It is the Disposal Services Authority (DSA) intention to invite expressions of interest in tendering for the Type 22 Frigates (HMS Chatham, HMS Campbeltown, HMS Cumberland and HMS Cornwall) for the following: •Further Use •Sinking for an Artificial reef •Recycling
At this stage the DSA does not require interested parties to specify which Vessel/s they wish to bid for.
It is the DSA intention to award at least one vessel to a UK Ship Recycler; this is in part to secure detailed knowledge of the UK’s capacity to recycle vessels. Any decision to award to a UK Ship Recycling company will be made in accordance with transparent and objective evaluation criteria which will be issued at the Invitation to Tender stage.
All interested parties should note that only Bidders that have completed and passed a Pre-Qualification Questionnaire (PQQ) will be sent an Invitation to Tender (ITT) for the vessels and allowed access to view the vessel.
The vessels are moored at Portsmouth and will be sold from there.
The DSA are planning on hosting viewings 25th February - 15th March 2013.
As previously requested all bidders intending to undertake inspection of the vessels will be required to wear the correct PPE clothing i.e. steel toecap boots, high vis jackets (overalls optional). Please be assured that if you do not have steel toecap boots on arrival you will be refused access to the vessels.
Only Bidders that have received a copy of the ITT will be allowed access to inspect the vessels.
Bidders should not book travel until they have received a copy of the ITT and understood the requirements.

The closing date for returning the PQQ to the DSA and expression of interest is 17.00 GMT Wednesday 23rd January 2013.

Royal Navy officials have admitted losing a £500,000 radar unit from a £1billion destroyer. Finally they concluded it was probably stolen by a thief who walked on to HMS Dauntless while moored at Plymouth. The fiasco unfolded as the crew prepared for war games exercises with the US and French navies. Commanders found a fault with the system which helps distinguish between British and other planes. Engineers replaced the IFF (Identification Friend or Foe) 5000 unit and the faulty one should have been returned to suppliers to be fixed. Instead, it simply disappeared. Stumped officials scoured storerooms for the 18in-square item – and even rummaged round in skips. An MoD report reveals: “Concern was expressed that if the equipment had been left lying around it could have been placed in the disposals skip.”
Staff “proceeded to look, without success, in all the skips in the vicinity”.
The report, released under the Freedom of Information Act, says: “The most likely conclusion is that it was removed from the ship during the maintenance period by an unknown person”.
The captain of the Type 45 Daring Class destroyer wanted the police to investigate but MoD chiefs decided to write off the loss.
A ministry spokesman said there had been no security risk. He added: “On the rare occasions when items are unaccounted for, a full investigation is carried out.” Two years ago, defence ministers admitted £700,000 worth of equipment had vanished from the MoD in 10 months.

Chaque porte-avions en aura deux. Ixsea avait déjà gagné, avec la même solution, baptisée Marins, l'équipement des sous-marins nucléaires Astute de la Royal Navy, et le rétrofit des frégates anti-aériennes françaises Jean Bart et Cassard.

Royal Marines have carried out firing exercises by staging a mock dawn raid on an enemy village (25 October 2013).
40 Commando Royal Marines are currently taking part in Exercise Black Alligator in the Mojave Desert, California.
They are in the USA to hone their warfighting skills alongside their US colleagues at the sprawling US Marine Corps Air Ground Combat Centre, which has nearly 1,000 sq miles of ideal training ground.

Frigates to be fitted with new missiles from 2015
THE navy’s fleet of Type 23 frigates will have a new missile system installed from 2015, the government says.
In the House of Commons, Portsmouth South MP Mike Hancock asked the secretary of state for defence when the fitting of the new Sea Ceptor defence system would be complete.
Philip Dunne, the minister for defence equipment, said the missiles will be installed on the frigates as part of their long-term refit programme.
This will begin in 2015 and will be completed by 2021. The Royal Navy has six Type 23 frigates based in Portsmouth.

HMAS Success returns to sea
HMAS Success returned to sea October 25 and has commenced Sea Qualification Trials and a Unit Readiness workup package.
The significant milestone marked the end of a complex refit package, which included an extensive docking, considerable engineering plant overhaul and structural work.
Commanding Officer, Captain Allison Norris said her ship’s company had put in many hours of hard work to return the battle tanker to sea.
“Every department on the ship put in substantial effort to get Success seaworthy. Their willingness to come together as a team to get the job done was outstanding.”
“The engineering department’s commitment and dedication to progressing an intricate Test and Trials program among a busy whole ship program was particularly noteworthy,” Captain Norris said.
Success has now started Sea Qualification Trials and a Unit Readiness workup package.
The ship achieved alongside Mariner Skills Evaluation (MSE) on 16 October and are expected to attain Unit Readiness Certification by the end of 2013, in preparation for a busy operational program in 2014.-Navy.com

Taranis UCAV Makes Maiden Flight
The BAE Systems Taranis unmanned combat air vehicle (UCAV) demonstrator has made its maiden flight and is currently conducting initial flight trials, the UK Ministry of Defence (MoD) confirmed in written statement submitted to the UK parliament’s defence select committee. “Flight trials are currently ongoing,” an MoD spokesperson said. Neither the MoD nor BAE Systems were able to confirm the date of the maiden flight at this stage. However, a full statement by the MoD will be issued when the Taranis flight trial programme has been completed, the spokesperson said.

Photo: UK MOD Flights are understood to be ongoing at the Royal Australian Air Force’s Woomera Testing Range in South Australia where previous unmanned flight test campaigns took place, including the Mantis, Herti, Corax and Raven systems. The United Kingdom is highly secretive about the Taranis UCAV, which is known to have been seen in public on only two occasions.
The aim of the Taranis concept is to explore stealthy unmanned aircraft capabilities in striking targets with real precision at long range is possible, maintaining the human control in the loop. Testing such an unmanned system requires a different approach and testing regime, when compared to the testing of traditional manned platforms, as flights are comprehensively simulated and tested on the ground before the actual flight. This procedure is necessary to ensure that all functions and flight algorithms are properly responding to all flight conditions, thus reducing the risk involved in such unmanned flight The first flight of Taranis follows on from the maiden flight of the pan-European Neuron UCAV technology demonstrator on 1 December 2012 and extensive carrier-based testing of the Northrop Grumman X-47B in 2013. As a technology demonstrator vehicle (TDV) Taranis is not intended to enter production. According to the MoD evidence to Parliament, “It will provide the MoD with experimental evidence on the potential capabilities, helping to inform decisions on the future mix of manned and remotely piloted systems.” The total cost of the Taranis project is GBP £180 million (USD291.3 million). Initial ground trials began in 2010 and continued through 2012. Before shipping to Australia the low observable (LO) platform completed radar cross section tests at BAE Systems’ Warton site and the initial analysis has indicated that the programme has met and potentially exceeded the extremely challenging targets jointly aspired to by the UK’s Ministry of Defence (MOD) and Industry. In parallel, testing of the propulsion system has been completed at Rolls Royce. These tests also included infra-red signature measurement, confirming the platforms’ low observable characteristics. Initial flight trials were originally planned in 2011/2012 but were shifted to 2013 after the UK MOD requested further ground testing in 2012. “The progress being made on the programme, and the learning we are taking from it, is very positive and the drive now to getting Taranis in the air clearly shows the confidence Industry and the UK’s MOD has in the UK’s ability to develop world-leading unmanned combat aircraft technologies and capabilities.” Tom Fillingham, Future Combat Air Systems Director at BAE Systems said prior to the aircraft delivery for testing in Australia. The prime contractor for Taranis is BAE Systems. The company has formed a teaming arrangement combining Rolls-Royce, the Systems division of GE Aviation (formerly Smiths Aerospace) and QinetiQ. BAE Systems, as prime contractor, is responsible for the low observability, systems integration, control infrastructure and full autonomy elements (developed in partnership with QinetiQ), while Rolls-Royce will is focusing on the development of the propulsion system (believed to be a derivative of the Adour Mk.951 turbofan) and GE Aviation is responsible for delivering other vehicle systems.

Aircraft carriers’ cost to rise to £6.2bn
Britain will this week reveal another substantial increase in the cost of building its two new aircraft carriers, declaring that total funding for the programme will rise by another £800m to £6.2bn. Philip Hammond, defence secretary, is expected to say that a new set of demands – including the need to build a sophisticated aircraft landing system on the ships – have added to the financial burden of the Royal Navy’s flagship project. The revised price tag for the 65,000 ton carriers – which will not operate until the end of this decade – will alarm some opposition MPs. When the last Labour government gave the green light to build the ships in 2007, it set the projected cost at £3.5bn. That figure is now close to being doubled. Two months ago, Labour’s Margaret Hodge, the chairman of the Commons Public Accounts Committee, said she was “not convinced the MoD has the carrier programme under control,” adding that it remained “subject to huge technical and commercial risks, with the potential for further uncontrolled growth in costs”. The announcement of the new cost over-run comes amid growing debate in Britain about the management of big infrastructure projects as the government presses ahead with plans for the HS2 high speed rail link. Within parts of the MoD, there has also been concerns that the cost of the carriers is crowding out other spending on defence equipment at a time of deep cuts. Mr Hammond will seek to mitigate concerns over this new cost increase by saying that the new £6.2bn figure represents a “realistic price”. He will also announce that he has renegotiated the contract to build the carriers on terms that have more benefit to taxpayers. MoD officials say that, until now, some 90 per cent of any cost over-run on the project has been paid for by the taxpayer and only 10 per cent by industry. Mr Hammond believes this was a flawed arrangement that reduced the incentive for industry to ensure the carriers were delivered on time and at cost. Mr Hammond is expected to announce that any additional costs – above the new baseline of £6.2bn – will be split 50-50 between the government and contractors. Two years ago, Mr Hammond announced the UK would buy the vertical take-off and landing – or STOVL – version of the US-built F-35 to fly from the carriers. This replaced a plan to buy the conventional take-off version. As a result of that decision, Mr Hammond says the UK must now spend some £200m on landing systems that allow the STOVL aircraft to land on the carriers with greater precision. However, Mr Hammond is expected to say that the newly revised cost will not imperil the MoD’s equipment budget. This is because the department has recognised the risk of cost pressures in the programme and decided to set aside extra funds. An MOD spokesman said on Sunday night: “Negotiations between the MoD and the Aircraft Carrier Alliance regarding the re-baselining of the Queen Elizabeth Carrier Programme are at an advanced stage. “No final decisions have been taken and the Department will make an announcement in due course.”

UK Army soldiers to continue training at BATUS 6 November 2013 The UK Ministry of Defence (MoD) has decided to continue troop training for the foreseeable future at the British Army Training Unit Suffield (BATUS), which is located at the Canadian Forces Base (CFB) Suffield near Alberta, Canada.
The decision comes after a long and detailed look out for the best location for the UK Army to deliver its future training plan.
Dubbed as the UK Army's largest armoured training facility, BATUS trains a total of five battle groups, each containing approximately 1400 personnel, each year for up to 30 days, since 1972.
Canadian defence minister Rob Nicholson said the country is fully supportive of Britain's decision to remain in Canada.
"Canadian Forces Base Suffield and BATUS have an excellent working relationship and continue to find effective ways to deliver world class training," Nicholson said.
The UK military had considered relocation to a base in Germany due to the expense of training at BATUS, The Canadian Press reported.BATUS commanding officer colonel Jim Landon said the UK defence secretary Philip Hammond has informed Nicholson of the country's intentions to generate savings in the support costs of running BATUS.
"Minister Nicholson has recognised this concern and undertaken to work with us to identify ways to save money," Landon said.
BATUS enables all elements of a combined arms battle group, including infantry, armour, artillery, engineers, air defence, logistics and equipment support to conduct realistic live firing training at all levels and also practice sustaining this activity over a long period of time.
The facility currently houses more than 1000 vehicles, including Challenger 2 tanks, Warrior infantry fighting vehicles, CVR(T) and bulldog armoured fighting vehicles (AFVs), Trojan armoured vehicle royal engineers (AVRE), Titan armoured vehicle launcher bridge (AVLB), as well as Gazelle helicopters

A NUCLEAR submarine which ran into difficulties has been moored in Gibraltar for over a week.
The Triumph, one of four submarines of is kind in the Royal Navy, is said to have been experiencing technical problems for a while due to its age. It is moored up at South Mole and it is not known how long it will be there. This is the second time a nuclear submarine has been brought into the territory for repair. Crew on the Tireless flagged up concerns about the vessel’s nuclear reactor last year. It remained in the port for nearly 12 months, and its stay provoked a diplomatic conflict between Madrid and London.

L'évènement est symbolique : le premier des trois avions de renseignement électronique RC-135V/W Rivet Joint s'est posé aujourd'hui sur la base britannique de RAF Waddington. Immatriculé ZZ664, l'appareil a été modifié au titre du projet "Airseeker" à partir d'un ravitailleur KC-135R, comme les deux autres avions restant à livrer.
Le ministère de la défense britannique (MoD) précise que ce premier RC-135 a achevé ses essais en vol à Greenville, au Texas, avec de l'avance sur le calendrier prévisionnel. Une mise en service opérationnel initiale de cette capacité dans la Royal Air Force n'est toutefois pas attendue avant la fin de l'année prochaine, selon le MoD.
L'industriel L-3 Communications est responsable du chantier de modification aux Etats-Unis. Le coût unitaire des RC-135 britanniques est estimé à environ 210 millions d'euros.
Ce programme d'acquisition vise à remplacer les Nimrod R1 qui ont été utilisés pour la dernière fois en conditions opérationnelles pendant le conflit libyen en 2011. Ils avaient été retirés du service en juin de la même année.
C'est le 51 Squadron de la base de Waddington qui mettra en oeuvre ces avions. Des personnels de cet escadron ont entamé leur formation dès 2011 aux Etats-Unis au sein du 55th Reconnaissance Wing, au sein duquel ils ont déjà accumulé plus de 32.000 heures de vol au cours de 1.800 sorties, selon le MoD.
A l'horizon 2015-2016, la Royal Air Force accèdera donc au rang de première force aérienne du VIeux Continent en matière de plateformes dédiées au renseignement aéroporté. Les aviateurs britanniques aligneront en effet leurs trois RC-135V/W ainsi que dix drones MQ-9 Reaper Block 1, cinq avions-radar Sentinel R1 pour la surveillance du sol, six E-3D Sentry (Awacs) et six avions légers de surveillance Shadow R Mk1, des King Air 350 modifiés pour l'observation optique et l'interception des communications.
A la même date, la France n'alignera "que" quatre Awacs, un ou deux avions légers de surveillance type King Air 350, six à huit drones Male et ses deux Transall Gabriel pour l'écoute électronique. Une infériorité numérique qui mérite toutefois d'être nuancée par les moyens stratégiques d'observation spatiale dont dispose la France et dont le Royaume-Uni est dépourvu, ayant fait le choix de la dépendance vis-à-vis des Etats-Unis dans ce domaine

Queen Elizabeth closes ‘a pivotal chapter’ with construction of her hull completed
The very last piece of Britain’s biggest jigsaw – the Royal Navy’s flagship of tomorrow, HMS Queen Elizabeth – has been slotted into place. The hull of the carrier is now complete after the last section of her ‘ski ramp’, which will help F35 Lightning IIs get airborne off the expansive flight deck, was fitted at Rosyth dockyard. Under the watchful eye of shipyard workers, the Goliath crane which dominates the north shore of the Forth, gently manoeuvred the very front part of the aircraft ramp into place. With the addition of the 130-tonne section, the finished ramp stands more than six metres (20ft) high, although at 300 tonnes the completed structure weighs less than half a per cent of the total displacement of Queen Elizabeth: 65,000 tonnes. Its installation signals the end of an important chapter in the construction of the nation’s flagships. Only the aircraft lifts and the radar remain to be lifted into place by Goliath. “This event means a pivotal chapter in the delivery of HMS Queen Elizabeth has been completed. The ship here in the dock is a truly magnificent sight,” said Ian Booth, programme director of the Aircraft Carrier Alliance, the coalition of MOD, Royal Navy and industry which is building Queen Elizabeth and her sister Prince of Wales. “Everyone involved in the programme to deliver HMS Queen Elizabeth should feel tremendously proud of what we have all achieved to get to this point. “Thousands of men and women across the country have worked together as one team in a remarkable demonstration of British skills and capabilities.” As well as 10,000 people across the country involved in the construction of the two carriers, Queen Elizabeth has a 50-strong ship’s company who are helping her introduction into service, writing her ‘instruction manual’. “It’s a complete privilege to be involved,” said head of weapon engineering Cdr Steve Lynn “I get excited about what’s happening next week, let alone next year. “My guys love it. They get to be involved, they get their hands on things which they’d not normally do, and they’ve got the chance to influence the ship and how she operates. “The important thing about this ship is that she’ll be flying the flag one day, flying jets the next. She’ll be at the heart of the UK’s defence for the next 50 years.” The carrier is due to be ‘launched’ – she’ll actually be flooded up, with water being allowed into the dry dock where she’s being constructed for the first time – next summer. She’s earmarked to begin sea trials in the autumn of 2016 and make her first appearance in her future home of Portsmouth in late 2016 or early 2017. F35s will be making use of the ski ramp for the first time the following year, with the carrier ready for operations around 2020.

Comme sa voisine outre-Manche, la Royal Air Force n'échappe pas à une restructuration du format de son aviation de combat. "Deux escadrons de Tornado GR4 seront dissous l'an prochain", expliquait aujourd'hui l'Air Commodore Dave Waddington, commandant de la flotte de Tornado britannique. Cette annonce a été faite lors de la conférence "International Fighter" organisée à Londres par IQPC.
"Le 12(B) Squadron est rentré d'Afghanistan et sera dissous en mars prochain", a précisé l'aviateur. "Le 617 Squadron est actuellement déployé sur ce théâtre et sera lui aussi dissous courant 2014, après son retour prévu cet hiver", a-t-il ajouté. Au final, seuls trois escadrons de première ligne resteront opérationnels sur Tornado GR4 ; ceux-ci seront stationnés sur la base de RAF Marham. Il s'agit des II(AC)Sqn, IX(B)Sqn et 31 Squadron.
Cette réduction de format devrait se poursuivre au-delà de 2015, dans des proportions qui seront déterminées par la future revue stratégique de défense et de sécurité (SDSR). D'ici là, "nous pouvons encore faire évoluer les capacités du Typhoon" dans le domaine de l'air-sol, a insisté le militaire britannique. Il a aussi souligné que Londres "ne disposerait pas d'un grand nombre de F-35" et que le principal défi à venir pour la RAF sera "d'intégrer cette petite flotte le plus efficacement possible avec les avions de combat de quatrième génération comme le Typhoon".

UK MoD to receive new land and maritime satcom terminals from Astrium 11 November 2013 The UK Ministry of Defence (MoD) will receive new land and maritime X-band satcom terminals from Astrium, designed to enable secure communications during overseas combat operations.
Based on Astrium Services's new IP core based modular infrastructure, the terminals will help UK Army securely connect users to one core defence infrastructure, which supports all voice and data traffic with encryption from worldwide tactical, land and maritime operations, eliminating the need to recreate a network of services.
Astrium Services will deliver 25 Mantis terminals and lightweight Snapper baseband equipment, as part of a managed service package, to help address the UK Armed Forces' land and tactical requirements.
In addition, the company will supply the first two deployable maritime milsat (DMM) SCOTPatrol terminals, which will facilitate IP-based communication onboard smaller Royal Navy ships, including mine counter measure vessels on operations in the Arabian Gulf.
Featuring reduced top-weight and a compact footprint both above and below deck for easier integration, the next-generation terminals, along with all of the baseband equipment, helps the ships to fully integrate into the network through Skynet 5's resilient and hardened X-band satcoms.
Astrium is also delivering fixed and transportable IP domains nodes to meet the requirements of large deployed land forces or air bases with multiple users.

Illustrious heads for Philippines
Royal Navy aircraft carrier HMS Illustrious is being sent to the Philippines to help victims of Typhoon Haiyan, David Cameron has announced. Speaking during a visit to India, the Prime Minister said that the ship will replace HMS Daring, which has already been deployed to the Philippines. Its helicopters may be used to assist with the distribution of food and water to survivors stranded in remote locations in the far eastern archipelago state, and its facilities to make water drinkable are likely to be in demand in a country where supplies have been badly disrupted by the typhoon.
Mr Cameron said: "What happened in the Philippines is an absolute tragedy. You can see the devastation, the suffering, and it's quite clear that we are going to need long-term help for those people. "As ever, the British people have been very generous with their donations. "The British Government has already pledged over £20 million, which makes us one of the most generous donors anywhere in the world. "But it's practical action that's needed as well. That's why I sent HMS Daring to go and help in the Philippines and I can announce today that once Daring has started its work, we are actually going to be able to replace in time HMS Daring with HMS Illustrious, which is, of course, a carrier with helicopters - seven times as many helicopters as on HMS Daring and with the key ability to process fresh water, so we will be giving further assistance in the best way we can."
The MoD was unable to confirm the current location of Illustrious but the Royal Navy reported the warship was in Muscat, Oman, on November 12. HMS Illustrious, Britain's sole remaining aircraft carrier, will retire from active duty next year. The news come as the Disasters Emergency Committee (DEC) announced that its Philippines typhoon appeal has raised more than £23 million in just two days. The funds, made up of online, text and phone donations, will go directly to help some of the 11 million people affected by Typhoon Haiyan.
