MARIETTA, Ga., May 2nd, 2011 — The first of four C-130J Super Hercules for the Qatar Emiri Air Force has completed production at the Lockheed Martin facility in Marietta. The picture shows the aircraft leaving the paint hangar. The new Hercules are the longer fuselage or “stretched” variant of the C-130J and deliveries to Qatar will begin later this year. The aircraft will be used for humanitarian relief and military missions for the defense of the State of Qatar. This is Qatar’s first experience with C-130s so the package being provided by Lockheed Martin is a complete solution. The package includes four aircraft, training of aircrew and maintenance technicians, spares, ground support and test equipment, servicing carts, cargo pallets and a team of technical specialists who will be based in Qatar during an initial support period.

This aircraft is also the 400th AW139 delivered so far world-wide and it will be operated by the Qatar Emiri Air Force for a number of roles including utility, troop transport, search and rescue, border patrol, special forces operations, law enforcement and homeland security. The delivery of the 400th AW139 marks another major milestone for the programme. The AW139 has become the best selling helicopter in its class for an impressive variety of commercial and government roles meeting the most demanding requirements across the globe. Since its certification in 2003, the AW139 has been constantly further enhanced to achieve ever increasing levels of performance, safety, mission effectiveness and capability to meet the very latest challenging requirements of present and future customers.
AgustaWestland is continuing its efforts to make the AW139 an even more competitive helicopter for the benefit of operators by introducing a range of upgrades as well as new role equipment. Developments introduced include a Maximum Gross Weight increase to allow higher payload and longer range missions, the unique Full Icing Protection System for real all weather capabilities and a 4-axis AFCS with SAR modes. The offshore market, where more than one third of AW139 sales have been logged so far, will be able to take advantage of many of the product enhancements AgustaWestland is implementing to improve the AW139’s capabilities. The Qatar Armed Forces have ordered a total of twenty one AW139s of which three are dedicated to emergency medical service missions. The remainder of original order for 18 helicopters will be delivered by early 2012, followed by the EMS-configured aircraft. Qatar is one of the most important markets for the AW139 in the Middle East with orders for almost 40 helicopters of this model placed to date for both government and commercial applications.

Since the signature of the contract with the Qatar Ministry of Defense two years ago, DCI was in charge of executing major overhaul on 11 Gazelle helicopters.

Generally speaking, a major overhaul operation is carried out every 12 years or after 4,000 flight hours and consists of complex and demanding preventive maintenance that guarantees flight safety.

In the case of Qatar's Gazelles, DCI-COFRAS led the project within the QEAF (Qatar Emiri Air Force) with a team of 14 persons. This team had at its disposal all the required logistic means (infrastructure, tools, documentation, special workshops, etc.) and spare parts to provide this service in optimal conditions. Each major overhaul was carried out in 5 months by a team of 4 mechanics, from all specialties.

By the end of April 2011, the 11 aircraft were acceptance tested with no reservations from the customer. Therefore DCI-COFRAS fulfilled its mission regarding the quality of provided services and compliance with schedules. In this respect the customer expressed its wish to continue collaboration with DCI-COFRAS.

“Our presence alongside the QEAF shows the recognition of DCI-COFRAS know-how and ability to transfer and adapt the concepts of operational maintenance applied in the French armed forces,” points out General de Zuchowicz, Executive Vice-President of DCI-COFRAS.

DCI was created in 1972 to assist in military equipment sales to foreign countries. Its main mission consisted of providing operational training courses based on the know-how of the French Armed Forces.

DCI, service provider in which the French government is the concurring shareholder, now operates throughout the defence and security spectrum. Culturally close to the Ministry of Defense, DCI offers outsourcing services to foreign countries, for:
-- consulting and assistance throughout the life cycle of armament programs,

-- training engineering, in the academic, operational and technical fields

Lastly, DCI and its subsidiaries have been partners of the French Armed Forces for 10 years within the scope of service contracts and are endeavouring to extend their activities to European Union countries.

WASHINGTON, September 22, 2011 -- The Defense Security Cooperation Agency notified Congress Wednesday of a possible Foreign Military Sale to the Government of Qatar of 6 MH-60R SEAHAWK Multi-Mission Helicopters and associated equipment, parts, training and logistical support for an estimated cost of $750 million.

The Government of Qatar has requested a possible sale of 6 MH-60R SEAHAWK Multi-Mission Helicopters, 13 T-700 GE 401C Engines (12 installed and 1 spare), communication equipment, support equipment, spare and repair parts, tools and test equipment, technical data and publications, personnel training and training equipment, U.S. government and contractor engineering, technical, and logistics support services, and other related elements of logistics support. The estimated cost is $750 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been, and continues to be, an important force for political and economic progress in the Middle East. Qatar is host to the US AFCENT forces and serves as a critical forward-deployed location in the region.

The proposed sale of the MH-60R SEAHAWK helicopters will improve Qatar's capability to meet current and future anti-surface warfare threats. Qatar will use the enhanced capability to strengthen its homeland defense. The MH-60R helicopters will supplement and eventually replace the Qatar Air Force's aging maritime patrol helicopters. Qatar will have no difficulty absorbing these helicopters into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

Qatar eyes stake in European arms giant





DOHA, Qatar, Sept. 23 (UPI) -- The tiny Persian Gulf state of Qatar, which sits on the world's third largest natural gas reserves, is seeking to buy a 7.5 percent stake in Europe's largest aerospace group EADS, which would give the gulf state a foothold in Europe's defense industry.

German newsmagazine Der Spiegel reports that talks between the state-owned Qatar Investment Authority, which has assets of $40 billion, are under way in Berlin with the German government to acquire the stake that automaker Daimler, EADS' biggest German shareholder, is shedding.

The aerospace giant, which builds the Airbus passenger jet and its military tanker spinoff as well as missiles and space rockets, is primarily a joint undertaking by Germany and France, with Spain a junior partner. France and Germany held equal shares of around 30 percent.

Daimler announced several months ago that it wanted to divest itself of its 22.5 percent stake in EADs. It holds 15 percent directly, with 7.5 percent parked in banks.

The planned selloff alarmed the German government, which feared that it might have to buy the Daimler stake to avoid the French, the Germans' traditional rival in Europe, snapping it up to give them greater control over EADS.

Maintaining a power balance in EADS between France and Germany has been a touchy issue since the group was established in July 2000 by DaimlerChrysler of Germany, Aerospatiale-Matra of France and Spain's Construcciones Aeronauticas.

"Berlin had hoped to keep the investment within Germany, fearing an upset in the delicate balance of power" between Germany and France," Der Spiegel observed.

But no German buyers could be found, raising fears in the government that it would have to acquire Daimler's stake to prevent the French boosting their holdings in EADS.

Despite concerns that Germany would oppose a non-European investor moving in, Der Spiegel reported that in early September Qatari officials met Economy Minister Phillip Rosler "who, contrary to Berlin's former position, reportedly has no objection to having shares held abroad."

But Der Spiegel quoted Economy Ministry officials as saying "any potential purchase of a stake by a sovereign fund would have to be examined very critically because of the company's strategic importance."

Qatar already has investments in Germany. It bought a 9.1 percent stake in Hochtief, the country's biggest construction group, in 2010 and a 10 percent stake in Porsche Automobil Holding for $9.9 billion in 2009.

A stake in EADS would be a major boost for Airbus as it grapples with promoting its A350 program against rival Boeing's 787 Dreamliner. State-owned Qatar Airways has ordered four of the giant A350s.

The New York Times reported the airline has "pledged to buy 60 A350s but has held back from making its commitment into a form order."

Qatar has a defense budget estimated at $2.6 billion for its military forces, which are small compared to those of Saudi Arabia, the United Arab Emirates and Iran.

Much of its military equipment is French, including Dassault Aviation Mirage M-2000 combat jets and Combattante III naval missile craft.

Qatar hosts a major U.S. air base at Al-Udeid, west of Doha. That's the forward headquarters of the U.S. Central Command and its air force component.

The emirate has gas reserves of 896 trillion cubic feet, 14 percent of the world's known reserves and the third largest after Russia and Iran.

Although the Persian Gulf monarchies are major arms buyers, they have rarely ventured into investing in U.S. or European defense companies. The United Arab Emirates has, however, helped fund specific weapons programs developed by Western firms for its expanding military.

Germany has in recent months become a key arms supplier in the Middle East despite stringent export controls that have inhibited weapon sales in the past.

It's providing 200 Leopard 2A7+ main battle tanks built by Munich-based Krauss-Maffei Wegmann and Rheinmetall to Saudi Arabia as well as Dolphin class submarines produced by Howaldtswerke Deutsche Werft of Kiel, owned by ThyssenKrupp, to Israel.

And now Israel and Germany are jointly developing the Pilium smart air-to-ground missiles to be sold with the Eurofighter jet now in service with Saudi Arabia and other countries.

The Eurofighter, also known as the Typhoon, is produced by a consortium of British, German, Italian and Spanish companies.

WASHINGTON (BNS): The Qatari Emiri Navy will procure a batch of Exocet MM40 Block 3 missiles to equip its fleet of four Vita class Patrol Boats, US missile developer MBDA has said.

The new Exocet MM40 Block 3 is a latest generation of naval superiority missile. Its turbojet propulsion provides a significantly extended range and due to its GPS navigation it is able to strike a target designated by its geographical coordinates, while remaining compatible with existing MM40 launchers, MBDA said.

The EXOCET family has an OTH (Over The Horizon) firing capability and a range of other operational benefits including, low radar signature, late seeker activation, sea-skimming at very low altitude, enhanced target selection and ECCM (Electronic counter-countermeasures), high penetration capability against modern naval air defences.

MARIETTA, Ga. | At ceremonies today at the Lockheed Martin facility here, company officials formally delivered four C-130J Super Hercules airlifters to the State of Qatar.

The Qatar Emiri Air Force’s new Super Hercules are the longer fuselage or “stretched” variant of the C-130J. The aircraft will be used for humanitarian relief and military missions for the defense of the State of Qatar. The new airlift fleet will ferry to Qatar in October.

“It is a historic day for both the Qatar Armed Forces and Lockheed Martin as we welcome Qatar into the global C-130 family,” said Lorraine Martin, Lockheed Martin vice president for C-130 programs. “This acquisition of a fleet of C-130Js provides Qatar with a highly flexible airlift capability. As the first C-130J operator in the Middle-East, Qatar takes a unique place in C-130 history.”

This is Qatar’s first experience with C-130s and Lockheed Martin is providing a complete solution package. "The package includes the four aircraft; aircrew and maintenance training; spares; ground support and test equipment; and a team of technical specialists who will be based in Qatar during an initial support period.

Qatar is in talks to become a risk partner on the Medium Extended Air Defense System (MEADS) missile defense program with Germany and Italy, a source knowledgeable of the talks has told Defense News.

The gulf state started talks with Italy and Germany after the U.S. announced in February that it would leave the program at the conclusion of the development phase, without procuring the system.

Qatar is interested in the program as it looks to security requirements ahead of 2022 when it is hosting the soccer World Cup, the source said. The growing perception of a missile threat from Iran has also persuaded the gulf state to consider joining MEADS.

It is not clear how Qatar's entry into the program would save it, since 58 percent of the program has been funded by the U.S., with Germany and Italy funding 25 percent and 17 percent respectively. After the U.S. pulls out, Germany said it would not proceed with procurement.

The U.S. has spent $1.5 billion thus far on the $4.2 billion program. Pentagon officials plan to spend another $800 million to complete the design and development phase in 2014.

Lockheed Martin, which is developing the missile defense system, announced it completed its first successful flight test Nov. 17 at White Sands Missile Range, N.M. The test proved the PAC-3 Missile Segment Enhancement could destroy a simulated target attacking from behind.

"Today's successful flight test is an important validation for the continuing MEADS development," said MEADS International President Dave Berganini in a statement.

"MEADS' advanced capabilities detect, track and intercept tomorrow's threats from farther away and without blind spots. The MEADS digital design ensures high reliability and significantly reduced operational and support costs."

The test comes as the U.S. Congress continues to rip the program and question why a nation struggling to shrink its defense budget would spend nearly another $1 billion on a missile defense system the Army has said it doesn't want. Congress left appropriations out of the defense authorization bill to pay the rest of the contract.

"The committee concluded that the course proposed by the Department is untenable and that the Department should explore all options with our allies before continuing to fund a program which we no longer need," Sen. Carl Levin, D-Mich., chairman of the Senate Armed Services Committee, wrote in a statement.

President Barack Obama disagreed with the decision to cancel the program, saying he recommended the Pentagon complete the contract. He said it made sense to complete the design and development phase rather than cancel the program and potentially pay more in cancellation fees. Canceling now would also let down our international partners.

"This lack of authorization could also call into question DoD's ability to honor its financial commitments in other binding cooperative MOUs and have adverse consequences for other international cooperative programs," the statement from the Office of Management and Budget reads.

This $25 million sale will become the first export of SUAVs by Turkey, and they will also be the first drones in Qatar’s inventory. The SUAVs, called “Bayraktar,” are made by Baykar Makina, which also produces the “Malazgirt” mini helicopter and the tactical “Çaldıran” unmanned aerial vehicle.

Turkey, which sold defense goods worth over $1 billion abroad in 2011, has recently attempted to bolster defense exports to Islamic countries.

In a separate development, the first drone to have been built entirely domestically by Turkey, the Anka, will compete in an international tender held by Colombia, even before entering service in Turkey, another senior procurement official said.

The Anka, Turkey’s first locally-made drone in the medium-altitude and long-endurance category, was successful in last year’s flight tests.

After crash landing in its first two attempts, the Anka successfully flew in the final two trials.

in March, Navantia has delivered a response to a Request For Information (RFI), issued by the Qatar Emiri Navy, for the construction of several types of ships:

4 corvettes - Navantia presents the Avante Family
6 patrol boats – Navantia presents the Avante Family
1 logistic support ship – Navantia presents the Athlas Family
1 divers support ship
Last January, Qatar formally requested this RFI to Navantia, concerning to the total of 12 ships. There is not an official schedule for next milestones.
This RFI is a significant step of the will of Navantia to stablish close ties with the Qatari Emiri Navy.

Une nouvelle campagne d'évaluation technique du Rafale a été menée par le Qatar au cours des dernières semaines, à Istres. Témoignage de l'intérêt soutenu des aviateurs qatariens pour l'avion de combat français, celle-ci s'inscrit dans un processus entamé il y a plusieurs années déjà et qui avait déjà conduit les autorités françaises à dépêcher au Qatar des Rafale d'essais pour évaluation sur place.


En janvier 2012, le ministre de la défense Gérard Longuet précisait que le Qatar ne prendrait vraisemblablement aucune décision d'achat formelle avant qu'une commande ne soit signée par les Emirats Arabes Unis. Le Qatar continue toutefois d'évaluer d'autres candidats potentiels : fin 2011, c'est le Typhoon qui passait sur le grill au cours d'une campagne d'essais. Le F/A-18E/F Super Hornet aurait lui aussi fait l'objet de démonstrations par Boeing.

Pour Doha, l'intention de principe est de remplacer les 12 Mirage 2000-5EDA/DDA qui forment aujourd'hui, aux côtés d'une poignée d'Alpha Jet, l'épine dorsale de son aviation tactique. D'abord livrés dans une configuration air-air, ces Mirage ont été progressivement dotés de capacités air-sol, notamment avec l'intégration de GBU-12 - munition que les aviateurs qataris ont mis en oeuvre pour la première fois au-dessus de la Libye. L'ajout de la nacelle américaine Sniper a été elle aussi très sérieusement considérée, puis abandonnée pour donner priorité à l'achat d'un nouvel avion de combat multirôle.


Parallèlement au contrat Rafale, Doha cherche à se doter d'un nouvel hélicoptère d'attaque destiné à remplacer ses Gazelle vieillissantes. Le Tigre, qui a lui aussi fait l'objet de plusieurs campagnes d'évaluation poussées en France et au Qatar, semble aujourd'hui tenir la corde.
