Areas of the world riddled with natural disasters and cursed by the secondary effects of mother nature’s wrath demand a responsive force that thinks, trains and plans ahead.
An exercise bringing together those very forces from 18 nations’ military and government organizations kicked off Sept. 5, 2016 at 14th Military Circle, Chonburi Province, Thailand. ASEAN Exercise 16-3 commenced with a fitting demonstration of an earthquake-induced collapsed building Search and Rescue operation.
Helicopters from Japan, Russia, Singapore and Thailand roared toward the airfield, dispatching fast-rope rescue teams and airlifting casualties. Meanwhile, teams on the ground moved casualties from the “hot zone,” a simulated collapsing building, to the “warm zone,” the immediate safety of an open field, and triaged according to casualty condition.
Teams from the Indian Army, Japan Ground Self-Defense Force and Royal Thai Army moved casualties secured on backboards swiftly to the pickup zone or field hospital. It was a grand display of pre-planned, coordinated and rehearsed disaster response, reinforcing the pay-off of the very familiarity and training this exercise will focus on.
“This exercise is intended to foster cooperation and to share experience, information and skills among military medics of the ASEAN member states and plus countries, while fostering capabilities of military units in the region through joint humanitarian assistance and disaster relief operations,” said General Prawit Wongsuwon, Kingdom of Thailand Deputy Prime Minister and Minister of Defense, during the opening ceremony.
AEx 16-3 is an opportunity for different nations to apply and hone common standard operating procedures and diversify each other’s capabilities for the inevitable calamities of the volatile Indo-Asia-Pacific.
A U.S. contingent of approximately 25 personnel from U.S. Pacific Command; U.S. Army Pacific; U.S. Marine Corps Forces, Pacific and Pacific Air Forces will work alongside the other nations in both the command post and field training exercises conducting medical planning, air medical evacuation, military medicine and chemical/ biological/ radiological/ nuclear defense.
Approximately 2,000 personnel are participating in the exercise from the 10 ASEAN member states Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Philippines, Singapore, Thailand and Vietnam and “plus” countries Australia, China, India, Japan, New Zealand, South Korea and Russia. “This is considered an important milestone of defense cooperation,” Wongsuwon lauded the ASEAN Defense Ministers Meeting Plus program, which, “which helps maintain peace, stability and security in the region.”

South Korea has donated 222 military vehicles to Cambodia in a bid to enhance bilateral ties and boost the Southeast Asian country's defence capabilities.
In a ceremony held on 23 March at the Techo Hun Sen Military Technical Institute in the southern province of Kampong Speu, South Korea handed over 208 military trucks and 14 engineering vehicles to Cambodia as part of a military aid package, according to a press statement issued by the Ministry of National Defence (MND) in Phnom Penh.
Presided by Cambodian deputy prime minister and defense minister Tea Banh and South Korean deputy defence minister Kang Byung-joo, the event marked third time Seoul has provided military assistance to Phnom Penh since the two countries established official diplomatic relations 20 years ago.
Kang was quoted by Xinhua news agency as saying that the fourth military aid package, which will be delivered to Cambodia in July, will include 134 trucks, eight engineering vehicles and two river patrol vessels.
Cambodia received the previous two aid packages in 2010 and 2012.
"I'm confident that the assistance will further enhance the friendly relations between our two countries and strengthen the [capabilities] of Cambodian military personnel," said Kang.
Speaking about the newly received vehicles, Banh was quoted by The Cambodia Daily newspaper as saying, "If anyone wants to start to make chaos or any revolution, then this equipment will join all our units."
The defence minister then assured reporters that the vehicles would not be used against the government's political opponents, as his country had other ways to deal with unrest.
"Please don't worry about the personal issues," he was quoted by the paper as saying when asked about political conflicts. "We have laws to implement against those people."

China donates army vehicles
Defence Minister General Tea Banh yesterday confirmed that China is to provide the army with tanks and armoured personnel carriers to strengthen relations between the two militaries.
He said the tanks and APCs would arrive in Cambodia in March, when the two countries will hold their second joint “Golden Dragon” military exercise.
According to a report on BTV television yesterday, China will provide about 100 tanks and APCs to the Defence Ministry’s Brigade 70.
Gen Banh declined to confirm the number of vehicles being given, but said the tanks and APCs would arrive in the country soon.
“China always helps in promoting the national defence sector,” he said.
General Ith Sarath, deputy commander of the Royal Cambodian Armed Forces, last week said the Golden Dragon military exercise would be held in March in Kampong Speu province’s Phnom Sruoch district.
It will commemorate the 60th anniversary of diplomatic relations between the countries, he added.
“The topic of the joint exercise is missions against terrorism and humanitarian affairs concerning both Cambodia and China,” Gen Sarath said.
The exercise will include 280 Cambodian troops and 190 Chinese troops.

KAMPONG SPEU, Cambodia (Xinhua) -- Cambodia and China launched the second joint drill on counter-terrorism and humanitarian rescue at a training field in the Maras Prov Mountains here on Saturday.
Some 280 soldiers of the Royal Cambodian Armed Forces (RCAF) and 216 soldiers of the Chinese People's Liberation Army (PLA) are involved in the drill dubbed "Dragon Gold 2018," which will last till March 31.
RCAF commander-in-chief Gen. Pol Saroeun said the exercise is part of the activities the two countries have organized to celebrate the 60th anniversary of the diplomatic relations between the two countries.
"The exercise is vital to exchange experience and further strengthen bilateral cooperation on anti-terrorism and humanitarian work," he said in a speech during the opening ceremony.

He said Cambodia highly values the drill with China which will importantly contribute to increasing capacity for the RCAF.
It will increase China-Cambodia readiness and responsiveness to challenges in the fight against terrorism and in the humanitarian tasks, he said.
Zhang Jian, army commander of the Southern Theater Command of the Chinese PLA, said the exercise is designed to bolster cooperation and friendship between the two armies.
The drill plays a very important role in further developing the relations between the two armies, he said in his opening speech.

It will further enhance cooperation between the two countries on terrorism fighting and humanitarian rescue, and contribute to maintaining peace, stability and development in the two countries, the region, and the world, he added.
The participating troops will carry on training of professional subjects such as anti-terror equipment operating, live-fire practice, unarmed wrestle, simulated airborne landing, man hunting, searching and rescuing.
Cambodia and China conducted the first joint drill in December 2016, focusing on humanitarian rescue and disaster relief at the Army Institute in southwestern Kampong Speu province.

China has agreed to provide Cambodia with more than USD100 million in aid to support the modernisation of the Royal Cambodian Armed Forces (RCAF), the government in Phnom Penh has announced.
The funding will be provided through a defence co-operation agreement (DCA) signed by the two countries during Chinese defence minister Wei Fenghe’s two-day visit to Cambodia, which ended on 18 June.
Also under the DCA, China will donate additional military equipment to the RCAF to support the service’s counter-terrorism efforts and the two militaries will look to expand military training and education programmes.
The Cambodian government did not elaborate on how the military aid will be spent by the RCAF, although other lines of credit provided by China have usually been spent on procuring Chinese military platforms.

TSAMTO - According to the Borneo Bulletin website, the Prime Minister of Cambodia, Hun Sen approved the purchase of armored personnel carriers that will be used by the units of the Cambodian Armed Forces participating in UN peacekeeping operations.
As reported by Armyrecognition.com, Hun Sen stated that Cambodian military personnel involved in peacekeeping operations must use armored vehicles while navigating danger zones where there is a likelihood of laying IEDs or the threat of shelling by militants.
In May 2018, Cambodia sent 428 peacekeepers, including 24 women, to participate in UN peacekeeping missions in Mali and South Sudan. Since 2006, Cambodia has sent a total of 5,257 troops, including 236 women, to participate in UN operations in Sudan, South Sudan, the Central African Republic, Chad, Syria, Lebanon and Mali.
The use of IEDs is one of the main threats in contemporary conflicts and will remain so in future UN peacekeeping operations.
As stated, Cambodia’s armored vehicles planned for procurement should have a high level of protection for defenses against fragments, shelling from small arms, mines and improvised explosive devices.

Nearly 1,600 soldiers will participate in a five-day live fire exercise called the Golden Hanuman 2019 in Kampot province this week.
According a statement by Defence Ministry spokesman General Chhum Sucheat, the Golden Hanuman will take place at a training ground in Chum Kiri district’s Trapaing Veng commune from Saturday until Wednesday.
“Golden Hanuman 2019 is designed to strengthen the capacity, knowledge and expertise of army officers and soldiers in protecting current and future territorial integrity,” Gen Sucheat said.
Lieutenant General Hun Manet, deputy commander of the Royal Cambodian Armed Forces and commander of the army, is expected to preside over the opening ceremony on Saturday.

Gen Sucheat said the exercise will include 1,595 soldiers from RCAF infantry, Bodyguard Unit, Air Defence Command, Brigade 70, Special Forces Paratrooper Brigade 911, Engineering Command and Transport Division 90.
“Heavy weapons used will include 152mm and 122mm artilleries, 23mm guns, 37mm guns, BM-21 rocket launchers, RM-70 rocket launchers, tanks, armored vehicles, fire trucks, military trucks and helicopters,” he said.
Royal Cambodian Army spokesman Brigadier General Mao Phalla yesterday said it will be RCA’s first drill under Lt Gen Manet’s command.
“It is our military habit. We have no intentions of threatening any group or country,” Brig Gen Phalla said. “We want to test our military abilities and measure the knowledge of the army and their expertise. We also want to compare to previous drills.”

“We will cooperate with the Air Force Command, and most units under the jurisdiction of the RCA will also join us,” he added. “The previous drill was led by RCAF High Command, but this time it will be led by the Royal Cambodian Army.”
Brig Gen Sucheat said over the past decade, Cambodia has held three similar military drills, the first in 2010, the second in 2013 and the third last year.
Last year, the Golden Hanuman took place in Chum Kiri district, where the RCAF used 20 rocket launcher mounted vehicles and 22 artillery guns.
At the time, more than 1,000 soldiers from various divisions, headquarters and units participated in live-fire drills. The RCAF used heavy equipment such as three helicopters, 20 vehicle-mounted BM 21 rocket launchers, artillery, 32 tanks, and 68 trucks.

Defence Minister General Tea Banh lauded last year’s drill because military personnel were able to accurately hit their marks.
“This is to show the capacity and technology which we attained from hard work,” Gen Banh said. “We have the ability to use live-fire if needed.”
Earlier this year, China and Cambodia held the Golden Dragon 2019, a military exercise. Both forces attended the event for 10 days in order to strengthen good cooperation.
Gen Sucheat said people living nearby the training ground should be alert and steer clear of the area.
“All the people who live around the training area in Kampot province’s Chum Kiri district, do not be alarmed by the drills,” he said. “We ask for understanding for any inconvenience.”

Very successful drive: PM held fundraiser to buy Chinese military trucks
Royal Cambodian Army Commander Lieutenant General Hun Manet yesterday defended the purchase of nearly 300 military trucks from China, saying the government did not use “a single riel” from the national budget.
A total of 290 military trucks arrived in the Kingdom on a cargo ship from China last week. The vehicles were handed over to the Royal Cambodian Armed Forces’ units and the National Police yesterday.
Speaking during the handover ceremony in Phnom Penh’s Olympic Stadium, Lt Gen Manet who is also RCAF’s deputy commander-in-chief, said the vehicles were purchased to strengthen the armed forces so it can serve the people and the nation’s interests better.
He said the trucks were purchased by the Kingdom through a fundraising effort initiated by Prime Minister Hun Sen. He said the money was donated by Cambodian companies and Cambodian people.
“I wish to clarify that we did not use even a single riel of the national budget, but used money from the fundraising with local charities,” he said. “The initiative by Samdech Decho [Mr Hun Sen] to appeal to generous people to support the army is nothing new. He has been doing this for many years.”
The order to purchase the trucks was made mid last year and they were expected to arrive early this year. They only arrived this month due to COVID-19 pandemic.
Lt Gen Manet also denied reports that the vehicles were donated by the Chinese government. He said China has regularly helped the Kingdom even during the COVID-19 outbreak, including sending medical experts and donating medical supplies, but not the military trucks.
“We do not need to lie, If they were donated by China, then we will say it is a Chinese donation,” Lt Gen Manet said. “If it was a Chinese donation and we said we purchased the truck, would they agree?”

Under the grant aid from China, the construction project for dry dock, pier and slipway rehabilitation in the modernisation centre of Ream Naval Base in Preah Sihanouk province kicked off this morning.
The groundbreaking ceremony was presided over Tea Banh, Deputy Prime Minister and Minister of the National Defence and Chinese Ambassador to Cambodia Wang Wentian. Speaking on the occasion, Tea Banh totally rejected the Washington Post’s report, saying that the modernisation of Ream Naval Base will not for China, but for the National Defence of Cambodia.
“Ream Naval Base is small, therefore we need to upgrade our base to protect our nation, territory and sovereignty. Ream Naval Base’s modernisation project is an important strategy for the development of the Royal Cambodian Armed Forces in accordance with the Ministry of National Defence’s White Paper,” he underlined.
“We want dry dock, pier and slipway rehabilitation as now, the medium ships cannot anchor in Ream, we have to float at the sea, and we don’t have any mean to repair ships,” he continued.
The modernisation of Ream Naval Base is in line with the Constitution, and Cambodia has no intention other than to upgrade its ability to defend itself against the pressures and geopolitical challenges facing the world, the defence minister added. Cambodia welcomes all assistance from other countries for development in accordance with the Cambodian Constitution and for the common benefit, he said. “As a strong pillar of the iron-clad partnership, China-Cambodia military cooperation is in the fundamental interests of our two nations and two peoples. The Ream Naval Base Upgrading Project is a result of mutual respect and equal consultation between the two sides, in line with domestic laws of both countries and relevant international laws and practices. It is not targeted at any third party, and will be conducive to even closer practical cooperation between the two militaries, better fulfillment of international obligations and provision of international public goods,” said for his part Wentian.
The project, once completed, will significantly drive forward the modernisation of the RCAF Navy, effectively enhance the capability of the RCAF to safeguard Cambodia’s national sovereignty and territorial integrity, he stressed.
