Delivery of Nigeria's Chinese-built OPV delayed Jeremy Binnie, London - IHS Jane's Defence Weekly 22 April 2016 Nigeria's NTA News channel has confirmed that the delivery of the second P18N offshore patrol vessel (OPV) that was built for the West African country in China has been delayed.

It broadcast footage on 17 April showing Defence Minister Mansur Mohammed Dan Ali meeting the management of the China Shipbuilding Industry Corporation (CSIC) during a visit to Beijing and said he intended "to resolve the issue with the second offshore patrol vessel they are building for Nigeria and agree on a timeline of delivery".
When the first OPV, NNS Centenary , arrived in Nigeria in February 2015, the then chief of the navy staff said the second, Unity , would arrive later that year.

Voici une affaire qui risque de rendre plus compliqués les efforts de certains pays occidentaux pour aider le Nigéria à combattre le groupe jihadiste Boko Haram dans la mesure où leur législation interdit tout soutien à des forces armées s’étant livrées à des violations des droits de l’Homme et à des exactions.
Tout commence le 12 décembre 2015. Ce jour-là, le Mouvement islamique du Nigéria (IMN), une formation pro-iranienne influente au sein de la petite communauté de musulmans chiites établie dans le pays, organise une procession religieuse dans son fief de Zaria (État de Kaduna, nord) sur la route que devait emprunter passer le convoi du général Tukur Yusuf Buratai, le chef d’état-major des armées nigérianes.
À partir de là, les versions divergent. Selon l’armée nigériane, les partisans de l’IMN auraient tenté d’assassiner le général Buratai. Ce que le mouvement chiite a démenti. Mais une chose est sûre : cette situation a donné lieu à de violents affrontements.
Ainsi, les soldats nigérians ont attaqué les militants chiites et détruit une mosquée ainsi que la maison du chef de l’IMN, cheikh Ibrahim Zakzaky, alors défendue par une centaine de sympathisants. Dans un premier temps, le bilan des affrontements a été difficile à établir. Mais, l’enquête menée sur ces incidents à fait état 347corps enterrés dans une fosse commune.
Ce bilan a corroboré celui avancé par l’ONG Human Rights Watch, qui avait estimé le nombre de tués à « au moins 300″. Un chiffre alors jugé « sans fondement » par l’armée nigériane… Dans le même temps, l’IMN a indiqué être sans nouvelles de 730 de ses militants.
Dans un rapport publié ce 22 avril [.pdf] et intitulé « Révélons la vérité sur les assassinats et la dissimulation de masse à Zaria », une autre ONG, Amnesty International, a enfoncé le clou en accusant l’armée nigériane de s’être livrée à un massacre et d’avoir cherché à en dissimuler les traces.
« L’armée nigériane a brûlé vif plusieurs personnes, rasé des bâtiments et jeté les corps dans des fosses communes », écrit Amnesty International, selon qui les soldats nigérians ont aussi tiré « à l’aveugle » sur des civils désarmés.
« La raison pour laquelle l’armée a lancé une telle opération militaire n’est pas claire dans une situation de simple maintien de l’ordre public », peut on également lire dans le rapport. Le document relève également que l’état-major nigérian « n’a fourni aucune preuve alimentant ses allégations selon lesquelles les protestataires de l’IMN auraient tenté d’assassiner le général Buratai.
Enfin, le rapport d’Amnesty International avance que des preuves du carnage ont été « méticuleusement détruites ». Et d’ajouter : « Les corps ont été emmenés, le site rasé, les gravats déblayés, les traces de sang nettoyées, les balles et les douilles ôtées des rues. »
De son côté, l’armée nigériane assure qu’elle a agi de façon « appropriée » à Zaria et qu’elle a respecté ses règles d’engagement. Son porte-parole, le général Rabe Abubakar, a trouvé « injuste » le rapport de l’ONG. « S’ils ont des preuves, qu’ils les montrent pour que tout le monde les voie », a-t-il dit, avant d’assurer que les forces nigérianes ne s’en prenaient pas à ceux qui « respectent la loi ». « Ceux que nous avons affrontés [à Zaria] devaient être des criminels ou des ennemis de l’État », a-t-il fait valoir.
Quoi qu’il en soit, et bien que le président nigérian, Muhammadu Buhari, s’est engagé à ouvrir des enquêtes sur de tels faits, Amnesty International déplire que, « à ce jour, aucune mesure concrète n’a été prise pour mettre fin à l’impunité face à de tels crimes. »

Le Nigéria a au moins deux problèmes sécuritaires importants : l’activité du groupe jihadiste Boko Haram, présent dans la zone du Lac Tchac, et la piraterie maritime au large de ses côtes. Pour y faire face, ce pays pourra compter sur l’appui la France, une feuille de route sur une coopération militaire accrue ayant été signée le 28 avril à l’occasion d’un déplacement à Abuja de Jean-Yves Le Drian, le ministre français de la Défense
« Il y a deux préoccupations majeures dans les engagements que nous avons pris : il s’agit d’abord d’un combat commun contre le terrorisme et singulièrement contre Boko Haram », a en effet déclaré M. Le Drian. « Le deuxième sujet déterminant dans notre coopération, c’est la lutte contre l’insécurité maritime » dans le golfe de Guinée, a-t-il ajouté.
La coopération militaire entre la France et le Nigéria porte essentiellement sur le renseignement, les forces françaises, grâce à leurs moyens satellitaires et aux vols effectués par les Rafale de l’opération Barkhane dans la région du Lac Tchad, ayant fourni à leurs homologues nigérianes au moins 2.000 « dossiers images ». En outre, des analystes nigérians ont été formés à l’interprétation d’images par la Direction du renseignement militaire (DRM).
En outre, grâce à une cellule de coordination et de liaison a été adossée à l’état-major de l’opération Barkhane, les forces françaises facilitent le dialogue entre les pays impliqués dans la lutte contre Boko Haram.
« La France a une grande influence sur tous les pays » francophones de la région, a souligné Mansour Dan Ali, l’homologue nigérian de M. Le Drian. Or, le Nigéria, anglophone, entend justement coopérer davantage avec ces derniers.
Quoi qu’il en soit, les deux ministres ont donc signé une lettre d’intention fixant les grandes lignes de cette coopération militaire renforcée. Un document de « coopération opérationnelle » a également été établi, avec 28 actions à mener d’ici la fin de cette année. Le volet formation, relativement important, concernera la lutte contre les engins explosifs improvisés (IED) ou encore le sauvetage au combat. Des exercices multinationaux sont également au programme.
Enfin, la France aidera le Nigéria à acquérir des équipements militaires. « On va les aider à identifier leurs besoins et les procédures d’acquisition », a expliqué, à l’AFP, une source française. Les forces nigérianes ont souvent eu des problèmes pour se procurer du matériel, notamment en raison de sa mauvaise réputation en matière de respect des droits de l’homme et de problèmes de corruption.

- US Wants to Sell Light Attack Aircraft to Nigeria
May 6, 2016 51 SHARE Facebook Twitter The US government is hoping to sell up to 12 Super Tucano attack aircraft to Nigeria to help in the fight against Islamist militants Boko Haram, Reuters news agency reports.
An anonymous source within the administration is quoted as saying that the US also wants to provide more help with intelligence, surveillance and reconnaissance.
The sale of the aircraft would need to be approved by the US Congress.
The Super Tucano is described by Reuters as a propeller-driven plane that can carry a range of weapons and can be used for attack and surveillance.
Nigeria’s army has retaken a lot of territory in north-east Nigeria from Boko Haram in the last year. But the fight against the militants continues.
The seven-year insurgency, which has mainly affected north-eastern Nigeria as well as its neighbours around Lake Chad, has left some 17,000 people dead.
An additional BBC report said that Garba Shehu, a spokesman for Nigeria’s president, told the BBC in Abuja that he is aware of the discussions with the US over the Super Tucano planes.

- Nigerian Air Force Facilities Named After Fallen Heros

Some of the newly commissioned projects were named after deceased personnel who died in the ongoing counterinsurgency operation in Northeast Nigeria.
Those honoured with the recent projects are Flight Lieutenant Ebitimi Owei and Flight Sergeant Awodi Emmanuel Adakole who died on 10 October 2015 and 25 August 2015 respectively.
The newly provided facilities in Makurdi include a Bulk Fuel Installation (BFI) with 2,000,000 litres capacity, crew/briefing room for F-7Ni pilots, 12 units of 3-bedroom flats for Senior Non-Commissioned Officers, and sporting facilities for the use of NAF personnel, family members and host community, the Air Force said in a statement Thursday [May 19].
“Also, a block of 4 units of 3-bedroom flats was commissioned for officers serving at the 81 Air Maritime Group, Benin,” the statement signed by Ayodele Famuyiwa, a group captain, said.
The Chief of the Air Staff (CAS), Sadique Abubakar, called on the beneficiaries of the new facilities to reciprocate the gesture by the Federal Government, by rededicating themselves to their duties.
Air Marshal Abubakar reminded the personnel that “the whole essence of government’s commitment to their welfare is to bring out the best in them”.
The CAS was represented at both occasion by the Chief of Policy and Plans, James Gbum, an Air Vice Marshal

Nigerian Air Force Redeploys Top Officers May 27, 2016 27 SHARE Facebook Twitter The headquarters of the Nigerian Air Force has announced a major restructuring with the redeployment of some of its top officers.
The Director of Public Relations and Information of the Force, Ayodele Famuyiwa, announced the redeployment via a statement sent to PREMIUM TIMES, Thursday.
Mr. Famuyiwa, Group Captain, said the redeployment was “aimed at ensuring that the NAF is effectively manned for operational efficiency and effectiveness in line with the vision of the Chief of the Air Staff.”
Air Force Statement
The The Nigerian Air Force (NAF) has redeployed 12 officers of Air Rank comprising 10 Air Vice Marshals (AVM) and 2 Air Commodores (Air Cdre). Those affected by the new deployment include AVMs Auwal Muhammed as Air Officer Commanding Tactical Air Command (AOC TAC) Makurdi; Emmanuel Agwungwu as Air Officer Commanding Mobility Command (AOC MC) Yenagoa; Nurudeen Balogun as Air Officer Commanding Training Command (AOC TC) Kaduna, and Sani Ahmed as Air Officer Commanding Logistics Command (AOC LC), Lagos.
Others include AVMs Wakili Ahmed as Director of Policy, Headquarters Nigerian Air Force; Uko Ebong as College Secretary, National Defence College, Abuja; Emmanuel Akogu as Commandant Air War College, Makurdi; and Benjamin Nweze as Director of Electronic Warfare, Defence Headquarters (DHQ).
Other AVMs affected by the redeployment are AVMs Olusoji Amomodu appointed Director of Plans (HQ NAF) and Isiaka Amao as Director of Operations (HQ NAF). The 2 Air Commodores are Dahiru Sanda appointed Deputy Director Transformation (DHQ) and Ibrahim Lawal appointed Commander 339 Base Services Group, Kano.

The State Security Service in Kano State has arrested five persons allegedly connected to the creation of sleeper ISIS training cells in the state.
The suspects were arrested on their way to Libya and other African countries.
The state director of SSS, Abdullahi Chiranchi, told journalists on Thursday [June 9] that the arrest was a significant breakthrough in blocking every possible move to make Kano a training ground for the Islamic State in Iraq and Syria, ISIS.
He said those arrested were from Kogi State and were moving to Libya, Morocco and other places with ISIS presence.
He did not however disclose their names.
Mr. Chiranchi also said a nine-man international cattle rustling, armed robbery, kidnapping and car-snatching gang was arrested.
He said the gang had been terrorising Kano, Kaduna and residents of Niger Republic.
According to him, those who arrested include some persons who broke into the house of a former National Security Adviser, Mukthar Mohammed, a retired air vice marshal.
The SSS director explained that a Nigerian, Suleiman Mohammad, who was one of those arrested, was allegedly supplying arms to his gang from Niger Republic.
Mr. Chiranchi disclosed that two out of the four specially-made pistols recovered from the gang belonged to Nigerien security officials.
He also said a man, Kabiru Hamisu, who is allegedly an messenger at Sheik Isiyaku Rabiu House and who was accused of providing information about Mr. Rabiu’s, was arrested.
Mr. Hamisu was also alleged to be leading a gang of armed robbers which broke into Abdusamad Rabiu office and made away with cash meant for Zakkat.
Officials of the United States government were reported Thursday as saying there was no clear evidence to show that the Nigerian terror group, Boko Haram, has major link with ISIS, saying Boko Haram was merely using its avowed allegiance to ISIS for branding.

July 11, 2016 35 SHARE Facebook Twitter Jude Egbudom, a Brig. Gen., and acting General Officer Commanding (GOC) of 2 Division of the Nigerian Army, has handed over to Kasimu Abdulkarim, a Maj.-Gen., who is the substantive GOC of the Division.
The News Agency of Nigeria (NAN) reports that Mr. Egbudom handed over the command to Mr. Abdulkarim at the headquarters of the division in Ibadan on Friday [July 8].
Mr. Abdulkarim, who hails from Zuru in Kebbi State, was the Commandant of the Nigeria Army School of Infantry (NASI), Jaji, Kaduna State.
He was commissioned on June 22, 1985, and was a member of the 32 Regular Course of Nigeria Defence Academy.
NAN also reports that Mr. Egbudom, who was appointed in acting capacity on June 22 would return to his former position as the Commander, Engineer Construction Command, Ede, Osun.
In his speech at the occasion, Mr. Abdulkarim charged officers of the command to cooperate with him, saying he would give his best in preserving the ideals of the army.
“We, as military professionals, must do everything within our ability to support our leaders in the fight against corruption and insurgency.
“I promise to be an example of good character and urge you all to emulate such.
“You all should uphold the tenets of the army which are discipline, transparency and accountability, ’’ he said.
Mr. Abdulkarim said that military officers must remain professional and apolitical while rallying support for the leadership.
He called for the promotion of peaceful military and community relations, saying every act would be subjected to questioning as military professionals.
“Very high level of discipline is expected from our members even in the face of obvious provocation.
“We must learn media management skills that will enable us to explore the benefits of social and mass media in line with international best practices,’’ he stated.
NAN reports that the handing over ceremony featured the official parade and exchange of the command flag, the symbol of change in command.

The Nigerian Air Force (NAF) has released what appears to be an inflated fuel consumption figure for its Alpha Jet aircraft, which it uses as one of its primary ground-attack assets.
Chief of the Air Staff Air Marshal Sadiq Abubakar told a logistics seminar held in Lagos that "the service consumed an average of 1.9 million litres of aviation fuel monthly", Nigeria's Premium Times reported on 30 August.
He said that the NAF has many aircraft types, including its Alpha Jets, that consume 2,400 litres per hour and, in an apparent reference to the NAF's F-7 jets, he added that, "The main fighter airplane we use consumes 2,500 litres per hour."
AM Abubakar said it was a major logistical challenge ensuring that sufficient fuel and spares were available at operational bases.
"To address the situation, the NAF must together carefully plan a strategy not only for the movement of equipment and personnel to theatres of operations, but also for the maintenance of its air assets," he said. "It is only when we get the strategy right that we can hope to effectively and efficiently deploy the air power necessary to address the challenges facing Nigeria."

Nigerian Air Force Up to Counter-Terrorism Task September 9, 2016 44 SHARE Facebook Twitter The Chief of Air Staff (CAS), Air Marshal Sadique Abubakar, has said it was important for the force to evaluate its plans from time to time to avoid gaps in whatever may have been put together for operations.
Abubakar stated this yesterday [September 7] at the Nnamdi Azikiwe International Airport Abuja during a simulation of counter terrorism exercise organised by the Headquarters of the Nigerian Air Force (NAF).
He said the Force has deployed special forces in most of the airports, adding that if there is anything outside that the force is expecting, it will quickly mobilize the forces and they are in different parts of the country as they could be mobilised without any difficulty.
The Air Chief said the exercise was put in place to evaluate their plans and not because they were anticipating anything but to check their level of preparedness.
“You can have all the training, you can have all the skills. Unless you are tested from time to time, you will not be able to know whether there will be gap.
“It is very important that you evaluate your plan from time to time. Or else you might have some gaps in what you have put together. So this is not done because we are anticipating anything, no. If you have to do any anticipating, then, it would be too late.
“Right now, we have deployments in most of the airports, of this special forces. So, if there is anything outside what we are expecting, it is to quickly mobilize the forces and they are in different parts of the country.”
