RABAT, Morocco, Jan 20, 2010 — Utah and the Kingdom of Morocco have shared experiences and learned lessons from each other throughout the past six years of their alliance through the National Guard’s State Partnership Program (SPP).

In 2009, Utah and Morocco supported six different activities to include medical, engineering, disaster, and pandemic disease control.

Morocco is currently in the process of purchasing 24 F-16s from the U.S. government, and the Moroccan Air Force requested air-refueling training missions with the Utah Air National Guard (ANG).

“We need practice with the boom,” said Moroccan Major General Ahmed Boutaleb, inspector of the Royal Air Force. “We need some help from (Utah ANG) in terms of air refueling with the KC-135.”

Eighty percent of what the unit’s KC-135 crews do is boom operations, Major General Brian Tarbet, Utah National Guard’s adjutant general.

“When you get new airplanes in 2011,” Tarbet said to his Moroccan counterparts, “I hope they are following a Utah tanker across the Atlantic.”

The National Guard’s State Partnership Program links U.S. states with foreign nations to promote and enhance bilateral relations. The Guard has forged partnerships with more than 60 countries worldwide. Within the U.S. Africa Command (AFRICOM) area of responsibility, Utah is one of eight U.S. states partnered with an African nation’s military.

The program promotes regional stability and civil-military relationships in support of U.S. policy objectives, according to AFRICOM officials. State partners actively participate in activities that include familiarization and training events, exercises, fellowship-style internships, and civic leader visits.

The partnership with Morocco has not only experienced aircraft-related training missions, but also medical ones as well.

Utah’s partnership brought technology to Moroccans that allowed tracking of pandemic diseases and availability of up-to-the-minute information on the spread of disease at a time when Morocco had six confirmed cases of H1N1 and was concerned about the possibility of a widespread pandemic flu outbreak.

Dr. Don Wood, from Utah’s Bureau of Emergency Medical Service and Preparedness, recently discussed the latest information on H1N1 flu to the Moroccan Military’s Medical Department, including the inspector of Medical Services, Brigadier General Ali Abrouk.

The Moroccan military and the Utah National Guard share the similar responsibility of providing disaster response support, and their experiences have allowed them to share their knowledge and strengthen their relationship.

“I hope we are acting as good listeners and good students,” said Tarbet. “We have a lot to learn from our Moroccan partners.”

MARRAKECH, Morocco, Feb 3, 2010 — The Utah Air National Guard's KC-135 Stratotanker and flight crew participated in the Aeroexpo Marrakech at the Royal Air Forces Military Base in Marrakech, Morocco, January 27 - 30, 2010.

The KC-135 was showcased as a static display at the international air and trade show. The KC-135 also served an air refueling mission enroute to the show, refueling two F-16 Fighting Falcons, from South Carolina. The two McEntire Joint Forces National Guard base F-16s were also in Morocco performing in the air show to demonstrate their capabilities.

The objective of U.S. participation in the air show was twofold: to demonstrate support to the Moroccan decision to purchase 24 F-16 aircraft, and to support U.S. Africa Command's strategic engagements in the region.

"The Moroccans' purchase of the F-16s is positive," said Colonel Dar Craig, commander of the 151st Operations Group, at the air show. "Their F-16s will have a high impact for maintaining stability in the region."

The Utah Air National Guard and Morocco have been working together through a National Guard State Partnership Program (SPP) since 2003. The SPP's mission is to link National Guard units with partner countries for the purposes of fostering mutual interests and establishing habitual long term relationships. The program encourages the development of economic, political, and military ties between Utah and Morocco through military to military, military to civilian, and civilian to civilian exchanges. As such, it is one of the Utah Air National Guard's roles to participate in events, like air shows, that help strengthen military ties.

Major General Brian L. Tarbet, who has been the adjutant general of the Utah National Guard since 2000 and has overseen the Utah State Partnership Program since it was first initiated, attended the air show and stated that he has seen an extraordinary amount of growth within the program.

"We have learned a great deal from our Moroccan counterparts," said General Tarbet. "This is a bi-lateral relationship where we learn from each other. We learn best practices, and it has broadened our perspective."

The Aeroexpo Marrakech 2010 focused on the developing aeronautical industries in Morocco, hosted more than 40 delegates and diplomatic authorities, mostly from Africa, at the show. Participation in this event has provided U.S. government with the opportunity to expand its network of partners by opening dialogue with other Central and West African nations.

The Utah Air National Guard also participated in the first edition Aeroexpo Marrakech in 2008.

The Moroccan military's delivery of F-16s is scheduled for 2011. General Tarbet said he anticipates that Utah Air National Guard's KC-135 may be working closely with Morocco in the future.

"We will be working with refueling because the Moroccans refuel with drogues and the F-16s have to be refueled with booms," said General Tarbet. "We also want to be a part of the team that ferries the F-16 delivery across."

The Utah Air National Guard also participates in many humanitarian efforts in Morocco, and this trip was no exception. Among the KC-135's additional cargo were 50 school kits, which were offloaded and given to a local orphanage January 24. The kits were assembled and donated by the spouses of the Utah NG senior enlisted leaders.
When visiting the KC-135 flight crew at the air show, General Tarbet complimented the Utah Air National Guard with a back-history account.

"Our SPP with Morocco got off to a great start because of the ANG (Air National Guard)," said General Tarbet. "In 2004, the northern coast of Morocco suffered a devastating earthquake. Within 48 hours there was a Utah ANG KC-135 sitting on the deck, filled with donated emergency-response supplies. That got us off to a start that was hard not to succeed with. We've just deepened and strengthened those ties ever since."

The Utah National Guard also participates in several other humanitarian efforts in Morocco.

As part of Exercise African Lion, deployed almost every year in Morocco in two to three-week tours, the Utah National Guard sends equipped medics to travel to remote Moroccan locations to treat thousands in need of care.

Other Utah National Guard projects include building schools, women's centers, and libraries, drilling wells that provide clean water, agriculture and pet-farming education. Most uniquely, Moroccan families and American military families participate in a student exchange program which offers a 10-day immersion into each other's cultures.

"Perhaps the highlight of our relationship with Morocco is our youth exchange program," said General Tarbet. "We trust each other with our kids, which is a substantial amount of trust."

Morocco holds the longest standing treaty with the U.S. They were also the first nation to recognize the independence of the United States from Great Britain in 1777. The Utah National Guard State Partnership Program was the first U.S. partnership in North Africa, and the first between a state and predominantly Muslim nation.

Est t-il envisageable que les FRA obtiénnent des avions ravitailleurs de seconde main de la garde nationale de l'Utah d'ici à 2012 avec l'arrivée des premiers F16 ? Le refueling training explique t-il à lui seul cette multicplication des rencontres entre les deux parties ? Affaire à suivre...

avec Utah,on a eu bcp d´echanges,que ca soit en refueling dernierement,ou l´aide pendant le tremblement de terre de 2004,et autres...

pour les refuelers,le programm americain KC-X pourrait accelerer comme retarder le dephasage des anciens tankers,programmé dans quelques années,neanmoins,y´a des models E au Boneyard qui choment,mais leur refurbishement au model R utilisé par l´ANG couterai quelque 24M$...donc je presume que l´on va refueler des tankers US dans les exercices,en attendant une probable decision(new KC767?)

OUKAIMEDEN, Morocco (4/26/10) -- As part of its ongoing State Partnership Program with Morocco, a Utah National Guard command visit coincided with a unit-level exchange between the 19th Special Forces Group and the 1st Ski Battalion of the Royal Moroccan Armed Forces in March.

Army Maj. Gen. Brian Tarbet, the adjutant general of the Utah National Guard, was joined by leaders from the 151st Air Refueling Wing, 19th Special Forces Group and members of his staff.

Tarbet travels to Morocco several times a year to maintain a regular dialog with his senior colleagues in the Moroccan military and often invites Soldiers and Airmen to join him in order to familiarize them with the Utah Guard’s partnership with Morocco, which has been in place since 2003.

Eleven Soldiers of the Utah National Guard, nearly all of whom are from the 19th Special Forces Group, spent two weeks in Oukaimeden, one of only a handful of ski resorts in the entire continent of Africa.

At 10,000 feet, the altitude of the training location, the focus of the exercise was on disaster preparedness, snow movement and mountain-rescue techniques.

“We’re covering medical and mountaineering skills in a downed-aircraft scenario,” said Chief Warrant Officer 3 Rodney Holliday.

In small groups and one on one, Soldiers of the 19th conducted classes with their Moroccan counterparts on first aid and land navigation.

“We’ve been exchanging techniques back and forth,” said Holliday. “We show them our equipment, they show us theirs. We’re working together toward those goals.”

Tarbet and other Utah Guard leaders observed the training up close and were very impressed.
“As always, when our troops are involved with the Moroccans, I think they are our very best ambassadors,” said Tarbet.

Army Maj. Reece Roberts, officer in charge of the Utah contingent, said the Moroccan battalion is very experienced in high-altitude, cold-weather operations.

“They have shared with us their field-expedient methods, because they don’t have the deep pockets and resources that we have,” he said. “We have been able to pick up ways of doing things and medical treatment and mountaineering techniques when you don’t have all the nice gear that you could pick up at REI.”

A unique capability of the Moroccan army in this environment is their experience in working with pack animals for mountain rescues.

“We have a lot of difficulties transporting equipment and materials here, so we showed them how to use mules in mountains,” said Sr. Lt. Mohammed, a company commander in the 1st Ski Battalion.

“Mules are one of their primary methods of transport,” said Roberts. “What they don’t carry on their backs, they pack onto their mules. We had them teach us some packing and operations with mules because our Special Forces Soldiers have had some experience with mules in Afghanistan.”

While at At Oukaimeden, Senior Utah Guard leaders were also treated to an impressive demonstration of rappelling and climbing techniques by the young, but very experienced Moroccan soldiers. The event was narrated by a 20-something Moroccan officer, who in flawless English explained each phase of the operation.

“In this combined exercise we exchange a lot of things: training, ways of thinking and ways of behaving,” said Mohammed. “We have learned a lot from the Americans, and they have learned a lot from us.”

At the base of the cliff where the climbing exhibition took place, the commander of the 4th Ski Battalion exchanged gifts with Tarbet, and Tarbet inscribed a book for his colleague in a token of friendship.

“These partnerships pay off,” he said. “They have been one of the very successful things the Guard has done for nearly two decades, and the Morocco-Utah relationship has been one of those success stories. We love to work with them.”
Holliday said one of the unit’s core missions is training and working with foreign troops. “All of us have done that previously, so we’re able to build on and improve the skills we’ve been learning in the past,” he said. “We’re using language skills, we’re working together. We see their ways of doing things, which will prepare us to work better with other troops in the future. This experience will help us when we go back to the combat environment.”

“I have been very impressed with the Moroccan soldiers and NCOs here,” said Roberts. “They are very willing to learn, they are asking good questions, they are engaging and they have a good knowledge base. It’s been very beneficial for us to work with them. We’ve really had a good opportunity to build some what I hope to be long-term relationships.”

Rabat- Une délégation militaire américaine, conduite par le Général de Division Brian Tarbet, commandant la Garde nationale de l'Etat de l'Utah, a visité mercredi le Mausolée Mohammed V où elle s'est recueillie sur les tombes de feu SM Mohammed V et feu SM Hassan II.

A l'issue de cette visite, le Général de Division Tarbet a signé le livre d'or du Mausolée.

La visite de la délégation américaine (22-29 mai) s'inscrit dans le cadre de la coopération militaire entre le Maroc et les Etats-Unis.

Les entretiens avec la délégation militaire US, conduite par le Général de Division Brian Tarbet, commandant la Garde nationale de l'Etat de l'Utah, ont porté sur la coopération militaire bilatérale, indique un communiqué de l'Etat-major général des FAR.

Un déjeuner a, par ailleurs, été offert en l'honneur de la délégation américaine, au cercle Mess officiers de Rabat.

La délégation militaire US avait, auparavant, visité le mausolée Mohammed V où elle s'est recueillie sur les tombes des regrettés Souverains, feu SM. Mohammed V et feu SM. Hassan II.
