Les préparatifs sont déjà en cours pour la tenue de d’exercice militaire African Lion 2023. L’exercice 2022 était le plus important depuis le lancement de cet événement d’entraînement annuel en 2004, impliquant des milliers de militaires américains et marocains sur des sites événement à travers le Royaume.

Military planners design African Lion 23 command and control exercise
SUFFOLK, Virginia — U.S. military and interagency planners finished designing the scenario for Exercise African Lion 23 at the Joint Staff Suffolk Complex Dec. 5-16.
The group of nearly 50 experts across all joint functions and several interagency disciplines developed a robust scenario that they think will test the warfighting capabilities of U.S. Africa Command and its service components, principally the U.S. Army Southern European Task Force, Africa (SETAF-AF).
The Joint Staff J7 Directorate for Joint Training hosted the planners in Suffolk, where they culminated months of collaboration on an exercise scenario to capture dozens of training objectives for AFRICOM and the joint force.
“African Lion 23 increases Joint Force readiness by challenging AFRICOM and component staffs to respond to a high intensity conflict across all domains,” said Marine Corps Lt. Col. Clarence Jernigan, AFRICOM exercises desk officer for the Joint Staff J7 in Suffolk.
African Lion 23 is supported by the Joint Training Tool to help plan and prepare exercise events, said AFRICOM Simulation Lead Planner Army Maj. Alvin “Cav” Cavalier. The JTT is an online collaboration tool used to synchronize various scenario events, he said.
“African Lion will use the Joint Live Virtual Constructive architecture which enables the joint force to fight from one common operating picture and provide critical simulation requirements during execution,” said Cavalier.
“The exercise is designed to test how well we plan, prepare, and execute joint planning across the joint force.”
All AFRICOM components will be tested in African Lion 23, but the primary U.S. training audience for the exercise is once again the U.S. Army Europe and Africa’s SETAF-AF, based in Vicenza, Italy.
“This is the fifth time Exercise African Lion has tested SETAF-AF’s ability to provide a joint task force headquarters to AFRICOM,” said Army Maj. Matt James, SETAF-AF operations officer. “With each one, we learn something new about ourselves, about near-peer adversaries, and always about how to work with our African partners.”
Exercise African Lion 23 starts in January in Stuttgart, Germany, when the AFRICOM staff will identify a fictional emerging crisis in Africa. Then in March, AFRICOM components will support the SETAF-AF-led JTF command post exercise. Finally, in June, African Lion will culminate with various field, maritime, air and medical training exercises in Morocco, Tunisia, Senegal and Ghana.
“Exercise African Lion has no peer in Africa,” said Army Lt. Col. Bradley Vance, U.S. Africa Command lead African Lion 23 planner. According to Vance, four African countries will host African Lion exercise activities in 2023—Morocco, Tunisia, Senegal and Ghana.
“When it comes to defense and security cooperation through exercises and security force assistance, the U.S. is the clear partner of choice in Africa,” he said.

Rabat – Sur Hautes Instructions de Sa Majesté le Roi, Chef Suprême et Chef d’État-Major Général des Forces Armées Royales, la réunion de planification principale de l’Exercice “African Lion 2023” s’est tenue, au niveau de l’État-Major de la Zone Sud à Agadir, du 9 au 20 janvier 2023.
Lors de cette réunion, les représentants des Forces Armées Royales (FAR) et des Forces Armées des États-Unis d’Amérique se sont penchés sur les modalités d’exécution des différentes activités prévues dans le cadre de l’édition 2023 de l’exercice “African Lion”. Ils ont également procédé à des reconnaissances et au choix des sites où ces activités pourraient se dérouler, indique lundi un communiqué de l’État-Major Général des FAR.
En plus des formations portant sur plusieurs domaines opérationnels et d’un exercice de planification destiné aux cadres d’États-Majors, des manœuvres interarmes et interarmées sont en effet prévues, notamment terrestres, aéroportées, maritimes, Forces Spéciales, aériennes, action civilo-militaires et de décontamination NRBC (Nucléaire, Radiologique, Biologique et Chimique), selon la même source.
Par ailleurs, les planificateurs américains et marocains ont également arrêté les modalités de déroulement du show musical mixte entre les FAR et la 23ème Fanfare de l’Armée de l’État de l’Utah qui se tiendra en marge des activités opérationnelles de l’exercice “African Lion 23”, poursuit le communiqué, notant que cette prestation s’inscrit dans le cadre des activités commémoratives prévues à l’occasion du 20ème anniversaire de la coopération bilatérale entre les FAR et la Garde Nationale de l’État de l’Utah.
Considéré comme l’un des exercices interalliés les plus importants dans le monde, l’Exercice AL23 se déroulera du 22 mai au 16 juin 2023, dans les régions d’Agadir, Tan Tan, Mehbes, Tiznit, Kénitra, Ben Guérir et Tifnit.
“African Lion” est l’exercice multinational le plus important sur le Continent africain. Son organisation chaque année au Maroc depuis bientôt deux décennies reflète la solidité des relations de coopération entre le Maroc et les États-Unis en tant que partenaire stratégique privilégiés du Royaume.
La participation de plusieurs pays, notamment africains, à ce rendez-vous annuel érige le Maroc en partenaire crédible, ouvert et attaché à ses origines et aux idéaux de la communauté internationale, en particulier la paix, la sécurité et le codéveloppement, conclut le communiqué.

The planning event, organized by U.S. Army Southern European Task Force, Africa included site visits and assessments at all four locations of the exercise, plus direct in-person planning in multiple locations to ensure all participants and locations are prepared for this large scale global exercise.
"The planning effort for African Lion 23 is moving along smoothly and is due to the hard work and effort put forth by the component services and our partner nations,” said U.S. Army Lt. Col. Ezekial Moreno, African Lion Branch Chief for SETAF-AF. “I am excited to be the lead planner for this major U.S. exercise and to serve with such highly skilled professionals. I am looking forward to AL23's execution in May."

Since its inception in the late 1990s, African Lion has continued to grow in size and scope. Last year, Senegal and Ghana both hosted field training exercises at military installations within their respective countries. This year, they will again host expanded training which incorporates host nation forces and U.S. personnel, including soldiers from the 2nd Security Force Assistance Brigade. Additionally, Humanitarian Civic Assistance missions will feature a combination of medical, dental and veterinary assistance or exchanges taking place in Morocco, Ghana and Tunisia.
A highlight of this year’s exercise will be a rapid deployment of a U.S. HIMARS rocket system to a base in Djibouti, followed by a live-fire demonstration at the landing zone and rapid redeployment of the system to a follow-on location for further training.
In 2023, the Utah National Guard also celebrates 20 years of cooperation with Morocco under the auspices of the National Guard Bureau’s State Partnership Program. Utah and the Kingdom of Morocco will highlight this with a series of public outreach events during the exercise.
"Now that we have solidified major operational activities, we are focusing our efforts on detailed planning in order to synchronize requirements across the continent and ensure a successful exercise,” said Moreno.
With only three months to go before the exercise starts, planners and service members across the U.S., Europe and Africa remain busy preparing for the mission ahead.
