Philippines delays the purchase of AH-1Z Viper or AH-64E Apache attack helicopters offered by the United States under the two Foreign Military Sales (FMS) package, according to INQUIRER.net.
Philippine’s Defense Minister Delfin Lorenzana also said that the American offers are too expensive for the country.
“The money allotted to buy attack helicopters is only P13 billion ($256 million),” he said.
Also, the minister stressed that if the Philippines bought the American helicopters, the country could buy only one or two units. This was the reason, he said, that the Philippine military looked for other countries that can supply attack helicopters with more units than what the allotted funds could buy if these were bought from the U.S. Last month, in dual announcements, the U.S. State Department approved potential foreign military sales for six of both helicopters to the Philippines, which plans to modernize its attack rotorcraft fleet, according to the Defense Security Cooperation Agency (DSCA) announcements.
One possible sale concerns six AH-64E Apache helicopters and associated support equipment. Another concerns six AH-1Z Viper attack helicopters and related equipment. The value of the estimated AH-64E sale is $1.5 billion; the AH-1Z sale is estimated to cost $450 million.
The offers came despite the Philippine Air Force’s selection of T129 ATAK helicopters of the Turkish Aerospace Industries (TAI) for its attack helicopter acquisition program. The Turkish supplier, however, is still trying to obtain an export license from the US government for subsystems because of sanctions imposed by Washington against Turkey for purchasing weapons from Russia.

The Philippine Army has acquired 50 KM250 troop carriers under the the Revised Armed Forces of the Philippines Modernization Program (RAFPMP).
In line with this, a blessing ceremony was held at the Headquarters Philippine Army Grandstand, Fort Bonifacio, Taguig City today, May 19, 2020.
Army chief Lieutenant General Gilbert I. Gapay graced the event as keynote speaker.
The Army said the vehicles will augment the Army’s existing mobility assets and were temporarily issued to the Army Support Command (ASCOM) to further increase its mobility readiness and to be utilized in the operations against the COVID-19 pandemic in the country.
“KM250s, along with their other counterparts, have become synonymous to the Army’s sustainment operations. These 2 ½ ton-workhorses are all over the country – in Internal Security Operations, development efforts, reliefs, partnerships, and now in our pandemic operations. Let us take care of our vehicles, and keep them always on top working condition. As more transports enable us to become more mobile, we ensure that our service keeps rolling smoothly,” Lieutenant General Gapay said.

MANILA – The Philippine Air Force (PAF)'s six new Embraer Defense and Security A-29 "Super Tucano" close-air support aircraft are expected to be delivered before the end of July, Department of National Defense (DND) spokesperson Arsenio Andolong said Thursday.
"The six 'Super Tucanos' are expected to be delivered on July 29, 2020," Andolong said in a message.
The coronavirus disease 2019 (Covid-19) pandemic affected the delivery of the "Super Tucano" planes which was earlier scheduled for the end of February this year.
The aircraft, which will be part of the PAF's 15th Strike Wing, will beef up the remaining North American Rockwell OV-10 "Bronco" attack aircraft used by the Air Force in strike missions.
"They are a welcome and much-needed replacement for the PAF's aged, close air support aircraft, and their mission versatility and capability to carry a variety of ordnance will be very useful in the field," he added.
It is a turboprop aircraft designed for light attack, counter-insurgency, close air support, aerial reconnaissance missions in low threat environments, as well as providing pilot training.
The contract for the six "Super Tucano" aircraft worth PHP4.968 billion was issued in late 2017.

Philippine A-29 Super Tucano starts delivery flight
On 29 August 2020, the six Embraer A-29 Super Tucanos ordered by the Hukbong Himpapawid ng Pilipinas (Philippine Air Force) started their delivery flight, departing Sao Jose Dos Campos (SJK, Brazil) on their way to Recife (REC), with onwards flight expected to Fernando de Noronha (FEN) on Sunday 30 August 2020.
The aircraft, with an option for another 18 aircraft, were ordered on 30 November 2017. The A-29s will be used in the Close Air Support, Air-to-Air Intercept and surveillance roles. They are expected to join the 15th Strike Wing/16th Strike Squadron "Eagles" at Danielo Atienza-Cavite air base near the capital Manilla. If correct, the OV-10 Broncos are expected to be moved to the 17th Attack Squadron "Jaguars" at the same air base, where they will replace the SF260TPs.
Initially, a Dornier 228 would join the delivery flight to provide logistic support in those uncertain pandemic times. During their delivery flights the aircraft can be followed using their Brazilian test- and delivery registrations PT-ZZM/-ZZN/-ZZO/-ZZQ/-ZZS/-ZZU. PT-ZZM already made its first flight on 4 November 2019.
The delivery flight will continue via Amilcar Cabral, Sal Island (Cape Verde), Gran Canaria (Canary Islands, Spain), Málaga (Spain) and Luqa (Malta). Unfortunately no dates are known at this moment.

According to flight trackers, Philippine Air Force (PAF)’s Gulfstream G280 aircraft (PAF1251) landed at Clark International Airport (CRK/RPLC) today, September 20 at 9:36am from Guam International Airport (GUM/PGUM).
The said aircraft, Gulfstream G280 configured as “Command & Control” was ordered from Gulfstream Aerospace Corporation.
“The G280’s unmatched performance combined with the backup of our world-renowned Customer Support makes it an agile and reliable platform for the Philippine Air Force,” Gulfstream President Mark Burns said in 2019.
“With more than 70 speed records and the ability to operate at steep-approach airports, the G280 can perform a variety of challenging missions,” he added.
Gulfstream said the G280 has a maximum range of 3,600 nautical miles/6,667 kilometers at its long-range cruise speed of Mach 0.80 and a high-speed cruise of Mach 0.84.
“The aircraft can fly eight hours nonstop and can connect Dubai to Hong Kong; Singapore to Melbourne, Australia; or Singapore to Dubai,” it noted.

Philippine Navy receives ScanEagle 2 unmanned aerial system

The Philippine Navy (PN) formally received an Insitu Inc ScanEagle 2 unmanned aerial system (UAS) from the United States during a “turnover, acceptance and blessing ceremony” held at the Naval Base Heracleo Alano in the Philippine city of Cavite near Manila on 25 November.

The PN said in a statement that the PHP710 million (USD14.79 million) system – which comprises eight unmanned aerial vehicles (UAVs), two launchers, the SkyHook recovery system and a ground control station – was handed over by US Acting Deputy Chief of Mission Kimberly Kelly and representatives from the US Embassy in the Philippines’ Joint US Military Assistance Group (JUSMAG).
The system, which was acquired through the US Maritime Security Initiative (MSI) programme following a Philippine request made in 2017, will be operated by the PN’s Maritime Unmanned Aerial Reconnaissance Squadron 71 (MUARS 71), a recently activated squadron under the Philippine Fleet’s Naval Air Wing that will operate the aircraft out of Naval Station Leovigildo Gantioqui in San Antonio, Zambales Province.
The new assets, which will be primarily used for maritime intelligence, surveillance and reconnaissance (ISR) operations, will complement a similar ScanEagle system being operated by the Philippine Air Force’s 300th Air Intelligence and Security Wing at the Antonio Bautista Air Base in Palawan, according to Philippine officials.
The PN pointed out that the ScanEagle UAS, which can be launched from both land and the service’s capital ships, is expected to provide near-real-time coverage of disputed areas in the South China Sea.

La marine des Philippines va-t-elle pouvoir enfin acquérir des sous-marins à propulsion diesel-électrique? Cela fait longtemps qu’un tel projet est évoqué… mais les contraintes budgétaires ont fait qu’il a constamment été repoussé à des jours meilleurs. Seulement, les différends territoriaux avec la Chine, notamment au sujet du récif de Scarborough, ont changé la donne. De même que les efforts des autres pays de la région dans ce domaine, le Vietnam et la Malaisie s’étant dotés d’une telle capacité… en partant de rien.
Pendant un temps, la piste russe fut évoquée, Manille ayant songé acquérir au moins un sous-marin appartenant à la classe Kilo. Mais les États-Unis firent rapidement comprendre que cela pouvait nuire aux relations militaires établies depuis 1951 avec les Philippines, à la faveur d’un Traité de défense mutuelle. Aussi, l’hypothèse d’un éventuel achat de sous-marins auprès du français Naval Group prit corps.
En janvier, le Manilla Bulletin a rapporté que le ministre philippin de la Défense, Delfin Lorenzana, aurait déclaré que la « marine [des Philippines] considérait que la France devait être le fournisseur de ses sous-marins ». Ce fut confirmé par la News Agency [PNA] qui, trois mois plus tard, assura que le « Scorpène de Naval Group figurait en tête de liste des plateformes sous-marins envisagées par les responsable de la marine. »
D’où les propos tenus par Pierre-Éric Pommellet, le Pdg de Naval Group, lors du salon Euronaval Online, en octobre. « Nous sommes au début de ce projet, avec des discussions intenses avec le gouvernement des Philippines. Nous explorons des scénarios. Nous ne sommes pas encore en train de définir quel sera le scénario final. Ils veulent créer une force sous-marine, ils sont très intéressés par ce que nous faisons et nos capacités. Nous explorons actuellement différentes possibilités. Je n’en dirai pas davantage », avait-il dit.
Il aura fallu attendre un mois pour en savoir un peu plus. En effet, le 26 novembre, Naval Group a annoncé l’ouverture d’un bureau de représentation à Manille. Une démarche décrite par l’industriel comme étant une « première étape » pour établir un partenariat avec la marine des Philippines.
« Cette ouverture marque le premier pas d’un engagement à long terme de coopération et de partenariat dans le développement des capacités navales du pays », a affirmé Naval Group, qui entend ne pas se limiter aux seuls sous-marins.
« Nous sommes le seul fournisseur avec une expérience préalable dans l’aide à un pays pour développer à partir de zéro une force sous-marine et nous sommes prêts à aider la marine philippine en lui fournissant des sous-marins, mais aussi en mettant en place la formation, les installations et la chaîne d’approvisionnement nécessaires à la mise en œuvre d’une flotte de sous-marins pleinement opérationnelle », a fait valoir Alain Guillou, responsable du développement à l’international de Naval Group, en faisant allusion à la Malaisie.
Pour rappel, l’industriel français a livré deux sous-marins Scorpène à la marine royale malaisienne, qui n’avait alors jamais mis en oeuvre de navires de ce type. La formation des équipages avait été assurée par DCI Navfco, avec l’utilisation du sous-marin Ouessant, qui reprit du service pour l’occasion. Selon la Marine nationale, 146 élèves sous-mariniers avaient ainsi réalisé 1.300 heures de plongée en moyenne à bord de ce dernier, qui a depuis été cédé à la Malaisie, en 2011.
« Le vaste portefeuille de Naval Group ouvre de nombreuses opportunités pour répondre à l’ensemble des besoins navals philippins, du développement des forces navales à la constitution d’une force sous-marine de classe mondiale », a par ailleurs souligné l’industriel français.
Par ailleurs, après l’Inde, l’Australie et la Malaisie, un autre pays de l’espace Indo-Pacifique pourrait acquérir des sous-marins français. En janvier, il avait en effet été rapporté que l’Indonésie s’intéressait au modèle Scorpène. La récente visite de l’ambassadeur indonésien au chantier naval de Cherbourg, la semaine passée, a donné un peu plus de poids à cette éventualité.
En effet, l’ambassade d’Indonésie en France a indiqué, via Twitter, que le diplomate avait discuté avec Naval Group de « la possibilité de coopération franco-indonésienne dans l’industrie de la défense, y compris un renforcement des capacités. »
Pourtant, l’Indonésie conduit déjà un programme visant à doter ses forces navales de six sous-marins de type Nagapasa, en coopération avec le sud-coréenne Daewoo Shipbuilding & Marine Engineering… Et aux Philippines, ce dernier pourrait contrecarrer les ambitions de Naval Group, étant donné les liens de plus en plus étroits entre la marine des Philippines et l’industrie navale sud-coréenne. _________________ Les peuples ne meurent jamais de faim mais de honte.

The PMC CDR was activated on August 07, 2020 under the Philippine Navy’s Defense Capability Program that aims to enhance and improve our capability on sea control based on the concepts of anti-access and area denial to maintain territorial integrity, assert our sovereignty over our Exclusive Economic Zone (EEZ) and extended continental shelf, and protect our Sea Lines of Communications (SLOCs).
The CDR, headed by Col. Romulo D. Quemado II PN(M) (GSC), is designed to protect our shores, ships, and amphibious task forces against an invading enemy and to improve our littoral capabilities in support of our naval operations.
