ABU DHABI, United Arab Emirates, Oct. 25 (UPI) -- The United Arab Emirates has reopened negotiations with France for a military surveillance satellite, underlining the Persian Gulf state's concerns about Iran's expansionist policies.
The move, however, could also be linked to the protracted negotiations to buy 60 Dassault Aviation Rafale multi-role fighter jets, a deal that could be worth up to $10 billion.
The satellite project was first mooted in 2008, shortly after the six-nation Gulf Cooperation Council, consisting of Saudi Arabia, the United Arab Emirates, Kuwait, Qatar, Oman and Bahrain, scrapped its HudHud program.
That at one point involved French-Italian Thales Alenia Space company, which would produce radar-optical observation satellites for a joint Saudi-Qatari-Emirates program. The project was abandoned in 2008.
On April 24, the emirates launched its fifth communications satellite into orbit, the first to provide secure and independent telecommunications for its armed forces amid a drive by Arab states in the gulf to boost their military capabilities against Iran.
The Emirates' Y1A satellite was launched from the European Space Center in Kourou, French Guiana, atop an Ariane 5 rocket.
It was built by Yahsat, the Emirates' Al Yah Satellite Communication Co., a wholly owned subsidiary of the Mubadala Development Co., which has headquarters in Abu Dhabi, the oil-rich economic powerhouse of the seven-member federation.
Mubadala, the government's investment arm, is heavily involved in the Emirates' drive to build up its defense industry.
The satellite was developed and built by Astrium, the aerospace subsidiary of the European Aeronautics Defense and Space Co. and Thales Alenia Space, which has headquarters in Cannes, France. That's owned by Thales Aerospace of France and Finmeccanica of Italy.
The satellite, based on Astrium's Eurostar E3000 platform, had been originally scheduled to be launched March 31 but that was delayed for technical reasons.
A second satellite, Y1B, should be launched before the end of the year to complete the $1.6 billion Yahsat program.
Y1A and Y1B will also provide commercial communications across the Middle East, Africa, South West Asia and Europe.
The emirates spearhead efforts by the GCC states to acquire their own military surveillance satellite system to bolster the early warning system they have been seeking to develop for several years.
The GCC states have been talking about a joint early warning system for a decade.
But, largely due to dynastic squabbles within the alliance established in 1982 at the height of the 1980-88 Iran-Iraq war this and other GCC military aims remain unfulfilled.
However, the growing tension between the GCC states and Iran could provide the spur for them to set aside their differences and work together to develop their common military capabilities and lessen dependence on the United States for early warning.
The development of the emirates satellite has strategic implications for the Gulf Arab states. The Emirates Institution for Advanced Science and Technology runs the satellite program.
The emirates, a regional leader in the telecommunications sector, launched its first satellite, the 419-pound DubaiSat-1, July 29, 2001, from the Baikonur Cosmodrome in Kazakhstan, former center of the Soviet space program.
The remote sensing satellite, carried in the nosecone of a Russian Dnepr rocket, was lofted into orbit 425 miles above the Earth and had an operating life of five years.
DubaiSat-1 was built by a South Korean company, Satrac Initiative, aided by 16 Emirates engineers. DubaiSat-2, scheduled for launch in 2012, is being built at a new facility in the emirates.
The United Arab Emirates has established itself as the space technology hub in the region and has had dealings with foreign companies that specialize in military satellites.
In September 1997, the U.S. Hughes Space and Communications International signed a $1 billion communications satellite deal, at that time the Arab world's largest satellite contract, with Abu Dhabi's Thuraya Satellite Telecommunications Organization, which groups investors in 14 Arab states.
Thuraya has sent three communications into orbit. It's one of the region's biggest telecommunications companies. Its main shareholder is the state-run Emirates Telecommunications Co.

(Reuters) - The U.S. government may soon announce plans for a large sale of precision-guided bombs to the United Arab Emirates, a source familiar with the arms sales plans said late on Thursday, as tensions mounted with Iran over its nuclear program.
The Pentagon is considering a significant sale of Joint Direct Attack Munitions made by Boeing Co, adding to other recent arms deals with the UAE. These include the sale of 500 Hellfire air-to-surface missiles about which U.S. lawmakers were notified in September.
The sale of Boeing-built "bunker-buster" bombs and other munitions to UAE, a key Gulf ally, is part of an ongoing U.S. effort to build a regional coalition to counter Iran.
No comment was immediately available from the Pentagon's press office or the Defense Security Cooperation Agency, which oversees foreign arms sales.
Boeing has sold thousands of JDAM bombs to the United States and its allies in recent months as they have replenished their arsenal of the popular precision-guided bombs.
Boeing spokesman Garrett Kasper said the company was unable to discuss the proposed contract since it would involve a foreign military sale, something that would be discussed at a government-to-government level.
The proposed sale, first reported by the Wall Street Journal, would expand the existing capabilities of UAE's air force to target buildings such as the bunkers and tunnels where Iran is believed to be developing nuclear or other weapons. The newspaper said Washington was eyeing the sale of 4,900 of the so-called smart bombs.
Tension over Iran's nuclear program has increased since Tuesday when the International Atomic Energy Agency (IAEA) reported that Tehran appeared to have worked on designing a bomb and may still be conducting secret research to that end.
Speculation has heightened in the Israeli media that Israel may strike Iran's nuclear sites and there is speculation in the Western press about a possible U.S. attack.
But U.S. Defense Secretary Leon Panetta on Thursday warned that military action against Iran could have "unintended consequences" in the region. Tehran had warned earlier that an attack against its nuclear sites would be met by "iron fists."
Iran says its nuclear program is peaceful and that it is enriching uranium to run reactors for electricity generation.
The Obama administration is trying to build up the six members of the Gulf Cooperation Council, which includes Saudi Arabia, Bahrain, Oman, Qatar, UAE, and Kuwait, as a unified counterweight to Iran.
Recent arms deals approved by the administration include a record $60 billion plan to sell Saudi Arabia advanced F-15 aircraft, some 2,000-pound (907-kg) JDAMs and other powerful munitions.
The U.S. government also approved the sale of a $7 billion terminal missile defense program to UAE that would be built by Lockheed Martin Corp.
Washington has also sought to build up missile-defense systems across the region, with the goal of building an integrated network to defend against short- and intermediate-range ballistic missiles from Iran.
The UAE has a fleet of advanced U.S.-made F-16 fighters, also built by Lockheed, that could carry the JDAMs.
Once the Pentagon formally notifies lawmakers about a proposed sale, they have 30 days to raise objections, although such action is rare since sales are carefully vetted with Congress before they are formally announced.
This sale will likely include other weapons systems, including military aircraft and other weapons, according to the source familiar with the plans.

A top Boeing executive has added a new piece to the UAE's fighter modernisation puzzle, saying that the US government has delivered classified briefings about the capabilities of the F/A-18E/F Super Hornet and the F-15E Strike Eagle.

The briefings were not followed by the issuing of a request for proposals from Boeing, as Eurofighter has received. However, Kohler believes the UAE's interests in the Boeing fighters may be aimed at long-term requirements.
On 12 November, the UAE air force announced plans to acquire a "next generation fighter" in the 2018-2025 timeframe.
The Lockheed Martin F-35 joint strike fighter (JSF) has been previously named by the UAE as a potential acquisition target. But briefing requests may indicate that the F/A-18E/F and the F-15 Silent Eagle are also in the discussion, Kohler said. With the exception of all-aspect very low observability, or stealth, the F-15SE and F/A-18E/F international roadmap variant share many of the same sensor, avionics and weapons capabilities with the F-35.
"I think [UAE officials] would be interested, depending on exactly what they want," Kohler said.

All three bidders for the UAE's deal for a large airborne early warning (AEW) aircraft now expect the state to delay its award until after an agreement is signed to replace the air force's fleet of Dassault Mirage 2000-9s.
At the same time, the Northrop Grumman E-2D Advanced Hawkeye strengthened its perceived status as the UAE's favourite in the competition, which also includes the Boeing 737 airborne early warning and control and the Saab 2000 Erieye.
A picture of the E-2D made a surprise cameo in a presentation on 12 November by Maj Gen Ibrahim Naser al-Alawi, deputy chief of staff of the UAE air force.
The E-2D image was shown by al-Alawi as representing the UAE's future AEW capability. Neither the Boeing 737 or Saab 2000 were included in al-Alawi's briefing.
Northrop officials said al-Alawi's presentation indicates the UAE accepts the US Navy's claim that the E-2D was purpose-built for detecting small missiles, which is also the UAE's primary mission for AEW.
Boeing vice-president of business development Tom Kohler, however, said the 737 platform with Northrop's multi-role electronically scanned array (MESA) radar offers more flexibility, citing the UAE air force's recent deployment of Mirage 2000-9s and Lockheed Martin F-16 Block 60s to the Libyan air campaign.
A Northrop official on Boeing's team added that the UAE is no longer solely focused on the Iranian threat.
"The UAE's [operating area] is not just confined to the border regions," said John Johnson, vice-president and general manager of Northrop's intelligence, surveillance and reconnaissance systems division.
The UAE has delayed a contract award for the AEW platform for several years. The air force issued a request for proposals in 2006. It is not clear if the UAE intends to issue a new request for proposal, but each of the bidders confirmed that the UAE has received updated cost and technical information over the years.
In 2009, the UAE purchased a Saab 340 Erieye radar system as an interim solution to allow the air force to become familiar with the AEW technology and concept of operations.

The air operations center would control air defense and missile assets, as part of preparations for an "emerging missile threat," Maj. Gen. Ibrahim Naser Al Alawi told an air chiefs conference organized by conference and consulting company Inegma, and held ahead of the Dubai Airshow's Nov. 13 opening.
The air operations center would be a "force multiplier," Al Alawi said.
A layered missile defense would offer "upper and lower" level protection, he said.
The UAE has orders for interceptors at the upper level, namely the Theater High Altitude Area Defense (THAAD) and Patriot advanced capability (PAC-3) missiles from Lockheed Martin.
On the new air operations center, Lockheed Martin and ThalesRaytheonSystems are competing to win a contract, reported to be worth $1 billion, for delivering the integrated air and missile defense system, which is seen as a defense against Iranian threats.
A system that included interceptors against lower level threats and which might afford protection against saturation attacks appeared to open up opportunities for European missile maker MBDA.
"A versatility of interception is the right answer to multi-threat and saturation attacks," MBDA chief executive Antoine Bouvier said on the sidelines of the conference. "A segmentation of interception is not."
A multi-threat environment consists of attacks from aircraft, cruise missiles and ballistic missiles, with a possible mass launch of the latter weapon.
"Is an upper level only the right answer to a globalized threat?" Bouvier asked.
An upgraded version of MBDA's Aster missile, the NT1 due to be developed by 2015, could help counter the lower level threats and saturation missile attacks, he said.
Al Alawi's remarks appeared to confirm a move by the UAE toward a greater layered approach in its air and missile defense system, Bouvier said.
The UAE has reportedly cut a 2008 planned purchase to 96 THAAD missiles from 144, two AN/TPY-2 radars from four, and two batteries from three. That procurement also included six communications units and nine launchers. If all options had been exercised, the deal would have been worth $6.95 billion.
The UAE also signed up for the PAC-3 missile in a deal valued at over $1.8 billion over the life of the program.

Arguably the most impressive new design on display at Dubai is Adcom Systems’ latest unmanned air vehicle, the United 40. Based in Abu Dhabi, the company has forged a reputation for taking innovative approaches to UAV and aerial target design, and the United 40 does not disappoint due to its tandem-wing layout and dramatic S-shaped fuselage.
The tandem-wing UAV concept that has resulted in the United 40 has been in research and development for about four years. In its formative years it was given development designations in the X range, but later became known as the Shaheen. It has recently received its new name to honor of the 40th anniversary of the creation of the United Arab Emirates.
Flight trials with scale models of tandem-wing designs began around two years ago, the models increasing in size and complexity. The final test vehicle was powered by two small tractor engines mounted on the rear wing, and had a span of six meters. Armed with results from these flight tests, Adcom has now built the full-scale aircraft, and it is intended to fly in the next few weeks.
A tandem wing was selected for a number of reasons. Most importantly it is very forgiving in terms of center-of-gravity limits, while it also reduces ground footprint. The incidence of the front wing can be altered to provide pitch control and trim. The wings themselves offer very high lift, resulting in an extraordinary glide ratio of 1:43. Span is 57 feet 6 inches and the lifting area of the wing is 262 sq ft.
Climb performance is expected to be excellent, based on data from the scale-model trials. Takeoff/landing speed could be as low as 33 mph, and the vehicle has an expected ceiling of more than 23,000 feet. Maximum takeoff weight is around 2,205 pounds, and up to 211 U.S. gallons of fuel can be carried giving a long endurance. Of that total 63.4 U.S. gallons is held in the wings. Payloads can be carried externally under the fuselage, in an internal bay, or in up to four under-wing pods.
Another unusual feature of the United 40 is its hybrid powerplant, which comprises a primary 120-hp Rotax 914UL engine driving a pusher propeller in the tail, augmented for takeoff and climbout by an 80-hp electric motor mounted further forward.
Yabhon-Namrod UAV Warhead
Displayed alongside the United 40 is a new weapon intended for use with the UAV. The Yabhon-Namrod has been designed by Adcom to be carried internally on an eight-round rotary launcher. It has a straight wing that swivels into position on launch, and a small jet engine that can power the weapon to around 620 mph over a range of around 37 miles.
Yabhon-Namrod weighs about 66 pounds. The warhead is based on that of a standard 100mm artillery round. A range of guidance methods could be employed, including infrared and laser, as well as GPS/inertial

The Government of the UAE has requested a possible sale of 4,900 JDAM kits which includes 304 GBU-54 Laser JDAM kits with 304 DSU-40 Laser Sensors, 3,000 GBU-38(V)1 JDAM kits, 1,000 GBU-31(V)1 JDAM kits, 600 GBU-31(V)3 JDAM kits, 3,300 BLU-111 500lb General Purpose Bombs, 1,000 BLU-117 2,000lb General Purpose Bombs, 600 BLU-109 2,000lb Hard Target Penetrator Bombs, and four BDU-50C inert bombs, fuzes, weapons integration, munitions trainers, personnel training and training equipment, spare and repair parts, support equipment, U.S. government and contractor engineering, logistics, and technical support, and other related elements of program support. The estimated cost is $304 million.
