The first F-35 Adir fighter jet for Israel Air Force has successfully taken to the skies and completed its maiden flight with «no particular problems». That reproted by israelnationalnews.com
Lockheed Martin on Tuesday successfully conducted a test flight of the F-35 (also named F-35I ) fighter jet that has been given to Israel.
The test flight is designed to test the various systems installed in the jet, and which have so far only been tested on the ground.
In Israel’s first two F-35I will arrive on 12 December 2016. The squadron will be based at air force base «Nevatim» in the Negev.
It should be noted that Israel will become not only the first ally of the United States, which will receive the newest plane, but the only one that got the right to install on the F-35 systems.
In total, Israel should by the end of 2020 to 33 aircraft and 4 flight simulator with a total value of $ 5.3 billion. It is planned that up to half of the training, the pilots will spend it at the gym, which should significantly reduce the cost of training.

TEL AVIV – The Israel Navy is planning to deploy a new generation of unmanned surface vessels (USVs) based on a US-built combat craft and remote-control technologies and subsystems developed by state-owned Rafael, a naval officer said Wednesday.
Built around a twin-engine combat vessel by Oregon Iron Works and funded with annual US military assistance, the new fleet of four USVs constitutes Israel’s third generation of autonomous surface ships.
Once deployed by the middle of next year, they will complement manned surface ships in multiple missions, including defense of Israel’s economic waters, anti-mine and anti-submarine warfare, the officer said.
A prototype of the advanced USV – known here as Shomer Hayam, or Protector – is undergoing operational testing at the Israel Navy base in Ashdod. Three more USVs are under contract via the US Navy’s International Program Office and are scheduled to arrive year by year’s end.
“We have one that is currently in use in Ashdod, and we are contracted for three more. Once they arrive, my guys will upgrade them to make them more robust so that if they take a hit (from machine guns or anti-tank missiles) they’ll be able to come home,” said the senior officer on the Navy headquarters staff responsible for development, conversion and upgrades.
According to the officer, state-owned Rafael will outfit the US-built vessels with an advanced remote-control module that interfaces with all of the Protector’s subsystems, including an automatic weapon station for unmanned engagements.

TEL AVIV – The desert-based shipyard of state-owned Israel Aerospace Industries (IAI) will soon deliver three new Super Dvora Mk3 fast patrol craft to the Israel Navy, a Navy officer told Defense News on Wednesday.
The first of the three vessels, purchased from IAI’s Beersheba-based Ramta Division in September 2013, arrived at the Navy’s Mediterranean base in Ashdod last month and is now undergoing acceptance trials.
Once certified, it will replace the last of the Navy’s Dabur-class craft, which was recently decommissioned after more than 40 years of service.
“The first will be delivered in the coming few weeks, and the other two will follow by the end of the year,” the officer said. “This is a major improvement in our fast patrol and interdiction capabilities … and we intend to buy more.”
In a recent interview, Rear Adm. Yossi Ashkenazi, head of the Navy’s Materiel Command, said the service has earmarked funds in its multiyear modernization plan for additional fast craft from IAI as well as Israel Shipyards, the Haifa-based producer of the Shaldag Mk3.
“We are constantly upgrading our patrol boat fleets with these two contractors, both of which are well versed in our operational needs,” Ashkenazi said. He added, “It is MoD’s policy to give work to both of those industries.”
With regard to IAI’s Ramta Division, Ashkenazi said the service was extremely satisfied with the firm’s performance. “Only in Israel can you find a top-rate shipyard in the center of the desert.”

Source: RT LTA Systems Israeli aerostat manufacturer RT LTA Systems announced on 26 July that it was launching a new family of platforms under the name 'SkyGuard' that are designed to carry far heavier payloads for longer periods than its existing SkyStar family.
RT said its new Aero-T subsidiary will develop and produce the SkyGuard family and has already completed development of the SkyGuard 1.
The SkyGuard 1 takes the form of an egg-shaped 'blimp' rather than the spherical shape of the SkyStar. It can carry payloads weighing up to 90 kg and reach altitudes of up to 1,000 m for long-endurance missions, according to RT.
"Taken together, these abilities will allow the aerostat to operate continuously for at least seven days without maintenance," RT said.
In comparison, the largest SkyStar has a 50 kg maximum payload weight and 72-hour endurance.
As with the SkyStar, the SkyGuard 1 is unpowered and tethered to a ground control station.
RT sources expressed confidence that talks with potential clients would begin soon.
"Aero-T's new product uses the most high-end technology in its field and its qualities compete with the leading companies in the large aerostat market," said Rami Shmueli, CEO of RT and Aero-T.
SkyStar aerostats are in service with a range of clients, including the Israel Defense Forces, and are mainly used for aerial surveillance around specific facilities.

The Israel’s Ministry unveiled on Monday the IDF’s first wheeled armored personnel carrier (APC). The platform will soon enter service, joining the tracked Namer APC to eventually replace the aging and vulnerable M113 platforms. Thar reported by jpost.com.
The Defense Ministry’s Tank Administration announced that it had built the first prototype of the the APC, dubbed Eitan, after completing the development stage.
The development process was informed by “lessons learned from Operation Protective Edge” against Hamas in Gaza, in 2014, the Ministry added.
The eight by eight wheel vehicle will be powered by a 750 horsepower engine, and will have an active protection system to intercept RPG and anti-tank missile threats.
It will be able to reach speeds of up to 90 kilometers an hour, and ferry infantry soldiers from one battle sector to another, while traveling along roads without the need for military trailer services.
It can also travel through difficult terrain, according to the Defense Ministry.
Fleets of Eitan APCs will join the Namer, the most heavily fortified APC in the world, enabling the IDF to gradually phase out the thousands of 1970s-era IDF M113 APCs, which proved to be highly vulnerable to armor-piercing projectiles in Gaza.
Brig.-Gen. Baruch Matzliah, commander of the Tank Administration, told reporters on a conference call that the Eitan is a multi-purpose fighting vehicle, which will have a remote controlled gun and missile launcher that can be operated without crews leaving the vehicle.
“This does not replace the Namer. It travels quickly on roads between sectors. It will work together with the Namer, allowing us to engage faster,” he said.
The Eitan will be less fortified than the Namer but its faster speeds mean the IDF will be able to move ground forces between north and south, at much higher speeds. At the same time, Baruch said, its conventional armor and Trophy active protection system will keep the vehicle safe from shoulder-fired missile threats.
The Tank Administration and the IDF Ground Forces began a series of tests in recent days involving the Eitan prototype.
“The Eitan will be the most advanced and fortified wheeled fighting vehicle in the world,” the Defense Ministry said in a statement.”
The Eitan will turn into a family of APCs, which will include a vehicle for transporting 12 combat soldiers while being able to conduct strikes on the battlefield using a roof-mounted gun and missiles.

Both mega projects — the estimated $2 billion, three-vessel Dolphin-class air independent propulsion (AIP) program and the estimated €500 million (US $560 million), four-ship Sa’ar-6 corvette program — are subsidized in part by the German government.
They also involve extensive Israel-unique engineering modificatoins, which a top officer in Israel said benefits not only the Israeli Navy but the ThyssenKrupp Marine Systems (TKMS) shipyards, too.
“Building for the Israel Navy enriches your brand as a marine company,” Rear Adm. Yossi Ashkenazi, head of the Israeli Navy's Materiel Command, said of TKMS, the Kiel-based prime contractor for both programs.

TEL AVIV — After more than a decade of discussions, the Israeli Navy is in contract negotiations with the US Navy to purchase 76mm rapid-fire guns from Italian defense contractor Oto Melara, a subsidiary of Leonardo-Finmeccanica.
The estimated $100 million foreign military sale will be financed through US military aid and delivered via the US Navy from the Italian firm’s North American facility based in Largo, Florida.
In interviews here, Israeli Navy officers said the new guns would equip Israel’s surface fleet of Sa’ar-4.5 vessels, US-built Sa’ar-5 corvettes and four new Sa’ar-6 corvettes now under contract with the German shipyard ThyssenKrupp Marine Systems.
“We’ve been waiting for this gun for many, many years,” an Israel Navy captain responsible for surface ship upgrades told Defense News.
He noted that the same Oto Melara systems were produced in the United States for the Egyptian Navy.
“Now it’s our turn,” he said.

The Israel Defense Forces (IDF) Artillery Corps is in the process of introducing a new tactical doctrine that combines short bursts of shell fire with guided surface-to-surface missiles.
Speaking on 2 August, Colonel Rami Habudraham, the commander of the Flame of Fire Artillery Brigade, said his formation has been training to use what he described as the new "intelligence-based combat" doctrine in recent months.
The Flame of Fire Artillery Brigade was formed at the start of this year with personnel from the Field Artillery School at the Shivta training base in central Israel and will be deployed during a high-intensity conflict.
In addition to howitzer units, the brigade has a company equipped to carry out precision strikes using Israel Military Industries (IMI) Romah guided munitions fired from M270 Multiple Launch Rocket System (MLRS) and another company that can launch Rafael Tamuz (Spike) missiles.
It has its own field intelligence-gathering unit and has been equipped with radars to locate the source of incoming fire. These organic capabilities are part of a drive to reduce the 'sensor-to-shooter cycle' and enable artillery units to swiftly engage fleeting targets, such as rocket launching teams.
The brigade is also training to fulfil its primary role in a full-scale conflict: providing supporting fire to ground forces manoeuvring inside enemy territory. Col Habudraham said this involves firing "small, accurate barrages" at identified enemy targets.
He added that the evolving role of artillery brigades took centre stage when the IDF formed the 210th Golan Division in 2014 in response to the chaotic situation in Syria, where sub-state groups have largely replaced the Syrian military presence along the border.
The IDF Ground Forces Command has been investing in developing the Artillery Corps' ability to carry out rapid and independent surface-to-surface strikes. The techniques are specifically designed to target asymmetrical threats such as militants who vanish into civilian areas after carrying out hit-and-run attacks.

TEL AVIV — Israel’s Ministry of Defense (MoD) issued Monday a qualified apology for an Aug. 5 statement that likened the US-led nuclear deal with Iran to the ill-fated pre-World War II Munich agreement between Great Britain and Nazi Germany.
The Aug. 5 statement was sparked by US President Barack Obama’s Pentagon news conference the previous day in which he said the military and security community of Israel — “the country that was most opposed to the deal” — now realizes that the Joint Comprehensive Plan of Action "has been a game changer.”
In its latest statement of clarification, MoD cited “the incorrect portrayal in the media” of its earlier statement from last Friday, which referenced the Munich agreement.
According to the MoD, “Friday’s statement was in no way intended to draw comparisons, historical or personal.”
It concluded: “We regret if it was interpreted otherwise.”

Israeli officials play hardball, demanding that the Obama Administration pony up more than the record $40 billion ten-year offering made by the US -- by a cool $10 billion
Last week, US Chairman of the Joint Chiefs of Staff Joseph Dunford met with his Israeli counterpart at the Pentagon to discuss the new multi-billion-dollar military assistance package currently in negotiation between the Obama and Netanyahu administrations.
The package, proposed by the White House, calls for an unprecedented $40 billion in military aid over the next ten years, the single largest appropriation of foreign financial aid in world history, and significantly higher than the previous $30-billion agreement signed 10 years ago.
The Netanyahu Administration remains adamant that they will hold out for the best possible deal in light of geopolitical developments in Turkey and Syria that have resulted in a winnowing of America’s regional allies and its subsequent ability to project influence into the Middle East. The Israeli PM expressed unwillingness earlier in the year to accept anything less than $50 billion over the next ten years.
It has been speculated that Israel may be reticent to push the Obama Administration too strongly, for fear that they may not be able to negotiate as large a subsidy from the next president, especially in light of Donald Trump’s railings that the US is giving away too much money to foreign governments for the sake of its own security. However, with a decidedly hawkish Hillary Clinton surging in the polls in recent weeks, the Netanyahu Administration’s negotiating hand has improved.
In prolonged talks last weekend, the US Defense Department said in a statement that General Dunford stressed the closeness of US-Israeli relationships to Lt. Gen. Gadi Eizenkot, the chief of the General Staff of the Israeli Defense Forces.
Eizenkot was awarded the Legion of Merit, an award given to foreign military and political officials for "performance of outstanding services," by a full honor guard as part of the Obama Administration’s charm offensive.
The influence of Lt. Gen. Eizenkot may be overplayed, however, as he was appointed by the former Israeli Defense Minister, Moshe Ya’alon, who broke ranks with the increasingly hardline Netanyahu regime on Iran, and who further vowed to run against the Israeli Prime Minister in the next election.
"At this time and in the foreseeable future, there is [no] existential threat to Israel" from Iran, said Ya’alon, in the midst of negotiations regarding the Iran nuclear deal. Netanyahu not only publicly differs on this point, but would lose a major bargaining chip to garner US defense appropriations if the perceived threat from Israel is downplayed.
Marine Corps General Dunford apparently aimed in his meeting to set the Netanyahu regime at ease regarding whether the spigot of military aid would continue, bringing Eizenkot to Utah where the Israeli Lt. Gen. saw F-35 fighter jets, costing a whopping $200 million per aircraft, being prepared for delivery to Israel later this year.
Concurrent to Eizenkot’s visit, acting head of the Israeli National Security Council Yaakov Nagel met with US National Security Adviser Susan Rice on a final draft of a new memorandum of understanding on military assistance to Israel set to come into effect in 2018 when the current memo expires.
Initial reports claim that Israel believes that the offering by the Obama Administration is still unsatisfactory.

If successful, the administration’s push to remove the clause would inflict some real pain on Israel’s growing security sector, which already exports more arms overseas than almost any other country apart from the United States. On the flip side, the change would mean a potential windfall for American defense contractors scrambling to sell their wares abroad to make up for declining sales at home. The Middle East and Asia are now driving growth for major U.S. contractors, with about a quarter of revenue coming from international sales, compared with 15 percent in 2008.
The proposed shift “could be very good news for the U.S. defense industry,” said Loren Thompson, a longtime consultant for American military contractors, because “domestic defense spending is flat as a pancake and Israel is a consumer of high-end military technology.”
The issue has been a sticking point in the talks over the new military aid package because it could deprive Israel’s security firms of roughly $10 billion over the next decade, a vast sum for a crucial sector of the country’s economy. The deal, which doesn’t involve the direct transfer of military hardware but instead a commitment from Washington to finance Israel’s weapons buying, illustrates how the two countries’ security ties remain strong enough to transcend the tensions that have plagued relations between U.S. President Barack Obama and Israeli Prime Minister Benjamin Netanyahu.
Under the change proposed by the White House, Israel would have to spend all the funds it receives in the arms package on U.S.-made weapons instead of being allowed to spend a portion of it on Israeli-manufactured arms and fuel. L’armé israélienne en a assez d’être «exploitée» par des militaires qui quittent l’uniforme pour pantoufler dans des entreprises et autres start-up privées en profitant du savoir qu’ils ont accumulé durant leur service militaire. L’état-major a décidé d’établir un plan pour tenter d’endiguer cette hémorragie technologique.
«Il y a des procédures sur les transferts de technologie et d’expertise des soldats, mais elles sont dépassées dans l’écosystème dans lequel nous vivons», constate un responsable du ministère de la Défense. La plupart des fondateurs de start-up israéliennes viennent de l’unité 8200 ou d’autres branches de l’armée spécialisées dans le développement de services de défense informatique, de codes et d’algorithmes. Une fois leur service militaire d’au moins trois ans achevé, la plupart de ces jeunes effectuent un voyage à l’étranger pour souffler, puis passent par l’université avant de fonder avec d’autres de leurs camarades une start-up ou intégrer la branche israélienne d’un groupe international.
Sur le papier, les règles du jeu sont claires : la propriété intellectuelle des services mis au point durant leur service militaire appartient à l’armée, et les soldats doivent signer un document dans lequel ils s’engagent à ne pas dévoiler la nature de leur travail durant leur service militaire. Toute copie est en principe illégale. Mais comme le soulignent les experts, il existe une zone ambiguë. «Lorsqu’un soldat quitte l’armée, il est très difficile de l’empêcher de se servir d’informations, de savoir-faire lorsqu’il entre sur le marché privé, où la concurrence est sans pitié», explique un responsable d’une entreprise spécialisée dans le cyber-domaine. C’est d’ailleurs dans ce secteur que les limites sont des plus floues.
«Si un ancien soldat met au point un instrument médical en s’aidant d’une technologie destinée à l’origine à du matériel militaire, il apporte une réelle plus-value», ajoute ce responsable. Selon lui, ces jeunes ne sont pas forcément conscients de porter ainsi atteinte à la sécurité de leur pays ou d’exploiter quelque chose qui ne leur appartient pas.
Comme toutes les armées modernes, Tsahal développe des outils censés rester secrets, mais s’ils sont ensuite commercialisés, leur protection disparaît et la technologie devient à la portée de tous, y compris pour les services de renseignements et des militaires étrangers. Le danger est d’autant plus réel qu’Israël est le pays au monde où le nombre de start-up par habitant est le plus élevé. Leur effectif a bondi de 3 781 en 2006 à 7 400 au premier semestre de cette année.
Du côté des anciens militaires, la volonté de contrôle de l’armée suscite des critiques. «Va-t-on obliger celui qui a appris à créer des logiciels de défense contre des cyber-attaques à payer des royalties. Et, dans ce cas, il faudrait aussi taxer les anciens pilotes qui travaillent pour El Al, ou les anciens tireurs d’élite qui ouvrent une école de tir pour des civils», souligne l’un d’entre eux.
Autre argument : si des soldats et des officiers ont une idée ayant un potentiel commercial, ils pourraient hésiter à la présenter à leurs supérieurs et attendre d’avoir quitté l’uniforme pour la développer, si bien que tout le monde risque d’y perdre», poursuit-il, et d’ajouter qu’une réglementation plus stricte pourrait remettre en cause les succès enregistrés dans un pays qui se présente volontiers comme une «start-up nation». Bref, il ne faut pas tuer la poule aux œufs d’or. Autant d’arguments qui n’ont pas totalement convaincu l’état-major, ce qui promet une épreuve de force dans les prochains mois.

Toujours obsédé par le programme nucléaire iranien, Israël s’apprête à commander de nouveaux sous-marins auprès de l’Allemagne. L’Etat hébreu, qui a combattu l’accord sur le dossier du nucléaire conclu l’an dernier, qualifié d’«erreur historique», soupçonne l’Iran de vouloir violer en secret les limitations qui lui sont imposées, d’où la nécessité de maintenir une étroite surveillance.
Pour mener à bien cette mission, l’état-major estime que les sous-marins constituent le meilleur moyen pour recueillir des renseignements au large des côtes iraniennes et sont une arme idéale pour assurer une capacité de deuxième frappe. Autrement dit, la possibilité de tirer des missiles nucléaires vers le territoire ennemi après qu’une agression nucléaire eut détruit ses bases abritant des missiles nucléaires à longue portée. Selon des sources militaires américaines, les sous-marins vendus par l’Allemagne sont conçus de telle manière qu’ils peuvent être équipés de missiles nucléaires.
Actuellement, la marine israélienne dispose de cinq sous-marins d’origine allemande, un sixième appareil devant être livré au début de 2018. Le dernier modèle de 1 900 tonnes, basé sur l’A212 allemand, a dix mètres de plus que les précédents, ce qui lui permet de transporter des véhicules sous-marins et de disposer d’une dizaine de tubes de torpille de 650 mm, ce qui pourrait lui permettre d’y adapter des missiles nucléaires.
Mais ces sous-marins ne sont pas assez nombreux pour assurer des opérations permanentes dans le Golfe, dans la mesure où chacun d’eux doit passer de longues périodes dans la base de Haïfa pour y subir des révisions et autres opérations de maintenance. Tous les sous-marins acquis jusqu’à présent sont de classe Dolphin. Trois ont été livrés au début des années 2000. Les quatrième et cinquième exemplaires sont entrés en activité depuis l’année dernière. Un accord est ensuite intervenu avec Berlin pour la fourniture d’un sixième sous-marin, dont le coût d’un demi-milliard de dollars sera financé à hauteur d’un tiers par l’Allemagne.
Dès que ce nouvel appareil sera opérationnel, un des trois premiers sous-marins livrés auparavant sera mis hors service. Pour augmenter leur nombre, des négociations ont discrètement commencé ces dernières semaines en vue de l’acquisition de deux à trois sous-marins supplémentaires, qui, espèrent les responsables israéliens, bénéficieront d’une subvention de taille de la part du gouvernement allemand, qui souhaite, par ailleurs, assurer l’activité des chantiers navals de Kiel, où ils sont construits.

Actuellement, la marine israélienne met en oeuvre cinq sous-marins de la classe Dolphin, construits en Allemagne par ThyssenKrupp Marine Systems (TKMS). Un sixième exemplaire, l’INS Dakar, rejoindra la base naval de Haïfa d’ici 2019.
Seulement, cette flotte de sous-marins n’est pas homogène dans la mesure où les trois derniers submersibles commandés par Israël appartiennent à la classe Dolphin AIP, c’est à dire qu’ils sont dotés d’un système de propulsion anaérobie (AIP), ce qui leur donne une plus grande autonomie en plongée par rapport à leurs prédécesseurs, livrés entre 1999 et 2000.
Ces derniers étant moins performants, la marine israélienne envisagerait ainsi d’acquérir trois nouveaux sous-marins, toujours auprès de l’Allemagne, pour 1,2 milliard de dollars. Du moins, c’est ce qu’affirme le quotidien Maariv, qui croit savoir qu’un protocole d’accord sera signé à cette fin le 7 novembre prochain.
Cette intention d’achat n’a pas été commentée par le ministère israélien de la Défense. En revanche, elle a été confirmée par Georg Streiter, le porte-parole du gouvernement allemand. « Tout ce que je peux dire, c’est qu’Israël envisage d’acheter de nouveaux sous-marins » pour renouveler sa flotte « à partir de 2027″, a-t-il dit, rapporte l’AFP. « Des discussions ont lieu à différents niveaux » sur une « probable assistance et participation financière allemandes », a-t-il ajouté.
Lors de la commande des trois premiers Dolphin destinés à la marine israélienne, le gouvernement alors dirigé par le chancelier Helmut Kohl avait consenti une participation financière équivalente à un tiers du montant du contrat. Cette disposition a ensuite été reconduite pour les trois autres sous-marins de la classe Dolphin AIP. Aussi, il est probable qu’il en soit de même pour les trois nouveaux submersibles qu’envisage d’acquérir Israël.
Inspiré du sous-marin de type U-212, le Dolphin AIP est armé par un équipage d’une trentaine de marins. Il est en mesure d’emporter des torpilles (6 tubes de 553 mm et 4 de 650 mm), des mines et des missiles, dont, sans doute, le missile de croisière Popeye Turbo, susceptible d’être doté d’une tête nucléaire.
En janvier, à l’occasion de la réception de l’INS Rahav (classe Dolphin AIP), le Premier ministre israélien, Benjamin Netanyahu, avait affirmé que cette escadrille de sous-marins « fera office d’arme de dissuasion contre les ennemis qui veulent nous détruire. » Et d’insister : « Ils n’atteindront pas leur objectif. Qu’ils sachent qu’Israël est capable de frapper avec la plus grande force ceux qui veulent lui nuire. »

TEL AVIV – Elbit Systems is challenging state-owned Rafael Ltd. for a greater share of the Israeli market for remote controlled weapons stations (RCWS) with its Dragon, hundreds of which will be delivered to the Israel military by mid-2018.
Once the sole domain of Rafael, whose Katlanit (Lethal) system has been deployed for a decade on stationary posts along the Gaza border and on Namer heavy troop carriers, Elbit’s Dragon RCWS is now operational with multiple active duty infantry and engineering units.
It was selected nearly five years ago in what started as a three-way competition with Rafael and Israel Military Industries, but eventually became a sole-source contract to Elbit due to inability of competitors to meet Israel’s price requirements, defense and industry sources here said.
“In the end, due to the not-to-exceed target price, Rafael was very frustrated by the bid and didn’t submit an offer,” a defense source told Defense News.
A Rafael executive confirmed the firm’s decision not to bid on the contract back in 2011, due to the “ridiculous” not-to-exceed price demanded by the customer.
Since then, however, he noted that Rafael and the Israeli Defense Ministry have invested “significant funds” to improve the system and are now in negotiations for a follow-on RCWS order for the Namer.
Today, Rafael’s improved Katlanit – deployed in over 25 countries under the international marketing name Samson -- remains the official RCWS supplier for Namer, says Lt. Col. Udi Weisbuch of the Technology Branch of the Israeli military’s Ground Forces Command.
But in parallel, he said, Elbit has become the supplier of choice for Puma and Achzarit heavy Armored Personnel Carriers (APCs) operated by infantry and combat engineering forces.
Both systems are being procured to fire 12.7-mm and 7.62-mm rounds, although Israel is planning to add capabilities for 40-mm grenades in latest versions of Rafael’s Namer-based Katlanit RCWS.
