The estimated cost is $1.0 billion.
The proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a strategic partner in the Middle East region.
Egypt intends to expand its existing fleet of multi-mission heavy attack helicopters to address U.S.-Egyptian interest in countering terrorist activities emanating from the Sinai Peninsula that undermine regional stability. This sale will contribute to Egypt's military goal to update its capability while further enhancing greater interoperability between Egypt, the U.S., and other allies. Egypt will have no difficulty absorbing these additional helicopters into its inventory.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The principal contractors involved in this program are the Boeing Company, Meza, AZ, Lockheed Martin Corporation, Orlando, FL, General Electric Company, Cincinnati, OH, Lockheed Martin Mission Systems and Sensors, Owego, NY, and Raytheon Corporation, Tucson, AZ. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require twenty five (25) U.S. Government or contractor representatives to travel to the Government of Egypt for a period of 12 weeks for equipment checkout and training.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.
All questions regarding this proposed Foreign Military Sale should be directed to the State Department's Bureau of Political Military Affairs, Office of Congressional and Public Affairs, pm-cpa@state.gov.

Egypt, France’s Naval Group reach five-year maintenance agreement
France’s Naval Group and the Egyptian Navy have finalized an agreement over the In Service Support (ISS) program, providing a five-year maintenance deal for vessels provided by the French shipbuilder.
The two parties signed an agreement on Dec. 3 during Egypt’s first Defense and Security Exhibition (EDEX 2018).
Hervé Guillou, CEO of the French shipbuilder, told Defense News his firm has “agreed on a five years contract for support and maintenance, and signed a memorandum with Admiral Ahmad Khaled, Commander in Chief of Egyptian Navy, to seal our five years cooperation plan based on supporting seven ships we have already contracted.”
The maintenance activity will further enhance the industrial cooperation program supporting the construction process of the three locally built Gowind corvettes. It will also be managed through a new Naval Group subsidiary, based in Alexandria, which will focus on developing and training a local work force.
According to Naval Group, the subsidiary — called Alexandria Naval for Maintenance and Industry (ANMI) — will enable the Egyptian Navy to obtain an increased level of performance during the whole ship’s lifecycle. It will also guarantee the optimal use of the vessels, as well as carrying out upcoming upgrades on the four Gowind corvettes, the two LHD, the FREMM and other potential vessels.
The new entity is also expected to generate direct and indirect jobs in the related industrial sectors in Egypt.
“We are establishing a company in Alexandria and investing in a new building while preparing for a joint venture that seals in fact our multi-decade relationship for the long term,” Guillou added. “Naval Group is going to hire Egyptian engineers, technicians and workers to really strengthen the capabilities, in order to better serve the navy and further enhance the relationship with Egypt.”
In July 2014, the Egyptian Ministry of Defense signed an agreement for the construction of four Gowind corvettes. The first vessel was built in Lorient, and delivered to Egypt on September 2017. The second of the series was built through technology transfer at the Alexandria Shipyard, and was launched in September 2018. Naval Group also delivered the FREMM multi-mission frigate “Tahya Misr” in August 2015. In June 2016, the shipbuilder delivered two Mistral-class Landing Helicopter Dock vessels to the Egyptian Navy.
Pressing the need to maintain Egypt’s navy, the CEO said his near-term priority is making sure “that the seven ships are sailing and with the highest level of availability. Today, four out of seven ships are operational, and considered unprecedented in terms of high technology.”
“The Egyptian navy seems really satisfied,” he added. “The operational and military capabilities of our corvettes and frigates are strictly high as they are equipped with a great combat system, extremely good anti-submarine capabilities, as well as having a homogeneous fleet which is largely in service with the French Navy, in addition to a single logistic and support system and communality in terms of the equipment.”
Eying the future, Guillou declared that the French shipbuilder’s next step is helping the Egyptian navy get a larger fleet.
“We are proposing offers to the Egyptian navy and leadership either for further Gowinds or to participate in the new French Frigate Program ‘Belhara,’ which consists of a future digital multi mission ship for the French navy,” he said.
The CEO also pushed the message that France represents a long-term strategic partner for Egypt, one who will be there reliably for the future.
“It’s not only buying goods and products, but building a long-term relationship,” he said. “France is the only European country today which is operating 365 days a year on all seas.”

ST-100 MRAPs to enter service with Egyptian Army
Written by defenceWeb, Tuesday, 15 January 2019
An IMUT ST-100 MRAP.The Egyptian Army will soon take delivery of its first ST-100 mine-resistant, ambush-protected (MRAP) armoured vehicles from Egypt’s IMUT.
According to Egyptian reports, the Deputy Chairman of Egyptian Military Factory No.200 recently said in a television interview that the ST-100 and ST-500 armoured vehicles will soon enter Egyptian Army service.
The ST-100 and ST-500 were showcased for the first time at the inaugural Egypt Defence Exhibition (Edex) in Cairo last month.
The vehicles are built by International Marathon United Technology Group (IMUT). They were developed in South Africa in 2016 by SASKA, which was owned by an Egyptian businessman. The company was moved to Egypt in 2018 and rebranded as IMUT in partnership with the Egyptian military.
In December, IMUT President Michel Knight told Jane's Defence Weekly that the Egyptian Armed Forces has shown serious interest in the ST-100 and had requested modifications before ordering it. Reham Fahmi, IMUT vice-president for strategic alliances, said the MRAP has already passed extensive protection tests carried out by the Egyptian Armed Forces, Jane’s reported.
The 4x4 ST-100 has a curb weight of 14 500 kg and payload of 3 500 kg. It is available in many different variants, including command and control, ambulance, patrol, 81 mm mortar, anti-tank (with six missiles), explosive ordnance disposal, communications and 107 mm rocket launcher. Optional extras include a soft kill active protection system, sniper detection system, battle management system and remote weapon station.
Standard seating for the ST-100 is driver, commander and three crewmembers in the patrol version and eight in the attack and intervention version. The vehicle has a double cab pickup layout, with four side doors and a rear door, although it does come with two side doors as well in the armoured personnel carrier version. Power plant is a Cummins ILS 8.9 litre diesel engine developing 450 hp and giving a top speed of 100-115 km/h and range of 700 km.
Additional armour can be fitted to give ballistic protection up to Stanag Level 4 (14.5 mm projectiles). Blast protection provides for 10 kg of TNT under the hull, 10 kg under a wheel and 50 kg at a side distance of 50 metres.
The 4x4 ST-500 has armour protection up to CEN Level SR6/SR7 and is available in several variants, including ambulance and fire support. According to Army Recognition, the ST-500 is 5.65 metres long, is 2.4 metres wide and 3.15 metres high. It weighs 8 000 kg and can carry 2 500 kg of payload. Standard configuration provides accommodation for a driver, commander and five passengers. The ambulance version can carry three crew and two stretcher patients.
Optional extras include rocket launchers, mortars remotely controlled weapon stations, smoke grenade launchers and cameras. Power plant on the ST-500 is a Cummins QSB 6.7 litre diesel developing 275 hp and giving a top speed of 120-135 km/h.
According to IMUT, the company specialises in the design and integration of vehicle systems and is based in New Cairo, Egypt, but falls under a South African parent company. It will expand into the civil sector with heavy duty loaders and cranes, amongst others. It expects to soon begin manufacturing new armoured vehicle types in Egypt.
