The Italian Defence has decided to launch the so called Pretorian Programme, as a special version of the C-27J, in order to analyse potential technical solutions for providing weapons and integrated weapon systems, Communications Intelligence (COMINT), EO/IR Sensor (Electro optical/Infra-red) to the C-27J Aircraft, as existing platform.
The C-27J Spartan is the best seller in the tactical transport airlifter’s category. The C-27J is a twin-engine turboprop aircraft with state-of-the-art technology in avionics, propulsion and other on-board systems. It provides high performances, high cost effectiveness, extreme operating flexibility and best performances among other aircraft of its class in all weather conditions and offers interoperability with heavier airlifters.
The airplane is capable of taking off from and landing on unprepared strips, less-than-500 m. long, with maximum take-off weight of 30,500 kg; it may carry up to 60 equipped soldiers or up to 46 paratroopers and, in the air ambulance version, 36 stretchers and 6 medical assistants.
The large cross section (2,60 meters high, 3,33 metres wide) and high floor strength (4,900 kg/m load capability) allow heavy and large complete military equipment to be loaded. The C-27J can, for example, transport fighter and transport aircraft engines, such as C-130, Eurofighter Typhoon, F-16 and Mirage 2000, directly on their normal engine dollies without further special equipment.
The aircraft has been ordered by the air forces of Italy, Greece, Bulgaria, Lithuania, Romania, Morocco and by the US Air Force for a total of 79 airplanes. The aircraft has also been selected by Slovakia".

Embraer Defense & Security a sélectionné le moteur V2500 du consortium International Aero Engines pour propulser son nouvel appareil de transport militaire actuellement en développement.

Les premiers prototypes du moteur, dont l’appellation officielle est V2500-E5, doit sortir d’usine en 2013 afin d’être prêt pour les essais en vol du KC-390 en 2014 et l’entrée en service en 2015.
Six pays ont annoncé formellement leurs intentions d’acheter une soixantaine d’appareils, dont 28 de l’Armée de l’Air brésilienne.
« Nous sommes très heureux de fournir le moteur V2500 pour ce nouvel avion de transport militaire mis au point et produit par Embraer », a déclaré Ian Aitken, président et PDG d'IAE. « Cette application militaire de notre moteur V2500 ouvre un nouveau marché que nous n'avions pas prévu, offrant de nouvelles possibilités de croissance considérables. »
L’Embraer KC-390 est un avion de transport militaire bimoteur de taille moyenne. Avec la capacité de ravitailler et d’être ravitaillé en vol, il pourra transporter 16 tonnes en mode tactique ou 23 tonnes en mode logistique. Son autonomie sera de 1400 milles nautiques à pleine charge en mode logistique.
International Aero Engines est un consortium formé de quatre partenaires : Rolls-Royce (32,5%), Pratt & Whitney (32,5%), Japanese Aero Engine Corporation (23%) et MTU Aero Engines (12%). Le moteur V2500, utilisé sur le MD-90 et la famille A320 d’Airbus, a été produit à plus de 5500 exemplaires à ce jour.

C-27J Spartan makes combat debut in Afghanistan
Alenia Aeronautica/L-3 Communications C-27J Spartans, operated by the US Air National Guard (ANG), have commenced combat operations in Afghanistan.
The first combat mission took place on 4 August from Kandahar airfield.
As part of the newly established 702nd Expeditionary Airlift Squadron (EAS), Air Guard and Army National Guard personnel are jointly operating two C-27Js, which belong to the Ohio ANG's 164th Airlift Squadron, part of the 179th Airlift Wing, based in Mansfield. The unit previously used Lockheed Martin C-130s. It is the operational debut for the new Joint Cargo Aircraft, which is designed to provide intra-theatre airlift capabilities. Its primary mission is to support coalition forces at forward operating bases with airlift and airdrop missions. The latter assignment comes from the US Army, and the aircraft are flown by both Air Guard and Army National Guard pilots and loadmasters. The 702nd EAS began operations on 31 July. The C-27J Spartans are equipped with a self-protection suite including radar, missile and laser warning systems and a chaff/flare dispensing system.

The C-17 aircraft has achieved a number of record-breaking milestones — more than any other airlifter in history — and set 33 world records during initial flight testing at Edwards Air Force Base, Calif. The C-17′s records include payload to altitude and time-to-climb, as well as a record for short-takeoff-and-landing in which the C-17 took off in less than 1,400 feet, carried a payload of 44,000 pounds to altitude, and landed in less than 1,400 feet.
During the past 20 years, Boeing has delivered 235 C-17s — 211 to the U.S. Air Force, including active duty, Guard and Reserve units, and 24 to international customers including the United Kingdom’s Royal Air Force, Royal Australian Air Force, Royal Canadian Air Force, Qatar Emiri Air Force, United Arab Emirates Air Force and Air Defence, and the 12-member Strategic Airlift Capability initiative of NATO and Partnership for Peace nations. India became the newest C-17 customer in June, when India’s Ministry of Defence signed an agreement with the U.S. government to acquire 10 C-17s that will be delivered in 2013-2014.

Lockheed Developing Winglets For C-130, C-5
Lockheed Martin is testing winglets and other drag-reducing modifications to cut the fuel consumption of C-130 Hercules and C-5 Galaxy airlifters.
With large-scale wind tunnel testing completed, Lockheed is fabricating a shipset of winglets for flight testing on a C-130 in 2012. The modification could be available for both retrofit and forward-fit by early 2014.
Computational analysis and small-scale tunnel tests have been completed on the C-5 winglets. Large-scale tunnel tests are planned for 2012, leading to flight tests in 2014 “if the customer is interested,” says Jack O’Banion, director of advanced development programs at Lockheed’s Marietta, Ga., plant.
The 5-ft.-tall winglets are projected to reduce cruise fuel flow by 170 lb./hr. on the C-130J and “probably more” on older versions of the Hercules, he says. They are designed to be fitted to any C-130 with the beefed-up “enhanced service life” center wingbox. This has the extra structural margin to accommodate winglet-induced bending loads.
Winglets for the C-5M are 6 ft. tall and projected to reduce cruise fuel flow by 1,100 lb./hr. This is on top of the 8-20% improvement in fuel efficiency that comes with re-engining of the C-5 with General Electric CF6-80C2 high-bypass turbofans, O’Banion says, adding that the wing already has sufficient margin to accommodate the winglet loads.
Lockheed Martin in August flight tested an aft-body drag-reduction modification on the C-130. This comprises a series of 36 vortex generators mounted on the aft fuselage. These “microvanes” alter the aft-body flowfield to pull the underbody vortex closer in and reduce base drag, he says.
Results are still being analyzed, but indications are the microvanes will reduce total drag by up to 3.7%, O’Banion says, for a fuel-consumption reduction of 2-3%. No significant changes in aircraft handling have been observed, he says.
The vortex generators, mounted in rows on the aft fuselage on either side of the rear loading ramp, are planned to be available by the end of 2012 for forward-fit and retrofit to the C-130J and earlier Hercules.
Another fuel-saving modification being studied for older C-130s is an upgrade to the latest Series 3.5 version of Rolls-Royce’s T56 turboprop, coupled with Hamilton Sundstrand’s NP2000 eight-blade propeller.
For the C-5, Lockheed also is working on a drag cleanup that is expected to improve fuel efficiency by 2-3%. This would include new seals on the flight controls to minimize aerodynamic leaks that cause drag; and new seals in the pressurization system to reduce bleed-air demand on the engines and thus improve their fuel efficiency.
In addition, equipment installed on the C-5s over time — such as defensive systems — would be cleaned up to reduce parasitic drag. “We are in the process of laying out a detailed program for the Air Force, including the business case and potential benefits,” O’Banion says.
The C-130 and C-5 drag reductions are part of an initiative by the U.S. Air Force to cut its fuel consumption. Other elements include drag cleanups on the Boeing C-17 and KC-10 and engine upgrades on the KC-135.

MARIETTA, Ga. | Lockheed Martin yesterday celebrated the rolling out of the 250th C-130J Super Hercules built at its facility here. This C-130J is destined for Dyess Air Force Base, Texas, which is scheduled to receive a total of 28 C 130Js. This aircraft is the 2,404th C-130 of all makes and models to be built in Marietta.
“The C-130 Hercules has been setting aviation records for nearly 60 years,” said Lorraine Martin, Lockheed Martin vice president for C-130 programs, at yesterday’s ceremony. “As the longest continuously operating military aircraft production line in history, the C 130 has always been the benchmark for airlift around the world. High demand for the C-130J Super Hercules continues as it is able to demonstrate its proven, multi-mission capabilities on a daily basis.”
The C-130J program continues to deliver new capability to new countries and existing operators. India and Qatar recently joined the global C-130J operator family, while the U.S. Air Force recently received HC-130J personnel recovery and MC-130J special operations aircraft. Aircraft are currently in production for the U.S. Air Force and Marine Corps, Iraq, Israel, Republic of Korea, Kuwait, Oman and Tunisia. C-130Js are also flown by Australia, Canada, Denmark, Italy, Norway, the United Kingdom and the U.S. Coast Guard.

Portuguese companies will supply structural parts for the military airlifter and aerial refueling jet developed by Embraer Defense and Security
Embraer Defense and Security signed a partnership contract with OGMA – Indústria Aeronáutica de Portugal and EEA – Empresa de Engenharia Aeronáutica, today, for the KC-390 military airlifter and aerial refueling jet program. According to this agreement, Portugal, through EEA, will develop the engineering project for the KC-390’s components, which will be manufactured by Embraer subsidiary OGMA.
“Portugal’s participation in the KC-390 program strengthens our position in the European defense market,” said Luiz Carlos Aguiar, President of Embraer Defense and Security.
A Declaration of Intent between the Brazilian and Portuguese Ministries of Defense, signed in September 2010, preceded this contract, which emphasizes Portugal’s commitment to purchasing KC-390 airplanes.
“The agreement provides an opportunity for boosting the capabilities of the military aviation cluster, so as to generate and develop technological competencies,” said Jacinto Moniz de Bettencourt, EEA President.
“This is a unique opportunity for OGMA to develop its technological and manufacturing capabilities within a high aggregate value military program,” said OGMA President Almir Borges.

The new MC-27J is an adaptable, agile, and affordable solution for various airborne multi-mission requirements that today are performed by a wide variety of aircraft, including special operations versions of the C-130. ATK's gunship capability is provided from a newly developed palletized weapons system, which is self-contained, modular, scalable and provides RO/RO flexibility. Specific features for the MC-27J system include enhanced electro-optical/infrared targeting sensors, a trainable 30mm cannon, precision guided munitions, advanced communications and a networked mission management and fire control system.
The MC-27J provides outstanding offensive capability utilizing a palletized weapon system specifically designed for the ATK 30mm GAU-23 cannon and other precision guided weapon systems, resulting in a highly effective system that minimizes collateral damages. The palletized system is designed for easy embarkation and disembarkation via the aircraft’s rear ramp; permitting flexibility in the use of the unaltered aircraft. The primary configuration requires minimal integration on the aircraft’s frame to significantly reduce acquisition costs and development times, while retaining the C-27J’s robust airlift capabilities.

Airbus Military C295 certified for civic operations
Airbus Military has obtained civil certification for the C295 transport in a move whichresponds to the evolving requirements of agencies and operators conducting humanitarian and other “civic” operations.
The new certification, awarded by Spain´s civil aviation authority AESA (Agencia Estatal de Seguridad Aérea), confirms the C295´s compliance with the enhanced regulatory environment in this sector of the market.
It underlines the aircraft´s suitability to address the growing market for emergency and humanitarian missions for international aid organisations, peacekeeping operations carried out by civil operators, and security operations by police forces and similar agencies.
The operations and configurations approved under this certification include personnel transport with side-facing seats for up to 70 occupants or “airline-style” seats for up to 51 occupants, medical evacuation with up to 21 NATO litters, mixed transport of personnel and cargo, carriage of up to eight cargo pallets, cargo aerial delivery, and operations on unpaved runways.
Additionally this new approval can be applied to aircraft delivered to governments and military customers that require type certification in accordance with civil airworthiness requirements.
“This certification has been successfully achieved after a great effort by both industry and regulatory specialists and certification teams,” said Isabel Maestre, AESA Director.

Airbus Military and MBDA have successfully completed the first flight of the C295 maritime patrol aircraft with an instrumented Marte MK2/S anti-ship inert missile installed under the wing. The flight was the first of a series of trials planned in a joint Airbus Military – MBDA collaboration to validate the aerodynamic integration of Marte on the C295. Subsequent flights will include handling qualities tests and aircraft flight performance tests.
This initiative successfully aligns with the defence industry strategy shared by MBDA in Spain and Airbus Military.
The MBDA Marte MK2/S missile is a fire-and-forget, all-weather, medium-range sea-skimming anti-ship weapon system, equipped with inertial mid-course guidance and radar homing terminal guidance, and capable of destroying small vessels and heavily damaging major vessels. The missile has a weight of 310 Kg and is 3.85 m long.

In the anti-submarine warfare (ASW) role, the C295 is already in-service carrying the MK46 torpedo.
The Marte Mk2/S is already integrated on the AW-101 and the NFH-90 naval helicopters.

Take-off and Landings on Casale Monferrato Grass Funway for the C-27J
Alenia Aermacchi and Casale’s Aero Club “N.S.I. Palli” have recently signed an agreement to allow the C-27J to perform demonstrations and operational training on 1.150 m grass runway at Casale Monferrato’s “Francesco Cappa” airport, in the Piedmont Region, Italy.
“The C-27J is the only aircraft of its category designed as a true tactical transport military aircraft – says Marco Venanzetti, Alenia Aermacchi’s Head of Flight Operations and Training – and for this role it is essential to have the capability of operating on unprepared landing strips, made of gravel, sand or grass.
The use of a runway just a few-minutes-flight from Alenia Aermacchi’s Turin-Caselle facility will greatly enhance our ability to train pilots and demonstrate the C-27J’s capabilities on unprepared surfaces to potential customers. Casale Monferrato is a perfect runway for this kind of activity”.
The C-27J has operated on semi-prepared runways in Europe, Asia, Middle East and in the Americas both at sea level and at high altitude and in all weather conditions, proving its robustness and operational flexibility.

L’Antonov 70 revole dans une version modernisée
Hier, à l’occasion du salon Aviasvit qui se déroule à Kiev, Antonov a fait revoler le prototype de l’An-70, dans une version modernisée. Son dernier décollage remontait à 2010.
Le moins que l’on puisse dire, c’est que ce quadrimoteur de transport a eu une carrière mouvementée. Un premier prototype vole le 16 décembre 1994, mais est perdu deux mois plus tard suite à une collision en vol avec un appareil d’escorte. Le constructeur ukrainien ne jette pas l’éponge, puisqu’un deuxième exemplaire (immatriculé UR-NTK) finit par décoller en avril 1997. Quatre plus tard, ce même avion est gravement endommagé suite à un atterrissage dur. Un incident qui marquera un coup d’arrêt dans la carrière de l’An-70. Ce même prototype, entre-temps réparé, finira tout même par revoler sept ans plus tard, de manière parcellaire et sans le soutien de Moscou qui s’est désolidarisé du projet. Mais des problèmes techniques viendront de nouveau interrompre les essais.
Définitivement ressuscité l’An-70 ? Il est trop tôt pour le dire. L’avion qui a volé hier est de toute évidence ce même prototype, qui aurait subi un profond chantier de modernisation de deux ans. C’est notamment le cockpit qui aurait fait l’objet de toutes les attentions des ingénieurs d’Antonov. Ces derniers espèrent boucler une première campagne d’essais d’ici le milieu de l’année prochaine.
En 1997, l’An-70 avait été proposé par Antonov dans le cadre du programme européen FLA (Future Large Aircraft), dont l’A400M est finalement sorti victorieux. L’avion ukrainien avait d’ailleurs la faveur des allemands qui souhaité une coopération entre l’industrie européenne et Antonov. En 1992, une mission d’ingénieurs de la DGA accompagnée d’officiers de l’Armée de l’Air avait également visité les usines de l’avionneur en vue d’évaluer le projet.
Mais le projet est finalement jugé trop risqué sur le plan technique. Outre une avionique d’un autre temps, l’An-70 est doté de moteurs d’un genre nouveau : des turbopropulseurs à hélices rapides (ou propfan) D-27 mise au point par Progress. Ce moteur entraîne deux rangées d’hélices contrarotatives et développe une puissance maximale de 14.000 chevaux. Un choix technique qui n’était pas vraiment du goût des européens, qui avaient d’ailleurs esquissé une remotorisation avec des CFM56…
Tout n’est néanmoins pas perdu pour l’An-70, puisque la Russie, bien que ne participant plus au développement, envisage toujours l’achat d’une soixantaine d’exemplaires. Elle devrait d’ailleurs accueillir la production en série dans l’usine de Kazan, dans la république du Tarastan.
Reste maintenant à voir si l’An-70 peut revenir en force et faire de l’ombre à l’A400M sur les marchés internationaux... Pour l’heure, rien n’est moins sûr.

Annoncée au printemps dernier, puis en août/septembre, la campagne d’essais en vol de l’Iliouchine 476 devrait commencer très prochainement. C’est du moins ce qu’a affirmé le ministre russe de l’Industrie, Denis Manturov, au président Vladimir Poutine, si l’on en croit la Pravda.
Un premier prototype de l’IL-476 est sorti en juillet dernier de la chaîne d’assemblage de l’usine Aviastar-SP, située dans la région d’Oulianovsk. Le développement de cet appareil, lancé en 2006, repose sur le quadrimoteur IL-76 (code Otan : Candid), dont l’origine remonte aux années 1960 et qui a été vendu à de nombreuses forces appartenant notamment à la sphère d’influence soviétique ainsi qu’à des compagnies aériennes.
Par rapport à son aîné, l’IL-476 présente une voilure revue et corrigée ainsi qu’une structure simplifiée. Doté d’une nouvelle avionique avec des systèmes de navigation modernisés, il a reçu des moteurs de conception récente de type Aviadvigatel PS-90, déjà montés sur les Tupolev 204/214.
Résultat : ses performances s’en trouvent accrues, avec une capacité d’emport de 52 à 60 tonnes – cela varie entre les sources officielles russes – et une distance franchissable de 6.000 km (soit 25% de plus que l’IL-76, grâce à une consommation de carburant réduite).
“L’appareil possède des possibilités infinies de modernisations ultérieures et une bonne marge de sécurité. Un avion comme celui-ci sera avant tout très utile pour la Russie” a expliqué Viktor Baranets, l’analyste militaire du quotidien Komsomolskaïa Pravda. Ce dernier estime aussi que l’IL-476, qui, selon lui, “bénéficie d’une grande supériorité sur ses concurrents”, a des chances de séduire les responsables militaires chinois et indiens.
Les forces aériennes russes prévoient d’en acquérir plusieurs dizaines d’exemplaires mais aucun contrat n’aurait jusqu’à maintenant été signé.

Le premier avion de série Iliouchine Il-76MD-90A (Il-476) sera livré à l'armée russe en 2014 dans le cadre d'un contrat de quelque 3,5 milliards d'euros signé jeudi à Oulianovsk (Volga), a annoncé jeudi le ministère russe de la Défense.
Le ministre de la Défense Anatoli Serdioukov et le président du Consortium aéronautique unifié russe (OAK) Mikhaïl Pogossian ont signé jeudi un contrat public sur la livraison de 39 avions de transport militaire Il-76MD-90A (Il-476) pour 139,42 milliards de roubles d'ici 2020. Il s'agit du plus gros contrat dans l'histoire de l'industrie aéronautique russe, selon le président russe Vladimir Poutine, qui a assisté jeudi au premier vol de l'appareil à Oulianovsk.
L'usine aéronautique Aviastar-SP d'Oulianovsk produit l'Il-476 depuis 2006.
La fin des essais en usine et le début des essais d'homologation de l'Il-476 sont prévus pour le premier semestre de 2013, selon le ministère de la Défense.
L'avion de transport lourd Il-76MD-90A (Il-476) est une version profondément modernisée de l'Il-76 qui était produit à Tachkent (Ouzbékistan) à l'époque de l'URSS. Il rappelle son prédécesseur, mais sa construction a beaucoup changé et l'avion est maintenant doté de nouveaux systèmes de commande et de navigation. Le nouvel appareil a une autonomie de vol de 5.000 km avec une charge utile de 52 tonnes (contre 4.000 km et une charge utile de 47 tonnes pour son prédécesseur). Son poids au décollage a augmenté de 190 tonnes à 210 tonnes. L'avion requiert un équipage moins nombreux (six pilotes contre sept pour l'Il-76 de base).

Speaking at the IQPC Airpower in Irregular Warfare conference in London, Vice-President Special Projects US, UK, and Turkey Benjamin Stone said that, with ground trials of the gun having already concluded, airborne tests would commence in January 2013. He declined to say where these would occur, except to say it would be in the United States.
The ATK Mk44 Bushmaster, recently designated the GAU-23 by the US Air Force for integration on Lockheed Martin MC-130W Dragon Spear/Stinger II, is one of a number of retrofittable enhancements that Alenia Aermacchi is looking to integrate onto its C-27J tactical transport aircraft to give it a gunship and intelligence, surveillance, and reconnaissance capability.
This enhanced C-27J was first showcased at the Farnborough Airshow in July and features a Mk44 cannon mounted on a cargo pallet for roll-on/roll-off (ro/ro) operations, launch tubes for the employment of precision-guided munitions, and two electro-optic/infrared sensor turrets.

Work on Indo-Russian transport aircraft begins
The Indo-Russian project to jointly design a transport aircraft for militaries of both nations kicked off in Moscow on Monday, where 30 engineers from Hindustan Aeronautics Ltd (HAL) began working with their Russian counterparts from the United Aircraft Corporation (UAC) on the $600-million project.
India and Russia are also collaborating in a $6-billion project to build an advanced fighter called the Fifth Generation Fighter Aircraft.
“Our team in Moscow informed us today they are now functional at the special design facility that Russia has set up,” confirms NC Agarwal, the Chief Executive Officer of the joint venture company, called Multirole Transport Aircraft Ltd (MTA Ltd), which will design the aircraft.
The MTA will be capable of carrying 15-20 tonnes of payload; or 80 paratroopers; or 60 stretchers and operate from airfields as difficult as Leh, in Ladakh, J&K. After completing the design and testing of the MTA in 60 months, during which five prototypes will also be built, Russia and India will join hands in building 205 aircraft: 100 for the Russian Air Force (RAF); 45 for the Indian Air Force (IAF); and 60 for export.
For the IAF, the MTA would be a much-needed replacement for the already phased out AN-12 and the ageing AN-32 transport aircraft. The MTA will be a mid-way choice, being smaller than the AN-12, but bigger than the AN-32. Both those aircraft were propeller-driven turboprops; the MTA will have a turbofan jet engine.
The choice of which engine to use, as also the various systems of the aircraft which would be bought off the shelf, would be decided jointly, based on economy as well as suitability.
New Delhi and Moscow signed an Inter-Governmental Agreement (IGA) in November 2007; after which HAL, UAC and MTA Ltd signed a General Contract, an umbrella document that defines the broad framework of the contract. Then came a $35-million contract for the Preliminary Design Phase (PDP), signed on October 12, 2012, which provided for a joint HAL-UAC team to work for the next 10 months in Moscow. The team will formalize the MTA’s configuration, basic performance, its various systems, the engines, and identify alternatives as well. This will be done to ensure that the RAF’s and IAF’s requirements are fully met.
While the PDP is being completed by September-October 2103, another contract will be signed for the Detailed Design Phase (DDP), in which both sides will take 48 months to complete the design, prototype production and flight-testing of the MTA in accordance with work shares that have been defined in the contract.
“India will carry out some 40 per cent of the design work, while Russia will do the remaining 60 per cent” says Agarwal. “But it will be a collaborative enterprise, since everything has to come together smoothly, without loss of time.”
In production, which is expected to begin by end 2017, HAL and UAC will respectively manufacture a specified set of parts and modules for all 205 MTAs. However, the assembly of the IAF aircraft will be done at HAL, Kanpur; and the assembly of MTAs for the RAF from a production agency that Moscow nominates.
The crucial aspect of certification will be a collaborative exercise between the Indian military certification agency, CEMILAC (Centre for Military Airworthiness Certification) and its Russian counterpart. According to current plans, the MTA will also meet the certification specifications of the US Federal Aviation Authority (FAA), which is called FAR-25 (Federal Airworthiness Requirement – 25), as well as the European JAR-25 (Joint Airworthiness Requirement – 25). This will make the MTA more attractive to international buyers.
