A la demande d’Ankara, qui s’inquiétait alors d’un possible débordement du conflit syrien, l’Otan a déployé 6 batteries antimissiles Patriot PAC-3 afin d’assurer la protection du territoire turc face à la menace éventuelle d’une agression du régime de Bachar el-Assad.

Trois pays, à savoir les Etats-Unis, les Pays-Bas et l’Allemagne, ont accepté de participer à cette mission de l’Otan. C’est ainsi, depuis le début de cette année, 400 militaires de la Bundeswehr ont été envoyés à la frontière turco-syrienne pour mettre en eouvre deux batteries Patriot.

Seulement, il semblerait que ces derniers n’aient de très bonnes relations avec leurs homologues turcs, qu’ils sont pourtant venus appuyer. C’est du moins ce qu’avance un rapport du député Hellmut Königshaus (FDP), chargé d’assurer le respect des droits des soldats allemands dans le cadre de sa fonction de médiateur du Parlement auprès de la Bundeswehr.

Ainsi, d’après ce document, les militaires allemands sont logés dans des conditions d’hygiènes “déplorables” et l’intendance ne suit pas. Au point que certains d’entre eux ont pris des chambres d’hôtel compte tenu du très mauvais état des dortoirs. Et mieux vaut passer sur les installations sanitaires.

Les soldats Bundeswehr se sont également vus interdire de sortir le drapeau allemand à l’occasion d’une visite de leur ministre de tutelle, Thomas de Maizière, au prétexte que la caserne où ils sont logés est un territoire souverain turc.

Qui plus est, les provocations et les algarades seraient même quotidiennes, des soldats allemands ayant même failli en venir aux mains avec un général turc. Selon la Deutsche Welle, le commandant de la mission de la Bunsewehr en Turquie a confirmé, sur les ondes de la radios MDR, l’existence de “certains problèmes” tout en assurant que les autorités militaires turques “s’efforçait d’améliorer les choses.”

Seulement, ces dernières ont démenti les mauvaises relations avec le contingent allemand. Au plus ont-elle admis la restriction portant sur les drapeaux dans l’enceinte de la caserne.

A Berlin, tant du côté du gouvernement allemand que de l’opposition, l’on minimise. “Les traditions sont différentes. Les soldats s’engagent énergiquement et en bon partenariat sur place pour l’amélioration de leurs conditions et cela se fait pas à pas”, a ainsi affirmé Thomas de Maizière.

“Ces conditions ne sont pas acceptables, cela ne devrait pas se produire. Mais quant une mission doit être effectuée du jour au lendemain et que se côtoient alors des cultures militaires très différentes, ce sont des choses auxquelles il faut s’attendre, cela peut se passer”, a pour sa part estimé Sigmar Gabirl, le chef de l’opposition social-démocrate.

Encore un peu et les militaires allemands devront presque s’excuser de venir en aide à leurs homologues turcs… En fait, cette situation est très probablement liée aux relations tendues, depuis déjà quelques années, entre Berlin et Ankara, notamment au sujet de l’adhésion de la Turquie à l’Union européenne. Et ce n’est pas prêt de s’arranger, la chancelière allemande, Angela Merkel, ayant à nouveau récemment fait part de ses réverves à ce sujet

ATLAS ELEKTRONIK and Thales Deutschland have jointly been commissioned to modernize the combat system of the German Class F124 frigates. The CEOs of both enterprises recently signed the contract at the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) in Koblenz.
With completion scheduled for 2017, the “HW Regeneration CDS F124” consortium formed by the two companies will refurbish the hardware of the Combat Direction System (CDS) and also adapt and update the software. The regeneration process is driven by the sweeping implemen-tation of commercial hardware and software, because technological development in this field is progressing at a rapid pace. Here it will be possible build up on the know-how and experience gained during the F124 construction and service phase, in which both companies were in-volved. The order comprises the three frigates “Sachsen”, “Hamburg” and “Hessen” as well as the Test and Training Centre (EZ/AZ) in Wilhelmshaven and the Reference Maintainer and Training Site (RMTS) in Den Helder. The work is to be organized and managed in such a way that the vessels will not need to be taken out of service.
The activities include replacement of the outdated console processors, the data recording modules, and various network modules using components of the latest generation. Supporta-bility of CDS components that are not regenerated yet critical for the system’s realtime re-sponse will, however, be ensured. An intentional side-effect is that, following the hardware regeneration, the computer systems will offer sufficient capacity for the integration of new sub-systems and future CDS functionalities.

Volker Paltzo, Managing Director of ATLAS ELEKTRONIK and Peter Obermark, CEO of Tha-les Deutschland, stated: “The frigates of the Class F124 are amongst the most modern and effective ships of their kind worldwide. Future Soldier on the march: Rheinmetall hands over “Gladius” soldier system to the Bundeswehr


Rheinmetall formally transferred its new IdZ-ES future soldier system to the German Bundeswehr on 7 March 2013. Short for “Infanterist der Zukunft – Erweitertes System” or “Future Soldier – Expanded System”, IdZ-ES is also known as the “Gladius”. The handover ceremony coincided with the 10th Armoured Division’s traditional “International Division Skiing Championship” at Ruhpolding in Upper Bavaria. Bodo Garbe, member of the Executive Board of Rheinmetall Defence, symbolically handed over the Gladius to Lieutenant-General Bruno Kasdorf, Chief of Staff of the German Army, and Harald Stein, President of the Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw).

“The new IdZ-ES is an original, comprehensive, innovative solution. For the first time ever, it proved possible to implement an entirely new design for a solder system and get it to the troops. Thanks to Gladius, as we call it at Rheinmetall, German infantrymen can now play an active role in network-enabled warfare”, declared Bodo Garbe at the official handover ceremony for the system in Inzell, Germany.

Mr Garbe went on to note that “the availability and flow of information on the battlefield are at least as important as firepower, protection and mobility. IdZ-ES automatically furnishes each soldier with this information in near real time.” Praising the system’s technical features and the excellent cooperation between the Bundeswehr and the defence industry, Mr Garbe also pointed out that Rheinmetall had completed the project on time and on budget, “not something that can be taken for granted in complex defence projects.”

The Düsseldorf, Germany-based Rheinmetall Group was awarded the contract to develop the IdZ-ES expanded system in 2006. The German government ordered a first lot of thirty systems in 2012, which Rheinmetall is currently delivering according to plan. (Each system is designed to equip a 10-man section.) The troops now have until June 2013 to practise using the new systems before deploying to Afghanistan.

Rheinmetall received a follow-up order in January 2013 to supply a further sixty systems. This order is worth €84 million and encompasses equipment for 60 infantry sections, i.e. 600 soldiers. Delivery will take place in two lots of thirty systems each, the first in mid 2013, the second at the end of the year. This ensures that the next two Bundeswehr contingents to deploy to Afghanistan will receive the new equipment in time to familiarize themselves with it.

Gladius gives the Bundeswehr the world’s most advanced soldier system. Fielding it is a major step in the process of improving the equipment of infantry forces in future deployed operations, thus enhancing the survivability of the individual soldier.

Bonn — The German Defense Ministry and industry signed a memorandum of understanding Friday substantially reducing the planned procurement of NH90 transport and Tiger support helicopters (UHT).

Germany will reduce its buy of NH90 helicopters from 122 to 82, and its Tiger purchase from 80 to 57. In this context, industry will buy 11 already delivered Tiger helicopters back from the German military at a later point.

“We took a tough stance in our negotiations, but our discussions were most constructive,” said Christoph Müller, head of communications of Eurocopter Germany. “The outcome is a clear win-win situation for both parties, and provides those involved with a resilient and sustainable solution for the future.”

Eurocopter builds the Tiger and is part of NHI, the manufacturer of the NH90.

As part of the arrangement, the German Navy will also receive 18 naval helicopters, which are derived from the NH90. Germany has already paid for development of the NATO naval helicopter.

“The customized procurement planning with 18 naval helicopters therefore also strengthens the European and international cooperation capability of Germany in this strategically important helicopter segment,” the German Defense Ministry said in a statement.

“An aim of the new agreement for UHT and NH90 is also to avoid negative effects on the other nations involved in the programs,” the Defense Ministry stated.

The deal is part of the strategic reorientation of the Bundeswehr. Defence Minister Thomas de Maizière decided in 2011 to align the numbers of main weapons systems to the needs of the armed forces

Cherchant à faire des économies, le ministère allemand de la Défense a annoncé vendredi avoir trouvé un accord avec EADS afin de réduire ses commandes d'hélicoptères militaires. Initialement, l'Allemagne avait commandé 122 hélicoptères de transport NH90 (en version terrestre) et 80 d'attaque Tigre, produits par Eurocopter. En vertu du protocole d'accord, les commandes de NH90 ont été ramenées à 82 et celles de Tigre à 57. En consolation, Eurocopter a obtenu de Berlin la commande de 18 NH90 en version marine supplémentaires. La filiale d'EADS va par ailleurs racheter 11 Tigre déjà livrés.

Largest RAM agreement for German navy

TUCSON, Ariz., April 1, 2013 /PRNewswire/ -- Raytheon Company (NYSE: RTN) was awarded a $155.6 million contract to manufacture Block 2 Rolling Airframe Missiles for delivery to the German navy. It represents the largest single RAM award by Germany. The contract was awarded in Raytheon's first quarter of 2013.

RAM is a cooperative program between the U.S. and German governments with industry support from Raytheon and RAMSYS of Germany. The contract calls for production work to be shared between both companies.

The German Sachsen-class frigate Hamburg (F220) is the first German ship to fully integrate and deploy with an American carrier strike group, and April 3 marks her second week of operating in the North Arabian Sea with USS Dwight D. Eisenhower (CVN 69) (IKE).

The Hamburg will stay a part of the strike group until the group’s completion of operations in the U.S. 5th Fleet Area of Responsibility.

Both Rear Adm. Michael Manazir, commander CSG 8, and Cmdr. Ralf Kuchler, commanding officer of Hamburg, hope this is the start of a long partnership between their two countries.

“It has been a pleasure to work with Hamburg,” Manazir said. “She has integrated seamlessly with our strike group and I would feel confident deploying with a German ship in any situation.”

While this is the first time a German ship has been part of a carrier strike group, it is not the first time one has trained and deployed with American ships. FGS Hessen (F221) completed interoperability exercises and deployed with USS Harry S. Truman (CVN 75) in 2010, but detached in the Mediterranean Sea. German ships routinely collaborate with American ships in the European Union’s Operation Atalanta, an anti-piracy mission around the Horn of Africa, as Hamburg did in 2011.

While integration was slow at first to allow time for the sides to get acquainted with one another, Hamburg now helps IKE by coordinating the air space around the strike group and in defense of its surface assets. This is the role Kuchler said he foresees German Sachsen-class frigates fulfilling in the future.

“Within Carrier Strike Group 8, my mission is to provide the admiral the same service he is used from a U.S. cruiser within the boundaries of my national rules of engagement, which is to safely coordinate the airspace around the carrier and to protect IKE if the situation demands,” Kuchler said.

Hamburg is suited to do that, as she has some similar surface-to-air and anti-ship missiles. The Sachsen-class frigate is the only ship in the western world with three types of surface to air missiles: the Standard Missile 2 block IIIA (SM-2), the Evolved Sea Sparrow Missile (ESSM), and the Rolling Airframe Missile (RAM).

Hamburg’s Active Phased Array Radar (APAR) and SMART-L air-surveillance radar are both new European developments. APAR, comparable to the U.S. SPY radar, is primarily a fire control radar and it operates well in a wide-range of environments. The SMART-L has a detection range of more than 200 nautical miles for air targets and can track up to 1,000 air tracks automatically. Its 3-D picture helps threat analysis and enables a quick handover of target data to APAR for potential engagements.

Indeed, Hamburg is a frigate in name only. “These ships are designed for this type of mission,” said Cmdr. Christian Wikarczyk, Hamburg’s executive officer.

To help the crews of Hamburg and IKE get acquainted with one another, an exchange program has been set up between the two ships during deployment. Each day – whenever the operational environment permits – they cross deck three Sailors for an orientation of about five hours. There is no shortage of volunteers from each side.

While the planning of future carrier strike group missions may be on hold due to budgetary constraints, the leadership of CSG 8 and Hamburg are hopeful this relationship will lead to more cooperation in the years to come.

“My personal goal is that this deployment paves the ground for a rotational 2-year participation of a German 124 (Sachsen class) frigate in a U.S. carrier strike group,” Kuchler said. “I am pretty sure that the steps we make here are the best basis

(BRUXELLES2) Ainsi que le signale mon collègue Thomas Wiegold de Augengeradenaus, les premières formateurs spécialisés allemands sont arrivés au Mali ce dimanche. 17 formateurs du génie ont débarqué de l’Airbus Kurt Schumacher sur l’aéroport de la capitale Bamako-Sénou. Ils sont partis ensuite à Koulikoro, rejoindre leurs collègues et découvrir les soldats maliens qu’ils vont former.

Empl is currently converting several existing German Defence Force vehicles to an interchangeable body system. The vehicles were first modified by RMMV and then equipped with a interchangeable frame and an interchangeable platform by Empl.
Empl has been working successfully together with the German Defence Force for many years. A wide variety of special superstructures have been delivered in recent years. Examples are heavy armoured towing vehicles, workshop superstructures based on the Dingo 2, troop transporters, and 1000 platforms for the transport of radio cabins.
Empl, jointly with RMMV, has now won a further tender. The contract includes seven convertible frames for military platforms and five interchangeable military platforms.

INTERCHANGEABLE BODY SYSTEM FOR MILITARY PLATFORM

The interchangeable body frames are mounted on MAN SX 45 8x8 chassis. These are equipped for receiving existing interchangeable loading platforms with or without a sliding roof, the new interchangeable platform with a tarpaulin as well as 20-foot ISO containers.

INTERCHANGEABLE BODY SYSTEM FOR MILITARY PLATFORM WITH TARPAULIN

The new interchangeable military platforms are mainly intended for the transport of radio cabins and are therefore already equipped with cabin corner holders and tie-down rings for loading the cabins. There are additional side tie-down rails along the whole length of the platform. Fork-lift pockets can be used to change the platform very quickly. The entire platform is painted with a camouflage pattern.

Germany axes Euro Hawk drone program

BERLIN — Germany has canceled a planned “Euro Hawk” drone program over fears that European authorities will not certify them, a defense ministry source said Tuesday after reported European safety concerns.

Germany had “no hope” of seeing the unmanned aircraft, part of a program that would have cost more than €1 billion (US $1.3 billion), approved for use, said the source, speaking on condition of anonymity.

The European Aviation Safety Agency has said it would certify the drones only to fly over unpopulated areas because of a lack of an anti-collision system to protect airliners, according to German press reports.

“The equipment is not ready for approval without immense expenditure,” the source added.

Germany has already spent €508 million on a Euro Hawk prototype and was due to fork out a further €500 million on four more models.

The Euro Hawk is a version of the American Global Hawk produced by Northrop Grumman and remodeled by the European defense and aerospace company EADS.

Berlin has also already spent €40 million on modernizing the northern Jagel air base where the reconnaissance drones would have been based.

Northrop Grumman also did not want to provide technical documents necessary for the certification process, German press reports said.

In 2011, one year later than planned, the prototype Euro Hawk arrived at the Manching base near Munich in southern Germany.

Germany is in talks with Israel on buying Heron TP drones but German Defense Minister Thomas de Maiziere has indicated that any purchase would not take place ahead of Sept. 22 elections, according to news weekly Der Spiegel.

Naming ceremony of fuel cell submarine “U36” for the German Navy in Kiel

One of the most modern non-nuclear submarines in the world was named today at the shipyard of ThyssenKrupp Marine Systems GmbH, a company of ThyssenKrupp Industrial Solutions AG, under the name of “U36”. This marks another important milestone in the ongoing shipbuilding programme for the German Navy. U36 is the second boat of the second batch of HDW Class 212A submarines destined for operation in the German Navy. The German town of Plauen has assumed sponsorship for U36. The ultra-modern submarine was named by Silke Elsner, companion to the Mayor.

“We at ThyssenKrupp Marine Systems are committed as a naval shipyard enterprise characterised by maximum technological competence, geared first and foremost to the production of non-nuclear submarines and high-end naval surface vessels”, says Andreas Burmester, Chairman of the Board of Directors. “We will shortly be proud to hand over this newly named submarine to the German Navy as another “masterpiece” of German engineering.”

The contract to deliver a second batch of two HDW Class 212A submarines was signed on 22nd September 2006 in Koblenz with the German Office for Military Technology and Procurement/BWB (now the German Office for Equipment, Information Technology and Employment of the Bundeswehr/BAAINBW). The submarine building activities are taking place at the shipyards of ThyssenKrupp Marine Systems in Kiel and Emder Werft- und Dockbetriebe in Emden.

The two additional units will be largely identical to their sister ships from the first batch. They are also equipped with the HDW air-independent fuel cell propulsion system which has already given excellent results in operations with the boats of the first batch. The German Navy submarine U32 gave renewed proof of this in April 2013. On the way to participate in naval exercises in the USA the boat produced a new record for non-nuclear submarines with 18 days in submerged transit without snorkelling.

To meet changes in operational scenarios and to take constant technological advances into account, a number of modifications have been made in the second batch:
• Integration of a communications system for Network Centric Warfare
• Installation of an integrated Sonar and Command and Weapon Control System
• Installation of a superficial lateral antenna sonar
• Replacement of one periscope by an optronics mast
• Installation of a hoistable mast with towable antenna-bearing buoy to enable communication from the deep submerged submarine
• Integration of a lock system for Special Operation Forces
• Tropicalisation to enable world-wide operations.

The Italian Navy has also decided in favour of a second batch of two HDW Class 212A submarines, which are being built under licence by the Italian shipyard Fincantieri. That means that the Italian Navy will soon also have four boats of this class available for operations.

Bundeswehr to get more high-protection Fuchs/Fox 1A8 transport vehicles from Rheinmetall – order valued at €36 million

Rheinmetall will modernize 25 more Fuchs/Fox armoured transport vehicles for the Bundeswehr, substantially enhancing their level of protection. The Federal Office of Bundeswehr Equipment, Information Technology and In-Service Support (BAAINBw) in Koblenz recently awarded the contract, which is worth €36 million.

To date, BAAINBw has contracted with Rheinmetall to upgrade a total of 152 Fuchs/Fox 1 vehicles to the new 1A8 version. By February 2013, 123 of these had been delivered. With the latest order the total number of Fuchs/Fox 1A8 vehicles in the Bundeswehr inventory is set to rise to 177.

The Fuchs/Fox 1A8, which the Bundeswehr mainly deploys in Afghanistan, is the best-protected wheeled armoured vehicle in its weight class now in service with the German armed forces. Outstanding reliability and excellent off-road mobility have long made the Fuchs/Fox one of the most trusted and versatile vehicles used by the Bundeswehr.

Compared with previous versions of the vehicle, the new 1A8 assures substantially greater protection from landmines and IEDs, which continue to pose a widespread threat in Afghanistan. It also offers better protection from ballistic fire. Moreover, the infantry section vehicles are equipped with an unmanned weapon station, giving them a significantly enhanced self-defence capability.

The latest retrofit order will considerably expand the operational spectrum of all these Fuchs/Fox vehicles, whose numerous variants have become indispensable in Bundeswehr missions. Once modernized, they will provide crewmembers with a substantially higher level of protection from a variety of battlefield threats.

The 25 vehicles that form this order come in five different configurations, three of which the Bundeswehr is procuring for the first time:
•7 HRM communication vehicles equipped with high-frequency HRM radio systems;
•5 command and fire control vehicles for indirect fire/joint operations tactical fire support;
•4 combat weather section vehicles for indirect fire/joint operations tactical fire support (weather data collection and analysis);
•6 armoured reconnaissance vehicles;
•3 EOD section vehicles.


This increases the number of different Fuchs/Fox 1A8 variants in service with the Bundeswehr to 16.

The Bundeswehr intends to use the new vehicles in support of deployed operations abroad as well as for special pre-deployment training in Germany.

Delivery of the vehicles will commence in the fourth quarter of 2014, and is scheduled for completion in 2016.
