Congress notified on possible missile sale
WASHINGTON, Dec. 20 (UPI) -- A possible U.S. Foreign Military Sale of Javelin missiles to the United Arab Emirates has been reported by the U.S. Defense Security Cooperation Agency.
The agency, in its required notification to Congress, said the package deal to the United Arab Emirates is worth $60 million.
"The proposed sale of these missiles will provide the United Arab Emirates with a medium-range, man-portable, shoulder-launched, fire-and-forget anti-armor weapon system," it said. "The proposed sale will enhance (the Emirates') existing anti-tank capability to meet current and future threats."
The sale would involve 260 Javelin missiles, Javelin weapon effects simulators, basic skills trainers, containers, rechargeable and non-rechargeable batteries, support equipment and spare and repair parts.
The agency said the prime contractor for the Javelin system is a joint venture between Lockheed Martin and Raytheon but there would be no need for contractor or U.S. government personnel being assigned to the Middle Eastern country.
"This proposed sale will contribute to the foreign policy and national security of the United States by helping to improve the security of a friendly country that has been and continues to be an important force for political stability and economic progress in the Middle East," it said.

UAE Said to Sign Lockheed Thaad Pact Valued to $3.49 Billion
The U.S. and the United Arab Emirates have signed a deal valued at as much as $3.49 billion for the first international sale of Lockheed Martin Corp. (LMT)’s newest missile interceptor, according to government officials.
The initial installment of a so-called “undefinitized contract action” is valued at about $1.96 billion, according to a U.S. government official. The Pentagon may announce the contract action as soon as next week, said the official, who wasn’t authorized to discuss the signing prior to its announcement.
The interceptors are a centerpiece of the regional defense that the Obama administration plans to deploy in the Middle East against Iran’s medium- and long-range ballistic missiles. Batteries of land-based interceptors would be linked with the U.S. Navy’s detection systems on Aegis-class destroyers and cruisers.
Terminal High-Altitude Area Defense, or Thaad, missile interceptors are produced in Troy, Alabama, and the fire control equipment and launchers are made in Camden, Arkansas. Lockheed Martin is based in Bethesda, Maryland.
Raytheon Co. (RTN), of Waltham, Massachusetts, provides the radar, and Honeywell Inc. (HON), of Morris Township, New Jersey, makes the missile’s mission computer. Aerojet, part of GenCorp Inc. (GY), based in Rancho Cordova, California, makes the Thaad rocket motor. The U.S. subsidiary of the U.K.’s BAE Systems Plc (BA/) produces the missile seeker.
Lockheed Comment
Lockheed Martin spokeswoman Jennifer Whitlow said the company was continuing to work with the Pentagon’s Missile Defense Agency on the contract. She declined to discuss the timing of any announcement.
Shares of Lockheed closed at $81.52, up 58 cents or .72 percent on the New York Stock Exchange.
The UAE would be the first Thaad international buyer. In September 2008, when it was first proposed for congressional approval, the Pentagon said the deal would be valued at as much as $6.95 billion if all options were exercised.
In August 2010 the UAE scaled back the sale by about one- third. It “adjusted its requirement” to 96 interceptors from 144.
The UAE also reduced its purchase -- from four to two -- of Raytheon’s AN/TPY-2 mobile search and tracking radar. The new radar plan supports two missile batteries, rather than three, according to a Missile Defense Agency document.

Fourth vessel made in UAE joins Navy Haseeb Haider
16 February 2012 ABU DHABI - Abu Dhabi Ship Building, which constructs military vessels for the UAE Navy, has launched Mezyad, the fourth vessel of the Baynunah Corvette Class Programme.
The vessel, which was launched in the presence of senior officials from the UAE Navy on Wednesday, features the highest level of outfitting prior to launch. It is equipped with propulsion machinery including engine and weapons such as Main Gun and Side Guns that were installed last year.
Abu Dhabi Ship Building has also announced the completion of the extension of the quay wall of its shipbuilding facility by about 155 meters.
The expansion programme enables the ship maker to accommodate more vessels for fitouts, tests and trials.
Mohamed Salem Al Junaibi, Chief Executive Officer of Abu Dhabi Ship Building, said the launch “demonstrates Abu Dhabi Ship Building’s advanced capabilities.”
The Baynunah Corvette Class Programme, which is the largest warship construction programme and a first-of-its-kind project in the region, will significantly boost the arsenal of the UAE Navy and enable it to effectively fulfil its constitutional duty of protecting the UAE’s maritime territory.
The launch of the fourth vessel of the Baynunah Corvette Class Programme, the chief executive said was “certainly an excellent way to start 2012, marking another milestone.”
Construction of the Mezyad started with steel cutting for hull construction on May 10, 2007. The keel was laid on November 28, 2007, while the hull was completed in 2008 and the superstructure was installed later that year.
The Baynunah Corvette Class Programme is the biggest warship construction programme in the region consisting of six state-of-the-art warships for the UAE Navy. Each of the 72-metre highly-advanced corvettes can be deployed for various missions, including coastal patrol and surveillance, helicopter operations, and peacetime patrols.
The Baynunah Class Corvettes’ key features include a stealthy superstructure, a helicopter landing deck and a hangar.
The Corvettes will also be fitted with Anti-Ship Missiles, and air-defence missiles; 3D Surveillance, Navigation and Fire control Radars and a Multivendor electronic warfare suite.
The Baynunah Programme is being undertaken at the world-class Abu Dhabi Ship Building facility in Mussafah, Abu Dhabi. The first of the Baynunah vessels was built at CMN’s Cherbourg yard under a subcontract agreement with Abu Dhabi Ship Building. The second vessel, named ‘Al Hesen’, and the third named ‘Al Dhafra’, were launched in 2011. All six corvette vessels are expected to be delivered to the UAE Navy by 2014.
