- China successfully develops new-generation air-to-air missile
China has achieved what some foreign experts once thought was impossible — it has independently developed a next-generation air-to-air missile without assistance from foreign specialists or borrowed technology.
Designed by Fan Huitao, the deputy director of the Air-to-Air Missile Research Institute under the Aviation Industry Corporation of China, the missile, known as the "Key Model," successfully passed the designed type approval test and achieved an excellent result, with all seven missiles hitting their targets.
Its successful development indicates that China already fully possesses the ability to independently develop internationally-advanced air-to-air missiles. It is a historic breakthrough in China's air-to-air missile development and has met the Chinese Air Force's requirement for the model to be designed, produced, delivered and made combat effective within one year. The new missile offers the military and country another trump card.
The Key Model is an international-advanced AAM model. It is a secret weapon for gaining air superiority. It plays a crucial role in reinforcing the power of national defense and strengthening the influence of China.
However, it is very hard to develop and only a few developed countries around the world possess such a capability. The complicated system of the model and the high-grade, high-precision and advanced technologies needed to develop it has never been seen in the development of other models.
Foreign military experts once believed that employing foreign specialists as chief designers was the only way for China to succeed. Even some Chinese experts believed that the success rate of developing this kind of missile was not high when relying only on the current technical conditions of China. This was because China did not have any documents to refer to and could not use a shortcut.
The successful completion of the missile is the culmination of Fan Huitao's career in the aviation industry. After Fan graduated from Northwestern Poly-technical University with a major in aircraft engines in April 1986, he went to Luoyang and devoted himself to the field of air-to-air missiles.
In 2000, Fan took over as the chief model designer and began to lead a group in researching China's new-generation air-to-air missile.

China is keen to develop a friendly and cooperative relationship between Chinese and Swedish military forces, hoping to have more exchange and cooperation in various fields in the future, said visiting General Chen Bingde, chief of the general staff of People's Liberation Army of China in Stockholm on Thursday.
As an important part of bilateral relations, China is positive in developing friendly and cooperative relations with Swedish military, hoping to have more personnel exchanges, improve mutual understanding and deepen exchanges and cooperation in various fields to further improve relations between the two sides, said Chen, who had separate meetings with Sten Tolgfors, Swedish minister for defense and Frank Belfrage, state secretary in Swedish Ministry for Foreign Affairs.
In recent years, frequent high level visits between the two countries have constantly improved political trust between the two sides and the two countries have kept communication and coordination in international affairs, said Chen, who is also a member of the Central Military Commission of China.
As the first western country that established diplomatic relations with China in 1950, Sweden has become the largest trade partner of China among Nordic countries.
Chen said that the two sides have actively cooperated in various fields including environmental protection, education, science and technology and culture and deepened mutual understanding.
China pays great attention to friendly and cooperative relations with Sweden and is willing to jointly push forward Sino- Swedish relations healthily and smoothly, said Chen.
Tolgfors and Belfrage are also very positive about Sino-Swedish relations.
Sweden and China have enjoyed long-term friendship and cooperation. Since reform and opening up, the Chinese economy has developed rapidly and China is exerting an increasing role on the world stage, Tolgfors said.
Although there are differences between the military forces in the two countries, both are devoted to maintaining world peace and stability. Sweden also hopes to deepen exchanges and cooperation between the two sides, Tolgfors said.
Belfrage said that both Sweden and China have greatly benefited from the rapid development of bilateral cooperation in many fields.
Sweden also pays great attention to relations with China, hoping the two sides will further strengthen dialogue and exchange, constantly expand cooperation and push forward bilateral relations, Belfrage said.
Chinese Ambassador to Sweden Lan Lijun and other members of the delegation were also present at the meetings.

Deux SNLE chinois se prépareraient pour un essai de lancement de missile
Deux SNLE chinois de la nouvelle classe Jin ont rejoint la base navale de Xiaopingdao, située près de Dalian. Elle est utilisée pour équiper les sous-marins en vue d’essais de lancement de missiles balistiques. Cette arrivée soulève la question évidente de savoir si la classe Jin est enfin parvenue à un niveau de préparation opérationnelle où elle peut effectuer ce pour quoi elle est conçue : lancer des missiles balistiques nucléaires à longue portée. Il y a un an, le Pentagone avait indiqué que le développement du missile Julang-2 (JL-2), connaissait des problèmes et que les derniers lancements d’essai avaient été des échecs. La longue marche vers la capacité opérationnelle
Même si les sous-marins Jin sont à Xiaopingdao pour embarquer les équipements nécessaires pour de prochains essais de missiles, et qu’ils parviennent effectivement à les lancer, il est très improbable que les sous-marins deviennent opérationnels au sens où les SNLE occidentaux et russes le sont, lorsqu’ils effectuent des patrouilles de dissuasion nucléaire. Aucun sous-marin nucléaire lanceur d’engins chinois n’a jamais effectué la moindre patrouille de dissuasion ou n’a jamais été déployé avec des armes nucléaires à bord. Les armes nucléaires chinoises sont stockées à terre, dans des installations contrôlées par la Commission Militaire Centrale (CMC), et la marine chinoise n’a que des possibilités limitées pour communiquer avec les sous-marins lorsqu’ils sont en mer. Il est possible, bien qu’on l’ignore, que les 2 sous-marins soient les mêmes qui ont été aperçus accostés au chantier naval de Huludao au cours des dernières années. Un sous-marin a aussi été vu en aout 2010 à la base navale de Jianggezhuang. Avant cela, un SNLE de la classe Jin avait été vu à Xiaopingdao en mars 2009, et sur l’île de Hainan en février 2008. Le 1er SNLE de la classe Jin avait été repéré en juillet 2009 sur une photo satellite datant de la fin 2006. Et alors ?
En effet, on ignore précisément comment la Chine entend utiliser les SNLE de la classe Jin, une fois qu’ils seront devenus opérationnels. Il est peu probable qu’ils soient déployés en temps de paix avec des armes nucléaires à bord, comme le font les SNLE américains. Est-ce que la Chine aurait l’intention de les utiliser en temps de crise, comme moyen de pression ? Envoyer en mer des armes nucléaires à bord de SNLE de la classe Jin, au cours d’une crise où ils seraient exposés aux attaques éventuelles de sous-marins nucléaires américains, semble une stratégie étrange, compte-tenu de l’obsession de la Chine à protéger la survivabilité de ses forces nucléaires stratégiques. Il semble plutôt que les SNLE de la classe Jin soient un projet de prestige, quelque chose que la Chine doit avoir pour être une grande puissance militaire. - The Chinese People's Liberation Army (PLA) has published its first list of military equipment suppliers as an endeavor to expand reforms concerning the procurement of the military equipment.
The publication of the list is also intended to allow civil manufacturers to join in bidding procedures for orders from military clients, said a source from the PLA General Armament Department.
"The procurement reforms of the PLA are aimed at introducing competition among suppliers and improving the overall quality of the military's equipment," said the source.
The Central Military Commission, led by Hu Jintao, who is also the state president and general secretary of the Communist Party of China Central Committee, has been pushing for military equipment procurement reforms as part of a larger government procurement reform effort.
Before working out the list, the PLA General Armament Department has been assessing the qualifications of companies that have applied for military equipment manufacturing contracts since 2005, in accordance with a raft of decrees including the Government Procurement Law and the Regulations on the Procurement of Military Equipment.

- China and Chile pledge closer military ties
China and Chile pledged Wednesday to step up bilateral military relations as high-ranking officials from the two countries met Wednesday in Beijing.
"Bilateral ties have been going smoothly since China and Chile established diplomatic relations in 1970," Chinese Defense Minister Liang Guanglie told his Chilean counterpart.
Chilean Defense Minister Andres Allamand is making a five-day official good-will visit to China starting from Monday at the invitation of Liang.
The forging of China-Chile comprehensive cooperative partnership in 2004 marked a new era for the bilateral relations, Liang said.
Hailing the military ties between China an Chile, Liang said the two countries have witnessed frequent visits by high-ranking military officials to each other, and personnel training for each other in recent years.
It was the second meeting between Allamand and Liang within days. They met earlier this month at the 10th Asian Security Summit in Singapore, also known as the Shangri-La Dialogue. The Summit gathered defense chiefs and senior military officials from 27 countries in Asia Pacific and beyond.
Allamand said he agreed on Liang's ideas on advancing security cooperation in the Asia Pacific raised at the Summit, which feature mutual respect, equal footing and consideration for the core interests and key concerns of others.
"World security is faced with various challenges and all countries need to get united and counter the challenges in joint efforts," Allamand said through an interpreter.
During his meeting with Vice Chairman of China's Central Military Commission Xu Caihou later on Wednesday, Allamand said Chile appreciates the important role that China has been playing in safeguarding global security.
Chile is ready to continue advancing military cooperation with China and improving mutual understanding and mutual trust between the two countries, Allamand said.
During the meeting with Allamand, Xu reiterated the defensive nature of China's defense policies.
"China pursues development of itself by safeguarding world peace as it promotes world peace and development through its own development," Xu said.

In early summer, a remote off-site synchronous online research and training activity was held in the three-level headquarters of the Second Artillery Force (SAF), the bases and academies, and the missile brigades and regiments of the Chinese People’s Liberation Army (PLA). Information grid, materials internet and other new-generation information technology (IT) achievements entered the classrooms and training grounds to accelerate the transformation of the combat power generation mode.
For days, 10-odd IT experts and professors from the PLA and the SAF took turns to hold special-topic lectures on cutting-edge information technology, key supporting technology and emerging information-based operation theories that are much needed in future wars. More than 40,000 persons/times of officers and men from the command-and-staff organs at all levels and SAF units of the PLA simultaneously learned and exchanged online, and jointly discussed how to resolve "bottlenecks” that affect the strategic missile force to further improve the information-system-based systematic combat capability.
At the scene, the reporters learned that the SAF at all levels applied information support technologies including information grid, satellite communication and others to military training, and gradually embedded into the operation command platforms and weapon and equipment terminals. Tang Yongji, director of Communication Department under the SAF Headquarters of the PLA, told the reporters that these new ideas, new technologies and new achievements would maximize the leading role of information in generating combat power.

Drill to be held in international waters of west Pacific Ocean
BEIJING - A naval fleet of the Chinese People's Liberation Army (PLA) will conduct a training drill within international waters in the western Pacific Ocean from the middle to the end of this month, the Ministry of National Defense said on Thursday.
The ministry, in a news release issued by its Information Affairs Office, said that the training complies with relevant international laws and is not aimed at any particular country or specific target.
The ministry's reaction came after an earlier announcement made by Japan's Ministry of Defense on Wednesday, which said that eight Chinese navy ships, including guided missile destroyers, were on the high seas near Okinawa prefecture.
Japan's major media reported the news and said that the Chinese naval fleet was heading to the Pacific Ocean.
According to Kyodo News, Japan's Maritime Self Defense Force (MSDF) is on alert and is continuing to monitor the fleet's movements.
China's Defense Ministry stressed that the upcoming drill is a "regular exercise" held "in accordance with the annual plan (of the PLA)".
"The Ministry of National Defense is quick to react and transparent in its military activities," said Yang Bojiang, a professor of Japanese studies at the University of International Relations in Beijing.
He said that the Japanese should not be concerned about the Chinese naval training exercises because all activities of China's navy are strictly confined to international waters.
It is not the first time that Japan has shown concern over China's naval training exercises.
An editorial article published on Asahi Shimbun's website last April even called Beijing's attitude "unacceptable" when a Chinese helicopter came close to a MSDF destroyer during training.
China has defended the move and said the country's military training in open seas near Japan was in line with the international conventions.
"Indeed, Japan is too nervous about China's normal naval training," Yang said.
"Japan's 2010 National Defense Program Guidelines asks to beef up defense in its southwestern area, but the Japanese government is facing serious financial problems, and the March 11 earthquake and tsunami have added to its fiscal woes. So I think some people in Japan, who have an interest in increased defense spending, want to play up China's military activities."
