DUBAI, United Arab Emirates — Russia will complete the delivery of S-300 air defense systems to Iran by the end of the year, according to a Russian presidential aide for military-technical cooperation.
Speaking to Russian state news agency TASS, Vladimir Kozhin said that one S-300 battalion has already been supplied to Iran. He added that other launchers due under the effective contract would be delivered by the end of 2016.
"The first batch — about one battalion — has been shipped. We will comply with our liabilities by the end of the year," Kozhin told TASS.
The first battalion was shown off by the Iranian military at the National Army Day parade in Tehran on April 17, six days after the receipt of the system.

Un contrat sur la construction d’un nouveau porte-avion de la Marine russe pourrait être conclu d'ici fin 2025.
"Cela devrait se passer sans doute fin 2025. Nous avons trois projets proposés par le centre Krylov. En principe, ils sont assez bons", a annoncé jeudi le vice-ministre de la Défense de la Russie Iouri Borissov.
Les projets préalables du porte-avion russe ont été présentés entre 2013 et 2015 par le centre de recherche Krylov. Le tonnage de déplacement du bateau devrait atteindre 80.000 à 90.000 tonnes. En outre, ce dernier sera doté d'un groupe moteur combiné, composé de blocs nucléaires et de turbines.
La partie réservée à l'aviation accueillera jusqu'à 60 aéronefs, dont 40 chasseurs MiG-29KR, des bombardiers embarqués de la 5e génération T-50 ainsi que des systèmes de détection et de commandement aéroporté.
À ce jour, la Marine russe dispose d'un seul porte-avions, l'Amiral Kouznetsov. Fin 2015, le président du Consortium unifié de construction navale (OSK) Alexeï Rakhmanov a déclaré que la Russie serait prochainement capable d'entamer la construction de porte-avions ainsi que de porte-hélicoptères pouvant embarquer une douzaine d'hélicoptères et 450 personnels d'infanterie de marine, avec un déplacement d'environ 16.000 tonnes. Ces porte-hélicoptères pourraient remplacer les deux Mistral non livrés par la France.

Le président russe, Vladimir Poutine, a surpris tout le monde quand, le 14 mars, il a annoncé le retrait de la majeure partie de ses troupes jusqu’alors engagées en Syrie, aux côtés de celles du régime de Bachar el-Assad. Et, dès le lendemain, les bombardiers tactiques Su-34 « Fullback », ont pris le chemin du retour.
Peu après, la version anglaise de Sputnik News a précisé que des bombardiers tactiques Su-24 Fencer ainsi que les avions multi-rôles Su-30 et Su-35 resteraient sur la base syrienne de Hmeymim. De même que les systèmes de défense aérienne (S-400 et Pantsir) et les hélicoptères d’attaque Ka-52 et Mi-28N. Exit donc les Su-25 Frogfoot et les Su-34 Fullback. Du moins le croyait-on.
Début mai, Moscou a organisé un voyage à l’intention d’une centaine de journalistes sur la base de Hmeymim. Et, sur les photographies [voir ci-dessus] qui ont été diffusées à cette occasion par le ministère russe de la Défense, on remarque la présence d’au moins 4 Su-34 « Fullback », soit autant qu’avant le début des opérations aériennes en Syrie, le 30 septembre 2015. Et pourtant, M. Poutine a bien parlé de retrait et non de relève…
Aussi, les propos tenus le 18 mai par le colonel Steve Warren, le porte-parole de la coalition anti-EI (État islamique ou Daesh) ne sont guère surprenants. Les « capacités » militaires russes en Syrie « sont à peu près les mêmes, ou presque identiques » à ce qu’elles étaient avant l’annonce du retrait partiel par le président russe », a-t-il en effet affirmé.
« Ils [les Russes] continuent d’avoir des forces aériennes là-bas. Ils continuent d’avoir des forces terrestres. Ils continuent d’avoir de l’artillerie », a détaillé le colonel Warren. « Et ils ont toujours des Spetsnaz (forces spéciales) qui font du conseil et de l’assistance aux forces syriennes », a-t-il poursuivi, en confirmant, au passage, l’installation d’une base opérationnelle avancée à Palmyre.
Palmyre justement, où les jihadistes de l’État islamique continuent à mettre la pression sur les forces du régime syrien. La semaine passée, ils ont ainsi réussi à couper l’axe entre cette ville et Homs, près de l’aéroport militaire de Tiyas.
Aussi, alors qu’il leur était reproché de ne viser qu’essentiellement les groupes armés hostiles au président el-Assad, les forces russes frappent désormais davantage l’EI.
« Les bombardements aériens russes sont désormais plus orientés contre les jihadistes de l’État islamique, et non plus contre les groupes rebelles opposés à Bachar al-Assad », a ainsi déclaré le colonel Warren. « Initialement, seule une petite partie de leurs frappes visait des cibles de l’EI », a-t-il rappelé. Mais « sur les dernières semaines, une majorité de leurs frappes ont été plutôt dirigées vers l’EI », a-t-il ajouté.

That being said, the ambassador added that "in this context, the use of the Cam Ranh Bay port for multilateral international cooperation for the provision of maritime transport, ship repair and the development of defense technology to ensure peace and stability in the region is an appropriate direction to take." During the interview, Nguyen Thanh Sean also said that Hanoi plans to continue defense cooperation with Russia, and added that Vietnam has always considered Russia to be "a close country, and a traditional partner," and that a "relationship of trust with Russia is a priority of Vietnamese foreign policy." Analyzing the diplomat's remarks, Russian journalist Anton Mardasov recalled the origins of the Soviet/Russian base at Cam Ranh Bay, and the prospects for the Russian Navy's further use of the base in an article for the independent newspaper Svobodnaya Pressa. "It's worth recalling," the columnist wrote, "that in 1979, the Socialist Republic of Vietnam provided the naval facilities at the Cam Ranh Bay port to the Soviet Union 25 years rent-free. The Soviet military rebuilt and expanded the base. Modestly called a 'Material-Technical Support Point', the facility was actually a powerful base for the 17th Operational Squadron of the Soviet Navy." "At any one time, the facility simultaneously hosted 8-10 surface ships, 4-8 submarines, and supply vessels. The Cam Ranh base allowed the Pacific Fleet to control the southern Pacific, and the entire Indian Ocean. In 2001, the Russian government made the decision not to renew the lease with Vietnam and to evacuate the base ahead of schedule." Now, Mardasov noted, questions over the base have once again gained relevance, and center around the question of Moscow's readiness to reconsider its maritime role in the Asia-Pacific region. "Judging by the agreements already reached at the highest level, Moscow is ready to do so. On November 12, 2013, the presidents of Russia and Vietnam signed an agreement on establishing a joint base for the maintenance and repair of submarines at Cam Ranh.
Soon after, "in February 2014, Defense Minister Sergei Shoigu said that Russia would be expanding its military presence in the world: that there were negotiations on the deployment of military facilities in countries including Vietnam and Cuba, as well as 'active [negotiations] with the Seychelles, Singapore, Algeria, Cyprus, Venezuela, Nicaragua, and several other countries.' Shoigu noted that the area around the equator, and other regions of the world would be necessary to provide refueling for Russian long range aviation. In the spring of 2014, the airbase at Cam Ranh was used for the first time to carry out maintenance of Il-78 aircraft, the type used to refuel the Tu-95MS strategic bomber." The latest development, Mardasov noted, occurred in November 2014, when "it was reported that during his visit to Russia, Vietnamese Communist Party General Secretary Nguyen Phu Trong signed an agreement on the simplification of the procedure for Russian ships to make port calls to Cam Ranh." From that moment, Russian vessels would only have to notify Vietnamese authorities ahead of time to enter the port. This, the journalist recalled, was a significant step, not least because Vietnam factually became only the second country after Syria with which Russia agreed on this kind of simplified procedure for its ships. Since then, "some military experts have suggested that further agreements would soon be reached, on the reestablishment of a logistics point for the Russian Navy…Experts said that this would be facilitated by the fact that Vietnam is Russia's traditional partner in the military sphere. In recent years, the two sides have signed contracts worth over $4.5 billion dollars."

The Russian Defense Ministry has agreed to supply a new multipurpose helicopter Mi-38 with the Kazan Helicopter Plant within the holding company “Russian Helicopters”.
The Mi-38 is an advanced Russian multi-purpose utility rotor-wing aircraft being developed by the Russian Helicopters holding. Previously it was reported, that the military-transport modification of Mi-38 had been designated as Mi-383.
It flew for the first time on 22 December 2003 and was certified on 30 December 2015. The Mi-38 can carry up to 30 passengers and has an internal load capacity of 6,000 kg. It can be powered by two Klimov TV7-117V or Pratt & Whitney Canada PW127/TS turboshaft, 2,800 shp each. The Mi-38 has a maximum speed of 320 km/h and a range of 920 km. Its service ceiling is 5,900 m.
The Mi-38 can operate in a wide range of climates, including maritime, tropical and cold environments.
The technical solutions deployed in the Mi-38 give the helicopter superior maximum payload, passenger capacity and key performance indicators to other helicopters in its class.
The Mi-38 is fitted with a power plant with twin TV7-117V engines manufactured by Klimov

Sea Platforms Russia initiates multiyear plan to modernise Oscar II SSGNs Karl Soper, Washington, DC - IHS Jane's Navy International 20 May 2016
Russia has commenced a multiyear plan to modernise its Project 949A Oscar II (Antyey)-class nuclear-powered guided-missile submarines (SSGNs).
The upgrade programme includes adding a larger number of more capable missiles to the boats. The updated SSGNs will be known as Project 949AM boats, according to Russian reports.
The Oscar II has been dubbed 'carrier killer' for its primary mission of countering aircraft carrier battlegroups. Of the 11 Oscar IIs built in the 1980s and early 1990s, eight remain in service. At present, they carry 24 Chelomey 3M45 Granit (SS-N-19 'Shipwreck') anti-ship cruise missiles (ASCMs).
First reported in 2011, the modernisation plan aims by 2020 to turn most, if not all, the SSGNs into modified Oscar IIs.
Published state contracts, which describe the scope and cost of the effort, total more than RUB25 billion (about USD372 million) and include one-time design expense contracts. Russian sources estimate a single boat upgrade will cost RUB12 billion.
Plans for the Oscar II modification were made by the Rubin Central Design Bureau, the boats' original developer. Project 949AM boats will have a range of new systems including fire-control, communications, sonar, radar, and electronic intercept equipment. The modernisation will also include updated Omnibus-M combat information and Simfoniya-3.2 navigation systems.
The modified Oscar II boats will reportedly carry as many as 72 ASCMs, including a mix of 3M55 Oniks (SS-N-26 'Strobile') and 3M54 Klub (SS-N-27 'Sizzler') missiles. Installation of these weapons will require no design changes to the hull, as the missiles will fit into existing launchers outside the pressure hull. Missile design bureaus Mashinostroyeniya and Novator are collaborating on a standard launch tube for both ASCMs.

Russian Navy vessels spent over 4,000 days at sea in the winter training period, Russian Navy spokesman Igor Drygalo said Saturday, citing figures from the Navy’s expanded Military Council in St. Petersburg.
MOSCOW (Sputnik) – Russian submarines spent 70 percent of their entire academic year time at sea, while Naval Aviation units amassed over 10,000 hours during the winter training period, he added.
"The Navy surface ships’ time spent underway in the winter training period made up over 64 percent – more than 4,000 days – of the time planned for the entire academic year," Drygalo said.
The session chaired by Navy Commander-in-Chief Admiral Vladimir Korolev discussed the results achieved by commanders and high-ranking officers in organizing the Russian Navy’s combat training in the winter period and analyzed the results of snap inspections. Korolev instructed the Navy top brass to keep up the efficiency of combat training with a focus on practical drills during planned summer training missions, Drygalo added.

The GAZ Tigr is a Russian 4×4, multipurpose, all-terrain infantry mobility vehicle manufactured by GAZ, first delivered to the Russian Army in 2006. Primarily used by the Russian Federation’s armed forces, it is also used by numerous other countries and organizations.
The Federal Security Service (FSB) is a federal executive body with the authority to implement government policy in the national security of the Russian Federation, counterterrorism, the protection and defence of the state border of the Russian Federation, the protection of internal sea waters, the territorial sea, the exclusive economic zone, the continental shelf and their natural resources, ensuring the information security of Russia and exercising the basic functions of the federal security services specified in the Russian legislation, as well as coordinating the counterintelligence efforts of the federal executive bodies that have the power to do so.

MOSCOW (Sputnik) — Russian specialists would carry out an observance flight over the territories of the United Kingdom and Ireland under the Open Skies Treaty, the head of the Russian Defense Ministry's Nuclear Risk Reduction Center said Monday. "The observation flight at a maximum range of 2,400 kilometers [1,491 miles] will be carried out from May 23 to May 28 from the Brize Norton Open Skies airport," Sergei Ryzhkov said. He added that in a period starting from May 23 until May 27 a joint French-German mission would carry out an observance flight over Russia and Belarus. The Treaty on Open Skies was signed in March 1992 and became one of the major confidence-building measures in Europe after the Cold War. It entered into force on January 1, 2002, and currently has 34 states parties, including Russia and most NATO members.

The Russian company Kalashnikov offered a new rifle to the Presidential Security Service and the FSB.
Kalashnikov Concern, the largest arms manufacturer in Russia, designed a new "adaptive" rifle for the Presidential Security Service and the Federal Security Service (FSB).
The new rifle known as the AK-400 can be equipped with a scope of any type, a flashlight or a laser target marker. The rifle can also be adjusted depending on the shooter’s physiological parameters or the assigned task.
In terms of operational accuracy, the AK-400 surpasses the tried-and-true AK-47 as well as the newest AK-12 rifle. "The AK-400 rifle was first presented at the end of last year, at a meeting organized by the Presidential Security Service. Currently, the service is considering the purchase of the new rifle. There are several versions of the rifle for different gauges, including the old 7.62 mm gauge and the modern 5.45 mm," an anonymous defense source told the Russian newspaper Izvestia. According to the source, the AK-12 which was presented previously as part of the new combat gear Ratnik could not meet all requirements of the elite forces. "The AK-12 is a weapon for infantry forces, airborne troops and reconnaissance units. But Special Ops forces need a rifle with the same accuracy but it should be lighter and more compact," the source said.
First of all, the AK-400 is designed for the special ops unit of the Presidential Security Service and the FSB special units Alfa and Vympel. The new rifle has a length of 940 mm and a weight of three kilograms. It also has a new firing mode which allows firing three bullets at only one pull-off. Unlike the AK-12, the AK-400 is equipped with a telescoping stock and the so-called Picatinny rails, a bracket that provides a standard mounting platform for various types of sights. According to a source in Russian security services, with improved accuracy and usability, the new rifle would successfully replace the AK-47.

Russian Air Force is upgrade nine Su-25SM3 close air support aircrafs, according military-informant.com. Russian Ministry of Defense signed a contract 3.341 billion rubles for repair with the modernization of nine Su-25 to Su-25SM3 version.
The Su-25SM3 is an extensively modified version of the Su-25. The designation is confusing, but the SU-25SM may have been the SM1, and perhaps SM2 is an export version of SM and SM3 is the upgraded version for domestic use.
The Su-25SM3 version was developed following the results of flight tests carried out in 2013 and 2014. Su-25SM3 version differs significantly even from upgraded Su-25SM strike-fighters in terms of weapons and avionics suite.
Russia’s upgrading of Su-25 to SM3 version can extend the aircraft’s operative life for at least another ten years.
The modernized Su-25SM3 incorporates a host of sensor and defensive systems upgrades that the Russian military hopes will enable the flying tank to operate over the modern battlefield. Central to the modernization package is the Vitebskdefensive avionics suite, which was developed by the Samara Research Institute.
