Tempérée par sa propre volonté, «la marocaine», ne mâche pas ses mots pour affirmer que ce pas emboité s'inscrit dans le cadre d'un «vrai Jihad». Rapporte une idéo diffusée largement sur Internet (Voir ci-aprés).

Choquée par la mort de sa meilleure amie, Lamia croit dur comme fer que l'adhésion à l'armée américaine est le seul et unique moyen susceptible de calmer le feu de sa vengeance.

A noter que les USA continuent à «renforcer » son armée via le recrutement des marocains, à l'heure où ALQIADIA ciblent d'autres recrues du Maroc vers la Hollande et la Belgique, tout en passant par la Syrie, l'Espagne et l'Iraq.

US and Australian militaries launch new logistics tracking system

The US Army and the Australian Defence Force (ADF) have jointly launched a new logistics tracking system in an effort to enhance logistical interoperability between the two countries.

Dubbed the Pacific Radio Frequency Identification System (RFID), the system features commercial technologies used for tracking of goods from manufacturers and warehouses to buyers; it uses the capabilities of the Nato system used for the automatic location and tracking of shipments bound for the International Security Assistance Force, in Afghanistan.

US Pacific Command logistics director and air force brigadier general Mark McLeod said the system is designed to support the US Marine Rotational Force in Darwin, Australia, in addition to expanding military-to-military cooperation across the Asia-Pacific region.

Until now, the US Department of Defense (DoD) has been using barcode technology for monitoring shipments, from an aircraft's washers and nuts to armoured vehicles parts, throughout the transportation process and also to check inventory stocks.

The new system can read barcode information on both militaries' equipment and supplies using radio frequency identification technology, and the information is subsequently recognised and transmitted by the Australian RFID readers to the Nato routing hub, helping US logisticians monitor equipment or shipment deliveries."It gives everybody near-real-time access. When an individual supply-line item passes along a tracking device, it is automatically read up into a database and distributed," McLeod said.

Besides saving the US around $560,000 in deployment and installation of own RFID systems in Australia in the next five years, RFID is also expected to support closer US-Australian interoperability during exercises, humanitarian assistance, disaster-relief missions and other contingencies.

In addition, the system, launched in April 2013, is anticipated to establish a framework that could be expanded to include more regional allies and partners in the future, according to McLeod.

The two countries have earlier tried to share logistics information through directly linked systems, but the project was cancelled in 2011 due to problems related to servers and accreditation processes

US Army completes MaxxPro Dash survivability upgrade

The US Army's 401st Army Field Support Brigade (AFSB) and Joint Program Office Mine Resistant Ambush Protected-Operation Enduring Freedom (JPO MRAP-OEF) have successfully completed a survivability upgrade of more than 1,100 MaxxPro Dash vehicles in Afghanistan.

Carried out since December 2012, the upgrade involved integration of an energy displacement frame rail, transmission retention bracket, front and rear Jankel seats, and cab support beams to help enhance the operator survivability during improvised explosive device (IED) blasts.

Additional enhancements included installation of front and rear Skydex blast mats, crew ripple floors, seam plates, rear wall retention brackets, as well as upgraded rear suspension springs.

The upgraded vehicles were either swapped on a one-for-one basis or handed over to the US and coalition forces.

JPO MRAP-OEF project-manager lieutenant colonel Elliott Caggins said: ''The MaxxPro survivability upgrade, or MSU, was an effort to increase the survivability of the MaxxPro vehicle and it did exponentially.''The 401st AFSB Support Operations officer-in-charge major Ken Hoisington said: ''It increases the underbody blast protection performance, and that is a 75% upgrade of survivability.''

The MSU kits were supplied by Navistar Defense, along with spare parts and support services, under a $282m contract awarded by the army in September 2012.

The upgrade work was carried out at six sites in Afghanistan: Bagram Airfield, Kandahar Airfield, Forward Operating Base (FOB) Shank, FOB Sharana, FOB Fenty and FOB Salerno.

A lighter and mobile variant of the basic MaxxPro MRAP vehicle, the MaxxPro Dash is an up-armoured vehicle designed to withstand ballistic arms fire, mine blasts and roadside bomb attacks in the battlefield.

The vehicle is extensively used by the US and coalition forces in Afghanistan

Raytheon's JLENS completes US Army early user testing

The Raytheon-built joint land attack cruise missile defence elevated sensor (JLENS) system has successfully completed the US Army's early user testing (EUT), at an undisclosed location.

The six-week-long EUT evaluated the JLENS' ability to operate in a multitude of complex scenarios, simulated an operational environment.

In addition, the system demonstrated its long endurance through a 20 day continuous operation during testing, which paves the way for operational evaluation at Aberdeen Proving Ground in Maryland, US.

US Army JLENS product manager Dean Barten said the EUT completion confirmed JLENS' maturity and its readiness to be deployed according to soldier's requirements.

"With EUT under our belts, we are well on our way to deploying the system to Aberdeen Proving Ground for an operational evaluation, and ultimately, putting JLENS in the hands of the soldier," Barten said.

Raytheon Integrated Defense Systems business Global Integrated Sensors vice-president Dave Gulla said the completion follows a series of JLENS achievements, including detection of a ballistic-missile surrogate and enabling the intercept of cruise missile targets with the patriot and standard missile six."JLENS is essential to national security because it provides a proven capability against threats that no other system in the world offers," Gulla added.

Equipped with a powerful integrated radar system, JLENS is an affordable elevated, persistent over-the-horizon sensor system designed to detect, track and engage a broad range of distantly located threats in the battlefield.

The system primarily helps combatant commanders defeat a variety of threats including hostile cruise missiles, low-flying manned and unmanned aircraft, as well as moving surface vehicles, such as swarming boats, mobile missile launchers, automobiles and tanks.

Featuring two tethered, 74m aerostats that are networked to mobile mooring stations, and a communications and processing group, the system provides 24/7 surveillance coverage for 30 days, in addition to enabling ascent phase detection of tactical ballistic missiles and large-calibre rockets.

Aux termes du verdict lu par la juge Denise Lind, Manning encourait plus d'une centaine d'années de prison après avoir été reconnu coupable de plusieurs charges liées à la violation de la législation sur l'espionnage.

Au total, le jeune soldat a été reconnu coupable de 20 des 22 chefs d'accusation qui pesaient contre lui. Outre la violation de la loi sur l'espionnage, la justice militaire l'a notamment reconnu coupable de vol de documents des forces armées.

Bradley Manning, 25 ans, admet avoir transmis quelque 700.000 documents militaires et diplomatiques au site WikiLeaks, lorsqu'il était analyste du renseignement en Irak, de novembre 2009 à son arrestation en mai 2010.

Lors de l'énoncé du verdict sur la base militaire de Fort Meade, près de Washington, le colonel Lind a indiqué que la phase du procès consacrée à fixer la peine commencerait mercredi à 09H30 locales (13H30 GMT).

Dans une première réaction, WikiLeaks a qualifié le verdict de dangereux extrémisme de l'administration Obama.

Lockheed Martin has introduced a new universal, highly adaptable and affordable mission equipment package (MEP) for US Army helicopters.

Designed to meet the joint multi-role / future vertical lift (JMR/FVL) rotary wing programme requirements, the mission equipment package uses future airborne capability environment (FACE) software design.

The affordable and dependable solution also features open architecture to meet the multiple customers' applications.

Lockheed Martin Rotary Wing capture lead, Ed Whalen, said the company is working with the JMR customer to provide a highly adaptable package for use across multiple platforms.

"The JMR programme offers the opportunity for the US Army to leverage this investment and many others in its vertical lift programme through open architecture and Lockheed Martin's advanced avionics, sensors and weapons," Whalen said.
"The US Department of Defense (DoD) and Lockheed Martin have invested billions of dollars to create advanced technology mission equipment packages, such as that in the F-35 Lightning II."

Lockheed is integrating the DoD's future airborne capability environment (FACE) software standards into the cockpit and mission systems in order to enhance the mission equipment package's affordability and growth potential throughout its lifecycle.

The FACE standard for the software design will provide unprecedented flexibility for the army for reuse it across multiple aviation platforms while the solution will take from technologies, processes and lessons learned from the fifth-generation F-35 Lightning II fighter programme.

Additionally, the MEP was developed by the company's three business units, which have experience in integrating mission equipment components and subsystems into a wide variety of US Army, navy, marine corps, air force and international rotary and fixed-wing programmes.

"Integrating AMRAAM with JLENS enables the world's most capable air-to-air missile to engage targets at the weapon's maximum kinematic range," said Harry Schulte, vice president of Raytheon Missile Systems' Air Warfare Systems. "This test further demonstrates AMRAAM's operational flexibility and provides today's warfighter with enhanced operational capability, cost effectiveness and future growth solutions."

JLENS consists of an integrated surveillance and fire-control radar on two tethered, 74-meter aerostats, which fly at altitudes of 10,000 feet above sea level and remain aloft and operational for 30 days. This capability better enables commanders to defend against threats including hostile cruise missiles, low-flying manned and unmanned aircraft, and moving surface vehicles such as boats, mobile missile launchers, automobiles, trucks and tanks. JLENS also provides ascent phase detection of tactical ballistic missiles and large-caliber rockets.

Lockheed Martin Receives $308 Million Contract Modification for Production of PAC-3 Missiles

DALLAS, August 12, 2013 – Lockheed Martin [NYSE: LMT] has received a $308 million contract modification from the U.S. Army Aviation and Missile Command for hardware and services associated with the combat-proven PATRIOT Advanced Capability-3 (PAC-3) Missile Segment program.

In addition to Fiscal Year 2013 missile and command launch system production for the U.S. Army, the contract marks the first Foreign Military Sale of the PAC-3 Missile to Kuwait. Kuwait is the sixth international customer for the PAC-3 Missile.

The contract includes production of 244 hit-to-kill PAC-3 Missiles, 72 launcher modification kits and associated tooling, as well as program management. This is the 14th production buy of the PAC-3 Missile Segment by the U.S. government.

“Kuwait’s purchase of PAC-3 Missiles will provide its defense forces with a superior air and missile defense capability,” said Richard McDaniel, vice president of PAC-3 Missile programs at Lockheed Martin Missiles and Fire Control. “This is another example of the growing global interest for the PAC-3 Missile’s capabilities.”

In 2009, Taiwan became the fifth international customer for the PAC-3 Missile, joining the Netherlands, Germany, Japan and the United Arab Emirates in fielding the system.

Production will take place at Lockheed Martin’s manufacturing facilities in Dallas and Lufkin, Texas; Chelmsford, Mass.; Ocala, Fla.; and Camden, Ark. Deliveries will begin in 2014.

Lockheed Martin is the prime contractor on the PAC-3 Missile Segment upgrade to the PATRIOT air defense system. The PAC-3 Missile Segment consists of the PAC-3 Missile, a highly agile hit-to-kill interceptor, the PAC-3 Missile canisters (each of which hold four PAC-3 Missiles, with four canisters per launcher), a fire solution computer and an enhanced launcher electronics system and launcher support hardware.

General Dynamics Ordnance and Tactical Systems of St. Petersburg, Fla., is being awarded an indefinite-delivery/indefinite-quantity contract with firm-fixed-price, cost-plus-fixed-fee and cost delivery orders (or any combination of those) contract with total ceiling of $562,210,980 for the purchase of Ground Mobility Vehicles 1.1 (GMV 1.1). The GMV 1.1 is a highly mobile, C/MH-47-transportable platform with associated manuals, spare parts, mechanical/operator training and a Government Furnished C4ISR suite non-developmental item with Special Operations Forces-peculiar modifications. The majority of the work will be performed in St. Petersburg, Fla., and Ladson, S.C. The term of the contract is seven years, and is expected to be completed by September 2020. This contract will be funded at the delivery order level. One delivery order will be issued at the time of contract award and funded with $9,807,029 of research, development, test and evaluation funds, under fiscal 2012 and 2013, and $4,999,500 procurement funds under fiscal 2012 and 2013. This contract was competitively procured via Federal Business Opportunities, with seven proposals received. U.S. Special Operations Command is the contracting activity (H92222-13-D-0013).

SYRACUSE, N.Y., August 26, 2013 – The U.S. Army awarded Lockheed Martin [NYSE: LMT] $206 million in additional orders for the AN/TPQ-53 (Q-53), a long-range counterfire radar that provides soldiers with enhanced 360-degree protection from indirect fire.

This contract is for 19 Q-53 systems, formerly designated as EQ-36. To date Lockheed Martin has delivered 32 initial production systems to the U.S. Army and is currently producing an additional 33 systems, which were awarded in March 2012. This latest contract builds on those 33 systems currently in production.

“The Q-53 radar is helping to save the lives of U.S. forces through its exceptional performance in theater” said Lee Flake, program director for counterfire target acquisition radar programs at Lockheed Martin’s Mission Systems & Training business. “Deployed since 2010, we have listened to feedback from our soldiers to ensure the system meets operational demands and is evolving to stay ahead of global threats.”

Mounted on a five-ton truck, the Q-53 can be rapidly deployed, automatically leveled and remotely operated with a laptop computer or from a fully equipped climate-controlled command vehicle.

Lockheed Martin won the competitive development contract for the Q-53 radar – then known as EQ-36 – in 2007. Responding to urgent need statements from theater and following early program successes, the Army awarded the company an accelerated contract for 12 initial production systems in July 2008 and a contract with options for an additional 20 systems in April 2010. The Army began deploying Q-53 systems to combat in Iraq and Afghanistan in fall 2010. The March 2012 contract for 33 systems was a combination of low-rate initial production orders one and two.

Work on the Q-53 radar contract will be performed at Lockheed Martin facilities in Syracuse, N.Y., Moorestown, N.J., Akron, Ohio, and Clearwater, Fla.

Headquartered in Bethesda, Md., Lockheed Martin is a global security and aerospace company that employs about 116,000 people worldwide and is principally engaged in the research, design, development, manufacture, integration, and sustainment of advanced technology systems, products, and services. SEOUL, Sept. 5 (Yonhap) -- The U.S. Army will deploy an air cavalry squadron made up of 30 OH-58D armed reconnaissance helicopters to South Korea next month after the choppers complete a five-year mission in Iraq, the Combined Forces Command (CFC) said Thursday.

The 4th Squadron, 6th Cavalry Regiment at Joint Base Lewis-McChord in Washington will be deployed to Camp Humphreys in Pyeongtaek, just south of Seoul, on Oct. 1, the CFC said.

Redeployment of the helicopters comes after they completed combat missions in Iraq from 2008-2013.

The squadron, which is comprised of about 380 soldiers and 30 OH-59D Kiowa Warrior helicopters, will rejoin the 2nd Combat Aviation Brigade to support South Korea and U.S. forces here, it said.

The OH-58D is an upgrade of the OH-58 Kiowa reconnaissance helicopter, capable of carrying AGM-114 Hellfire missiles, Hydra-70 rocket pods, air-to-air Stinger missiles and an M296 12.7 mm heavy machine gun. The light chopper is generally used as a scouting platform for attack helicopters such as the Apache and the Cobra.

"This action supports the U.S. defense commitment to the Republic of Korea as specified by the mutual defense treaty and presidential agreements," the U.S. Army said in a release. "The squadron's return to Korea will bring the 2nd Combat Aviation Brigade back to full strength."

The U.S. forces will return to their unit after a nine-month stint, while the choppers will remain in the nation, it said.

About 28,500 U.S. soldiers are stationed in South Korea as the 1950-53 Korean War ended in a truce, not a peace treaty.

AeroVironment has received contracts from the US Army Close Combat Weapons Systems Program Executive Office Missiles and Space (PEO MS) for supply of Switchblade tactical missile systems, related equipment and support services.

Having a combined value of $36.7m, the latest orders represent options under an initial contract awarded in support of the army's rapid equipping force (REF) in August 2012.

''It provides a new and effective way for our forces to respond quickly to threats while reducing or even eliminating collateral damage through its set of unique capabilities,'' Minson said.

Switchblade is a tactical armed, remotely-piloted or autonomously-launched unmanned aerial wehicle, designed to provide troops with a back-packable, non-line-of-sight precision strike capability with minimal collateral effects from stand-off ranges.

With an operational altitude of less than 500ft, the system wirelessly transmits real-time video information of the target to the small UAS ground control unit operator, which in turn, arms the air vehicle to engage and destroy the target.

Un contrat a été passé en ce sens avec General Dynamics Land Systems (GDLS).

L’US Army souhaite convertir ses véhiculés blindés d’infanterie (IFV) de type Stryker en 8×8. Un contrat a été signé avec la firme américaine GDLS pour un montant global de 118 millions de dollars. En tout, 66 véhicules vont être ainsi transformés.
Les nouveaux équipements installés offriront une meilleur protection contre les IED avec le système Double V-Hull (DVH) avec une double coque en forme de V sous le véhicule. L’armée américaine a mis au point ces équipements après le début de la guerre en Afghanistan et en Irak pour mieux se protéger contre le blast des explosions déclenchées au passage des convois militaires. L’US Army s’était alors inspiré de ce qui se faisait déjà au Canada avec les LAV III protégés contre les tirs d’artillerie, les IED et les mines. Le DVH offre un nouveau système de suspension offrant aussi une meilleur mobilité réduisant ainsi les coûts d’exploitation du matériel en opération.
La première Brigade en a été équipé dès 2011. Depuis, deux brigades de l’US Army ont également subi ces changements sur leurs 52 véhicules blindés entre juillet 2010 et juillet 2013. Ce nouveau contrat doit s’étaler entre juillet 2014 et février 2015.

Accords secrets USA-pays de l'Otan pour moderniser les armes nucléaires (médias)

Les Etats-Unis ont conclu en 2010 avec certains pays membres de l'Otan des accords secrets visant à moderniser les armes nucléaires tactiques américaines déployées sur leurs territoires, annoncent des médias belges se référant à Hans Kristensen, expert en armes nucléaires.
Selon ce dernier, ces accords prévoient de moderniser les bombes tactiques américaines B-61. Il s'agit de près de 200 bombes qui se trouvent depuis les années 1960, selon les médias occidentaux, sur les territoires de l'Allemagne, des Pays-Bas, de la Belgique, de l'Italie et de la Turquie. Les Américains ont l'intention de transformer ces ogives en bombes B-61-12, dotées de systèmes de pointage GPS.
Selon des experts indépendants, la Belgique possède actuellement de 10 à 20 bombes B-61, stockées sur le site de Kleine-Brogel.
Les autorités belges n'ont pas voulu confirmer ou démentir ces informations.

Un contrat d’acquisition de nouveaux systèmes THAAD a été signé avec Lockheed martin.
Le Department of Defense a annoncé cette semaine avoir signé un contrat avec Lockheed Martin portant sur l’acquisition de nouveaux systèmes de défense anti-missile Terminal High Altitude Area Defense (THAAD). Le montant global du contrat s’élève à 3,9 milliards de dollars.
L’US Army va ainsi recevoir, par le biais de la Missile Defense Agency (MDA), 110 missiles intercepteurs. Les livraisons doivent s’étaler entre 2015 et 2019. Le contrat inclut également un volet d’exportation à destination des Emirats Arabes Unis qui en a commandé 192 exemplaires. Le pays du Golfe souhaite clairement accroître rapidement ses capacités anti-missiles du fait d’une menace iranienne face à laquelle les EAU sont directement confrontés.
D’autres pays ont déjà montré un intérêt pour le THAAD : l’Arabie Saoudite, le Qatar, le Japon ainsi que la Corée du Sud. La DMA a conduit avec succès plusieurs essais la semaine dernière pour tester l’intégration du THAAD au sein du système de combat Aegis utilisé dans l’US Navy. Les deux systèmes ont neutralisé simultanément deux missiles tirés depuis un destroyer américain. Deux destroyers équipés du système Aegis ont déjà été déployés dans le Pacifique en réponse à des menaces édictées par la Corée du Nord. Quant au THAAD, une batterie a été récemment acheminée sur la base de Guam.

Bell Helicopter adds Moog to V-280 Valor team

Bell Helicopter has selected Moog to work on the Bell V-280 Valor helicopter, which is competing for the US Army's joint multi-role technology demonstrator (JMR-TD) programme contract.

Moog will design, manufacture and qualify an integrated flight control system, featuring flight control computers, support software, as well as the flight control actuation for the V-280 next generation tiltrotor aircraft.

Bell Helicopter president and CEO, John Garrison, said: "Moog's experience and innovation helps us deliver the highest levels of maturity and technical readiness required for the US Army's future vertical lift missions."

Moog Aircraft Group president Warren Johnson said: "We made the strategic decision to align our interests and resources with Bell Helicopter on this key programme and believe the Bell V-280 will be the most advanced, operationally-effective vertical lift solution, providing our soldiers an unparalleled combination of range, speed, and combat capability."

Bell Helicopter has recently received a JMR-TD technology investment agreement (TIA) from the army to start development of its demonstrator aircraft for planned flight testing in 2017.Developed with an army-centric design, the V-280 Valor will provide the combatant commanders with an ability to conduct multiple vertical lift missions with enhanced agility and twice the speed and range of legacy helicopters.

Offering the best value in procurement, operations and support, as well as force structure, the helicopter also has fewer parts, lowering complexity compared with previous generation tiltrotors.

A subset of the US Department of Defense's (DoD) joint future vertical lift effort, the JMR programme aims to develop a family of helicopters with enhanced avionics, electronics, range, speed, propulsion, survivability, operating density altitudes and payload capacities.

Other competitors selected for the programme include AVX Aircraft, Karem Aircraft and Sikorsky Aircraft-Boeing team.

L'armure du futur en est encore au stade de projet, mais elle promet d'être révolutionnaire. Les chercheurs de l' armée américaine travaillent au développement d'un équipement digne d'IronMan. Le matériel de haute technologie donnerait aux soldats "une force surhumaine" comme dans le film d'action, à cette différence près qu'il ne permettra pas de voler.
 
Cette armure sera baptisée "Tactical Assault Light Operator Suit (ou Talos), en référence aux automates de bronze dans la mythologie grecque, que Zeus déployait pour protéger sa maîtresse Europa. Elle sera dotée d'un puissant ordinateur, d'une protection pare-balles, d'un système de contrôle des signes vitaux, et d'un exosquelette qui permettra au soldat de transporter des équipements lourds.
 
"Certaines des technologies envisagées pour le Talos comprennent une armure avancée, des ordinateurs permettant au soldat de savoir où il se trouve à tout moment sur le champ de bataille et de communiquer avec le commandement, ainsi qu'un système d'alimentation électrique et un squelette extérieur très mobile", précise l'US Army.
 
Bouclier liquide inspiré de Terminator
 
Cette future cuirasse de combat pourrait même utiliser "un bouclier liquide", qui rappelle les films Terminator. Le liquide deviendrait solide avec une charge magnétique ou électrique, selon un projet développé par des scientifiques du Massachusetts Institute of Technology (MIT).

L'armée a lancé un appel aux chercheurs le mois dernier pour qu'ils présentent des projets sur des technologies pouvant être incorporées à "une armure de combat intelligente". Ensuite le commandement militaire et les responsables du Pentagone décideront comment procéder, tout en tenant compte des contraintes budgétaires grandissantes.
 
Interface homme-machine
 
Ce projet s'inscrit dans une tendance actuelle de la recherche qui se concentre sur l'interface homme-machine, visant à décupler les capacités d'un simple soldat. Il a été initié par l'amiral William McRaven, à la tête du commandement des opérations spéciales, et devenu célèbre quand il a dirigé le raid des Navy SEAL pour tuer Oussama Ben Laden en mai 2011.
 
L'armure du futur sera développée conjointement par les universités, les scientifiques travaillant pour des agences fédérales, et des sociétés de technologies. Mais il est encore trop tôt pour estimer son coût, selon les responsables militaires du projet.

Deux avions hybrides Osprey MV-22 ont été utilisés pour la première fois lors des manœuvres conjointes nippo-américaines qui ont eu lieu dans la préfecture de Shiga (île japonaise de Honshu), a annoncé mercredi le ministère japonais de la Défense.

Ces aéronefs sont rattachés à la base américaine de Futenma, à Okinawa. La population s'oppose à leur déploiement dans la préfecture, car la sécurité des avions hybrides suscite des craintes: l'an dernier, deux appareils de ce type se sont écrasés à l'extérieur des frontières japonaises.

Des avions hybrides Osprey MV-22 sont apparus pour la première fois au Japon en 2012. D'ici à 2014, le commandement américain envisage de porter leur nombre à 24 appareils.

L'avion de transport hybride a ceci de particulier qu'il possède des ailes tournantes munies d'hélices qui lui permettent de combiner les fonctions d'avion et d'hélicoptère, notamment de décoller verticalement. Il est pourtant à noter que la moindre erreur de pilotage risque de provoquer un crash.
 
Les Etats-Unis insistent sur l'utilisation d'Osprey MV-22 sur leurs bases au Japon, car par rapport aux hélicoptères de transport classiques, ces appareils possèdent une vitesse deux fois plus élevée et une capacité d'emporte trois fois plus grande.

U.S. Army sees budget cuts affecting weapons programs

Oct 21 (Reuters) - U.S. defense budget cuts will affect the Army's plan to develop a new ground combat vehicle and most other acquisition programs, with some facing delays or cancellation, Army Secretary John McHugh said on Monday.
"I find it difficult to envision any significant number of our developmental initiatives that won't be affected," McHugh told reporters at the annual Association of the U.S. Army conference. "And some we'll have to cancel."

McHugh singled out developing a new ground combat vehicle and improving the Army's communications and computer network as priorities, but, he said, even those programs would have to be revamped if mandatory across-the-board budget cuts remained in place.

Plc, maker of the Bradley fighting vehicle, and Boeing Co, which builds several different helicopters for the Army, and others were looking for clues to the impact of spending cuts.
Army Chief of Staff General Ray Odierno told reporters the Joint Light Tactical Vehicle program, which is to replace the workhorse Humvees used by the military, and replacements for the UH-60, CH-47 and Apache helicopters were also priorities.
"The bottom line is we can't afford all of that. And so we're going to have to make some tough decisions," he said, adding that analysis was underway to help make those decisions.
He said the current budget environment meant the Army might have to delay some weapons programs by four to five years.
Neither McHugh nor Odierno provided details on exactly which programs might be cancelled, revamped or delayed.
Army acquisition chief Heidi Shyu later told reporters the Ground Combat Vehicle program and the
Armed Aerial Scout program, which was aimed at replacing aging OH-58 Kiowa Warrior helicopters, were at risk unless Congress reversed across-the-board budget cuts mandated by sequestration.
"Either we are going to delay it or we're going to have to terminate it or we're going to have to continue on and finish a certain phase," Shyu said of the two programs.
She said understood industry's need for more certainty, but said the Army's acquisition plans were "lurching because our budget is lurching. We have no control over that."
Acquisition programs were hardest hit because it took longer to generate savings from troop reductions, and operations and maintenance accounts were still stretched by the war in Afghanistan, Shyu said.
Decisions about future end strength and military readiness also played into acquisition decisions, Shyu said, noting that military commanders were having to weigh what capabilities they could give up, and what was "good enough."
Shyu said the Army would continue to invest in research on lighter weight armor and other promising technologies, as well as incremental upgrades to existing weapons.
She said BAE System's Paladin Integrated Management program, which enhances the reliability of the M109A6 howitzer, just won approval from the high-level Defense Acquisition Board to start low-rate initial production.
The Army planned to proceed with some procurement plans, including an integrated air missile defense and a $6 billion program for a Armored Multipurpose Vehicle to replace M113 vehicles.
Shyu said she was working to safeguard the Army's multiyear procurement agreements, including one signed in June for new CH-47 helicopters built by Boeing, but they might have to be broken or renegotiated if sequestration cuts continued through fiscal year 2017.

Army Looks to Blend Cyber, Electronic Warfare Capabilities On the Battlefield


As new technologies emerge and new cyber and electronic warfare threats plague Soldiers in the field, U.S. Army scientists and engineers continue to define next-generation protocols and system architectures to help develop technology capabilities to combat these threats in an integrated and expedited fashion.
As part of the Integrated Cyber and Electronic Warfare, or ICE, program, the U.S. Army Research, Development and Engineering Command’s communications-electronics center, known as CERDEC, researches the technologies, standards and architectures to support the use of common mechanisms used for the rapid development and integration of third-party cyber and electronic warfare, or EW, capabilities.
“Currently, within cyber and EW disciplines there are different supporting force structures and users equipped with disparate tools, capabilities and frameworks,” said Paul Robb Jr., chief of CERDEC Intelligence and Information Warfare Directorate’s Cyber Technology Branch.
“Under the ICE program we look to define common data contexts and software control mechanisms to allow these existing frameworks to communicate in a manner that would support the concurrent leveraging of available tactical capabilities based on which asset on the battlefield provides the best projected military outcome at a particular point in time,” said Robb.
The boundaries between traditional cyber threats such as someone hacking a laptop through the Internet, and traditional EW threats such as radio-controlled improvised explosive devices that use the electromagnetic spectrum have blurred allowing EW systems to access the data stream to combat EW threats, according to Giorgio Bertoli, senior engineer of CERDEC I2WD’s Cyber/Offensive Operations Division.
Additionally, significant technological advancements including a trend towards wireless in commercial applications and military systems have occurred over the last decade, said Bertoli.
“This blending of networks and systems, known as convergence, will continue and with it come significant implications as to how the Army must fight in the cyber environment of today and tomorrow,” said Bertoli.
“The concept of technology convergence originated as a means to describe the amalgamation of traditional wired versus wireless commercial services and applications but has recently evolved to also include global technology trends and U.S. Army operational connotations — specifically in the context of converging cyber and EW operations,” said Bertoli.
The Army finds itself in a unique position to help mitigate adverse outcomes due to this convergence trend.
“Post force deployment, the Army has the vast majority of sensors and EW assets on the tactical battlefield compared to any other service or organization posing both risks and opportunities. Our military’s reliance on COTS [commercial-of-the-shelf] systems and wireless communications presents a venue for our adversaries to attack. Conversely, the proximity and high density of receivers and transmitters that we deploy can be leveraged to enable both EW and cyber operations,” said Bertoli.
“The ability to leverage both cyber and EW capabilities as an integrated system, acting as a force multiplier increasing the commander’s situational awareness of the cyber electromagnetic environment, will improve the commander’s ability to achieve desired operational effects,” said Robb.
A paradigm shift in how the Army views system and technology development will further enhance CERDEC’s ability to rapidly adapt to new cyber and EW threats.
“The biggest hindrance we have right now is not a technological one, it’s an operational and policy one,” said Bertoli. “The Army traditionally likes to build systems for a specific purpose – build a radio to be a radio, build an EW system to be an EW system, but these hardware systems today have significantly more inherent capabilities.”
To demonstrate the concepts of multi-capability systems, CERDEC chose not to solely focus its science and technology efforts on researching solutions to address specific cyber and EW threats but also to develop the architecture onto which scientists and engineers can rapidly develop and integrate new, more capable solutions.
“As an example, the World Wide Web has grown into an architecture that is so powerful your tech savvy 10-year-old can build a website – and a pretty powerful one at that,” said Bertoli. “The only reason this is possible is because there is a wealth of common tools, like web browsers and servers, and standards such as HTML or HTTP already in place for them to use.”
“The ICE program is attempting to extend this model to the cyber and EW community by providing mechanisms to enable the leveraging of available tactical assets to support cyberspace operation mission sets. Early focus revolves around the development of augmented situation-awareness capabilities but will evolve to include the enabling of a multitude of cyberspace operations,” said Bertoli.
ICE will provide the Army with common tools and standards for developing and integrating cyber and EW capabilities.
“Capabilities can be developed to combat EM (electromagnetic) and cyber threats individually, but this is neither time nor cost effective and simply will not scale in the long term. The domain is just too large and will only continue to expand,” said Bertoli.
“In the end, we [CERDEC] believe this is the only way the Army will be able to keep pace with the anticipated technology advancements and rate of change related to cyberspace and the systems that comprise it,” said Bertoli.
The Army acquisition community has also seen changes in the relationship between cyber and EW.
“Tactical EW systems and sensors provide for significant points of presence on the battlefield and can be used for cyber situational awareness and as delivery platforms for precision cyber effects to provide a means of Electronic Counter Measures and Electronic Counter-Counter Measures for instance,” said Col. Joseph Dupont, program manager for EW under Program Executive Office Intelligence, Electronic Warfare and Sensors.
“There is no doubt in my mind that we must provide for a more integrated approach to cyber warfare, electronic warfare and electromagnetic operations to be successful in the future conduct of unified land operations,” said Dupont.
CERDEC, as the Army’s research and development experts in cyber and EW, works closely with the Program Executive Offices, the Army’s Training and Doctrine Command and Army Cyber Command to shape operational concepts and doctrine by providing technical expertise regarding technically achievable solutions in the context of the tactical cyberspace operations and supporting materiel capabilities for the Army.
In addition to working with the Army’s strategy and policy makers, CERDEC I2WD has tapped into its facilities and pre-existing expertise to further the ICE program.
CERDEC I2WD maintains state-of-the-art laboratories that support both closed and open air testing facilities to provide relevant environment conditions to conduct research that provides a seamless cyber-electromagnetic environment with both wired and wireless modern communication infrastructure.
“We leverage these facilities and our inherent core competencies in cyber, EW and signals intelligence to engage with the Army and the community at large, both academia and industry partners, to collaborate on developing and integrating relevant technologies to achieve domain superiority in a changing environment,” said Robb.
The fully-instrumented labs include commercial information assurance products and allow for in-depth experimentation while sustaining automated rapid network re-configuration technology and virtualization technologies to support scalable testing. Additionally, I2WD expands its potential environment by maintaining remote connections with external government sites, which also enables collaborative experiments.
The combination of these assets and expertise allows CERDEC to demonstrate achievable capability improvements related to cyber and EW convergence.
“During the next three years, the biggest thing we can do within the ICE effort is show the art-of-the-possible by providing technology demonstrations on both existing and experimental Army systems to provide concrete proof of the advantages such a capability can provide,” said Bertoli.
