Northrop Grumman UK Wins Contract for Brunei Joint Operations Centre C4ISR System
LONDON - Jan. 15, 2010 - Northrop Grumman Corporation (NYSE:NOC) has been awarded the contract by the Ministry of Defence of Brunei Darussalam to provide a Joint Operations Centre command and control capability for the Royal Brunei Armed Forces (RBAF). The contract, which will be undertaken by Northrop Grumman UK, will include the supply of an integrated Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) headquarters system and a deployable Joint Operations Centre (JOC) together with the provision of training and in-country support.
The JOC will provide the RBAF with a facility that will deliver command and control capability for military commands and civil organisations at both national and international level, and will be interoperable with its NATO and ASEAN allies and coalition partners.
A total of 14 potential vendors from around the world participated in the competition. This award follows the completion of a rigorous phase of system assessment in which Northrop Grumman successfully demonstrated the capabilities of its technical solution.
"We are delighted to have been selected to provide this important enhancement to Brunei's defence capabilities. It will not only help improve national security and the protection of its natural resources but also will allow the Royal Brunei Armed Forces (RBAF) to be a lead nation in regional and coalition activities," said Paul Davison, director Defence Systems Europe for Northrop Grumman's Information Systems sector. "This further endorses our proven capability as a C4I solution provider and the already successful deployment of our strategic command and control systems around the world supporting international operations. We look forward to working with Brunei industry and to supporting the RBAF for the full life cycle of this programme."
The core solution for the Brunei JOC will be Northrop Grumman's International-Joint Operational Command and Control System, which incorporates the company's industry leading software applications Command and Control for the PC (C2PC) and Interoperable C4I Services (ICS). These are currently deployed in more than 40 countries with 100,000 users, making them among the most successful and widely used applications for strategic command and control systems worldwide. The system applications are regularly upgraded to keep them at the forefront of technical capability, whilst maintaining interoperability to international standards.
Together, C2PC and ICS provide a seamless top-to-bottom architecture for command and control, from the strategic and operational levels down to the dismounted soldier. C2PC provides a common tactical picture for operational command and control, improving situational awareness and enhancing operational and tactical decision making. ICS synchronises data enabling the common operating picture to be controlled and configured to meet user requirements.

Toulon accueille le dernier patrouilleur construit par Lürssen pour le Brunei
17/10/2011 Le Darulaman, dernier d'une série de trois patrouilleurs hauturiers commandés par le Brunei aux chantiers allemands Lürssen, est arrivé hier à Toulon. Comme ses deux aînés, les Darussalam et le Darulehsan, venus dans le port varois en mars dernier, le bâtiment effectue une escale avant de poursuivre sa route vers le Brunei. Longs de 80 mètres pour une largeur de 13 mètres, ces Offshore Patrol Vessels (OPV) sont dotés d'une tourelle de 57mm et pourront embarquer jusqu'à quatre missiles antinavire Exocet MM40. Ils disposent d'un radar de veille combinée Scanter (Terma), un radar de navigation et une conduite de tir (Sting). Les OPV comptent une plateforme pour hélicoptère (mais pas de hangar) et un système de mise à l'eau d'embarcations rapides par le tableau arrière. Ces nouveaux patrouilleurs remplacent les trois frégates du type F2000, commandées au groupe britannique BAE Systems mais non réceptionnées par le Brunei.

STRATFORD, Conn. | Langkawi International Maritime and Air Show, Malaysia | Sikorsky Aircraft, a subsidiary of United Technologies Corp., has formally signed a contract with the Brunei Ministry of Defence to provide 12 S-70i BLACK HAWK helicopters with associated spare parts, training and ground support equipment. The contact contains an option for 10 additional aircraft.
"We thank the Brunei Government for selecting the S-70i BLACK HAWK aircraft to fulfill the Royal Brunei Armed Forces Support Helicopter Project," said Robert Kokorda, Sikorsky Sales and Marketing Vice President. "We look forward to a close collaboration with the Royal Brunei Armed Forces to provide best-in-class helicopter training and logistics support for the lifetime of the aircraft."
As part of the contract, Sikorsky will place an S-70i aircraft simulator in the south-east Asia region. The simulator will enable Brunei aircrew to become familiar with the helicopter, especially in the months leading up to the arrival of S-70i aircraft in Brunei beginning in 2013.
The Brunei Ministry of Defence announced its selection of the S-70i BLACK HAWK aircraft on November 15 following several months of rigorous evaluation of competing helicopters. Sikorsky signed the contract December 2 in Brunei.
BLACK HAWK helicopters are renowned for high reliability, performance and survivability in multi-role operations. Currently more than 3,000 BLACK HAWK helicopters are operating in 30 countries.
The S-70i helicopter is the latest variant of the BLACK HAWK helicopter family. The aircraft provides operators with the same power and lift performance as UH-60M BLACK HAWK aircraft, the preferred utility helicopter of the U.S. Army. The S-70i aircraft is sold directly by Sikorsky to international militaries and government agencies.
The S-70i aircraft's advanced avionics include a dual GPS/INS system with digital map that provides accurate navigation and enhanced situational awareness. An active vibration control system delivers smooth overall ride during flight. The aircraft can be ordered with user-specific navigation, communications and other tactical equipment.

(Released Jun. 26, 2012) POLAND | On 2 December 2011, the Ministry of Defence, Brunei Darussalam (MINDEF) signed a contract with Sikorsky International Operations, Inc. for the delivery of twelve (12) S-70i BLACK HAWK helicopters with spare parts, ground support equipment and training package.
To date, the project has achieved several major milestones which include the completion of several design reviews and the completion of several baseline aircraft built in PZL Mielec, Poland. PZL Mielec, a Sikorsky company, which is a subsidiary of United Technologies Corp, produces the S-70i baseline BLACK HAWK helicopter which is the latest international variant of the UH-60M BLACK HAWK helicopter employed by the US Army.
A team from MINDEF recently conducted a site visit to the PZL Mielec facility in Poland to witness the factory acceptance test for Brunei’s third baseline S-70i BLACK HAWK helicopter. The first two baseline aircraft recently completed its factory acceptance tests in Poland in April 2012.
The first aircraft is scheduled to be inducted to Sikorsky Military Completions Center (SMCC) in the United States on October 2012 for the start of customization work to produce the uniquely configured aircraft that meets the Royal Brunei Armed Forces requirements. The delivery of the twelve (12) S-70i BLACK HAWK helicopters will replace the current fleet of Bell 212 helicopters and enhance the Royal Brunei Air Force’s rotary wing capabilities in air mobility, Search and Rescue (SAR) and enhance surveillance of Brunei’s waters and borders.
The delivery of these advanced new aircraft will also allow the Royal Brunei Armed Forces to further strengthen its troop deployment capabilities in military and humanitarian and disaster relief operations in the region.

BOLKIAH GARRISON, Friday 12 October 2012 - The Royal Brunei Armed Forces (ABDB) were granted with two new All Terrain Cranes for the Royal Brunei Land Force (RBLF) and Royal Brunei Navy (RBN). The event was held this morning at Bolkiah Garrison.
The handing over and blessing ceremony of the new All-Terrines-Vehicles for the RBLF and RBN were officiated by the Commander of the RBAF, Major General Dato Paduka Seri Haji Aminuddin Ihsan bin Pehin Orang Kaya Saiful Mulok Dato Seri Paduka Haji Abidin as the guest of honour.
Receiving the vehicle was the Commander of the RBAF, from the local supplier Major (Rtd) Haji Mohd Jair bin Haji Abdul Wahab, Director Arza Trading Sdn Bhd and subsequently handed over to the RBLF and RBN representatives.
Prior to concluding the ceremony, both vehicles were individually blessed with Doa Menaiki Kenderaan sticker by the guest of honour, followed by a Selawat. Also present during the ceremony was the Director of Logistics Ministry of Defence as well as officers and staff from RBLF and RBN.

13 May 2013 Harris has been awarded a contract to supply its Falcon III family of tactical communication systems to the Royal Brunei Armed Forces.
Under the $40m contract, the company will deliver several different models from its Falcon III family, along with logistical and customer field support services to the military.
Serving as part of a broader tactical communications system, the radios will provide soldiers with high-performance line-of-sight and beyond-line-of-sight voice and data communications, including wideband networking capabilities in the battlefield.
Commenting on the contract, Harris RF Communications international business president Brendan O'Connell said the radio systems would create a secure communications backbone for the Royal Brunei Armed Forces and its modernisation programme.
"These tactical systems will enhance situational awareness and speed decision-making," O'Connell said.
Although the radio types ordered remained undisclosed, Harris's Falcon III radios provide wideband networking capabilities that include AN/PRC-152A, AN/PRC-117G, RF-330E-TR wideband team radio, RF-7800W high-capacity line of sight (HCLOS) radio, and RF-7800H, as well as RF-7800V VHF Combat Net Radio.The AN/PRC-152A radio provides handheld wideband tactical networking capabilities, enabling soldiers to send and receive voice, video, images and data for mission planning, intelligence gathering, force protection and checkpoint security.
Offering continuous coverage in the 30MHz to 2GHz frequency range, the AN/PRC-117G radio is a JTRS software communications architecture-certified radio designed to support network-enabled operations, such as convoy tracking, intelligence reporting and analysis, collaborative chat, route planning and medical evacuation (MEDEVAC) missions.
The RF-330E-TR radio enhance situational awareness of every squad member by allowing them to share and access Type 1 secret and below information, while the RF-7800W establishes wide-area battlefield networks that connect brigade and battalion headquarters to forward-deployed units at company level and below.

A TURKISH defence technology company is looking to pursue a wider range of deals in Brunei and the region after securing a tie-up with the Royal Brunei Technical Services (RBTS) on Tuesday.
Havelsan, a national defence contractor for Turkey which is mostly owned by the Turkish Armed Forces Foundation, is hoping to provide military simulators as well as command and control systems in Brunei, said officials yesterday.
The company took its first step on Tuesday, concluding a memorandum of understanding to explore cooperation for expansion of the mortar simulator at the RBTS Training Centre in Tutong.
“We produce command and control systems,” said Havelsan Chairman Major General (Rtd) Atilla Gurdere (pictured), explaining that the company focuses on the operational “brain” of the military. He explained that the company has a range of software systems from submarines to satellites, warships and aircraft as well as land forces. He said that most of its products are used by the Turkish military.
“In the simulator area, we build F-16 simulators, submarine simulators and helicopter simulators which are sold to the Turkish military as well as to different countries,” he said.
He said the company is “very interested” in producing a simulator for the recently arrived Sikorsky S-70i Blackhawk helicopters for the Royal Brunei Armed Forces.
“When we talk about simulators, it makes everything easy, saves money and time and everything is very cost-effective”, he said, explaining that they can simulate all kinds of scenarios without the cost of putting the aircraft in the air.
He said that it would roughly cost $10,000 per hour for a pilot to actually fly one of the Blackhawks.
He also added that the company is supportive of technology transfer. “We don’t want to just sell something to Brunei, but we also want to transfer technology to Brunei,” he said.
He also said that with the increased relationship with RBTS and the Ministry of Defence, the company is confident that it will be able to find all kinds of different products to fulfill their systems. With that, he also said that they are “almost certainly” going to return to the next BRIDEX.
Metin Doner, Havelsan’s business development manager for airborne command and control and defence systems, said the company is also interested in marketing to neighbouring countries such as Singapore and Malaysia, and that BRIDEX was a good platform for finding understanding.
Regarding other interests in Brunei, he said that the company hopes to provide solutions for coastal surveillance, homeland security as well as look into a battle management system, which he said are areas the Ministry of Defence is interested in.

- KDB Daruttaqwa joins RBN fleet
THE Royal Brunei Navy (RBN) has received the latest addition to its growing fleet, the fourth Darussalam Class Patrol Vessel Daruttaqwa in Germany.
A statement issued by the Ministry of Defence (MinDef) yesterday noted that a ceremony was held at the Leurssen Wharf in Lemwerder, Germany, last Friday which saw the signing of the ship’s delivery and acceptance certificate.
The certificate was inked by the Managing Director of Fr Luerssen Werft (FLW), Peter Luerssen, and the Permanent Secretary of Administration and Finance at MinDef, Datin Paduka Hjh Suriyah Hj Umar.
Daruttaqwa is a Patrol Vessel 80 Variat 2 (PV80-V2) measuring 80 metres in length, 13 metres in width and armed with a Marine Light Gun 27mm.
The ship is equipped with a Scanter Surface and Air Search Radar for surveillance.
Similar to her sister ships, Daruttaqwa is featured with a helicopter landing pad that is operational at both day and night.
Another feature is the Stern Launch Rigid Inflatable Craft (RIC), which functions for the interception of fast targets and carrying a boarding team for investigation.
Constructed in July 12, 2012, Daruttaqwa had successfully carried out its harbour trial as well as sea trial and test earlier this year.
Commanded by Lieutenant Colonel (L) Khairil Hj Abd Rahman, the ship is slated to begin is maiden voyage from Lemwerder, Bremen, Germany to Muara, Brunei in mid-July.
Daruttaqwa is scheduled to sail across the North Sea, English Channel, Atlantic Ocean, Straits of Gibraltar, Mediterranean Sea, through the Suez Canal, Gulf of Aden, the Indian Ocean and South China Sea over 46 days.
Present at the acceptance ceremony was the Royal Brunei Armed Forces (RBAF) Commander, Pehin Datu Pekerma Jaya Major General Dato Seri Pahlawan Mohd Tawih Abdullah. Also in attendance was Brunei’s ambassador to Germany, Pehin Datu Penglima Colonel (Rtd) Dato Paduka Hj Abd Jalil Hj Ahmad.
Following the signing, the Brunei national flag and RBN ensign was handed over from the Permanent Secretary of Administration and Finance to the RBAF Commander who then presented the Brunei national flag and RBN ensign to the Commanding Officer of Daruttaqwa.

BRUNEI has confirmed that it will be buying a number of C-130J Super Hercules military transport aircraft from aerospace firm Lockheed Martin.
Pehin Datu Perkerma Jaya Major General Dato Pahlawan Mohd Tawih Abdullah, Commander of the Royal Brunei Armed Forces (RBAF), told The Brunei Times that the military is set to order the American-made aircraft sometime in the future.
“We will be buying the aircraft, but it won’t be a lot,” he said, adding that the planned quantity and date of order will be revealed in due time.
Latest figures estimate the average cost of the C-130J Super Hercules at US$100 to 120 million per unit for international sales.
A total of 300 units have been ordered by 15 nations, including Brunei, of which 250 aircraft have been delivered as of February 2012.
In March, Brunei announced a record defence budget of $719.2 million for 2014 to 2015, up 39 per cent from the previous year. Equivalent to 3.3 per cent of GDP, it is also the biggest percentage since 1990.
Meanwhile, Colonel (U) Hj Hamzah Hj Sahat, Deputy Commander of the Royal Brunei Air Force (RBAirF), said the acquisition of the C-130J Super Hercules will allow them to significantly increase contribution to regional humanitarian aid operations.
He explained that purchasing the Lockheed Martin military transport aircraft was part of the RBAirF’s capability modernisation, which also includes the fleet of 12 Sikorsky S-70i Black Hawks.
Used primarily by the United States military and Royal Air Force (RAF) of the British Armed Forces, the C-130J is a four-engine turboprop military transport aircraft with new engines, flight deck and other systems developed from the C-130 Hercules. Variants of the C-130 Hercules are also in service today with the armed forces of Malaysia, the Philippines, Singapore and Thailand.

The US State Department has approved the possible sale of a Lockheed Martin C-130J and six engines to the government of Brunei.
Brunei requested clearance to purchase the tactical transport, along with equipment, spare parts and associated training and logistical support for a total of $343 million, the US Defense Security Cooperation Agency (DSCA) announced on 7 October. It delivered the necessary certification to Congress for approval the previous day.
“This proposed sale will contribute to the foreign policy and national security of the United States by helping to strengthen the US-Brunei relationship, which has been a force for regional stability and economic progress in Southeast Asia,” the DSCA says. “The aircraft will enable Brunei to provide aid and assistance in greater capacities to regional allies and partners in need. Brunei should have no difficulty absorbing this aircraft into its inventory.”
Brunei proposes to use the aircraft in humanitarian assistance and disaster relief missions. It will also be operated in support of maritime patrol and search and rescue missions, the DSCA says.
The country has been considering the purchase of a C-130J since at least 2005, when an example conducted flight demonstrations there following the Aero India air show. BUSAN, Dec. 11 (Yonhap) -- The leaders of the Philippines and Brunei are expected to view a South Korean indigenous fighter jet that will be displayed at an airport in the country's southeastern port city at their request, military officers said Thursday.
The FA-50 is a light attack variant of the T-50 Golden Eagle supersonic trainer that was co-developed by Korea Aerospace Industries (KAI) and U.S. defense firm Lockheed Martin. It is the most advanced variant of the T-50 family operated by the South Korean Air Force.
President Benigno Aquino III of the Philippines and Brunei's leader Hassanal Bolkiah are expected to inspect the FA-50, which will be displayed at Gimhae International Airport ahead of their departure from Busan on Friday, they said.
The two leaders are in Busan to attend a two-day commemorative summit between South Korea and the Association of Southeast Asian Nations (ASEAN).
"The jet plane is expected to be shown to them at the airport in Busan," said an officer from the Air Force, asking not to be named. The light fighter plane will fly from an air base in Wonju, some 132 kilometers southeast of Seoul, on Thursday.
In March, South Korea signed a US$420 million contract to export 12 FA-50 fighter jets to the Philippines under a government-to-government deal as part of their moves to expand defense cooperation.
The contract is widely expected to boost the KAI's overseas bid for T-50 family jets, following deals with Iraq in December and Indonesia in 2011.
The Sultan of Brunei will also have a chance to hear explanations about the T-50 by officials from the Air Force, they added.
Brunei's move comes as its top envoy to Seoul showed an interest in the plane last month when he visited the headquarters of KAI in Sacheon, about 437 kilometers southeast of Seoul, on the occasion of a foreign ministry event for foreign ambassadors in Seoul, according to sources.
KAI is currently competing with rivals to win Peru's next generation light attack aircraft competition by offering its FA-50 supersonic jets.
