Voilà ce mystérieux SM encor une fois, les images datent du mois de septembre .. remarquez l'absence de barres de plongée sur le massif ( comme les Kilo !! ) mais avec une barre de direction supérieure ( tel les Yuang ) et surtout un massif particulièrement long qui pourrait rappeler le type Golf qui est dévoué aux essais de tir des missiles balistiques ...

South Africa's MLS scores in China

Mobile Land Systems (MLS), a South African armoured vehicle manufacturer established last year, says it has a contract worth R40 million to manufacture 11 mine-resistant armour protected (MRAP) vehicles in conjunction with a Chinese company associated with the People's Liberation Army and transfer know-how to the east-Asian giant.

MLS CE Dewald Hattingh says indications are that China may need as many as 10 000 MRAP vehicles to cover their internal needs and equip peacekeeping missions. The PLA is the largest military in the world mustering some three million soldiers, sailors and airmen, of whom some 2.5 million are in full-time service. It is said to operate over 8500 main battle tanks but just over 1000 infantry combat vehicles and 3500 armoured personnel carrier of various designs – and none mine protected.

Hattingh says he was invited by Poly Technologies to talks on the fringes of the DSEi defence exhibition in London in September last year. “After negotiations and a formulated RfP [request for proposal], we drafted a MoU [Memorandum of Understanding] on the 14th of September 2009 in London. I changed the design to accommodate the special requests for China and after a few visits to Beijing and the Chinese industry, the design was signed off,” Hattingh says.

Poly Technologies decided on Changan Industries, a major manufacturer of vehicles and ammunition in China, as MLS' Chinese manufacturing partner. Eight engineers visited South Africa in the first quarter of the year and some changes were made to the design and finally signed off. During this visit of three weeks, two hulls were build and the process demonstrated to the visiting engineers.

MLS next sent a prototype hull and component parts to Changan's Chong Qing facility and a team consisting of three South African engineers led by Tos Visser followed to assemble and transfer skills to their Chinese counterparts. The South Africans stayed for six weeks. Andre van Eeden chief designer at MLS partner Laser Sprint also visited China for a week to oversee aspects of the the process. “The first prototype vehicle was a huge success and a major achievement if one takes the distances and language barriers into consideration,” Hattingh says.

Hattingh notes Poly Technologies will be sending more engineers to be trained in the MRAP manufacturing process. Nine more vehicles will be part-manufactured in South Africa under the contract and exported to China in kit form for assembly there. Changan will take over manufacture at that point and is licenced to build 289 more vehicles. “We are committed to give close support and quality control assistance to secure our royalties,” Hattingh says. After that intellectual property will be handed over to Changan against a fee. “Our commitment is to assist with transfering of skills, providing parts and constant support for the project.”

Russia May Sell Su-35s to China

Breaking its earlier tradition of keeping China at bay when came to sales of advanced weapons, Russia is prepared to discuss selling its most modern Su-35 4++ generation fighters to China, said the deputy director of the Russian government arms export agency, Rosoboronexport.
"We are ready to work with the Chinese partners in this direction," Alexander Mikheyev told reporters after the opening ceremony of China's Zhuhai Airshow 2010, according to the Russian official RIA-Novosti news agency
The newest Sukhoi Su-35 multirole fighters should roll off assembly lines this year. Deliveries of the first 48 aircraft are expected to the Russian Air Force between 2010 and 2015.
Since 2008, Russia has offered an export variant of the fighter to India, Malaysia, Algeria, Brazil and Venezuela, but no contracts had been signed so far.
Mikheyev said that Russia and China are in the initial stage of negotiations and will be discussing the features of the export variant of the Su-35 and how to integrate it with previously supplied Su-30 fighters and the locally assembled (under Russian license) Su-27s.
A source in Rosoboronexport said that this contract would mark a departure from recent stagnation in Russian arms sales to China. During this time, China pushed to buy Russia's most advanced weapons, but only a few samples, and Russia feared China would copy the technologies.
Dmitry Vasilyev, an arms export analyst with the Center for Analysis of Strategies and Technologies, a think tank here, said that Moscow's decision to offer Su-35s to China is prompted by advances in developing PAK-FA (T-50), a fifth-generation fighter on which Russia's Sukhoi works jointly with India.
He said that a price tag for Su-35 would not be lower than $50 million apiece.

Zhuhai10: China finds export market for Z-9W

China has delivered several Harbin Z-9W helicopters, the attack variant of its Z-9 utility rotorcraft, to overseas customers.

"We've delivered several Z-9s, but we can't discuss the buyers," says Zeng Wen, vice-president of CATIC, the agency responsible for Chinese military exports. Some industry sources, however, believe that the company has some African customers.

The Z-9W is an indigenous attack version of the Z-9, which is a licence-production of the Eurocopter AS365 Dauphin.

Harbin has also developed the Z-9EC anti-submarine warfare variant that China sold to Pakistan. The helicopter, which is armed with torpedoes and has pulse-compression radar, low frequency dipping sonar, radar warning receivers and Doppler navigation systems, was reportedly inducted into the Pakistani navy in late 2009.

Zhuhai10: China in talks with several potential JF-17 customers

China is in discussions about selling the Chengdu Aircraft/Pakistan Aeronautical Complex JF-17 Thunder fighter to up to eight countries.

The third-generation, single-engine fighter, which was jointly developed by Pakistan and China, is being pitched as a replacement for several existing types. These include the RSK MiG-21, Dassault Mirage 5, Northrop F-5 and Chinese models, such as the Nanchang A-5 and Chengdu F-7.

“We’re talking with six to eight countries about the JF-17,” says Zeng Wen, vice-president of the China National Aero-Technology Import and Export Corporation (CATIC), which markets military aircraft overseas on behalf of the country’s manufacturers. “It is a low cost solution for developing countries.”

Zeng declines to specify which countries are considering the aircraft. Officers from several African air forces, however, were having discussions with CATIC officials at the company’s chalet at Airshow China in Zhuhai. Other countries that could be keen include Egypt, Sri Lanka and Venezuela, all long-time customers for Chinese military aircraft.

Pakistan, China’s “50:50” partner in the project, is playing a big role in helping CATIC market the aircraft abroad, says Zeng. Three Pakistan air force JF-17s, along with a number of other Pakistani aircraft, are in Zhuhai and a JF-17 participated in the flying display. There were also around 170 officials from the service at the show.

Pakistan has confirmed orders for 50 JF-17s, but Zeng feels the south Asian nation could eventually buy up to 200. At the beginning of 2010, Pakistan had 14 operational JF-17s.

China's People’s Liberation Army Air Force has not yet signed up for the fighter, but Zeng says: “We believe the PLAAF will consider the JF-17. They are watching the programme very closely.”

Zeng says CATIC is serious about support, and provides training for both flight crews and maintenance personnel. “During the design phase we also talked with many customers,” he says. “A lot of expertise from Pakistan was also included in the aircraft's design.”

Technology transfer is also on the table, says Zeng, who adds: “If a customer requires technology transfer, then we will do our best to meet their requirements.”
Chinese officials have said in the past that for JF-17 customers, they could set up an assembly line or produce components for the aircraft, just like some Western suppliers. This would include both traditional and non-traditional clients.

"We provide very capable aircraft at a very reasonable price compared to what else there is in the market,” said CATIC president Ma Zhiping recently. “One of the biggest problems for many of our customers is financing. Many are developing countries and their payment abilities are limited. We work with the Chinese government in these cases to help them get cheap credit."

China reveals armed UAV designs

Between 40 and 50 unmanned air vehicle models were on display at Airshow China in Zhuhai in mid-November, including fixed- and rotary-wing designs. While most of the systems appear to be aimed at intelligence, surveillance and reconnaissance applications, several were depicted carrying missiles.

Among the more notable armed mock-ups were those on view at the stands of AVIC and the China Aerospace and Science Corporation (COSIC). However, with officials from both organisations unavailable to comment on the projects, their stage of development - or deployment - is uncertain.

AVIC's Pterodactyl (below) appears to be all but identical to the General Atomics Predator A, complete with a V tail, a large nose with an under-slung sensor dome and two missiles similar to Lockheed Martin's AGM-114 Hellfire. AVIC says the design has "medium to long endurance," but fails to provide specifics.

Perhaps the most visually striking armed UAV on show was COSIC's CH-3, which has its wings mounted toward the rear of its fuselage and large forward canards with control surfaces. Data displayed by the company claims a maximum take-off weight of 640kg (1,410lb), a top speed of 220kt (407km/h) and an endurance of 12h, with a communications radius of 108nm (200km). The CH-3 (below) can also carry two precision-guided air-to-surface weapons.

COSIC also exhibited a larger design with what appeared to be anti-ship missiles, with the system potentially similar to the Northrop Grumman RQ-4 Global Hawk.

A diagram showed the WJ-600 (above) scanning a large area of ocean and providing a data nexus for weapons platforms including aircraft, ships, submarines and shore-based missile batteries. The UAV was also depicted destroying a helicopter and a ground target with its missiles.

Elsewhere, ASN Technology displayed a model of its ASN-229A armed UAV, with this also carrying two Hellfire-type weapons. The design has a bulbous nose, under-fuselage sensor dome and a twin-tail configuration.

The display model (above) featured a skid landing gear, but the type could also be launched with a rocket booster and recovered by parachute. ASN says the design has a maximum take-off weight of 800kg including a 100kg mission payload, and a mission endurance of 20h. The company, which claims to produce 90% of China's UAVs, says the model is close to entering service.

"The ASN-229A is still in its testing phase, but we expect it to be ready by the end of next year," says an industry source, who adds: "China is investing significant resources in its UAV programmes."

Further evidence of the nation's interest in unmanned systems was widespread, with several designs bearing a close resemblance to Western and Israeli designs. These included COSIC's 6.5kg hand-launched CH-802, reminiscent of AeroVironment's legacy Pointer, and AVIC's Night Eagle (below), which shares common design features with the Australian-developed Aerosonde series.

In the rotorcraft sector, an unmanned development named the V750 was on show (above). With a rotor diameter of 7.24m (23.7ft), this has a 750kg maximum take-off weight including an 80kg mission payload and a reported service ceiling of 9,840ft.

Also on display was a V-tailed non-military design dubbed the SL-200. This was shown with three smoke pipes installed under each wing (above), with these intended to generate artificial precipitation. Exhibit material says the 180kg design could be flown to an altitude of 19,700ft.

peut étre qu'on parle pas de la même chose scratch
moi je fais référence à la derniére image ... c'est un Radar 3D Volna ... qui ressemble fortement, si je dit pas que c'est le même, au Radar des S300 terrestre
l'autre Radar monté je crois que c'est un Fregat-5, un radar 3 D qui reste beaucoup plus inférieur au performance d'un Radar comme le Smart S Mk II par exemple ...

C'est vraiment beau ce que font ces chinois .. c'est désormais officiel : l'achèvement de l'ex-Varyag ( annoncé en 2012 ) n'est que le prélude à la mise en service d'autres porte-avions chinois ... Les autorités de Pékin viennent de reconnaître que les deux premiers sont déjà en construction depuis plusieurs mois dans la région de Shanghai ... Le lancement du premier est annoncé dès 2014.

La Chine vient de reconnaître officiellement que l'achèvement de l'ex-Varyag (photo) n'est que la première étape d'un programme plus ambitieux visant à la doter de plusieurs porte-avions. L'affaire est révélée par le quotidien japonais Asahi Shimbun à la veille de la publication du Livre Blanc de la défense japonaise.

Pour la première fois, la Chine a officiellement reconnu qu’elle avait lancé un programme de construction de porte-avions, en application de sa stratégie de « se donner les moyens d’être une puissance maritime. »

Un rapport publié par l’Administration d’État à l’Océan confirme que les dirigeants du pays ont décidé en 2009 d’approuver les plans de construction d’un premier porte-avions. Les gouvernants chinois et les autorités militaires ont gardé ce programme secret jusqu’à aujourd’hui, malgré quelques fuites bien organisées dans la presse d’obédience pour préparer l’opinion publique à nouvel accès de fierté nationale.

Le compte-rendu annuel sur le développement maritime annonce que la puissance navale de la Chine est « indispensable à l’accomplissement de la grande résurgence du peuple chinois. » Le ministre chinois de la défense, Liang Guanglie, avait déjà souligné l’an dernier que la Chine était une des seules puissances navales du monde à ne pas avoir de porte-avions, et que cet état de fait « ne pouvait pas durer éternellement. » La chose est désormais sur la place publique.

Selon des sources militaires chinoises, les plans initiaux prévoyaient le lancement en 2015 de deux porte-avions à propulsion conventionnelle déplaçant entre 50 000 et 60 000 tonnes. Toutefois, devant les progrès rapides de sa construction, le lancement du premier a été avancé à 2014.

La construction de ce futur géant des mers, est confiée à six entreprises et bureaux d’études, tous affiliés au complexe militaire. Les deux unités sont actuellement en construction à Changxingdao, le plus grand chantier naval du monde, situé près de Shanghai.

Le programme chinois prévoit également la construction et le lancement, vers 2020, d’un porte-avions à propulsion nucléaire.

En attendant, le porte-avions Varyag, frère jumeau du Kuznetsov russe et relique de l’ère soviétique achetée à l’Ukraine, est en train de subir de profondes réparations dans le port de Dalian ; on s’attend à le voir mis en service en 2012 pour servir de navire d’entraînement et de formation des pilotes.

L’armée chinoise développe également un avion à réaction capable d’opérer à partir d’un porte-avions. Une cinquantaine de pilotes ont commencé leur entraînement à terre.

Des infrastructures de formation des pilotes à l’appontage et au décollage depuis un navire sont en cours de constructionà Xingcheng, dans la province de Liaoning, et à Xian dans celle de Shaanxi. Un modèle grandeur nature de porte-avions est déjà achevé à Wuhan dans la province de Hubei pour servir de plate-forme d’intégration des radars.

Le rapport, écrit par un institut de recherches affilié à l’Administration d’État à l’Océan, dresse les grands traits d’une stratégie permettant à la Chine de concrétiser son ambition de puissance maritime de manière à protéger ses intérêts.

L’un des points clé de cette stratégie, selon ce rapport, est la décision des autorités militaires « prise en 2009 de définir et programmer la construction de porte-avions. » Le pluriel est d’importance.

Cette stratégie trace également la route pour que la Chine émerge comme une puissance maritime moyenne vers 2020, apte à contrer les défis et les menaces en mer.

Le rapport précise que la possession de porte-avions est non seulement nécessaire à la compétition avec les États-Unis, mais qu’elle constitue également un moyen de renforcer le sentiment patriotique en Chine.

Les sources militaires mentionnées indiquent aussi que c’est lors du congrès élargi du bureau politique du Parti Communiste Chinois d’avril 2009 que les dirigeants ont décidé de donner le feu vert au programme de construction de porte-avions.

Il semble qu’il y ait eu quelques divergences au sein du régime chinois quant à la publicité à donner à ce programme. Les plans de communication initiaux ont été mis en sourdine par crainte qu’ils inquiètent les pays voisins quant à l’extension de la menace militaire chinoise. Toutefois, les militaires ont insisté pour que les programmes de construction soient rendus publics. Le rapport explique que l’Administration d’État à l’Océan, qui est une agence du ministère chinois de l’intérieur et qui entretient des liens serrés avec la marine chinoise, semblait un moyen de lobbying approprié.

Selon toute probabilité, les porte-avions chinois seront basés à Sanya, sur la côte méridionale
de l’île de Hainan.

Selon le dernier DSI Hors Serie sur l'armée chinoise (à la page 96), la russie a annulé la commande chinoise d'une cinquantaine de Su33 en représaille à l'apparition du J-15, copie conforme du Su33. Ce sera donc des J-15.
