By Agence France-Presse on Friday, January 4th, 2013 Bosnia’s parliament on Thursday backed the deployment of the country’s first combat unit to Afghanistan, where it already has a small contingent of soldiers tasked with providing security for the NATO force there.
A total of 26 members of Bosnia-Hercegovina’s military police will leave for Afghanistan to serve “for a period of 10 months” with the International Security Assistance Force (ISAF), a defence ministry spokeswoman told AFP.
“They will join US troops in Kandahar and will be engaged in escort operations,” spokeswoman Uma Sinanovic added, without giving the date for their dispatch.
Bosnia, which hopes to join NATO, already has some 55 soldiers and officers serving with NATO’s international force.
Around 100,000 US-led NATO troops are presently fighting a decade-long Taliban insurgency in Afghanistan.
War-weary international forces are seeking to hand control of security to Afghan forces and withdraw their combat troops by the end of 2014.

JOINT INFANTRY TRAINING OF ARMED FORCES BiH AND MARYLAND NATIONAL GUARD
For the Maryland National Guard and the Armed Forces of Bosnia and Herzegovina 2013 is the Tenth anniversary of a very successful and close collaboration.
In June this year, members of the 1st Battalion 5th Infantry Brigade of the AF BiH passed fifteen days' training with A Co/175. Infantry Regiment of the National Guard of Maryland at Davis Camp in the military training Fort A.P. Hill, Virginia. Joint training of AF BiH and the Maryland National Guard aimed closely exploring through joint military field exercises merger and harmonization of tactics, techniques and procedures.
The quality of the Infantry Training is one of the important measures of the ability and readiness of the armed forces. When training is performed on our own ground it is very useful, but when you are running a joint military training on unknown grounds and with members and units other armed forces, then the training is a challenge that will ultimately result in a real assessment of the willingness and ability of those who do it. In such a situation were members of infantry team AF BiH. Their training in Maryland is extremely helpful, proved to be coordinated and the soldiers were really motivated becouse of all interesting military challenges that are placed before them, both in preparation and during the performance.

„This is a great experience for both countries. BiH soldiers are very interested and very motivated for joint training and work up the effort. Definitely confirms that we do at the same manuals and procedures that we say to the passage points and finish points and objects that occupy almost exactly the same. I hope that more troops OS BiH have the opportunity to be here at the training also hope that the Maryland National Guard soldiers have the opportunity to undergo joint training in Bosnia.“
Joint military training with the Maryland National Guard members is extremely important for members of the AF BiH primarily because these AF BiH is composed mainly of newly recruited soldiers who right here in these circumstances have the opportunity to experience something completely militarily realistic and challenging. With fantastic conditions for training at military training Fort A.P. Hill, which has over 30 landscaped shooting, instructors The Maryland National Guard managed from the AF BiH draw the best course which is much to their motivation. The training started shooting stunt incident and exercises on individual weapons, rocket launchers, zeroing, passage 6 point throwing hand grenades ie 'live' bombs, and daily physical training with and without military equipment (running 2, 3 and 5 miles).
On qualification shooting for all members of the joint battalion of the Maryland National Guard and the AF BiH to train the 249 SAW (Squad Assault Weapon - SAW), only five members have passed qualification. First who was qualified was the corporal Dino Muslic. Although this is the first time that soldiers AF BiH faced with this kind of weapons, corporal Dino Muslic had the highest score in the entire battalion on qualifying shooting from SAW and the highest grade expert received on training throwing bombs. Despite being members of the AF BiH first encounter with these weapons U.S. Army, corporal Muslic managed to qualify first, and keep the best result to the end.

"It is a great pleasure to participate in this kind of training, a lot of new knowledge we have gained, it was hard for both fun and interesting. Military profession requires a lot of sacrifice, a lot of training, teamwork, so I have just found myself here. I joined the AF BiH after a successful training 1st class candidates and through all my training experiences in Pazaric and later through the scedule in the 5th Brigade I can say that if our equipment has improved and when to improve conditions for training as well as those who provided us with the Maryland National Guard I think that our training could be as good as this. From what we have been doing here for me as my highest challenge I will point out a sniper shooting - it was really a special experience that I haven't had the opportunity to acquire during the training in the AF BiH. I want to send a message to my colleagues that they should be maximally involved in the training because it is the basis of everything and of course they should put a lot of effort to be the best every moment, to influence both, their soldiers and the other because we're just as good and we can answer all the challenges. Here we have shown that we can go up with the members of the Maryland National Guard. I am happy to be here and to have a chance to go through all this. It is an amazing experience for me.
I must say that the instructors of the National Guard are extraordinary, they accepted us great, they work hard with us and we are using every moment to learn something and they use every moment to explain or show something to us. Of course, the key to our success was the knowledge of the English language. "
The most interesting part of the story of this unit AF BiH and their training in Maryland is just its members self. For the first time in the history of military training Maryland National Guard, infantry training passed one woman, a member of the AF BiH. Soldier Ajla Jusic is a member of the first Battalion 5th Brigade. Her colleagues have only words most sincere compliments and they are very proud of her because she has successfully executed all the tasks. From these soldiers, collegial stories felt the closeness of this team, which is 'main culprit' their motivation for the success of this training.

"When I arrived at the training no one knew what exactly I'm doing in training, we were confused. When I said that I'm in the infantry, I'm here to do training with them, they looked at me strangely, after that during training I often caught them looking at me, tam I on my way, am I doing what they're doing and they asked me am I ok, do I feel well, can I do it ..... and after some time, when they saw that it all goes smoothly they stopped to ask, to spin, to keep track of what I'm doing, which is a very positive thing for a woman who can compete with them in the shooting, running, throughout the training.
All commands, orders, procedures that we do here and in the battalion in Zenica are either the same or very similar, ranging from physical exercise - in the same way to perform all of the procedures to other forms of training. The great advantage members of the Maryland National Guard in relation to us is that they are much better equipped, such as training in the forests because they have all the equipment that tracks their training requirements. In other segments the differences are very small and therefore we can easily be customized to their requirements.
My motivation lies in my team. If all my colleagues can perform something, for me the rule is "what theycan do - I have to do the same," so they motivate me to succeed in all of our challenges, they are my biggest support here. In addition, when I see that our colleagues from the National Guard regarding full respect for my every endeavor and they reward and praise me for that what I do, it motivates me to continue."
Except from military trainining, English language is also very important factor of integration. During prepairing themselves for the arrival in Maryland all members have completed an additional English language education, which is indicated by the fact that the wholw group has successfully passed the tests of English.
This joint military training will be remembered for its exceptional motivation of all members who have participated in it, in it's successful finale, according to the newly soldiers of the AF BiH who are first time confronted with this form of military training in a foreign environment, with new colleagues, and the new, different military equipments and weapons, which acquired new forms of military experience – precisely, their trainings and experiences and their successes are critically important for perspective and for the reputation of the Armed Forces BiH.

L’armée de Bosnie-Herzégovine participera début 2014 à la mission de paix des Nations Unies au Mali. Les militaires bosniens sont déjà présents en Afghanistan et en République démocratique du Congo.

« Nous avons décidé de participer à la mission de paix des Nations Unies au Mali », a déclaré le ministre de la Défense de Bosnie-Herzégovine, Zekerijah Osmić, lors de la traditionnelle conférence de presse de fin année, le 30 décembre dernier. « Nos premiers hommes partiront début 2014, une fois la préparation nécessaire terminée. L’ordre de déploiement officiel sera donné par le ministre de la Défense, après avoir obtenu l’aval de la Présidence de Bosnie-Herzégovine ».
Selon Anto Jeleč, le chef de l’Armée bosnienne, « la participation de l’armée à ces missions de paix démontre à la communauté internationale que la Bosnie-Herzégovine est un partenaire fiable et que le pays contribue au maintien de la sécurité internationale. Notre pays à bonne réputation, notamment grâce à notre participation à ces missions ».
L’armée bosnienne, déployée dans les deux entités, en Republika Srpska et en Fédération, compte quelques 9.000 militaires professionnels. Son budget est de 291 millions de km (environ 145 millions d’euros), soit 1,13% du PIB bosnien. La mission au Mali ne sera pas la première de l’armée bosnienne, également présente en Afghanistan et en République démocratique du Congo. Cinquante-huit militaires y sont déployés (53 en Afghanistan et 5 en République démocratique du Congo).
A ces militaires, il faut ajouter 35 officiers de police qui participent à une mission internationale au Soudan du Sud. Ces effectifs seront bientôt portés à 58 hommes, afin de protéger les populations civiles. Cette opération au Sud Soudan sera donc la plus importante participation à une opération de maintien de la paix sous le contrôle des Nations Unies de l’histoire de la Bosnie-Herzégovine.

Special units of the police of Republika Srpska will be trained in Russia from where the government of the entity is keen to buy military equipment, the Ministry of Interior said. - Dragan Lukac, Interior Minister of Republika Srpska, the Serb-dominated entity of Bosnia, said the entity government will soon send its special police units for training in Russia and is also keen to buy military equipment from Moscow. "It's a really important opportunity to train the special units of our police with Russian units, which are known and respected all over the world," Lukac told the Banja Luka-based newspaper Nezavisne Novine on Friday. He added that working with the Russian police would be of great importance, especially in terms of dealing with terrorism, Nezavisne Novine reported. Details of the cooperation between the two police forces were included in a protocol signed last year in Moscow by the Russian and RS Ministries of Interior, Lukac explained. According to Lukac, cooperation with the Russian police should also concern exchanges of information in the fight against narcotics and human trafficking. The RS police units will also get specific trainings on investigation techniques and forensic analysis. Lukac explained also that the authorities in RS are interested in buying military equipment from Russia, including armored vehicles equipped with water cannons and Kalashnikov rifles, which are commonly used by police in the region, he noted. According to Milos Solaja, professor of Political Sciences of Banja Luka and an expert in international relations, closer cooperation between the police of Republika Srpska and Russia is not surprising. "Russia is trying to consolidate its presence in the international scene, not only in the Balkans but in other regions as well," Solaja told BIRN on Friday. "There is no doubt that Moscow is interested in Bosnia and Herzegovina, and in Republika Srpska, for at least three reasons: first, the country is still not in NATO, so this situation gives Moscow more freedom when it has to deal with us, " Solaja said. "Second, there are common characteristics between Russia and RS - their residents are Slavs, orthodox, and have a common Socialist past; finally, Russia has some commercial interests in this entity, like the refineries in Brod and Modrica," he said.

La République serbe de Bosnie (Republika Srpska) s'est déclarée mercredi "militairement neutre" alors que le gouvernement central de Sarajevo, les Bosniaques musulmans et les Croates de Bosnie-Herzégovine sont favorables à une adhésion du pays à l'Union européenne et à l'Otan.
L'Alliance atlantique avait mené des frappes contre les Serbes lors de la guerre en Bosnie en 1995, puis quatre ans plus tard lors du conflit du Kosovo.
La Republika Srpska est l'une des deux régions autonomes de Bosnie-Herzégovine créées après la guerre des années 1990, lorsque la Yougoslavie avait éclaté. L'autre région est la fédération qui réunit les Croates et les musulmans bosniaques.
Le gouvernement central de Sarajevo est responsable des questions militaires.
Le président de la République serbe, le nationaliste Milorad Dodik, insiste pour qu'un éventuel rapprochement avec l'Alliance atlantique soit soumis à un référendum dans sa région.
A Banja Luka, l'Assemblée nationale de la Republika Srpska, dans une résolution adoptée mercredi, "a décidé de proclamer sa neutralité militaire (...) par rapport aux alliances militaires existantes, dans l'attente d'un possible référendum sur cette question".
Ce texte a été adopté à une courte majorité après plusieurs heures de débats, l'opposition ayant mené une politique d'obstruction sur des questions de procédure.
Les élus musulmans se sont abstenus, estimant que l'Assemblée de la République serbe ne pouvait pas se prononcer sur les affaires de défense, qui sont de la compétence du gouvernement de Sarajevo.

Bosnia and Herzegovina has finally initiated the long-postponed process of modernising the Armed Forces of Bosnia and Herzegovina (OSBiH) Air Force and Air Defence Brigade (brZSiPZO). The nation's defence minister, Marina Pendeš, and the US ambassador to Bosnia and Herzegovina, Eric Nelson, signed a USD38.5 million contract in Sarajevo on 13 December for the acquisition of four Huey II light utility helicopters, the Ministry of Defence (MoD) announced on its website.
Sarajevo is contributing nearly USD4.4 million and the US the remainder under its Foreign Military Sales (FMS) and Foreign Military Financing (FMF) programmes.

According to information published by Sarajevo Times on December 8, 2021, the Armed Forces of Bosnia and Herzegovina (AFBiH) receive four Bell Huey II helicopters from the United States.

Huey II is an upgraded version of Bell UH-1H multimission, medium-lift helicopter, designed and manufactured by Bell Helicopter, a subsidiary of Textron. The upgrade is intended to provide improved performance over the standard version.
The helicopter can be configured for a variety of missions, including troop transport, cargo, search-and-rescue, special operations, disaster response and firefighting.
The first member of the prolific Huey family, it was developed by Bell Helicopter to meet a 1952 US Army requirement for a medical evacuation and utility helicopter, and first flew in 1956.

Depuis les accords de Dayton, signés en 1995, la Bosnie-Herzégovine est organisée selon deux entités autonomes, à savoir la Fédération Croato-bosniaque et la République serbe de Bosnie [Republika Srpska, RS], chapeautées par une présidence collégiale, celle-ci étant assurée à tour de rôle par des représentants des trois communautés [serbes, bosniaques et croates] élus au suffrage direct.
Mais cette organisation n’empêche pas les tensions, par ailleurs encouragées par des ingérences étrangères. La Serbie cherche à y exercer une influence, via la Republika Srpska, qui, dirigée par le pro-russe Milorad Dodik, ne cache pas ses velléités sécessionistes. La Croatie en fait de même en raison de ses liens évidents avec la communauté croate. Quant aux Bosniaques [musulmans de Bosnie, ndlr], ils sont soutenus par la Turquie. En 2021, Ankara et Sarajevo ont signé un accord de libre-échange et renforcé leur coopération militaire.
En outre, afin de veiller au respect des accords de Dayton et, surtout, d’éviter un nouveau conflit, l’Union européenne [UE] dirige la mission EUFOR Althea, celle-ci ayant pris le relais de la Force de stabilisation de l’Otan [SFOR] en 2004. Et cela alors que la Bosnie-Herzégovine dispose de ses propres forces armées, dont les équipements sont, pour la plupart, très anciens, dont une trentaine de chars AMX-30, donnés par les Émirats arabes unis, et 45 M60 « Patton » provenant des surplus américains.
Quant à leur composante aérienne, leurs capacités se limitent à quelques hélicoptères, à savoir, selon Flight Global, 10 Bell UH-1, 6 Mi-8T et 8 Gazelle. Mais elles seront bientôt renforcées par la mise en service d’au moins six drones tactiques Bayraktar TB-2, acquis auprès du constructeur turc Baykar. C’est en effet ce qu’a confirmé Zukan Helez, le ministre bosnien de la Défense, la semaine passée.
Ce responsable n’a pas précisé si ces drones seraient ou non armés. En revanche, il a indiqué que les futurs opérateurs de ces appareils suivaient déjà une formation en Turquie et que les livraisons débuteraient en janvier 2025.
Pour rappel, d’une envergure de 12 mètres pour 6,5 mètres de longueur et une masse au décollage de 650 kg, le TB-2 peut emporter quatre missiles guidés, dont deux MAM-L et deux MAM-C. Son autonomie est de 24 heures pour un rayon d’action d’environ 150 km. Ce drone a été mis en avant dès les premiers jours de la guerre en Ukraine. Puis, visiblement, les forces ukrainiennes l’ont moins utilisé par la suite. Enfin, dénonçant régulièrement des tensions avec la Serbie, le Kosovo en a commandé une douzaine d’exemplaires en 2023.
En attendant la mise en service de ces TB-2 au sein des forces armées bosniennes, le président turc, Recep Tayyip Erdogan, a rappelé, que la Turquie « a toujours été aux côtés de la Bosnie-Herzégovine depuis la déclaration de son indépendance » et qu’elle « continuera à l’être ». Et d’ajouter, alors qu’il recevait son homologue bosnien, Denis Bećirović [élu du collège bosniaque, ndlr], le 14 septembre : « Nous continuons à soutenir fermement l’intégrité territoriale et la souveraineté de la Bosnie-Herzégovine avec détermination ».
