Russia Vows to Keep Arms Deals With Caracas After Chavez Death

MOSCOW, March 6 (RIA Novosti) – Russia will continue military-technical cooperation with Venezuela regardless of who takes over power in the Latin American country after the death of its charismatic socialist leader Hugo Chavez, a Russian arms trade source said on Wednesday.

Chavez, 58, died on Tuesday following a two-year tough battle with cancer, leaving the country in a political turmoil.

“Whoever comes to power in Venezuela, our military-technical cooperation will continue because it is aimed primarily at safeguarding the national security of the country,” the source told RIA Novosti.

The official added that some defense contracts with Caracas include the construction of arms factories and servicing centers for military equipment, which helps the development of Venezuela’s economy in general.

“These areas, as a rule, are a priority for any government,” the source said.

Chavez had ambitious military plans, which he began implementing some time ago.

Between 2005 and 2007 Venezuela reached deals to buy $4-billion worth of arms from Russia, including Sukhoi fighter jets, combat helicopters, and over 100,000 light weapons, primarily the famous AK-103 assault rifles and a license to produce them in Venezuela.

Chavez's government also secured a $2.2-billion loan in 2010 to purchase a large batch of Russian weapons for its army, including 92 T-72M1M main battle tanks, about 240 BMP-3 infantry fighting vehicles and BTR-80 armored personnel carriers, and a variety of artillery systems.

The source said that Russian and Venezuelan officials met in Caracas earlier this year and reaffirmed their mutual desire to expand cooperation in a variety of areas, including military-technical, oil exploration and transportation.

According to Russian experts, Venezuela is expected to become the world’s second largest buyer of Russian weaponry after India by 2015.

Defense Ministry will order in Voronezh tanker based on the Il-96

Russian military shipbuilding: an update (part 1)

The cover article of the brand new issue of Moscow Defense Brief (subscription required) from the Center for Analysis of Strategies and Technologies, examines developments in Russian military shipbuilding in 2012, written by Dmitry Boltenkov. Since the article is not publicly available, I thought it might be useful to provide a brief summary. Part 1 covers submarines and surface ships. Part 2, coming soon, will cover auxiliary ships, export contracts, and provide some analysis.
Submarines

Construction of Borei-class (project 955) submarines progressed significantly in 2012. The navy took delivery of the Yury Dolgoruky, the first sub of this class, at the end of 2012. After some training exercises, the sub is expected to enter regular service by the end of 2013. The second sub, the Alexander Nevsky, is expected to be commissioned in the fall. The third sub, whose construction started in 2006, was launched in January 2013, while construction of the fourth started in July 2012. Two more subs are to be laid down this year. Given the 7-8 year construction times on these submarines, it seems unlikely that all eight will be completed by the 2020 target date. 2023 seems to be a more realistic goal. Furthermore, the lack of new tests on the Bulava missile in 2012 is concerning, though additional tests are expected this autumn — most likely using a new automated missile launch control system.

The Yasen-class (project 885) nuclear attack submarines are being built far more slowly, with the first submarine in the class (the Severodvinsk, which was laid down back in 1993) currently undergoing tests and expected to enter the fleet later this year. The Kazan (the second submarine of this class) will be commissioned in 2015 at the earliest, with the third to be laid down in July. Again, the chances of all 8 contracted subs being completed by 2020 is virtually nonexistent.

Diesel submarines are also being built, including the recently restarted, but still troubled, Lada class. The first sub in this class, the St. Petersburg, entered sea trials in 2004. Problems with its propulsion systems have prevented its commissioning and led the project to be suspended indefinitely several years ago. The project was restarted in 2012, but the St. Petersburg still has not been commissioned. Construction on the two other subs in this class that were laid down before the suspension has resumed and they are expected to be ready for sea trials in 2015 and 2016, respectively. MDB reports that the second boat may be equipped with new lithium-ion batteries, while the third may have air-independent propulsion. It seems unlikely that any more subs of this class will be built, which means the navy will get three essentially different boats, each with its own maintenance needs. This is precisely the sort of the thing the Russian military has been trying to get away from. The hope is that a fifth-generation conventional sub currently being designed by Rubin Design Bureau will soon be ready for construction, obviating the need for the Lada class. In the meantime, the navy will have to depend on old and new Kilo-class submarines. The first of a set of six improved Kilos is expected to be launched later this year. Two more are under construction and another is to be laid down by the end of 2013. All six are expected to be in service by 2016.
Surface ships

The first of the two Mistral-class ships ordered from France is currently under construction, with the second to be laid down sometime in 2013. Both ships are to be completed and delivered to Russia by the end of 2015. Boltenkov reiterates that both will be assigned to the the Pacific Fleet. Furthermore, he notes that the Russian Navy has ordered four assault-landing boats from STX L’Orient in France. The fate of the third and fourth Mistral-class ships, which were to be built entirely in Russia starting in 2016, remains unresolved.

Two types of frigates are being built for the navy. The first of the Admiral Gorshkov class (project 22350) frigates is expected to enter sea trials in late 2013. Two others are under construction, with a fourth to be laid down later this year. Two more ships of this class have been ordered, with hopes of completion by 2020. MDB reports that the project is facing serious delays with its primary Poliment-Redut SAM weapon system, which is being developed by Almaz-Antey (a company that has had many problems successfully completing the development of new weapons systems in recent years). The second type of frigate (project 11356R) is essentially the Talwar class previously built for the Indian Navy. This is an updated version of the Soviet Krivak class. Russian defense industry is much better at building updated versions of tried and tested designs than at building something completely new. It’s therefore not surprising that construction on these ships is proceeding quite quickly, with three ships already under construction and another to be laid down this year. The first ship of this class, the Admiral Grigorovich is expected to be launched this summer and to enter service in 2014.

The navy is also receiving some smaller combat ships. Construction on various versions of the Steregushchiy class (projects 20380 and 20385) of corvettes continues, with two in service, one in sea trials, one expected to begin sea trials later this year, three under construction and another to be laid down in July. Severnaya Verf is building these ships in about three years, while Amur shipyard is taking much longer. Various sources indicate that contracts have been signed to build another 10 of these corvettes, which would bring the total number in service to 18 by the time the program is complete.

Several types of ships are being built expressly for the Caspian Flotilla. The Dagestan missile ship, equipped with Kalibr-NK long-range cruise missiles, was commissioned into the Caspian Flotilla in November 2012. No further ships of this type are planned, however. Two Buyan-class (project 21630) small artillery ships were commissioned into the flotilla in 2012. An updated version of this class (project 21631), to be armed with Kalibr-NK cruise missiles, has been ordered. Five ships are now under construction with an estimated completion date of 2015. A contract for three more of these ships was signed in January 2013. The Caspian Flotilla is also expected to receive three Serna class (project 11770) high speed air-cavity landing craft this year, built according to an existing late Soviet design.

Finally, the navy is building a number of specialized surface ships, including the Admiral Gren (project 11711) large tank landing ship, which has been under construction since 2004 and was finally launched in May 2012. Completion will be no earlier than 2014 and initial plans to build another 4-5 of these ships have been shelved. Four Dyugon class (project 21820) high speed amphibious landing craft are also under construction, though Boltenkov reports that problems with the design mean that no more ships of this type will be built once these four are completed. The first ship of the Aleksandrit class of minesweepers (project 12700) is under construction as well, with three more expected to be built in the near future. Two Grachonok class (project 21980) anti-sabotage boats were commissioned in 2012, with two more expected to be completed by the end of 2013 and another four currently under construction. A total of about 20 are expected to built in the next few years.

Russia Has Best Missile-Defense Radars – Senior Official

Russia’s missile-attack warning radars are far superior to any foreign counterparts, a top defense official said Friday.

Russia has an “absolute lead,” “no one else can match these stations,” Deputy Defense Minister Yury Borisov said after visiting a Voronezh-M radar in Siberia’s Irkutsk Region.

The Voronezh-M has greatly surpassed previous-generation systems, in particular the Dnepr, the official said, adding that the Voronezh-M had a range of 6,500 kilometers, higher resolution and a broader field of vision.
The radar system will “reliably protect our southeastern sector and the northeastern part of the Pacific,” he said.

His comments echoed ones last month by General Staff chief Valery Gerasimov, who said Russia was building a new aerospace defense system that would guarantee detection of enemy ballistic and long-range cruise missiles at blastoff.

The system would feature advanced information-gathering, data-processing and attack capabilities with an early-warning radar system to be deployed along the entire Russian border, Gerasimov said.

In late May, Russia’s Aerospace Defense Forces conducted a series of snap drills that checked the combat readiness of aerospace defense units, air force units and air defenses in the Western Military District, as well as military transport and long-range aviation command. The exercises involved 8,700 people, 185 aircraft and 240 military vehicles.

Russian Defense Ministry Signs $380M Helicopter Deal


ULAN-UDE, August 3 (RIA Novosti) - The Russian Defense Ministry and Russian Helicopters Holding on Saturday signed a 12.6 billion rubles (about $380 million) contract for 40 Mil Mi-8 AMTSh helicopters, the company said.

The contract was signed by Deputy Defense Minister Yury Borisov and Russian Helicopters CEO Dmitry Petrov.

Helicopter deliveries are to begin next year, Petrov said.

The Mi-8 AMTSh is a combat transport version of the Mi-17 helicopter, with more powerful turboshafts and portside tail rotor. Its weapon systems include Igla-V AAM or Shturm-V ASM missiles, B8V20 rocket pods and a GSh-23 gun.

Des pilotes russes et chinois procèdent lundi à des vols dans le cadre de l'exercice antiterroriste "Mission de paix -2013" qui se déroule à Tcheliabinsk (Oural méridional) du 27 juillet au 15 août, rapporte le service de presse de la région militaire du Centre dans un communiqué.

"Les pilotes russes du 2e commandement de l'aviation, des forces antiaériennes de la région militaire du Centre et leurs collègues de la région militaire de Shenyang ont entamé le travail selon le plan prévu par l'exercice "Mission de paix-2013". Aujourd'hui, les équipages russes et chinois effectueront un vol dans la zone du polygone de Tchebarkoul (région de Tcheliabinsk) pour se familiariser avec l'espace aérien et examiner la situation", a indiqué la source.

Le groupe d'aviation unifié comprend plus de 20 d'appareils. La Force aérienne de l'Armée populaire de libération est représentée par des chasseurs-bombardiers JH-7A, dit Flying Leopard, des hélicoptères Z-9 et Mi-171. La Russie prend part aux manœuvres avec ses bombardier Su-24MR et des hélicoptères de type Mi-6 et Mi-24.

L'exercice "Mission de paix" regroupe plus de 1.500 militaires russes et chinois appuyés par 250 unités du matériel de combat, dont une vingtaine d'avions et hélicoptères.

Le complexe aérien prospectif pour l'aviation à long rayon d'action (PAK DA) développé par l'entreprise russe de défense Tupolev sera subsonique, a déclaré mardi aux journalistes le commandant en chef des forces aériennes russes, le général Viktor Bondarev.
"Le PAK DA sera subsonique. Sa charge de combat sera supérieure à celle de Tu-160 et il emportera un armement plus puissant", a indiqué le responsable.
Le commandant de l'Aviation à long rayon d'action, le général Anatoli Jikharev, avait antérieurement annoncé que le nouveau bombardier pourrait équiper l'armée russe en 2025. Modification profonde du Tu-160, cet appareil est destiné à remplacer les Tupolev Tu-22M et Tu-95.

Actuellement, l'aviation stratégique russe comprend 32 bombardiers Tu-95MS6, 31 Tu-95MS16 et 13 bombardiers Tu-160. Ils sont capables de porter plus de 850 missiles de croisière de longue portée.

Le système Scorpion pour remplacer GLONASS en temps de guerre


Le ministère russe de la Défense a commencé à remplacer les systèmes de navigation au sol RSDN-10 par de nouveaux systèmes Scorpion, écrit mardi 6 août le quotidien Izvestia.

En cas de guerre, ces systèmes terrestres de détermination des coordonnées géographiques remplaceront les systèmes spatiaux GPS et GLONASS. Le programme de renouvellement est prévu jusqu'en 2020 et a commencé cette année par trois systèmes du réseau de Transbaïkalie.
"Lors d'un conflit, tous les signaux satellites traversant l'espace seront activement brouillés par ce qu'on appelle un "bruit blanc", a déclaré Iouri Koupine de l'université russe de radionavigation et du temps. Les Scorpions sont destinés à doubler le GLONASS dans ce genre de situations."
Les systèmes de navigation actuels ont été conçus dans les années 1940-50 et remplissaient partiellement les fonctions de détermination des coordonnées (avec une marge d'erreur de 150-180 mètres), actuellement prises en charge par GLONASS et GPS. A l'heure actuelle, vu l'usure de l'équipement et la complexité de la maintenance, les RSDN-10 ne sont pratiquement pas utilisés, et la majeure partie des stations ont été retirés du service. Les systèmes au sol doivent être avant tout remplacés pour des raisons de sécurité nationale en termes de radionavigation.
Le nouveau système de navigation profite des progrès scientifiques des dernières années. Les Scorpions sont capables de couvrir un large rayon d'action (1 000 km au lieu de 600 km). De plus, les RSDN-10 ne sont pas équipés de stations de correction locale du contrôle situés à grande distance, ce qui empêche les ondes radio de pénétrer sur le territoire de l'ennemi potentiel et rend les systèmes de navigation invisibles.

"Les principaux "consommateurs" de ces stations en service dans la défense antiaérienne et l'armée de l'air sont également l'aviation à longue portée et la marine, déclare Iouri Koupine. Ils reçoivent les signaux de l'heure exacte et synchronisent leurs équipements grâce à ces réseaux.
Contrairement aux systèmes obsolètes, les Scorpions sont capables de maintenir automatiquement les paramètres du signal émis, ils peuvent être contrôlés à partir d'une télécommande commune et sont capables de supprimer les impulsions radio résiduelles. Les récepteurs du système peuvent être installés sur du matériel aérien, terrestre, naval et fluvial. Un autre avantage des Scorpions réside dans le fait qu'ils peuvent être synchronisés avec le système GLONASS, ce qui améliore significativement leur efficacité.

"Les équipages de l'aviation à longue portée ne se réfèrent jamais aux données d'un seul système pour déterminer leur emplacement, a déclaré Petr Deïnekine, ex-commandant de l'armée de l'air. On utilise toujours un ensemble de moyens pour localiser l'emplacement exact de l'appareil. Il faut également un système de navigation autonome pour que l'équipage ne dépende pas des moyens radiotechniques et spatiaux qui pourraient subir des interférences. D'ailleurs, la question de l'exactitude de la navigation est l'un des principaux problèmes en tant de guerre comme de paix.

Hormis la mise en service de toutes nouvelles solutions techniques, on prévoit également la modernisation des systèmes existants. L'agence russe Rosoboronpostavka a commandé la modernisation des systèmes RSDN-10 et RSDN-20 Alpha. La modernisation se déroule dans le cadre du programme fédéral "Les systèmes de navigation globaux" et en conformité avec le Plan de navigation russe pour 2008-2015. Un budget de 1,2 million d'euros a été alloué au ministère de la Défense à ces fins.

La mise en service du Scorpion se fera en quatre étapes. En 2013-2015 seront remplacés trois systèmes du réseau de Transbaïkalie, en 2016-2017 – quatre systèmes du réseau du Caucase du Nord, en 2017-2019 – quatre systèmes en Extrême-Orient, et en 2019-2020 – trois systèmes du réseau de l'Oural du Sud. Hormis les nouveaux systèmes de navigation, l'armée russe recevra des récepteurs aériens invulnérables au brouillage qui fonctionnent avec les signaux de GLONASS, GPS, de l'ensemble de l'arsenal des RSDN et du Scorpion.

Russian Army to Unveil New Robotic Vehicles in 2014

MOSCOW, August 7 (RIA Novosti) – The Russian military will next year unveil initial prototypes of robotic combat vehicles featuring tank-like tracked chassis and hybrid engines, a deputy defense minister said Wednesday.

“It's a unique robotic vehicle … capable of performing a wide range of combat tasks, primarily including minesweeping and, in the future, direct involvement in combat action on the battlefield,” Col. Gen. Oleg Ostapenko told reporters.

The general added that the prototypes were being based on foreign technologies and components, but future vehicles would feature domestic components.

Ostapenko said the Defense Ministry had drafted a targeted program on procurement of robotic vehicles for defense purposes, which would allow Russian manufacturers to build, by 2020-2025, enough robotic vehicles to ensure Russia’s national security.

He also said the creation of the so-called Military Robotics Center, which was announced in December, would be completed in 2014.

“We have already selected core personnel and set up several research labs as part of the center,” Ostapenko said.

Yasen-class nuclear attack submarines to give Russia major edge

Large-scale construction of the next-generation Project 885 Yasen-class multi-purpose nuclear attack submarine, armed with Onyx supersonic cruise missiles has begun in Russia. The ships will compete with the latest American Seawolf-class nuclear submarines in terms of their noise profile and will be world leaders in terms of fire power. Moscow plans to acquire at least 10 of these boats by 2020. The fourth submarine in this class was laid down in Severodvinsk on the eve of Navy Day, which was celebrated on the last Sunday in July.

The Project 885 nuclear submarine is the quintessence of everything the Russian military industrial complex has achieved in over half a century of building submarines. The vessel has a hull made from high-resilience low-magnetic steel, and so can dive to a depth of more than 600 metres (conventional boats cannot go deeper than 300 metres), which effectively puts it out of reach of all types of modern anti-submarine weapons. Its maximum speed is more than 30 knots (about 60 kilometres per hour). The nuclear submarine is equipped with an escape pod for the whole crew

The Russian designers say that the Yasen is not only quieter than the Project 971 Akula, but also quieter than the latest American Seawolf nuclear submarine. Moreover, unlike those vessels, the new missile submarine will be more functional thanks to the weapons at its disposal (several types of cruise missile and torpedo) and will be able to fulfil a wide range of roles at sea.

Formidable

The Akula nuclear submarine is currently the most important of the Russian multi-purpose attack submarines designed for raiding operations against sea lanes. Virtually inaudible in the depths of the ocean, they are equally effective against transport vessels and warships, and can also hit the enemy’s coastal infrastructure with cruise missiles. Akula submarines were recently spotted within the 200-mile zone of the coasts of the United States and Canada, which caused a serious commotion among the countries’ respective militaries. Having discovered the presence of these ‘guests,’ neither of them was able to track their movement, which naturally caused serious concern. After all, the Akula carries on board 28 Kh-55 Granat cruise missiles, the equivalent of the American Tomahawk, which can fly 3000 km and deliver 200-kilotonne nuclear warheads to their targets.

Invulnerable


The main attack system on the Yasen is the P-800 Onyx, the latest Russian supersonic cruise missile. This missile is the base version for two absolutely identical export versions in terms of their appearance: the Russian Yakhont and the Indian BrahMos, although with significantly reduced combat characteristics. These devices are capable of being fired from under water. They fly at a speed of 750 metres per second and carry a devastating high-explosive warhead weighing half a tonne. They have a range of more than 600 kilometres.

The Onyx is guided to its target by a navigational system that operates on target designation data, that is inputted provisionally to the missile before it is launched. At a predetermined point in the trajectory (25–80 kilometres), the missile’s homing device is briefly activated and determines the precise location of the target. The homing device is activated again after a sharp reduction in altitude of 5–15 metres, just seconds before it hits the enemy. This is to ensure that when the enemy detects the missile’s launch it cannot ‘jam’ the missile with electronic countermeasures

‘Wolf pack’


But it’s not its high speed or the protection of its homing device against electronic countermeasures that makes the Onyx a super-modern weapon.
Once it is launched from the submarine, the missile finds the target by itself. After determining their coordinates, the missiles ‘wait’ until the last one is out of the launch tubes and then line up, just like a wolf pack, and begin to ‘home in on their prey’. The designers are not really advertising this point, but it’s the missiles themselves that decide which missile attacks which target and how. The missile ‘pack’ decides these targets, classifies them in terms of importance, and selects the tactics for the attack and the plan for its execution.

In order to prevent mistakes, the missile’s on-board computer system is programmed with electronic data on all modern classes of ship. This is purely tactical information – for example, on the class of vessel. This enables the missiles to determine what they are up against, whether it be an aircraft-carrier or landing group, and then to attack the main targets within the group. The Onyx missile’s on-board computer also holds data on how to counter the enemy’s electronic warfare systems, which can divert a missile from its target, and systems for evading anti-aircraft defence systems.

At the same time, like wolves in a real pack, the missiles themselves decide which one of them is the main attacker and which one must take the role of the decoy to lure the enemy’s aircraft and air defence systems away. Once the main selected target has been destroyed, the other missiles immediately redistribute the combat assignments between themselves and begin to destroy other vessels
. There is no ship in the world that can dodge an attack by Onyx missiles. Yes, ship-borne radar systems can detect that they have been launched, but then further resistance is useless. The speed of these missiles and the way they constantly manoeuvre above the surface of the sea makes it practically impossible to intercept them with air defence systems or aircraft.

Universal

Another advantage of the Onyx missile is that it can be used with various types of carriers. In Russia, it is installed not only in submarines but also on surface vessels and mobile land-based platforms – the Bastion shore-based missile systems. It’s the presence of these systems in Syria that so worries Washington today.
Onyx will also be included in the weaponry of the Su-30MK family of fighters and the latest Su-34 frontline bombers. But the most important thing is that the next generation following the Onyx is already on its way. This is the Zircon, the first hypersonic combat missile system, for which testing is due to start next year.

MOSCOU, 9 août - RIA Novosti  

170 millions de roubles (3,9 millions d'euros) seront débloqués à l'Institut russe Kourtchatov pour la mise au point de l'équipement du "soldat du futur", annonce vendredi le journal Vedomosti.

Selon ce dernier, cette décision a été prise par le Fonds russe de recherches prometteuses, présidé par le vice-premier ministre Dmitri Rogozine.

Le système d'arme modulaire du "soldat du futur" comprend des armes d'infanterie, des munitions, un gilet pare-balles, des moyens de navigation, un ordinateur antichoc et d'autres dispositifs faisant largement appel aux hautes technologies et permettant de mener le combat à distance, recourant aux engins robotisés.

Toujours selon le journal, ce système devrait être mis en service d'ici 2020.
