Historique
Les forces armées du Kazakhstan se sont construites sur les ruines des forces armées soviétiques du district militaire du Turkestan, stationnées au Kazakhstan, lesquelles sont officiellement dissoutes le 30 juin 1992. Le plus gros des forces du district militaire du Turkestan constituent alors le cœur de la nouvelle Armée qui acquiert toutes les unités de la 40ème Armée (ex 32ème Armée), une partie du 17ème corps d'armée, 6 divisions terrestres, les bases logistiques, les 14° et 35° brigades aériennes, 2 brigades lance-missiles, 2 régiments d'artillerie et de nombreux autres équipements retirés de la partie occidentale de l'Oural. A celle-ci s'ajoutent les forces de défense aériennes, 3 brigades de forces aériennes mobiles et les forces d'artillerie et de missiles qui ont été séparées en branche distincte depuis le 7 mai 2003. Au milieu des années 1990, les forces terrestres du Kazakhstan inclues le 1er Corps d'armée (état-major de Semipalatinsk), avec la 68e (l'ancien 372e Red Banner Novgorod Rifle Div) division d'infanterie mécanisée (Ozek Sary, dans la province de Kyzylorda), 4 divisions d'infanterie mécanisée et un régiment de chars et de la 78e Division Tank (Ayaguz). Bien que la 68e division soit une formation d'infanterie mécanisée, elle dispose de près de 600 chars et 500 véhicules blindés de combat. La 78e division blindée avait 550 chars, 390 véhicules blindés de combat et 190 pièces d'artillerie. Le 210e Centre de formation (une ancienne division d'infanterie mécanisée) comprenant 15.000 soldats et officiers et 220 chars et 220 pièces d'artillerie, était une division renforcée. (Il a été souvent appelé la Division des Gardes selon des sources kazakhes).
Organisation des Armées
Le Kazakhstan maintien des forces navales en opération sur la Mer Caspienne, avec une force de 3000 hommes équipés de 12 patrouilleurs de type Almaty (4), Dauntless(1), Guardian(5), Zhuk(2)
La carte militaire du Kazakhstan est composée de 4 zones de défense terrestres :
La zone de défense d'Astana La zone de défense Sud à Taraz La zone de défense Est à Semipalatinsk La zone de défense Ouest à Aktobe
En outre, il existe une élite militaire appelée Garde Républicaine, avec 3500 soldats (1997). Cette force fait partie de l'armée de terre. Il existe également des Commandos d'élite de l'armée, spec-ops forces de la KNB (agence de renseignement).
Développements récents
Depuis 2000, le Kazakhstan a fait rapidement croître la capacité de son armée. Beaucoup de systèmes proviennent encore de Russie, avec également un petit nombre de systèmes américains entré en service dans l'inventaire Kazakh. Le plus gros développement de l'Armée du Kazakhstan a été centré sur les unités blindées dans les dernières années. Depuis 1990, des unités blindées se sont développées pour atteindre jusqu'à 1600 blindés entre 2005 et 2008. Beaucoup d'entre eux sont hérités de l'ère soviétique. L'Armée Kazakhe s'est projetée pour la première fois hors de ses frontières en 2003, en détachant en Irak, 49 ingénieurs militaires au sein de la division multinationale du Centre-Sud, sous commandement US. Elle sort également de ses frontières afin de s'entrainer dans le cadre de manœuvres communes aux pays de l'Organisation de Coopération de Shangaï. En 2008, seul 0,9% de son PIB part en dépenses militaire (à comparer à 2,6% pour la France, 4% pour la Russie, les USA et la Chine et 2% en moyenne mondiale). Ce niveau correspond à l'esprit de neutralité que souhaite conserver le Kazakhstan (à comparer avec la Suisse 1% du PIB)
Conscription
Les citoyens âgés de 18 à 27 ans sont assujettis à la conscription. Sur les 70.000 hommes présents dans les effectifs de l'armée kazakhe, on considère qu'il y a environ 65% de militaire de carrière ou sous contrat. Un plan stratégique datant de 2007 prévoyait un passage à une armée de métier. Cependant, la crise financière et économique qui s'est installée au même moment au Kazakhstan a fait émerger le débat sur la conscription qui risque au contraire de renforcer l'ancien système de conscription afin de drainer les jeunes kazakhs sans emploi.
Composition ethnique
A l'indépendance les officiers des forces en stationnement au Kazakhstan étaient au trois quarts russes et les hommes du rang essentiellement kazakhs. Très rapidement les autorités kazakhes ont cherché à modifier la représentation ethnique en envoyant notamment dès 1994, 200 officiers kazakhs en formation dans les académies militaires russes sur les 480 officiers à former, ce qui été conforme aux vœux du président Nazarbaiev de composer une armée ethniquement équilibrée.
Formation
Il existe un Corps des cadets appelé École républicaine « Jas Oulan » qui accueille et instruit 4000 enfants dès l'âge de 12 ans. Les principales tâches de ces écoles militaires nationales consistent à dispenser un enseignement général obligatoire, inculquer les rudiments de l'éducation militaire, enseigner le respect des droits de l'homme et des libertés fondamentales, favoriser l'épanouissement de la personnalité, des talents et des capacités physiques et intellectuelles, et préparer à une vie responsable, dans un esprit de paix, de tolérance et d'égalité. Les élèves de ces écoles ne peuvent pas être impliqués dans des conflits armés ou à de quelconques activités ou hostilités à caractère militaire. A partir de 16 ans, les élèves des écoles militaires se voient dispenser des cours théoriques sur la constitution de différents types d'armes sans qu'il y ait de manipulations pratiques. Les cadets qui le souhaitent peuvent intégrer l'armée à 18 ans s'ils le souhaitent.
Certains des officiers supérieurs de l'Armée kazakhe sont formés à l'étranger dont une bonne partie à l'académie militaire de WestPoint aux États-Unis et un officier à l'école militaire de Paris (2007-2008).

Kazakhstan is considering the acquisition of two A400M military transport aircraft and establishing a maintenance and service facility for Airbus Military aircraft, the Kazakhstani defence ministry announced in early July.
The official communiqué was published shortly after visits to the former Soviet republic by the head of Airbus Military, Domingo Ureña-Raso, who met with the Kazakhstan defence minister, Adilbek Dzhaksybekov, and the Spanish defence minister, Pedro Morenes.
According to Dzhaksybekov, the A400M will likely be demonstrated at the KADEX 2014 defence industry exhibition in Astana, although Airbus Military did not respond to an IHS Jane's request for comment.
Kazakhstan first voiced interest in the A400M in 2010, when defence officials visited Spain to be briefed by Airbus Military on its latest products

Kazakhstan has exercised a first option to increase the strength of its Airbus Military C295 medium transport inventory, with the nation’s air force to receive another two of the type by 2015.
Announced by the European company on 24 October, the development follows the introduction of two C295s by the Kazakhstan air force earlier this year.
“This order is implementation of the Memorandum of Understanding [MoU] signed in 2012 between the Ministry of Defence of Kazakhstan and Airbus Military for the procurement of eight C295s,” the airframer says. Astana's next two examples are due for delivery during 2014 and 2015 respectively, it adds, with the deal also covering the provision of in-service support.
“With regards to the remaining four aircraft in the MoU, a delivery schedule will be defined over the coming years,” says Airbus Military.

Turkish industry of military electronics is represented by one of the top companies of the defence industry – “Aselsan”. The factory opening is planned for the end of the current year in the capital of Kazakhstan.

TAI products are found to conform to the NATO standards).
"We are very interested in TAI’s experience. Opening of the technical aviation centre in Astana for construction and service of unmanned aerial vehicles (UAV), military transportation and combat aircrafts is one of the main priorities of the modernisation of Kazakhstan Army. At his meeting with TAI Managing Director Muharrem Dortkasli, Adilbek Dzhaksybekov stressed that the collaboration in the current sphere is mutually profitable".
Kazakh military delegation headed by the Minister of Defence had a look at the construction processes of airplanes, UAV and other aircraft technologies. TAI is a multidisciplinary enterprise that is engaged in development and construction of all kinds of aircraft technology, in particular combat attack helicopters, UAV’s, aerial targets, combat training aircrafts, and parts of fuselage of the Airbus planes.
Also, while being in Ankara, Adilbek Dzhaksybekov took a look at the armoured combat vehicle construction at the FNSS factory. Modernised combat vehicles were presented to the Kazakh military delegation. Turkish side is interested in opening similar facility in Astana.
Presentation of military unit of the Turkish military peacekeeping troops took place at the 28th mechanized brigade; also servicemen demonstrated the level of combat readiness. Talking to the commander of the brigade Minister of defence of the Republic of Kazakhstan honoured their great tactical efficiency and expressed confidence that Turkish Armed Forces will take part in the next peacekeeping exercise “Step Eagle”.

"Cette année, nous livrerons aux Forces armées du Kazakhstan des systèmes de missiles sol-air S-300 en nombre suffisant pour assurer la protection de l'espace aérien", a déclaré le ministre russe, sans toutefois préciser le nombre de systèmes et les conditions de leur livraison.
Auparavant, il a été annoncé que la DCA kazakhe ne disposait que d'un nombre restreint de missiles S-300 assurant la protection aérienne de la ville d'Astana, la capitale.

La Russie et le Kazakhstan se sont mis d'accord sur l'exploitation conjointe du polygone kazakh de Sary-Chagan, le seul centre d'essais de missiles antimissiles d'Eurasie, a annoncé vendredi le ministre russe de la Défense Sergueï Choïgou, en visite à Astana.
"Nous nous sommes entendus pour l'exploiter conjointement. Pour ce faire, il faut lancer la formation de spécialistes cette année, assurer le montage et la livraison d'équipements supplémentaires" au polygone, a indiqué M.Choïgou au terme d'une rencontre avec son homologue kazakh Adilbek Djaksybekov.
Le polygone militaire kazakh Sary-Chagan est situé dans le désert de Betpak-Dala ("Steppe de la faim") au nord-ouest du lac Balkhach. Créé à l'époque de l'URSS, il sert à tester tous les missiles soviétiques et russes destinés à former le système stratégique russe de défense antimissile, notamment le missile intercontinental Topol. La Russie livrera gratuitement cinq divisions de missiles sol-air S-300 au Kazakhstan, a annoncé vendredi à Astana le vice-ministre russe de la Défense Anatoli Antonov.
"Le ministère russe de la Défense livrera cinq divisions de missiles S-300PS", a indiqué M.Antonov à l'issue d'entretiens des ministres de la Défense des deux pays au Kazakhstan.
Ces missiles "renforceront la sécurité du Kazakhstan, mais aussi le système de défense antiaérienne de l'Organisation du Traité de sécurité collective (OTSC: Arménie, Biélorussie, Kazakhstan, Kirghizstan, Russie, Tadjikistan)", a ajouté M.Antonov.
"Cela revêt une grande importance compte tenu des nouveaux dangers qui se profilent près de nos frontières. Nous sommes surtout préoccupés par le prochain retrait de la Force internationale d'assistance à la sécurité (ISAF) d'Afghanistan", a-t-il déclaré.
Le ministre russe de la Défense Sergueï Choïgou a annoncé vendredi matin que Moscou commencerait à livrer des missiles sol-air S-300 au Kazakhstan dès 2014, sans toutefois préciser le nombre des missiles ni les modalités de l'entente.
Les missiles en question ont été retirés du service par l'armée russe. "A présent, les spécialistes des deux pays doivent réfléchir aux moyens de les remettre en état opérationnel", a noté le vice-ministre Antonov.

It was informed by Sergiy Gromov, General Director of the State Concern ‘Ukroboronprom’. According to executive, the first batch that had been shipped earlier has already been put into operation by the Navy of Kazakhstan and it is being successfully used in the interest of the national security of this country.
“State Kyiv Design Bureau ‘Luch’ is the ‘flagship’ enterprise of the state military industrial complex involved in development and manufacture of up-to-date armament and enhancement of unique technologies. In the past two years the enterprise has mastered a new successful direction - manufacture of armament for small warships. The success of those developments is proved by the regularity of shipments for the foreign customer”, Mr. Gromov said. Arbalet-K short range shipborne air-defense missile system is intended to destroy jet, propjet and propeller-driven aircrafts and helicopters at head-on and pursuit courses under conditions of a target direct visibility with the use of air-defense guided missiles of “Igla” type. The firing range is not more than 5000 m, the minimum altitude of targets destruction is 10 m, target detection range – 12 km at day time and 7 km at night time. Arbalet-K short range shipborne air-defense missile system Arbalet-K short range shipborne air-defense missile system is intended to destroy jet, propjet and propeller-driven aircrafts and helicopters at head-on and pursuit courses under conditions of a target direct visibility with the use of air-defense guided missiles of “Igla” type. - What Can We Learn From Kazakhstan’s Arms Deals?
Few analysts regularly track the minutiae of arms sales. Who sells what to whom and for what purpose often gets overlooked in regional security analyses. But given Asia’s dynamism, tracking those kinds of questions actually reveals quite a lot about regional security trends. Take Kazakhstan’s recent arms deals. They tell us a great deal about the global arms market and its interaction with security dynamics in Asia in general and Central Asia and Kazakhstan in particular. Kazakhstan has recently contracted with South Africa to produce and maintain armored military vehicles for local and regional export markets. The two countries also collaborate in space research programs and Kazakhstan’s launch platform at Baikonur has launched South African (and many other countries’) space satellites. In the meantime, Kazakhstan has signed an accord on security cooperation with Israel that provides a general “umbrella” for cultivating defense trade and future cooperation. This accord formalizes more than a decade of Israeli arms sales to Kazakhstan. Apparently Kazakhstan is especially interested in unmanned systems, border security, command control capabilities and satellite communications – in other words, the leading sectors of military technology. These agreements tell us a great deal about changing trends in the world of arms sales and Asian security, beyond the highly interesting fact of Israeli arms sales to a majority Muslim country. Two immediate trends stand out. First, the deals confirm the fact that states that are generally considered to be so-called middle powers have increasingly developed the technological basis and infrastructure to compete effectively with the great powers for arms markets in Asia and across the world. This trend reflects the accelerating diffusion of all technologies, not only military, throughout the globe and the benefits that can accrue to countries that effectively take advantage of those technologies. Consequently, the likes of Israel and South Africa now compete with Russia, the U.K., France and the U.S. in key markets. The second trend reflected in Kazakhstan’s arms deals is the continuing shift towards a buyers market in global arms sales. Increasingly, consumers – and Asia is the most dynamic region of the world with regard to arms purchases or foreign arms sales – can demand from prospective buyers the transfer of technology, know-how and investment, building the skills and technology of the consumer country to the point where they can then become co-producers of the weapons and ultimately sell abroad. This trend thus plays back into the first one as the strengthening of buyers’ positions has provided smaller states with the opportunity not only to demand technology, investment and know-how transfers but ultimately, as Kazakhstan clearly intends to do, to become exporters in their own right and compete with their providers. We have already seen this in the nuclear field. Here, with the exception of the U.S. and the U.K., every nation that has acquired nuclear weapons has done so through the transfer of the technology or necessary knowledge (sometimes, as in Russia’s case, espionage played a major role). Although nobody has sold actual nuclear missiles or bombs, those transfers have been the lubricant facilitating technological and skills transfers. Until 1998, when India and Pakistan tested their weapons, we were dealing with the phenomenon of primary proliferation from the original members of the Grand Alliance to others like France, China and probably Israel (which also benefited from French transfers). But since then we have seen secondary proliferation from China to North Korea and Pakistan, and now North Korea has already transferred missiles and chemical weapons abroad and was building a reactor in Syria for what had to be a prospective nuclear program until Israel destroyed it in 2007. North Korea and China also transferred extensive technology for missiles to Iran. Now we hear recurrent reports of discussions between Pakistan and Saudi Arabia about nuclear weapons that would represent a tertiary proliferation process. Certainly A.Q. Khan’s “nuclear WalMart” exhibited similar tendencies. The outstanding example is China, which has taken Russian weapons, indigenized then, often by pirating Russian technology, to create its own weapons that it sells abroad, often in competition with Russian weapons. In 2006, China began selling the JF-17 Fighter with a Russian engine in it to Pakistan, causing Russia acute embarrassment with India, its other major customer. Russia ultimately had no contractual means of forcing China to desist from selling the JF-17 and its engine, and had to join the sale and antagonize its ally India. Worse, China vigorously hawked the JF-17 across Asia and Africa. It later became clear that China reverse engineered the Soviet RPG-7P anti-tank rockets, 122mm D 30 howitzer ammunition, and the PK10 assault gun exhibited at the annual MAKS international Defense Exhibition in Istanbul in 2009. China is also suspected of copying anti-ship missiles and aircraft engines, the SU 27 UBK fighter, and numerous air-to-air and air-to-ground weapons and then trying to compete with Moscow in Asian and African markets. It is believed to have copied anti-ship missiles and aircraft engines. And both the development of the J-11 fighter and its trainer the J-11B has caused considerable heartburn for Russia. At the same time, indigenizing the SU-33 in particular has been a major Chinese priority. Thus, China has been able both to demand transfers of advanced systems and technology and then to exploit its acquisitions for the purpose of entering the global arms market. These examples show that the processes hitherto seen in China or in other East Asian countries are now spreading to Central Asia. And they also suggest one big loser: Russia. Russian arms sales have primarily gone to Asian buyers – China, India or Vietnam, for example. Nonetheless, Moscow has sought to diversify its arms sales abroad to avoid an excessive reliance on a single or few markets. But if Kazakhstan can develop an indigenous capability for high-tech weapons that will enable it to undercut Russian arms sales in Central Asia, which are a prime factor in preserving Russia’s strong position there. That too conforms to general economic trends where China has already outstripped Moscow as Central Asia’s leading commercial partner. Ultimately Central Asia is not exempt from general trends or from the intense security dynamics sweeping through Asia. And we have only begun to see or even glimpse what those trends may have in store in the future.

Une coentreprise russo-kazakhe lancera la production de véhicules blindés de soutien des chars (BMPT) Terminator au Kazakhstan en 2015, a annoncé jeudi à Ekaterinbourg Konstantin Biriouline, directeur adjoint du Service fédéral russe pour la coopération militaire et technique (FSVTS).
"Nous sommes mis d'accord de produire ces véhicules au Kazakhstan. Nous verrons les premiers véhicules l'an prochain", a indiqué M.Biriouline devant les journalistes.
Le holding public russe Uralvagonzavod, fondateur de la coentreprise russo-kazakhe, livrera des pièces détachées à l'usine située au Kazakhstan. Selon les médias, le ministère kazakh de la Défense a signé en 2012 un mémorandum avec la Russie sur l'achat de neuf BMPT Terminator lors du 2e Salon international d'armement KADEX à Astana.
Construit sur la base du châssis du char T-72, le véhicule blindé Terminator est doté de deux canons automatiques 2A42 de 30 mm, de deux dispositifs de lancement de missiles antichar supersoniques Ataka-T, de deux lance-grenades automatiques AG-17D et d'une mitrailleuse de 7,62 mm. Le véhicule est capable de traquer et détruire trois cibles à la fois sur 360 degrés.

ASTANA, May 15 (RIA Novosti) – Kazakhstan’s upper house of parliament ratified Thursday an agreement with Russia on establishing a joint regional air defense shield, a Novosti-Kazakhstan correspondent has reported.
The shield will become part of the unified air defense system of the Commonwealth of Independent States (CIS), a loose alliance of former Soviet states, comprising Armenia, Azerbaijan, Belarus, Kazakhstan, Kyrgyzstan, Moldova, Russia, Tajikistan and Uzbekistan.
“The forces of the unified regional air defense system of Kazakhstan and Russia are led by a commander appointed by the Kazakh and Russian presidents upon the recommendation of defense ministers from both sides,” a committee on international affairs, defense and security said in a report.
The planned shield would be used only in times of war, while in time of peace the respective agencies together with the commander will fulfill only routine duties, a report says.
Moscow signed an agreement to set up an integrated regional air defense network with Kazakhstan last year. Russia has such a network with Belarus, while a similar deal with Armenia has been in the works for some time. | |

“The contact was lost with the fighter Su-27 during training flights at about 6.42 pm Moscow time (2.42 pm GMT) on September 23,” the Defense Ministry said. “The warplane’s crash site was spotted in search. The search for pilots continues,” the ministry added.
The fighter’s crew was made of two pilots holding the rank of lieutenant-colonels.

Kazakhstan is to acquire the Sukhoi Su-30SM 'Flanker' as it looks to recapitalise its Soviet-era fighter force, the government announced on 4 February.
The disclosure was made by the Commander in Chief of the Kazakhstan Air Defence Forces (KADF), Major General Nurlan Ormanbetov, during a visit to the Irkutsk Aviation Plant where the Su-30SM is built.
"Thanks to the policy of the President [of Kazakhstan] today [we] have the opportunity to [recapitalise our] combat aircraft to modern types. This multipurpose aircraft will greatly enhance the combat potential of the [KADF]," said the general.
The government announcement did not disclose aircraft numbers or delivery timelines.
The Su-30SM has been developed from the Indian Su-30MKI and is intended by the Russian Air Force as a stop-gap until the Su-35 and Sukhoi T-50 PAK-FA enter service later in the decade. The two-seat Su-30SM features an improved radar, communications, and ejector-seat system. In addition, the aircraft's weaponry configuration has been adjusted to Russian specifications.
COMMENT
The KADF currently fields MiG-27 'Flogger', Su-25 'Frogfoot', MiG-31 'Foxhound', Su-27 'Flanker', and MiG-29 'Fulcrum' aircraft, all inherited from the Soviet Union in the early 1990s.
The central Asian nation has recently been procuring Western aircraft for the first time in the guise of the Airbus C295 transport aircraft, as well as EC145 and Bell UH-1 Huey II helicopters (and has been touted as a potential customer of the Airbus A400M transport aircraft).
However, as a former Soviet Republic and current member of the Collective Security Treaty Organization, Kazakhstan would have felt it needed (or even preferred) to opt for a Russian platform to fulfil its 'blue-riband' fighter requirement.

Kazakhstan and France are to work together on unmanned underwater vehicles (UUVs), Kazakh national defence company Kazakhstan Engineering revealed on its website on 16 February.
The company's Gidropribor subsidiary will be co-operating with French firm ECA Robotics in the field of UUVs. The agreement will see the Kazakhstan Navy procure 10 UUVs for use on survey work in the Caspian Sea, as well as for finding and destroying objects on the sea floor.
Under the agreement signed by ECA Robotics and Gidropribor, the Kazakh firm will undertake local assembly of the platforms as part of the procurement contract, which will last through to 2017.

Russia is set to supply fellow former Soviet nation Kazakhstan with S-300 air defense systems free-of-charge, a top Russian military official said Friday.
Deputy Defense Minister Anatoly Antonov, who was part of a military delegation traveling to the Central Asian state, said five battalions of S-300PS systems would be supplied from the arsenals of the Russian army.
Delivery of the systems will improve protection of Kazakhstan’s airspace as well as strengthen the air defense network of the Moscow-led Collective Security Treaty Organization military alliance, Antonov said.
The S-300PS (SA-10 Grumble) model was introduced to Soviet armed forces in 1985. It features 5V55R missiles with an engagement range of up to 90 kilometers (56 miles) and designed to lock in on a target after launch using an active detection system that steers the missile directly at the target. An S-300 battalion comprises up to six mobile launchers, according to estimates by military experts.
Kazakhstan reportedly has several S-300 systems deployed, mainly around the capital, Astana. Moscow signed an agreement to set up an integrated regional air defense network with Kazakhstan last year. Russia has such a network with Belarus, while a similar deal with Armenia has been in the works for some time.
