Dr. Kent Moors Washington / Morocco Board News Service- The Department Of State project, the Global Shale Gas Initiative (GSGI), launched in April to help make the U.S.' extensive experience in shale production available to countries around the world. The emphasis so far has been on the shale gas side – although North Africa in general, and Morocco in particular, may also have significant deposits of oil shale.
GSGI recognizes two very important developments. First, shale is going to change the energy sourcing mix significantly. (As game-changers go, this one is huge.) Second, it may just be the most significant opportunity for the export of American hydrocarbon technology and knowhow to come along in generations.
Morocco has known about its potential shale boon for several years. ONHYM has been trying to make the most out of three shale oil deposits located near Tangiers, Timahdit, and Tarfaya. The junior San Leon Energy (OTC:SLGYF), owned by Irish businessman Oisin Fanning, holds rights on Tarfaya, while Brazilian major Petrobras (NYSE:PZE) is exploring the Timahdit deposit. But no significant work has yet been carried out on the two permits (although San Leon is moving ahead with an oil shale test plant that should be operational next year). Despite the lack of early success, there are good reasons why these companies are continuing the effort. The two deposits are potentially huge – with Timahdit believed to hold some 15 billion barrels and Tarfaya almost 22 billion barrels. GSGI has also come along at a good time for the Moroccan government. You see, they're showing some impatience in moving forward with all of this. That has led to movement with unusual partners. In late May, Energy Minister Amina Benkhadra signed a memorandum of understanding with the Estonian state-owned company Eesti Energia (also called Enefit) to exploit Morocco's own shale oil potential. Enefit was, at one time, the world's largest producer of oil shale from several deposits in Estonia. It also has developed a technology to produce electricity from oil shale. Yet Enefit is not large enough to make the difference Morocco needs.
Dr. Kent Moors is a professor in the Graduate Center for Social and Public Policy at Duquesne University, where he also directs the Energy Policy Research Group, Moors has developed international educational programs and he runs training sessions for multiple U.S. government agencies. And until recent revisions in U.S. policy, Dr. Moors was slated to be the deputy director of the Iraq Reconstruction Management Office (IRMO) in Baghdad.

How to Profit from The Rapidly Emerging Market for Nuclear Batteries By Dr. Kent Moors, Editor, The Oil & Energy Investor Dear Reader, Some 550 miles northwest of Anchorage, a tiny Alaskan settlement may hold the key to solving electricity shortages for small communities all over the world. Galena has barely 700 residents. It sits on the Yukon River. And for energy, it relies on diesel shipments… when ice-free passage allows. That is both an expensive and uncertain way to generate power. Therefore, the local council has decided to move in a different direction, one that will cut the settlement’s electricity prices from 28 cents a kilowatt-hour to less than 10 cents, in a matter of months. They have unanimously voted to go nuclear. What is about to happen in Galena is reflecting developments in other parts of the world. And it may just bring nuclear power back into fashion as a significant focus for investors. To be sure, these mini reactors come with huge profit potential… The Rapidly Emerging World of “Nuclear Batteries” The settlement has accepted an offer from Toshiba Corp. (OTC: TOSBF) to install one of the company’s new 4S (“Super Safe, Small and Simple”) mini nuclear reactors. The Galena council approved the move in March. The plant could begin operations before the end of the year. The 4S is a sodium-cooled fast spectrum reactor – that is, a low-pressure, self-cooling power plant – that will provide 10 megawatts (MW) of electricity annually for three decades before it needs refueling. The 4S is actually referred to as a “nuclear battery” because it has no moving parts. Upon completion, it looks much like a water tower. Once installed, it does not need to be maintained or even opened during its 30-year operating life. The Obama Administration has decided to emphasize nuclear power as one alternative to dependence on foreign oil. Given this newfound nuclear support, we are once again talking about reactors as a legitimate alternative source for at least some of our energy needs. Yet the decade-long (and often more) delay in getting a traditional new reactor online, along 1 105 West Monument Street Baltimore, MD 21201 with the exorbitant cost, would seem to make any prospects for more immediate help in meeting rising energy demand remote at best. But not so fast. Technological developments like the Toshiba 4S promise to bring nuclear power to smaller communities in an inexpensive and manageable way. The Advantages of Smaller, Locally Focused Power Plants The real key to increase short-term impact is to decrease unit size. So investors need to think small. Mini reactors are where the money will be made in the nuclear power sector. Mini reactors have been in service for decades in the military, especially on naval vessels. Yet the commercial application of minimized size is a much newer development. We are witnessing a quickly developing, inexpensive alternative to conventional power plants. The recognition is setting in everywhere. In a market dominated by French and Japanese companies building the latest versions of large reactors, new players are emerging – both in response to concerns over the cost and to the increasing reluctance of government agencies to supply loan guarantees for their construction. The downsizing has affected the entire nuclear power spectrum. Daewoo Engineering & Construction Co. Ltd. (047040: Korea Stock Exchange [Koscom]), Hyundai Engineering & Construction (000720: Koscom), and Korea Electric Power Corp. (NYSE:KEP) recently have surprised many by wrestling Middle Eastern reactor contracts from better-known global leaders, such as the French-Japanese AREVA (OTC:ARVCY), Siemens (NYSE:SI), and Mitsubishi Corp. (OTC:MSBHY). The South Korean companies are positioning for a major global move to meet increasing demand for medium-sized reactors. These plants can be built and licensed in much less time than larger competitors. However, your primary investment moves will come more from developments closer to home. The mini reactors coming on the scene will transform the industry. There will still be the need for larger plants, but the mini revolution is likely to make nuclear power available to many localities in a more flexible application. They also solve two major concerns – waste storage and loan guarantees. These versions would be able to store on-site and, with likely energy and climate legislation on the horizon, along with the proposed clean energy banks, funding would be less of an issue. Three approaches are already here, with more certain to follow. 1. The Toshiba 4S – a result of engineering work at both the Japanese major and a U.S.-based Westinghouse subsidiary recently acquired by Toshiba. The 4S is already before the Nuclear Regulatory Commission (NRC) for licensing. But the 4S is hardly the only American option coming on-market. 2. The Babcock and Wilcox Co. “B&W mPower” mini reactor – a model that 2 105 West Monument Street Baltimore, MD 21201 can store waste for up to 60 years on-site and produce between five and 10 MW a year. It also is self-contained, but it is entirely underground. That allows for a greater waste-storage potential than the 4S and a much less-apparent physical footprint. McDermott International Inc. (NYSE: MDR) recently decided to separate B&W from J. Ray’s other engineering interests. The Tennessee Valley Authority (TVA) has designated 760 acres near the Oak Ridge National Laboratory in eastern Tennessee as a site for a future power plant. This will probably become a main testing location for the mini reactor. However, I find a third development the most interesting… 3. The Hyperion Power Module (HPM), from Santa Fe-based Hyperion Power Generation Inc. – a spin-off company from the Los Alamos National Laboratory. Hyperion is barely out of an incubator stage, yet already has 120 orders for its Hyperion Power Module (HPM). Shipments should begin by 2016. It is privately held now, but its capital needs to expand activities will require it go public. The company should file engineering specs with the NRC this year. These units are the smallest yet – about the size of a hot tub. Each HPM can provide electricity for eight to 10 years before refueling… power 20,000 homes… and generate as much as 25 to 100 MW in serialized installation. They are sealed at the factory, making accidents virtually impossible, and can be either above or below ground. With a price tag of $35 to $50 million, the HPM is also inexpensive enough to revolutionize village life in most areas of Africa and Asia by providing both power and the ability to purify water. Readily available technology exists to clean dirty water. What undeveloped areas lack is the ability to power that technology cheaply. It is little wonder, then, that both continents are directing considerable interest to Santa Fe these days. Of course, the advances coming from Toshiba, B&W, Hyperion, and other competitors certain to enter this market, have direct applications here at home. We are witnessing the miniaturization familiar to computer users. If we could liken a conventional nuclear plant to a mainframe, the minis seem the nuclear industry’s version of a laptop: Almost anyone can afford one, and you can take it anywhere. Irish oil and gas explorer Circle Oil has discovered gas in the KSR-10 exploration well at Sebou Permit in the Rharb Basin, Morocco.
The well, encountered gas in both the Main Hoot target and a secondary Mid Hoot target, has been drilled, logged and successfully tested at the permit.
The well first tested gas at a sustained rate of 10.6mmscf/d on a 26/64" choke from the Main Hoot.
The perforated Main Hoot zone of 8.4m at 1,736.6m-1,728.2m measured depth (MD) and a 1.5m zone at 1,720.0m-1,718.5m MD has a calculated net gas pay of 9.9m.
The Mid Hoot zone was then perforated and flowed gas at a sustained rate of 2.39mmscf/d on a 16/64" choke.
The perforated Mid Hoot zone of 1,650.5m-1,649.7m MD plus 1,647.6m-1,646.8m MD has a calculated net gas pay of 1.6m.
Additional gas pay zones of 4.4m, 3.1m and 1.4m in the Lower, Middle and Upper Guebbas were also logged.
The company said that the well is being completed as a potential producer.
A full technical evaluation of all the results of the well is underway that will allow for forward planning as a precursor to further assessment of the resource.

Circle Oil Plc (AIM: COP), the international oil and gas exploration, development and production company, is pleased to announce that the KSR-10 exploration well has been drilled, logged and successfully tested in the Sebou Permit, Rharb Basin, Morocco.

A full technical evaluation of all the results of the well is underway. This will allow for forward planning as a precursor to further assessment of the resource, including conducting an extended well test to give a more complete estimation of the reserves.
The drilling rig is now moving to commence drilling ADD-1, being the fourth well of the planned five well drilling program in the area. Following this, the KSR-11 well will be drilled and the DRJ-6 well from the previous drilling campaign will be tested. Weather permitting, the KAB-1 well, drilled in September 2010, will be re-entered for logging or re-drilled.
The Sebou permit lies to the north-east of Rabat in the Rharb Basin in Morocco. The Rharb Basin is a foredeep basin located in the external zone of the Rif Folded belt. The concession agreement, in which Circle has a 75% share and ONHYM, the Moroccan State oil company, has a 25% share, includes the right of conversion to a production licence of 25 years, plus extensions in the event of commercial discoveries.

Hamilton, Bermuda (January 10, 2011) -- TransAtlantic Petroleum Ltd. (TSX: TNP)(NYSE-AMEX: TAT) provides the following operational update:
Selmo Oil Field Production from the Company's Selmo oil field in Turkey for the first week of January was approximately 2,400 barrels of oil per day, which was slightly lower than the year-end exit rate the Company anticipated in November. "We expected to complete two additional wells before year end, but we were unable to do so. We did, however, successfully fracture stimulate the S-57 well this past week," said Gary Mize, the Company's President. Before fracture stimulation, the S-57 was capable of producing at a rate of about 10 barrels of oil per day, though it was not producing. During swabbing operations after fracture stimulation, the well was swabbed at a rate of approximately 300 barrels of fluid per day, with about a 50% oil cut. Production equipment is now being installed, and the well we be turned to production this week.
"We will closely watch the S-57 well and may fracture stimulate another Selmo well after we fracture stimulate the Dadas shale in the Goksu-1 well on License 4174, before returning the equipment to the Thrace Basin," said Malone Mitchell, the Company's Chairman.
Unconventional Update in Thrace Basin The Company is awaiting the availability of coiled tubing units to clean out and install tubing in the Kepirtepe-1 and Habiller-2R wells in the Thrace Basin, which were fractured stimulated in the Mezardere and Hamitabat formations in the fourth quarter of 2010. "Once we clean out the wells and install tubing, we should be in a position to flow the wells for an extended period. We were pleased with how the jobs were pumped and expect to move towards multi-stage fracture stimulation jobs and commercial production this year," said Mr. Mitchell.
First Oil Sales in Morocco The Company made its first sale of oil in Morocco this past week from the HR-33bis well, which is located on the Company's 100%-owned Tselfat license. "We are evaluating our plans for 2011 in Morocco, which will be influenced by results from the HKE-1 well, which is currently being completed on the Ouezzane-Tissa exploration permits, and the GRB-1 well, which is currently drilling on the Asilah exploration permits," said Mr. Mize.

Kouvelis will resign from her position as Vice President and Chief Financial Officer of the Company for personal reasons and in pursuit of other interests. Circle Oil Plc, the AIM listed international oil and gas exploration, development and production company, is pleased to announce that the ADD-1 exploration well has been drilled, logged and successfully tested in the Sebou Permit, Rharb Basin, Morocco.
The Company confirms a gas discovery in both the Main Hoot target and the secondary Guebbas target. The well first tested gas at a sustained rate of 3.57 mmscf/d on a 24/64' choke from the Main Hoot. The perforated Main Hoot zone of 4.4 metres at 969.6-974 metres MD has a calculated net gas pay of 4 metres. The Guebbas zone was then perforated and flowed gas at a sustained rate of 1.89 mmscf/d on a 16/64' choke. The perforated Guebbas zone of 2.1 meters at 889.4-891.5 metres MD has a calculated net gas pay of 1.5 metres.
The well is being completed as a potential producer.
A full technical evaluation of all the results of the well is underway. This will allow for forward planning as a precursor to further assessment of the resource, including conducting an extended well test to give a more complete estimation of the reserves.
The drilling rig is now moving to commence testing DRJ-6, being the untested well from the previous drilling campaign, with a calculated 4 metres of net gas pay in the Guebbas.
Following this, the exploration well KSR-11, the fifth and final well in the current campaign will be drilled.
The re-entering or re-drilling of the KAB-1 well (the first well of the current campaign, drilled in September 2010, and which encountered drilling problems), will be postponed to a later date pending third party evaluation and recommendation of a suitable drilling fluid to enable the well to be successfully drilled, logged and completed. This is required to counter a problem with swelling clay experienced on first drilling.
The Sebou permit lies to the north-east of Rabat in the Rharb Basin in Morocco. The Rharb Basin is a foredeep basin located in the external zone of the Rif Folded belt. The concession agreement, in which Circle has a 75% share and ONHYM, the Moroccan State oil company, has a 25% share, includes the right of conversion to a production licence of 25 years, plus extensions in the event of commercial discoveries.

RABAT (Reuters) - Britain's Circle Oil and Morocco's state-run mining and hydrocarbon board ONHYM will start building a gas pipeline this year to supply the domestic market, the official MAP news agency said on Wednesday.
Quoting an ONHYM statement, MAP said the pipeline would have an 8-inch (20 cm) diameter and stretch from Rharb basin to industrial firms in nearby Kenitra, 40 km (25 miles) north of Rabat. It did not give more details on the pipeline's capacity.
Oil and gas explorer Circle Oil, listed on London's junior market AIM, said on Monday it made another gas discovery in its Sebou Permit, its second successive discovery in Morocco in January.
It has found gas in the deeper Main Hoot and the secondary Guebbas regions of the reservoir. Earlier this month, the explorer found gas at the KSR-10 well at the Sebou permit in Morocco.
Circle said it was evaluating the results of the well to estimate the strength of reserves at the site.

Son fonds d’investissement, Soros Fund Management LLC, vient de prendre 22,62% dans San Leon Energy, la société irlandaise qui développe le projet de schistes bitumineux de Tarfaya, dont les réserves potentielles sont évaluées à 22 milliards de barils.
Et quand on sait que la plupart des investissements de Soros se sont avérés fructueux...

Following completion of the first technical study at the end of 2008, optimisation and field analysis took place during 2009, with SLE's oil shale plant due to be operational by the end of 2010. Through careful ongoing procurement, the construction budget for the project will be less than half the estimated $4.6M. Research indicates over 50 billion barrels recoverable (based on 62 litres per tonne) from this source and San Leon will implement an in-situ process for heat transfer to the shale pad at depth, and surface recovery of liberated kerogens and hydrocarbons.
