Pakistan to buy German subs, ignore French
KARACHI: In a departure from the past practice of acquiring submarines from France, Pakistan will buy three German Type 214 submarines.
Walter Freitag, the chief executive officer of the HDW, the largest conventional submarine maker in the world, told The News on Tuesday in an exclusive interview at the IDEAS 2008 here that his company had finalised technical specifications with the navy to build three Type 214 submarines in Pakistan.
The commercial contract has been finalised up to 95 per cent, he said, hoping the final contract in this regard will be signed soon. This is the first time that a clear picture of the billion-dollar deal that the Pakistan Navy is expected to sign in coming months has emerged. Earlier, during mid-90s, the navy had selected three French Agosta 90-B submarines, which were in addition to the two acquired earlier. The deal had generated a lot of controversy at that time.
This time French firm Armaris had offered to supply Pakistan three updated single-hulled, diesel-electric submarines all-French version of the Franco-Spanish Scorpene boat equipped with air-independent propulsion, a deal totalling about $1.2 billion.
However, Walter Freitag said he did not see that kind of controversy enveloping this project perceived during the 90s. The Pakistan Navy understands submarines and ours are the best, he said, rejecting claims of competitors that the Greek Navy had rejected Type 214.
In the Hellenic Navys case, a neutral surveyor was appointed, who decided that the submarine was technically OK and ready for commissioning, he said. The HDW CEO said the Type 214 was technologically more advanced than those of competitors. We use higher grade steel material, which allows greater diving depth, he said. Also, we have fuel cell AIPs and can integrate Harpoons with the Type 214.
The first submarine would be delivered to the Pakistan Navy in 64 months after signing of the contract while the rest would be completed successively in 12 months. Walter Freitag stated that they would be using facilities at the Karachi Shipyard for building Type 214 and minimal upgrade would be required. He added that the Type 214 was 100 per cent German and there was no chance of embargo on it in any case.
Meanwhile, authoritative sources told The News that the decision to acquire Type 214 over the French submarine was made not only because the submarine was more advanced than the French Marlin, but also because many countries had deployed the Type 214 submarines, so there would be no issue of spares.
They said Turkey would be acquiring six Type 214s, South Korea had ordered six more in addition to three ordered earlier, Portugal had bought two, besides several bought by the German Navy. As such, supportability for the Type 214 for the next 30-35 years would not be a major concern.
TOULON, France - French naval company DCNS won a contract this summer its supply two Subtics combat management systems for Pakistan's Agosta 70 diesel-electric submarine fleet, industry executives said.
DCNS signed in June a contract for modernization of Agosta 70 boats, described as "very old subs," for an Asian country, Alain Cursat, DCNS marketing manager for submarine combat systems, told journalists. Cursat declined to identify the country. But other industry sources said Pakistan was the customer. One industry executive said the prospect of selling new submarines to Pakistan had gone cold as the Navy was modernizing its existing Agosta fleet, while a second executive said Pakistan was the only operator of the Agosta boat in the region. Pakistan bought two Agosta diesel-electric submarine, built by DCNS, in 1978 and had been looking to add to its fleet with more modern boats. DCNS had pitched the Marlin, a submarine derived from the Scorpene boat co-developed with Spain, but the Pakistan Navy favored the rival U214 boat from German archrival Howaldtswerke-Deutsche Werft (HDW). The Pakistan Navy has not signed with HDW. DCNS is expecting other contract wins for the Subtics system, notably among the fleet of U209 boats operated by South American navies, as operators look to implement a midlife upgrade of their conventional (SSK) submarines, Cursat said. DCNS expects to capture about 10 more modernization contracts for its Subtics system over the next 10 years, he said. A sale to Pakistan of new submarine technology is a sensitive issue as DCNS sold six Scorpene submarines to India for $3.9 billion in 2005. The boats are being built locally by Mazagon Docks but the program has fallen behind because of technical problems. Subtics stands for submarine tactical integrated combat system. The system, which integrates sensors and weapons, can be retrofitted on boats of different manufacture, including Russian build, Cursat said. DCNS last year signed a deal for the supply of four Scorpene type submarines to Brazil, and is helping the Brazilian Navy to design and build the non-nuclear parts of a nuclear powered submarine. The Brazilian submarine deal, including construction of a shipyard and naval base with the local joint venture partner Oderbrecht, is worth 6.7 billion euros, of which four billion goes to DCNS.

WASHINGTON, September 15, 2010 -- The Defense Security Cooperation Agency notified Congress on 14 September of a possible Foreign Military Sale to Pakistan of BELL 412EP Helicopters as well as associated equipment and services. The total value, if all options are exercised, could be as high as $397 million.
The Government of Pakistan has requested a possible sale of up to thirty BELL 412EP Helicopters, spare and repair parts, support equipment, ferry services, air worthiness certification, publications and technical data, personnel training and training equipment, U.S. Government and contractor logistics, engineering, and technical support services, and other related elements of logistics support. The estimated cost is $397 million.
This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be an important force for economic progress in South Asia and a partner in overseas contingency operations.
The proposed sale of the helicopters will increase Pakistan’s air capabilities to execute counterinsurgency operations, border security, search and rescue, and support for the civilian population in Pakistan. Pakistan, which already has Bell 412EP Helicopters in its inventory, will have no difficulty absorbing these additional helicopters into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The prime contractor will be Bell Helicopter in Fort Worth, Texas. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will not require the assignment of any additional U. S. Government personnel in country. It is anticipated that two U.G. Government personnel will travel to Pakistan two times per year, one week per trip, for a period of up to five years to provide logistic support services.

BETHESDA, Md. (AP) - The Defense Department said that Lockheed Martin Corp. has gotten a $7.3 million modification to a previous contract to support upgrades to the P-3C aircraft operated by Pakistan's navy.
The P-3 Orion is an anti-submarine aircraft made by Lockheed. The contract includes labor, hangar costs, and an upgrade to the plane's acoustic receiver for work on seven aircraft.
Most of the work will be done in Greenville, S.C., and is expected to be finished by November 2011.
The contract announced on Thursday went to a Lockheed unit in Eagan, Minn.

Présentation du premier AEW*C chinois ZDK-03 destiné au Pakistan
Le premier des quatre avions ZDK-03 (système de détection et de commandement aéroporté ) destiné à l'Armée de l'air du Pakistan a été dévoilé lors d' une cérémonie de lancement qui s'est tenue à Hanzhong en Chine. Cette présentation s'est déroulée alors que le président pakistanais était en visite officielle en chine. Le chef d'État-Major, l'Air Marshal Rao Qamar Suleman était l'invité d'honneur de cette cérémonie. Il a décrit cette évènement comme un date importante dans la coopération exemplaire entre le Pakistan et la Chine.
Islamabad a commandé en 2008, 4 ZDK-03s. Il s'agit selon ces concepteurs d'un avion équipé de capteurs et de moyens de communication très perfectionnés. Cet appareil est une variante de l' avion chinois Shaanxi Y8 AEW&C développé en fonction des besoins spécifiques du Pakistan. Les premières livraisons devraient débuter en fin d' année.

PAF to Purchase Chinese Missiles for JF-17 Fighter Fleet The Pakistani Air Force (PAF) is to purchase avionics and missiles from China to equip its fleet of 250 JF-17 Thunder jet fighters. PAF air chief marshall Rao Qamar Suleman said the advanced active radar and middle-range SD-10 missile would become the standard beyond visual range (BVR) weapon of the JF-17 fighters. Suleman said the PAF had no plans to install Western devices and weapons on the aircraft for the time being, according to the Global Times. The PAF chief said the precision-guided bombs developed by the Aviation Industry Corporation of China Defense were ideal for counterinsurgency operations. Suleman also said that Pakistan would consider ordering advanced defence missile systems from China, including surface-to-air missile (SAM) systems.

In terms of military transports, Pakistan flies Lockheed C-130s, but also operates Ilyushin Il-76/78 tankers.

ISLAMABAD: Pakistan on Wednesday successfully conducted flight of its first locally-manufactured two-seater helicopter.
Three engineers from Rawalpindi Mujibur Rehman, Rehan Janjua and Shakir Ayub,designed the helicopter capable of flying at the height of 17,000 feet with a top speed of 190 kph. Private sector engineers plan to go for serial production of the helicopter. “We plan to develop the helicopter for ambulance and security operations”, said Mujibur Rehman Khan, a retired air force officer. “Traditional helicopters have a stick-to-head, a mechanical system, so when the pilot moves the stick a mechanical system moves the push-pull rods on the rotor system. “We have a fly-by-wire system, where the control of the pilot goes into the electronics of the aircraft and then ultimately moves the swash plate or the control rod servos. It's like driving a car with a joystick rather than a steering wheel.” The helicopter has been built at the cost of nine million rupees. “We have a plan to build 80 helicopters, which we intend to sell to public sector forces,” he added.

The Pakistani Air Force (PAF) has received five new F-16 multirole jet fighter aircraft from US. This is the fourth batch of new F-16s delivered and represents the near completion of block-52 squadron. The PAF received the first delivery of three fighter aircraft in June, with subsequent deliveries in October and November, while the delivery of all 18 F-16s will be complete by January 2012. The F-16 block 52 aircraft represents the latest configuration of Lockheed Martin's fourth-generation multirole fighter, offering additional fuel and payload capacity, improved avionics and sensors and colour cockpit displays with enhanced pilot / vehicle interfaces. The US is also working with the PAF to update 45 F-16s from its existing fighter fleet through the US foreign military financing security assistance programme. Upon completion of the updates, the aircraft will have capabilities similar to those of the new F-16s, including advanced communications and a precision targeting system. The first batch of updated F-16s is scheduled to arrive in Pakistan in early 2012.
