Actuellement, l’armée du sultanat d’Oman disposent de 38 exemplaires du char Challenger 2, acquis auprès du Royaume-Uni au cours des années 1990. Seulement, comme ce dernier est armé d’un canon rayé L30A1, lequel incompatible avec les obus de 120 mm au standard Otan. Et cela risque de poser un problème à l’avenir dans la mesure où la British Army est la seule autre force à en être équipée.

D’où la volonté de Mascate de remplacer ses Challenger 2. Et selon l’hebdomadaire Der Spiegel, le sultanat serait intéressé par le char Leopard 2 de Krauss-Maffei Wegmann, allié au français Nexter. L’information a été confirmée par un parlementaire allemand.

Il est ainsi question d’un contrat portant sur 70 chars, pour un montant estimé à environ 2 milliards d’euros.

Cela étant, le Leopard 2 n’est pas le seul en piste : les autorités omanaises ont également contacté le groupe turc Otokar, qui développe le char Altay T1, sur la base du K2 Black Panther sud-coréen.

Le conseil fédéral de sécurité allemand (qui réunit la chancelière Angela Merkel et les 7 ministres concernés, dont celui de l’Économie) aurait donc autorisé l’envoi à Oman d’un Leopard 2 de la Bundeswehr pour des démonstrations.

En règle générale, l’Allemagne se refuse à vendre des armes à des pays ne respectant pas les droits de l’homme, situés dans des zones instables ou menaçant la sécurité d’Israël. Cependant, ces dernières années, certains contrats ont donné lieu à de vives polémiques outre-Rhin, notamment quand il a été question de livrer des chars Leopard 2 à l’Arabie Saoudite et au Qatar.

L’arrivée de Sigmar Gabriel au ministère de l’Économie, a marqué un nouveau tournant dans la politique allemande en matière d’exportations d’armes, ce responsable social-démocrate (SPD) ayant même dit trouver « honteux » de voir son pays se livrer à un tel commerce. Une telle approche, vivement critiquée à Paris, a ainsi mis dans l’embarras quelques industriels français ayant établi des coopérations avec leurs homologues d’outre-Rhin.

Quoi qu’il en soit, il semble que Sigmar Gabriel soit désormais plus souple, à en juger par la liste des licences d’exportations autorisées par le Conseil fédéral de sécurité. Ainsi, d’après Der Spiegel, ont été approuvées les ventes de 600 armes antichar à la Jordanie, de mitrailleuses au Liban et de 1.600 fusils Heckler&Koch à Oman.

The State Department has made a determination approving a possible Foreign Military Sale to Oman of TOW 2B missiles, related equipment and support. The estimated cost is $51 million. The Defense Security Cooperation Agency delivered the required certification notifying Congress of this possible sale on January 6, 2016.

The Government of Oman has requested a possible sale of:

Major Defense Equipment (MDE):

Four hundred (400) Tube-launched Optically-tracked wire guided (TOW) 2B Aero, Radio Frequency (RF) missiles (BGM-71F-3-RF)
Seven (7) TOW 2B Aero, RF Missile (BGM-71F-3-RF) Fly-to-Buy Missiles.
The estimated value of MDE is $51 million. The total estimated cost of this effort is $51 million.

This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in the Middle East.

The proposed sale of the TOW 2B Missiles and technical support will advance Oman’s efforts to develop an integrated ground defense capability. Oman will use this capability to strengthen its homeland defense and enhance interoperability with the U.S. and other allies. Oman will have no difficulty absorbing these missiles into its armed forces.

The proposed sale of this equipment and support will not alter the basic military balance in the region.

The principal contractor will be Raytheon Missile Systems, Tucson, Arizona.

There are no known offset agreements proposed in connection with this potential sale.

Implementation of this proposed sale will require the U.S. Government or contractor representatives to travel to Oman for multiple periods for equipment de-processing/fielding, system checkout and new equipment training. There will be no more than three (3) contractor personnel in Oman at any one time and all efforts will take less than fourteen (14) weeks in total.

There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.

This notice of a potential sale is required by law and does not mean the sale has been concluded.

Assemblage du premier Typhoon pour Oman !



Le premier Eurofighter « Typhoon II » destiné à la Royal Air Force d'Oman est entré en phase d’assemblage sur le site de BAe Systems à Warton dans le Lancashire au Royaume-Uni. Ce premier Eurofighter destiné au Sultanat d’Oman sera un biplace.

Le Sultanat d’Oman avait passé commande en décembre 2012 pour 12 avions de combat Eurofighter " Typhoon II ", les livraisons vont débuter en 2017.

Dans un premier temps le standard livré sera le «T2 », puis à partir de 2018, Oman commencera a recevoir le nouveau standard « T3 ». La nouvelle version de l’Eurofighter contient plusieurs améliorations permettant à l’avion d’être pleinement multirôle en comparaison des versions et standards antérieurs. L’Eurofighter T3 Block15 dispose du capteur IRST de série, il permettra la mise en oeuvre du missile METEOR, ainsi que les missiles «TAURUS» et «Storm Shadows».

Par rapport à la version «Tranche 2» ce nouveau standard du «Typhoon» intègre les dernières innovations technologiques. Comme par exemple un système de largage de carburant qui permettra au «Typhoon» de rester en vol et en mission plus longtemps, ou encore le radar CAPTOR-E doté de l’antenne à balayage électronique de Selex-ES. Pour permettre la mise en place du radar à antenne AESA définitif, l’avion a reçu une capacité de puissance électrique additionnelle, ainsi qu’une architecture de calcul offrant une vitesse supérieure.

Austal is preparing to deliver the latest variant of the company’s proven theatre support vessel platform, the High Speed Support Vessel (HSSV), to the Royal Navy of Oman (RNO) in April 2016 - following successful acceptance trials in Western Australia.





he first of two 72m HSSV’s developed for the RNO – the future RNOVAl Mubshir - is on schedule for deployment in Oman in the first half of 2016, following construction at Austal’sHenderson, Western Australia shipyard.The sister ship will be delivered later in 2016.

The 72metre HSSV is an evolution of the proven Expeditionary Fast Transport (T-EPF) platform developed for the United States Navy by Austal - now operating around the world with US Military Sealift Command (USMSC) - including USNSChoctaw County(T-EPF-2)on deployment with US 5th Fleet in Bahrain.
The RNO 35 knot, all-aluminium High Speed Support Vessel (HSSV) offers exceptional speed, manoeuvrability and carrying capacity (up to 260 embarked troops and their vehicles)– for a range of operationsand logistics support roles. Featuring a shallow draft of 3 metres, a 900sqm vehicle deck and medium-lift aviation capability (for a NH-90 helicopter), the HSSV is a new era of capability for both open ocean and littoral missions.

Speaking at the launch of the first HSSV in October 2015, Austal Chief Executive Officer Andrew Bellamy commented “Austal’s success in developing customised designs such as the HSSV clearly demonstrate our depth of expertise and understanding of naval operations and capabilities.”

The HSSV and the T-EPF both evolved from a proven, Austal-designed high speed catamaran platform – the 101m Westpac Express. This vessel has been leased from Austal by the US Marine Corps based in Okinawa, Japan for troop and vehicle transport throughout the Western Pacific for the past 14 years - and continues to outperform alternative modes, such as military aircraft, in terms of performance and economy.

As part of the company’s broader growth strategy for the region, Austal Middle East shall provide in-service support to the HSSV’s and the Royal Navy of Oman through the company’s established service centre in Muscat, Oman (operating since 2008) and regional office in Abu Dhabi, UAE.

Oman's plans to turn its new Duqm port into an international naval support centre made progress on 30 March, when the UK announced a multi-million pound joint venture (JV) that will "provide vital engineering work and support to the world's naval vessels".

The UK government indicated there will be a permanent Royal Navy presence at Duqm and the port will be used by the two Queen Elizabeth-class aircraft carriers, as well as other naval vessels. "A permanent presence at Duqm would enable the UK to shape the development of the naval facility to support future carrier capability and wider British maritime needs in the area," it said.

The development will be carried out by a JV of Babcock International, the UK's leading naval support services company, and the Oman Drydock Company (ODC). Operated by the South Korean company Daewoo Shipbuilding & Marine Engineering, ODC was established in 2006 to run the ship repair yard that was subsequently constructed at Duqm.

The port at Duqm is part of an ambitious project to turn a fishing village into a major logistics and business hub, which also includes the construction of a new airport and plans to build rail and pipelines to connect the port with other members of the Gulf Co-operation Council (GCC).

The Royal Navy of Oman (RMO) will reportedly have a base there, but satellite imagery of the port on 17 December 2015 showed no RMO vessels.

Captain Wim Aertbelien, the harbour master at Duqm, told Oman's HI Times newspaper in May 2015 that the new port was already being regularly used by foreign naval vessels.

"We have received 30 navy ships so far from America, Germany, Turkey, Greece, Netherlands, France, UK, and GCC countries," he said. "We have plenty of space to offer for the navy ships. We provide them with fresh water.

UK to increase training to Oman
The UK will increase its short term training effort in Oman by a third this year, Defence Secretary Michael Fallon has announced.






The commitment came as he met the Omani Minister Responsible for Defence Affairs, His Excellency Sayyid Badr bin Saud bin Harub Al Busaidi to review the defence relationship between the two countries. They also signed a new defence Memorandum of Understanding.

Britain’s armed forces plan to deploy 45 short term training teams to Oman in 2016, compared with the annual average of 34. These teams will play a key role in training Omani troops on range of core skills such as crisis management, instructing medical teams in combat response and teaching engineers how to use vital equipment.

The uplift complements a comprehensive programme of exercises which includes a four day maritime exercise focussing on sea mine threats and a six week land exercise to train Omani troops on how to operate in a mountainous environment. The UK also intends to look at options for a permanent training facility in the country.

Michael Fallon also took the opportunity to cover a number of mutual defence interests and gain an insight into regional issues including the conflict in Yemen.

Defence Secretary Michael Fallon said:

This training uplift underlines the commitment we made in our Strategic Defence and Security Review to increase our partnerships in the Gulf region.

Oman is our friend. We are working more closely than ever with them across military, counter-terrorism and intelligence fields to tackle shared threats to stability.

Oman is a longstanding British ally in the Gulf with shared interests across diplomatic, economic and security matters.

The meeting today follows a visit to the country in March where Mr Fallon announced the intention to develop a multi-million pound joint venture between British defence company Babcock International and the Oman Drydock company.

The agreement, supporting development at the booming Duqm Port complex, will provide vital engineering support to the world’s naval vessels.

The Royal Navy of Oman has received the second High Speed Support Vessel (HSSV) from Australian shipbuilder Austal.

The RNOV Al Naasir was handed over at the company's facility in Perth on 8 September, four months after the first vessel - RNOV Al Mubshir - was delivered.

According to the company, RNOV Al Mubshir is currently operating in the Gulf of Oman and Arabian Sea. The two vessels were acquired under a contract valued at USD124.9 million that was signed in 2014, covering the design, construction, and integrated logistics support.

Designed to rapidly deploy personnel and cargo, as well as carry out search-and-rescue operations, the HSSV has a draft of just 3 m, a 900 m 2 vehicle deck, seating capacity for 260 troops, 395 tonne carrying capacity, and a helipad for one of Oman's NH-90 helicopters.

The delivery of the vessels came after Australian Minister for Defence Industry Christopher Pyne revealed that he is going to be supporting Austal's bid for a catamaran contract in the United Arab Emirates. Speaking at the Land Forces 2016 Conference in Adelaide on 7 September, Pyne revealed that the contract was worth in the region of AUD1 billion (USD767 million).

An Austal representative had not responded to a request for comment by the time of publication.

Le premier Eurofighter pour le Sultanat d’Oman !




Airbus DS et son consortium Eurofighter Jagdflugzeug GmbH se félicite de sortie du premier exemplaire de l’Eurofighter « Typhoon II » destiné à la Royal Air Force of Oman (RAFO). L’avion a été formellement présenté au client lors d'une cérémonie qui s’est tenue au sein de l'activité Military Air & Information de BAE Systems au Royaume-Uni le 15 mai 2017dernier.

Un public invité de plus de 100 délégués a assisté à l'événement sur le site de BAE Systems à Warton, au Lancashire, dont Son Excellence Sayyid Badr bin Saud al Busaidi, le Ministre du Sultanat de l'Oman Responsable des Affaires de Défense (MRDA) et le Commandant du Royal Air Force d'Oman, vice-maréchal de l'air Mattar bin Ali bin Mattar Al Obaidani.

Volker Paltzo, Directeur Général de Eurofighter Jagdflugzeug GmbH, a déclaré: « Au nom de toutes les sociétés partenaires du groupe Eurofighter (EPC), je félicite BAE Systems et la Royal Air Force d'Oman pour ce déploiement, une journée fierté pour l'ensemble du programme Eurofighter « Typhoon II ».

Omani Army selects Beretta 92FS pistol

The Royal Army of Oman (RAO) has ordered the 9x19 mm Beretta 92FS as its future handgun, a Beretta source has told Jane's.

The RAO began looking for a replacement for its current pistols, which are mostly Browning Hi-Powers, in 2016.

The 92FS and four other European pistols were downselected in October 2016. An Omani team visited all five bidders in January, carrying out tests at company ranges, which led to the selection of the 92FS the following month.

A quotation was provided in April, leading to the signing of an initial contract for 4,000 pistols to be delivered for the RAO's special forces in early May, with the delivery of another 6,000 pistols planned for September.
