MANILA -- The Philippines is set to receive two Cobra attack helicopters from the Kingdom of Jordan, President Rodrigo R. Duterte bared Tuesday.

“Jordan is giving us two Cobra helicopters. Those things that we cannot really afford,” Duterte said in his speech during the 120th anniversary of the Philippine Navy.

Duterte did not give further details about the two helicopters and admitted that he did not know if he was supposed to make a public announcement about it.

“I don’t know if I’m supposed to make it public and I really do not have a way of knowing whether it would make Esperon happy or not,” he added, referring to National Security Adviser Hermogenes Esperon Jr.

Esperon has yet to confirm Duterte’s announcement.

The President, however, said that Jordan faces the same problem like the Philippines, which is terrorism.

Les Philippines envisagent d'acquérir 12 appareils de combat et d'entraînement légers FA-50PH « Golden Eagle » de Korea Aerospace Industries (KAI). Ces appareils devant venir s’ajouter aux 12 machines déjà livrées.

Le secrétaire à la Défense, Delfin Lorenzana, aurait déclaré que le président du pays, Rodrigo Duterte, avait lui-même ordonné la passation de marché "quand il a vu l'efficacité du FA-50PH" dans la lutte contre les militants islamistes dans la ville de Marawi en 2017.

"Nous pouvons en acquérir 12 supplémentaires, mais cela dépend du type de construction que l'armée de l'air veut", a déclaré Lorenzana.

La Force aérienne des Philippines (PAF) a acquis ses 12 FA-50 actuels en 2014 pour environ 361 millions de dollars à l'époque. KAI a livré les deux premiers avions fin 2015, deux autres fin 2016 et le reste en 2017.

Le standard FA-50PH est la variante d'attaque légère du T-50 Supersonic école de KAI développé conjointement avec l’avionneur américain Lockheed-Martin. Les Philippines sont devenu le premier pays a exploiter cette variante de l’avion. Les FA-50PH philippins peuvent emporter un éventail d'armes jusqu'à 3500 kg, dont des bombes non guidées MK-82, les missiles air-air AIM-9 « Sidewinder » et le missile air-sol AGM-65 « Maverick ».

KAI T-50 « Golden Eagle » :

Le T-50 est un appareil école non armé, alors que le modèle FA-50 dispose d’un radar de tir israélien Elta EL/M2032, mais fabriqué sous licence en Corée du Sud par Lignex. Le T-50 « Golden Eagle » et largement dérivé du Lockheed Martin F-16 Fighting Falcon et dispose de nombreuses similitudes, les ingénieurs de KAI se sont largement inspirés de la production sous licence des F-16 pour la ROKAF. La gamme T-50 dispose par contre d’une avionique entièrement coréenne, mais couplée à un certain nombre d’élément d’origine américaine comme le GPS fournit par Honeywell.

Le plafond pratique est de 14.600 mètres (48.000ft) et la cellule est prévue pour une de durée de 8000 heures de vol. Question motorisation les deux versions sont dotées d’un General Electric F404-102 à double flux-produit sous licence par Samsung Techwin. Le T-50 atteint la vitesse maximale de Mach 1,4.

Elbit Systems has been awarded a further contract to upgrade the 44 M113A2 tracked armored personnel carriers for the Philippine Army.

Under the contract, 44 M113A2 tracked armored personnel carriers (APC) will be fitted with Elbit’s Dragon 12.7mm Remote Controlled Weapon Station (RCWS) and Combat NG BMS. Five additional APCs will receive Soltam Cardom 81mm mortar systems.

The first lot involves the upgrade of 44 M113A2 tracked armored personnel carriers by installing Elbit System’s Dragon 12.7mm Remote-Controlled Weapon Stations (RCWS) and Combat NG Battlefield Management System (BMS) into the vehicles. This lot also involves the acquisition of five Soltam Cardom 81mm mortar systems and the conversion of five of the Philippine Army’s M113A2 into Self Propelled Mortars.

It is worth mentioning that the Philippine Army’s and Marine Corps’ Soltam M-71 155mm towed howitzers are also equipped with the Combat NG BMS. The Philippine Army is also showing interest in the larger Cardom 120mm mortars.

According to PTDirgantara Indonesia (Indonesian Aerospace), the Philippine Air Force (PAF) officially accepted the two light lift fixed-wing NC-212i aircraft on June 19.

The Indonesian aircraft manufacturer said the acceptance was made after completing ferry flight and acceptance test process.

The 2 aircraft took off from Husein Sastranegara International Airport in Bandung, West Java, Indonesia for Clark International Airport in Pampanga for delivery in early June.

These aircraft will be serving under PAF’s 220th Airlift Wing.

The Philippine government contracted Indonesian Aerospace to build two NC-212i aircraft in January 2014. The delivery was delayed due to an issue between Indonesian Aerospace and the contracted autopilot supplier.

“The NC212i aircraft can be used strategically for producing artificial rain, maritime patrol and coast guard patrol. It can also be utilized for the following missions: passenger and troop transport, cargo/logistic transport, anti-smuggling control, immigration control, search and rescue, paratroop dropping, and medical evacuation,” PAF said.

“Compared to the previous NC212, the new model has a carrying capacity of 28 passengers, a digital avionic and next generation autopilot. It features a ramp access, next generation navigation and communication system, as well as, cheaper operational cost. Moreover, the said aircraft is capable of taking-off and landing on unpaved runway,” PAF added.

PAF also noted that though it has been using the previous generation aircraft which is the C212, this is the “first Indonesian aircraft ordered by the Philippines and is the latest generation of the NC212.”

A Memorandum of Agreement (MOA) for the establishment of a 300-hectare Philippine Air Force (PAF) Base in Barangay Catagupan, Balabac town was signed by Governor Jose Chavez Alvarez and LtGen Galileo Gerard Kintanar Jr. Commanding General of PAF, Wednesday.

“This is a significant and historic event giving us 300 hectares of precious land in southern Palawan, in a place where we’ll hopefully call later as the Balabac Air Base of the Philippine Air Force,” LtGen Kintanar, Jr. said.

Governor Alvarez said the setting aside of the government property is its contribution to the government’s efforts to secure the West Philippine Sea and the province’s southern border.

“Indeed, this is a big milestone for us, as we impart on securing the future of the West Philippine Sea including our southern borders. Rest assured that we have a government here that is ready anytime,” Alvarez said.

He also expressed hope that the presence of the military base will help spur economic growth in the southern corridor of the province.

Le Président philippin a fait part de son indignation concernant les avertissements américains de ne pas acheter de sous-marins russes. Selon lui, Washington veut que son pays soit «arriéré».


Le Président philippin Rodrigo Duterte a accusé vendredi les États-Unis de tenter de prévenir Manille contre l'achat de sous-marins russes.

«Nous avons été avertis de ne pas acheter de sous-marins russes […] Est-ce la manière dont vous traitez vos alliés et vous voulez que nous restions avec vous pour toujours? Qui êtes-vous pour nous mettre en garde?», a-t-il lancé lors d'un discours prononcé dans la ville de Davao.

Jeudi Randall Schriver, secrétaire adjoint américain à la Défense pour les affaires de sécurité en Asie-Pacifique, avait conseillé à Manille de «bien réfléchir» avant de prendre une décision sur d'éventuels achats d'équipement militaire russe.

Le Président philippin a expliqué ces déclarations par le désir de Washington d'entraver la modernisation de l'armée de son pays.

«Vous voulez que nous soyons arriérés», a-t-il ajouté.

Après une rencontre avec son homologue russe Sergeï Lavrov le 2 août, le ministre philippin des Affaires étrangères Alan Peter Cayetano avait déclaré que Manille ne renoncerait pas à l'idée d'acheter des armes et armements russes même sous peine de possibles sanctions américaines.

Lors de son déplacement en Russie en 2017, le Président Duterte avait déjà fait part de son intérêt pour les armements russes dernier cri, dont les hélicoptères, les avions et les armes guidées à précisions utilisées dans la lutte contre le terrorisme.

Le ministre philippin de la Défense, Delfin Lorenzana, a confirmé que l'armée de l'air philippine avait choisi l'hélicoptère d'attaque T-129 ATAK de fabrication turque. Lorenza a déclaré "ils ne peuvent recevoir que moins de 10, peut-être huit de cela (T129)" en fonction de leur budget.

Deuxième exportation du T-129 après le Pakistan, négociations toujours en cours avec plusieurs autres pays dont l'Azerbaïdjan, le Qatar, le Sénégal, le Maroc, le Pologne, la Malaisie, la Jordanie, Bahreïn..

PHL’s ordered amphibious assault vehicle photo surface online

A photo of an Amphibious Assault Vehicles (AAVs) believed to be one of the eight ordered from South Korean manufacturer Hanwha Techwin for the Philippine Marine Corps (PMC) was uploaded by Kim Dae Young's on its social networking page January 4.

The Philippine Marines is set to receive a total of 8 brand new AAVs ordered from South Korean manufacturer Hanwha Techwin.

Four are expected to be delivered in April 2019, while final four are expected August 2019.

In October 2018, the PMC personnel undergone training on AAV operation with their Korean counterparts.

“The Philippines is the first export market for new-build KAAVs made by Hanwha Techwin (formerly Samsung Techwin) which is a licensed version of the American BAE Systems AAV7A1 amphibious assault vehicle. 8 units were ordered by the PMC under a Php2.423 billion contract signed in 2015 as part of the Horizon 1 phase of the [Revised Armed Forces of the Philippines Modernization Program],” MaxDefense Philippines said.

MANILA -- The Philippine Navy (PN) is expected to receive in March its first two anti-submarine helicopters and four out of eight amphibious assault vehicles it has ordered for the Marine Corps.

This was disclosed by PN flag-officer-in-command Vice Admiral Robert Empedrad during a chance interview shortly after the New Year's Call at the AFP Commissioned Officers' Club in Camp Aguinaldo, Quezon City Tuesday.

"(Aside from the two anti-submarine) helicopters, 'yung (the) amphibious assault vehicles (AAVs) ng (of the) Marines. Eight yun (order) pero four ang darating ngayong (but four of them will arrive in) March. Maganda 'yung capability nun (It has good capability)," he added.

Empedrad was referring to the AgustaWestland AW-159 "Wildcat" anti-submarine helicopter, which the PN has contracted for two units worth PHP5.4 billion, including weapons, mission essential equipment and integrated logistic support and the eight AAVs acquired from Hanwha Techwin for PHP2.42 billion.

The anti-submarine helicopters will give the PN the capability to detect and neutralize underwater threats while the AAVs will boosts the Marine Corps sea-based capability.

Also, Empedrad said that personnel expected to man the "Pohang"-class corvette donated by South Korea are expected to depart within this month and start training on the above-mentioned ship, with the intention of sailing it home within the soonest possible time

Philippine Army proceeds with M113 Mortar Carrier project, signs contract with Elbit for 120mm Self Propelled Mortars


Another milestone has been reached by the Philippines' Department of National Defense (DND), as MaxDefense sources confirmed that the DND just recently signed a contract with Israel's Elbit Systems Land and C4I (Elbit) to implement the Philippine Army's M113 Armored Mortar Carrier acquisition project.

This project is part of the Horizon 2 phase of the Revised AFP Modernization Program, which is the phase covering the years 2018 to 2022.

Based on our records, this project appears to be the first Horizon 2 phase project of the Philippine Army (PA) that reached the contract signing stage, since almost all other projects of the PA are only in the negotiation stage at best, while other are not yet even in the pre-procurement phase.

The Approved Budget for Contract (ABC) approved for the DND and allocated to the Philippine Army for the project as approved as part of the Horizon 2 phase is Php1,094,570,175.00. As of the contract signing, this is equivalent to around US$21 million.

The project is a Government-to-Government (G2G) deal between the Philippines and Israel, with the DND's ad-hoc committee approving the procurement mode in July 2018, and with Israel supporting Elbit Systems Land & C4I as the preferred contractor. Since it is a G2G deal, it is expected that the overall cost of the project is almost equal, or equal to the ABC, as the deal was negotiated based on that amount, without looking too much on the Philippine pesos' exchange rate.

This deal goes to show the strong commitment between the Philippines and Israel to further strengthen its defense relations, as Israel is already among the biggest market for defense and security related products for the Philippine government in the past 5 years.


This project was already in the pipeline for a few years, and was originally proposed for implementation as part of the Philippine Army's 2018 Priority Projects as part of plans to equip the planned Brigade Combat Teams. Although MaxDefense doesn't have the exact dates, it appears that the Senior Leaders of the AFP approved this project only in early 2018.

It is also surprising that this project was able to finalize into a contract before other Philippine Army projects that were in considered priority even before Horizon 2 started in January 2018.

The Philippine Navy is sending four enlisted personnel to France to undertake Sonar Technician Course in preparation for upcoming systems installed on ordered future assets.

“Four Enlisted Personnel of the Naval Sea Systems Command will undertake the Sonar Technician Course in Saint-Mandrier Naval Training Center, France,” Philippine Navy Naval Sea Systems Command said.

“This is in preparation for the arrival of the new sonar systems present in the Philippine Navy’s future frigates and corvettes,” it added.

Finally, after several years of delay that resulted to adjustments in cost and quantity, the Philippine Army has received the 44 units of M224 60mm lightweight infantry mortar that it purchased through US Foreign Military Sales (FMS) program and negotiated for almost 5 years.

The project was programmed and funded under the old 1995-2010 AFP Modernization Program RA7898, which is the even before Horizon 1. This project is among the most delayed, suprising since it only involves a few mortars.

Originally 44 units was to be acquired, but it was reduced to 22 units due to price escalation It was again adjusted again to 44 units with additional funds added to the original budget allocated in 2012.

In addition, the US government provided 80 undisclosed model and type of assault rifles as grants. MaxDefense would provide more info on the assault rifles once more information becomes available.

MANILA -- The test and pre-delivery inspection of the Philippine Navy’s (PN) first two anti-submarine helicopters, the AgustaWestland AW-159 "Wildcat", is proceeding smoothly.

This was bared by Navy spokesperson, Captain Jonathan Zata in a message to the Philippine News Agency Friday.

He added PN flag-officer-in-command (FOIC), Vice Admiral Robert Empedrad, is in the United Kingdom along with the Department of National Defense (DND) test and inspection team checking the aircraft.

"Our FOIC, PN is currently in UK together with the DND’s test and inspection team purposely to pre-delivery inspection of the two AW-159 helicopters. The FOIC, PN was flown on both the AW-159 were its stability, maneuverability and related parameters were determined," Zata said.

"He (Empedrad) expressed his satisfaction over the progress of the project which is noted to be ahead of its scheduled delivery," he added.

The PN spokesperson said the AW-159s will be shipped and will be expected in Manila by the first week of May.

And it will be included as one of the highlights to the 121st PN anniversary celebration on the last week of May, he added.

The aircraft were acquired for PHP5.4 billion along with weapons and other systems.

The Philippine Army (PA) plans to convert its small fleet of FNSS ACV-300 Advanced Armored Personnel Carriers (AAPC) to Infantry Fighting Vehicles (IFV), with the installation of a manned turret with a medium-calibre cannon.

According to Philippine defense page MaxDefense Philippines, the PA has a fleet of six (6) FNSS ACV-300 (now marketed by FNSS as the ACV-15) armed with manually-operated 12.7mm M2 heavy machine guns, which are the first recipients of the upgrade worth Php288 million (around US$5.55 million).

The procurement is expected to done via a Public Bidding, with Turkish defense company FNSS expected to participate.

The Philippine Army operates a few Infantry Fighting Vehicles in its fleet, with the the remainder of the FMC AIFV similar to the Dutch YPR-765 acquired in the late 1970s, around four (4) GKN Simba 4x4 IFVs armed with a 25mm Bushmaster M242 guns, and four (4) M113A2 IFVs equipped with the 25mm Bushmaster M242 gun on Elbit Systems UT25 unmanned turrets.

[Biz Korea] Hanhwa Defense delivered a Korean-type landing armored car for the Philippine Marines, which contracted for 60 billion won, to the Philippines. According to military and defense officials, four of the eight Korean-type landing armored vehicles ordered by the Philippine Army were delivered in April.

The amphibious armored car is an amphibious armored vehicle that has landed on the coast where the enemy occupies the marines in the sea and has been in use since 1951. In 1998, the AAV7-A1, which is used by the US Marine Corps, was manufactured in Korea under the technology introduction scheme and is being operated under the name of Korean-type landing armored vehicle (KAAV-7A1). In addition to the KAAV-7A1 for troop transport, command vehicles and support vehicles were also produced.

Korean marine amphibious assault armored vehicles are used not only for landing operations but also for Doha operations with the army. In November 2009, ten Korean LVT-7A1s were delivered to the Indonesian marines for free, as Korean-type landing armored vehicles were produced. Korean Marines are currently operating more than 160 AAV7-A1, the world's largest, after the US Marines.

Currently, Hanwha Defense is the only company in Korea that has production lines for AAV7-A1, except the United States, which is the original developing country. In April 2016, Korea's Korean landing armored vehicle was awarded BAE Systems' AAV7A1 in the landing assault armored car project which was promoted as a part of Philippine's plan to strengthen the book defense capacity.

At the time, the Philippine Department of Defense handed selects Hanwha Defense, which offered better conditions in terms of performance and price, in the project of introducing eight landing assault armored vehicles of 2,423 million pesos (about 60.1 billion won). In October last year, the Marines of the Philippines dispatched 20 Marines such as Bacolcol (Jean) to our marine training training team to acquire various know-how in order to operate Korean-type landing assault vehicles. In addition, various technical manuals of the Korean-type landing armored vehicles were also translated into English.

Four Korean-type landing armored vehicles delivered to the Philippine Army are likely to be released locally on the Philippine Navy Day on Thursday, defense officials said. Our army is carrying out Korean-type landing car-II project which is superior to Korean-type landing armored car currently in operation.

The Marines' next landing assault vehicle is expected to have a battle weight of 35 tons, 7.4 tons heavier than the Korean-type landing armored vehicle, and an engine output of 1500 horsepower, higher than the existing 400 horsepower. The main weapon is equipped with a 40mm cannon, which boasts a powerful firepower and will be more than doubled in protection. The maximum speed of the water is known as 20 km/h. The appearance of the next amphibious assault vehicle is known to be similar to that of an Expeditionary Combat Vehicle (EFV) that the US Marines are relinquishing at too high a price.

Manille, les deux hélicoptères de lutte-anti-sous-marine destinés à la marine philippine (PN), AW-159 « Wildcat » devraient vont arriver la maison cette semaine. La livraison et sensiblement en retard sur le calendrier initialement prévu.

En avril dernier, le vice-amiral Robert Empedrad, commandant de la marine philippine, s'est rendu au Royaume-Uni avec l'équipe de test et d'inspection du ministère de la Défense nationale (MDN) pour examiner les hélicoptères.

Rappel :

La Marine philippine a passé commande pour 2 hélicoptères de lutte anti-sous-marine et anti-surface AgustaWestland AW159 « Wildcat ». Le contrat est estimé à près de 114 millions de dollars. L’hélicoptériste anglo-italien a construit les hélicoptères à son usine de Yeovil au Royaume-Uni, le contrat comprend la formation et le soutien pluriannuel. Les deux hélicoptères sont équipés d'équipements sophistiqués « state-of-the-art mission » avec des capteurs principalement dédiés à la lutte anti-sous-marine et pour le rôle de guerre anti-surface. Les hélicoptères sont également en mesure d'effectuer d'autres missions, y compris la recherche et le sauvetage (SAR), la sécurité maritime et la surveillance maritime.

Equipement des AW159 philippins :

Pour équiper ses AW159, la marine des Philippines a opté pour le missile israélien Spike ER (Extended Range) en version antinavire. Les hélicoptères sont également dotés de capacités de lutte anti-sous-marine (ASW).

L’AgustaWestland AW159 « Wildcat » :

L’AW159 Lynx « Wildcat » est prévu pour remplacer les Lynx de première génération, ce nouvel hélicoptère multirôle de six tonnes, est commandé à 62 exemplaires par le ministère britannique de la Défense. Le premier a été livré à la fin de 2011. Doté de deux turbines Rolls-Royce Honeywell CTS800 de nouvelles générations capables d’offrir 12 % de puissance supplémentaire, face aux anciens modèles. Le poste de pilotage comprend un système entièrement intégré d’affichage, utilisant quatre écrans 10x8 pouces. Les capteurs disposés dans le nez comportent une imagerie TV/IR couplé avec un désignateur laser. La version maritime dispose d’un radar Selex-ES Galileo 7400E actif sur 360 degrés. L'AW159 intègre un système d'alerte de missiles, des détecteurs d'alerte radar et un système de distribution des contre-mesures. En outre, il dispose d’une palette complète en matière d’armement soit : des mitrailleuses, torpilles, grenades sous-marines et pourra également tirer la future arme de surface a guidage autonome (FASGW).

On 11 May 2019, GMA News' reporter Raffy Tima posted a report and an accompanying video from his Twitter account on the deployment of additional Philippine Army (PA) assets in Jolo, Sulu to beef up security before the upcoming Mid-Term Elections this coming Monday 13 May 2019.

The video shows one of five M113A2 armored personnel carriers equipped with a 12.7mm machine gun on a remote controlled weapon station (RCWS) as it disembarks from the Philippine Navy Bacolod City-class logistics support vessel BRP Bacolod City (LS-550) . A corresponding photo was also posted by GMA News as profile photo of their report in their Facebook page.

The said photo shows that there are slight differences with the Philippine Army's existing fleet of RCWS-armed M113A2 APCs, and the units that arrived in Jolo.

Upon closer inspection, and upon checking with our sources, it was confirmed that the Philippine Army is indeed in possession of additional M113A2 APCs with RCWS.

In 2017, the Department of National Defense (DND) awarded a contract worth Php1.051 billion with Israel's Elbit Systems Land & C4I for the M113 APC Firepower Upgrade Project of the Philippine Army.

This project involves the upgrade of 44 units of existing M113A2 armored personnel carriers of the Mechanized Infantry Division by equipping them with a new Remote Controlled Weapon Station (RCWS), and converting 5 existing M113A2 APCs to Armored Mortar Carriers. Both upgrades will include installation of battlefield computers connected to a networked system as part of the PA's C4ISTAR system.

Information received by MaxDefense is that Elbit will supply the already proven Dragon Overhead Remote Controlled Weapon Station (ORCWS) mounted with a 12.7mm heavy machine gun, which already proved its worth during the Battle of Marawi in 2017, and in other skirmishes on operations against terrorists groups.

The Philippine Army is acquiring 178 units of 40mm Revolver Grenade Launcher. The procurement project is now in progress with Receipt and Opening of Bid Envelope (ROBE) scheduled on May 29.

The procurement project has an approved budget for contract (ABC) of PhP 106,800,000.00, as part of Armed Forces of the Philippines (AFP) Modernization Program Second Horizon.

“During the ROBE, the bidders or their “duly authorized representative shall submit their bids using the forms specified in the Bidding Documents in two (2) separate sealed bid envelopes, and which shall be submitted simultaneously. The first shall contain the technical component of the bid, including the eligibility requirements under section 23.1 of Revised IRR, and the second shall contain the financial component of the bid” under Section 25.1,” the procuring entity said in a bulletin posted at PhilGEPS.
