Boeing has free F-15 production line open, and it can be used to quickly produce new F-15s.
USAF needs some new planes to replace their old aging F-15’s that have too many flight hour that they are getting too maintenance-intensive and dangerous to fly. And the pilots and service personnel are familiar with F-15.

Instead of buying more F-15’s, USAF would like to buy more F-35A’s, but the orders for new F-35’s are booked for many years to come. The Lockheed Martin Fort Worth F-35 factory has it’s hands full producing 1) F-35A’s to the air force to replace F-16’s 2) F-35B’s for the marines 3) F-35A’s and also some F-35B’s for numerous international customers. (*) If the air force want those new planes to replace also those F-15’s this year or next year, they have to buy something else than F-35.

And they cannot buy new F-16’s quickly either because the factory where F-16’s were previously built is now mostly building F-35’s and cannot build extra F-16s quickly either. (There has actually been talks about founding a new factory for producing F-16’s for third world countries so that F-16 and F-35 would not compete from the same factory space)
