Non-MDE items and services consist of twenty-nine (29) KIV-78 cryptographic/timing modules (twenty-three (23) installed and six (6) spares); twenty-nine (29) KY-100M cryptographic radio encryptors (twenty-three (23) installed and six (6) spares); twenty-nine (29) AN/APX-126 Combined Interrogator Transponders (twenty-three (23) installed and six (6) spares); Classified and Unclassified Computer Program Identification Numbers (CPINS) upgrades; OFP upgrades for IFF Mode 5 capable systems, Joint Mission Planning (JMPS) upgrade; Sniper Advanced Targeting Pod software, service support, support equipment, spares, and training; systems support and test equipment; spare and repair parts; publications and technical documentation; training and training equipment; U.S. Government and contractor engineering; logistics and technical support services; and other related elements of logistics and program support. The estimated cost is $62 million.
This proposed sale will support the foreign policy and national security objectives of the United States by helping to improve the security of a friendly country which has been, and continues to be, an important force for political stability and economic progress in the Middle East.
The proposed sale allows the U.S. military to support the Royal Air Force of Oman, further strengthen the U.S.-Omani military-to-military relationship, and ensure continued interoperability of forces and opportunities for bilateral training and exercises with Oman’s military forces.
This proposed sale of items and services will enable Oman’s twenty-three (23) F-16s currently using Mode 4 IFF to become interoperable on Mode 4/5. Mode 5 IFF allows U.S. and partner airborne and surface armed forces to conduct complimentary air operations. Incremental OFP software upgrades required to support Mode 5 will provide additional incremental improvement for other associated F-16 subsystems. Oman will have no difficulty in absorbing these upgrades into its F-16 fleet.
This proposed sale of equipment and support will not alter the basic military balance in the region.
The prime contractor will be Lockheed Martin of Fort Worth, Texas. There are no known offset agreements proposed in conjunction with this potential sale.
The proposed sale will not require the long-term assignment of any additional U.S. Government or contractor representatives to Oman.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

According to Belgian “Army Recognition” magazine citing the Pulse News website, Oman looks to acquire K2 main battle tanks from South Korea.
South Korean Defense Company Hyundai Rotem Co. could sell 76 K2 Black Panther Main Battle Tanks to Oman, a deal that could reach an amount up to $884.6 million.
The K2 Black Panther is the South Korean main battle tank that will replace most of the remaining M48 Patton tanks and complement the K1 series of main battle tanks currently fielded by the Republic of Korea. Mass production commenced in 2013 and the first K2s were deployed with the armed forces in June 2014.
The K2 MBT is a tank based around a brand-new concept with combat efficiency maximized through digital-based ergonomic designs suited for the 21st-century technical combat environment. It features dramatically strengthened firepower due to an extended turret gun and new shells. Plus, it features high mobility and maneuverability through a small powerpack and its advanced suspension and navigation system.
The survivability of the K2 MBT has been reinforced with armored plates made of new material and an active protection system, while its 3D battlefield control capability has been enhanced with the Vetronics system and the combat command and control system.
Furthermore, the K2 MBT incorporates advanced intellectualization of its various control systems, most notably including its newest fire control system.
Previously Hyundai Rotem managers stated that the K2 MBT has been already tested in desert conditions, and some countries in the Middle East have shown interest to purchase the tank.
Also, according to the Diplomat newspaper website, South Korea will total produce 206 K2 Black Panther main battle tanks for the Republic of Korea army.

FNSS revealed its combat engineering variant of the Pars III 8×8 armoured vehicle, which was developed specifically to meet the requirements of Oman, at the 2019 IDEF exhibition.
The vehicle is undergoing qualification tests for Oman and is expected to complete all testing by mid-2019, at which point deliveries are expected to commence.
The contract with Oman covers delivery of 172 Pars III vehicles in 13 configurations. Of those vehicles, 145 will be based on the 8×8, and the remaining 27 on the 6×6 variants.
The contract for the combat engineering variant covers eight vehicles. It is designed to perform a number of combat engineering operations including mine clearance, obstacle clearance, obstacle creation, and constructing bases and defences. It is crewed by a driver/operator, commander, gunner, and four dismounts. The vehicle is based on the standard 8×8 Pars III.
FNSS has worked in collaboration with UK-based Pearson Engineering to develop and integrate mission-specific equipment onto the vehicle, which is designed to be rapidly dismounted and swapped for other systems as the situation dictates.
The engineering functionality is provided by a Pearson Universal Connection Kit (Jettison Kit) that is fitted to the front of the vehicle. The Jettison Kit employs existing Pearson technology to enable the rapid changing of attachments, but is customised to fit the Pars III. Gökhan Tekin, Oman Pars III WAV programme manager, explained that the front attachment can be changed in five minutes by a single crew member - using the vehicle to move from attachment to attachment, and no specialist tools or crane are required. He added that this can be reduced to four minutes with two crew members.

Indra a annoncé avoir déployé son système de défense aérienne AIRDEF au sein du sultanat d'Oman afin d'accroître les capacités de détection et de défense des forces aériennes. Différents radars ont été installés afin de garantir la surveillance de l'espace aérien d'Oman et plusieurs centres de commande et de contrôle (C2) AIRDEF ont été mis en place .
A travers ce système, les forces aériennes disposeront d'une connaissance poussée de l'espace aérien, leur permettant de planifier des actions militaires en cas d'intrusion. AIRDEF permettra ainsi d'identifier la pénétration d'aéronefs dans l'espace aérien du sultanat et de distinguer les avions coopératifs des aéronefs non coopératifs. Afin de disposer d'une couverture complète de l'espace aérien, le système AIRDEF capitalisera sur la fusion de données collectées à partir de capteurs au sol. Les informations seront ensuite transférées vers le centre de contrôle, lesquelles pourront être filtrées grâce à la technologie d'AIRDEF
Par ailleurs, Oman a notifié à Indra un contrat additionnel visant à compléter le système AIRDEF avec d'autres briques technologiques et ainsi renforcer les capacités de surveillance du sultanat.

South Korean ammunition manufacturer CNO Tech on 14 November signed a technology transfer agreement with the Public Authority for Privatisation and Partnership (PAPP), which manages offset programmes in Oman.
Under the agreement, CNO Tech will transfer production-line technologies to the Oman Munition Production Company (OMPC), which was established with French company Manurhin in 2014 as an indigenous supplier to the Omani armed forces and security services.
CNO Tech products include military training ammunition such as a 40 mm practice grenade and 155 mm artillery training rounds, as well as non-lethal ammunition for police and homeland security forces.
OMPC manufactures NATO-standard 5.56 mm, 7.62 mm, and 9 mm calibre ammunition.

AM General, a US-based firm has been contracted to upgrade 200 of Jordan's M998 High Mobility Multi-Wheeled Vehicles (Humvee).
"AM General was awarded a $15.12 million Foreign Military Sales (Jordan) contract for hardware support to reset and upgrade a fleet of 200 M998 High Mobility Multi-Wheeled Vehicles," the US Department of Defense said in a statement Friday.
Work will be performed in Amman, Jordan, with an estimated completion date of December 13, 2020.

le Deal pour ke K2 Panther connaît encore des retards, les sud coréens ont proposé une version spécialement pour l'armée du Sultanat.

Il faut signaler que le K2 était en compétition face au Char Altay Turque et le Leo2A6 ... le premier a subi une panne moteur durant les tests ... le deuxième semble avoir des problèmes de manœuvres en zones désertiques ... les omanais étaient très satisfaits du K2 ...

Omani Land Forces have taken delivery of all 172 Pars III 8x8 and the Pars III 6x6 armored fighting vehicles (AFVs) built by Turkish FNSS Defense Systems.
These armoured vehicles were ordered by Oman in 2015. First batch of the AFVs were shipped two years later.
The FNSS PARS is available in 4×4, 6×6 and 8×8 configurations. The PARS III was primarily designed for the export market.
PARS 6X6 AFV specifications
The Omani military received several versions of the Pars including: 25mm and 30mm turrets and 12.7mm remote-controlled turret vehicles, armored combat vehicles that carry 120mm of mortar, armored reconnaissance and surveillance vehicles, armored command vehicles, armored ambulances, armored rescue vehicles, armored maintenance vehicles, armored fortification chemical, biological, radiological and nuclear (CBRN) defense vehicles and armored combat vehicles from the Turkish company, Daily Sabah reported August 28.
PARS III 8X8 specifications
The PARS III 8×8 sold to Oman are equipped with a FNSS Saber-25 power-operated turret armed with a 25mm dual-feed automatic cannon and a 7.62 mm coaxial machine gun. It is also equipped with a laser rangefinder with a range of 8,000 m and fire control system.
The Pars vehicles, including a 6x6 mine-protected model, will also join the Turkish Armed Forces (TSK) inventory soon. As part of the project, the first batch of 12 vehicles will be delivered in 2021

On October 3, 2023, the US State Department granted approval for a potential Foreign Military Sale (FMS) to the Government of Oman, involving the acquisition of 301 Tube-Launched, Optically-Tracked, Wireless-Guided (TOW) 2B Radio Frequency (RF) missiles (BGM-71F-7-RF), at an estimated cost of $70 million. Alongside these missiles, which include seven "Fly-to-Buy" missiles, the sale also encompasses technical, program, logistics, and engineering support services from both the US Government and contractor sources, as well as various logistics and program support elements.

The TOW 2B Radio Frequency Missile is part of the TOW missile system, a longstanding heavy anti-tank missile weapon system developed by Raytheon. With over 40 armed forces worldwide employing this system, it serves various roles, including anti-armor, anti-bunker, anti-fortification, and anti-amphibious landing functions. The TOW system boasts integration on more than 15,000 ground, vehicle, and helicopter platforms around the globe, and it underwent wireless guidance enhancements in 2010, making it a valuable asset to the U.S. Army, Marines, and other users.
Raytheon Systems Company introduced the TOW EagleFire launcher in October 2015, which is capable of firing both wire-guided and wireless radio frequency missiles. This next-generation launcher brings improved target acquisition and engagement capabilities to the system, powered by lithium-ion technology, enabling silent operation for up to nine hours, among other structural and technological advancements.
The TOW missile system has been in service since 1970 and has seen extensive use, with over 700,000 TOW weapon systems delivered to date. Its production versions include TOW 2A (BGM-71E) and TOW 2B (BGM-71F), which complement each other along with variants like TOW 2B Aero and TOW 2A bunker buster (BGM-71H). The TOW 2B missile system made its operational debut during Operation Iraqi Freedom.
The missiles can be launched from the ground using tripod-mounted launch tubes or installed on a variety of vehicles. They are also utilized in airborne applications across at least 13 countries, including helicopters such as the AgustaWestland Lynx, AgustaWestland A129, Bell Textron 206L, UH-1 Huey, Hughes 500MD helicopter, Eurocopter Bo 105, and Bell Textron AH-1 Cobra attack helicopter.
The TOW missile system employs command-to-line-of-sight guidance, utilizing a telescopic sight for target acquisition and a two-stage ATK solid propellant rocket motor for propulsion. Guidance signals are transmitted via wires, enhancing resistance to electro-optical and infrared countermeasures.
The TOW 2B variant operates in a 'flyover shoot down' top-attack mode, distinguishing it from other versions that employ direct attacks. It incorporates a dual-mode target sensor developed by Thales Missile Electronics, which includes a laser profilometer and magnetic sensor, as well as a new warhead section produced by Aerojet. The TOW 2B RF (Radio Frequency) is a wireless version of the TOW 2B, utilizing a stealthy radio-frequency command link, eliminating the need for wire links and extending the range to 4.5km while remaining compatible with existing launchers.
As the TOW missile system continues to evolve and modernize, it remains a pivotal component of anti-armor capabilities for various armed forces worldwide. Raytheon's upgrade programs aim to enhance troop safety and survivability while extending the missile's service life well beyond 2050. The future may see further enhancements to the TOW missile system, including the development of missiles capable of 'shot for forget' targeting, utilizing gel fuel propulsion systems, more powerful warheads, and advanced thermal imaging homing technology.
