(Reuters) - Singapore has shown "tremendous interest" in the F-35 Joint Strike Fighter developed by Lockheed Martin Corp (LMT.N) and will likely decide by this summer whether to buy the new warplane, the Pentagon's F-35 program chief said on Wednesday.
Air Force Lieutenant General Christopher Bogdan told a subcommittee of the Senate Armed Services Committee that he expected Singapore to decide by this summer whether to join the multinational fighter plane program.
He said he was also cautiously optimistic that South Korea could decide to buy the radar-evading F-35 in its 60-fighter competition, with a decision expected there in June. | |

The last of Singapore's most advanced submarines was declared battle-ready on Tuesday, sharpening the capabilities of the Republic of Singapore Navy (RSN) in underwater warfare. The RSS Swordsman was commissioned, following more than two years of tests and torpedo-firing exercises in Sweden and in the warmer and more corrosive waters here. The 60.5m diesel-electric vessel arrived in Singapore in last December. This is the second Archer-class vessel to be added to the RSN's 171 Squadron, after the first, RSS Archer, was declared operational in 2011. The submarine squadron also comprises four ageing Challenger-class submarines. Deputy Prime Minister Tharman Shanmugaratnam, who was at the ceremony in Changi Naval Base, said the new vessel will strengthen the navy's ability to safeguard Singapore's "continued and unimpeded access to the maritime routes".
He noted that Tuesday's ceremony also marked the end of the RSN's eight year journey to replace some of the Challenger-class submarines, which were built in the 1960s.

IMDEX Asia, Singapore, May 14, 2013.
Sagem (Safran) has signed a contract with the Defence Science and Technology Agency (DSTA) of Singapore to develop and produce a new Gun Fire-Control System (GFCS) for eight Littoral Mission Vessels ordered by the Republic of Singapore Navy.
Sagem’s new GFCS is a centralized system located at the ship’s operations center that integrates several functions: main and secondary guns, radar, optronics and navigation systems. Capable of operating from several multifunction consoles concurrently, Sagem’s GFCS will also be interfaced with the combat management system. It’s open architecture not only allows for easy integration but also ensures flexibility and scalability for future upgrades and enhancement.
A long-standing partner to the Singapore Navy, Sagem has also supplied the GFCS for the six Formidable class frigates, and four Endurance class LSTs.
The new GFCS will be developed by Sagem at its Massy R&D center near Paris. Through this program Sagem provides further proof of its capabilities as systems integrator for combat systems, sensors and decentralized information on military platforms.
(1) - (1)The upcoming Littoral Mission Vessel class program for Singapore comprises eight 1,200-tonne vessels. This program, being led by ST Marine as prime contractor, will replace the country’s current Fearless-class patrol vessels.

C'est un premier succès à l'export pour le missile Aster 30 de MBDA dans sa version terrestre : le ministère de la défense singapourien a annoncé ce matin l'acquisition de ce nouvel armement de défense sol-air devant le parlement, selon la presse locale. Développé par le missilier européen, l'Aster 30 est habituellement intégré à l'offre SAMP/T (sol-air moyenne portée terrestre) proposée par le consortium Eurosam (Thales/MBDA), mais aucun élément n'indique pour le moment que c'est cette configuration précise qui a été retenue.
Contacté, le missilier MBDA n'a pas souhaité commenter l'information.
Pour Singapour, cette acquisition doit permettre le remplacement des anciennes batteries I-Hawk d'origine américaine toujours en service et arrivant en fin de vie.
Il s'agit là du premier contrat export remporté par l'Aster 30 dans une application terrestre. Le système est également proposé à la Turquie dans le cadre de l'appel d'offres T-Loramids, qui reste un prospect majeur pour le consortium Eurosam.
Pour l'heure, aucun élément chiffré n'a été divulgué par Singapour au sujet du montant de ce contrat ou des quantités considérées. Singapour est déjà utilisateur du missile Aster, mais dans sa version Aster 15 ; celle-ci équipe les frégates de classe "Formidable" de la marine locale.

Singapore has officially stated its intention to upgrade its Lockheed Martin F-16 C/D aircraft.
“The [Singapore air force] will also be looking to upgrade its fighter fleet,” defence minister Ng Eng Hen said in comments to the parliament. “We plan to upgrade our F-16s to modernise their avionics and extend their lifespan.”
Ng was responding to a question in the parliament about Singapore’s plans to shut down its primary air base at Paya Lebar to make room for development in the land scarce nation, and how this would affect the country’s airpower.
Although this is the first time that Singapore has publicly stated its intention to upgrade its F-16s, industry observers have long expected that Singapore will upgrade some, if not all, of its 60 F-16s.
Ng gave no details as to the possible timing of the upgrade, but industry sources say that it is likely to commence in 2015.
Given that 4,500 F-16s have been delivered since the 1970s and the aircraft is operated by 26 countries, the upgrade market for the type is huge.
Indeed, Lockheed Martin chose the venue of the 2012 Singapore air show to announce its F-16V upgrade programme. During a presentation at the show, Lockheed said that most legacy F-16s can be upgraded to the F-16V standard, which is roughly equivalent to the F-16 Block 60.
A Singapore F-16 upgrade programme will invite aggressive competition from several companies. Lockheed Martin and BAE Systems are likely to compete for the avionics contract.
Boeing has expressed interest in the market as well.
A key element of any Singapore F-16 upgrade will be the addition of an active electronically scanned array (AESA) radar. Raytheon will pitch its Raytheon Advanced Combat Radar (RACR) and Northrop Grumman its Scalable Agile Beam Radar (SABR) for this part of the requirement.
In South Korea earlier this year, Raytheon and BAE Systems won contracts to upgrade 134 Block-standard F-16s.
Lockheed, however, selected SABR to upgrade USAF F-16s. This resulted in SABR winning Taiwan’s F-16 upgrade programme by default, as Taipei had effectively outsourced its AESA selection to Lockheed.
Ng also reiterated Singapore's interest in the Lockheed Martin F-35. Media reports and US officials have said that Singapore is likely to buy the F-35B short take-off and vertical landing variant of the aircraft.

America's national checkbook may be frozen by the government shutdown, but luckily for our defense contractors, not all countries are in such dire straits. Case in point: The U.S. Defense Security Cooperation Agency notified Congress Tuesday of plans to sell the government of Singapore a half-dozen AN/TPQ-53 (V) Counterfire Target Acquisition Radar Systems from Lockheed Martin (NYSE: LMT ) .
The AN/TPQ-53 is a counter-battery radar system, which means it tracks the speeds and trajectories of incoming rockets, mortar rounds, and similar missiles to determine where the fire is coming from, enabling the user to know where to shoot back -- hence "counterfire."
Including the cost of necessary equipment, parts, training, and logistical support, the total value of this arms sale to defense contractor Lockheed is put at $179 million.
"The Government of Singapore intends to use these radar systems to modernize its armed forces," explained DSCA. And providing these radar systems to Singapore "will improve the security of a strategic partner which has been, and continues to be, an important force for political stability and economic progress in the Asia Pacific region," helping with U.S. "counter-piracy and counterterrorism efforts [at a] critical chokepoint where much of the world's goods and services transit en route to and from the Asia Pacific region."
DSCA assured Congress that "sale of this equipment and support will not alter the basic military balance in the region," nor will it have any "adverse impact on U.S. defense readiness." http://www.fool.com | |
