil suprême de Transnistrie pour les relations extérieures, estime que "la tentative moldave de régler le problème du reformatage des forces de maintien de la paix, en ignorant la position de la population transnistrienne, pourrait provoquer un conflit local qui, lui-même, entraînerait un cycle de tensions". "Dans ces conditions, les casques bleus russes doivent rester en Transnistrie car les citoyens russes vivant ici n'ont pas d'autre défense", a déclaré le député transnistrien.
