Une rencontre très importante qui fut l’occasion pour les deux Royaumes d’approfondir leurs bonnes relations.

CybAero Completes Drone Tests for Swedish Navy


HELSINKI — CybAero, the Nordic region’s largest producer of military and civilian drones, has completed an advanced test program on its ship-based extreme climate APID One helicopter system for the Swedish Navy.

The program, which focused on autonomous takeoffs and landings and included reconnaissance capability tests, is expected to lead to a delivery order for CybAero and down-the-line deployment of the APID One on Visby-class corvettes and other patrol vessels in the Navy’s surface fleet.

The 12-month long trials were conducted for FMV, Sweden’s defense procurement agency, and in collaboration with the Swedish Navy. Testing of the APID One included its autonomous starts and landings capabilities from a fast-moving corvette in the Baltic Sea.

Onboard tests evaluated the APID One system’s capacity to conduct search and identify missions on various objects in littoral waters off Sweden’s southern coastline.

Naval Warfare Training System Arrives in Sweden to Begin Installation and Integration

LONDON, UK --- Today at the International Training and Education Conference (ITEC), CAE announced that the Naval Warfare Training System for the Swedish Navy has arrived in Sweden and installation has begun at the Naval Warfare Centre in Karlskrona.

CAE has delivered a comprehensive Naval Tactical Mission Trainer (TMT) suite comprising a total of 52 student stations along with 13 instructor operator stations to equip the Swedish Navy's Naval Warfare Training System (NWTS). Following installation and integration testing, the NWTS is expected to be ready-for-training later this summer.

This week at ITEC, CAE is demonstrating its Naval TMT suite using a student console and an instructor operator station at the CAE booth (C-140).

"The Swedish Naval Warfare Training System will be used to train and educate Swedish Navy sailors and officers in naval tactics, procedures and doctrine," said Ian Bell, CAE's Vice President and General Manager, Europe/Middle East, Africa. "The NWTS is a great example of CAE leveraging its training systems integration capabilities to provide an integrated, cost-effective training solution that combines products, core simulation technologies and post-delivery support services."

The Swedish Navy NWTS will be used for training in a range of disciplines, including sensor operations; command, control, communications and computers (C4), and weapon systems. The NWTS will allow the Swedish Navy to train and rehearse for operations in anti-air warfare (AAW), anti-surface warfare (ASuW), anti-submarine warfare (ASW), mine warfare (MW) and search and rescue (SAR).

The 52 student consoles and other parts of the NWTS are now being installed at the Naval Warfare Centre in Karlskrona as four classroom training systems. Each classroom will include student consoles and instructor operator stations for creating, managing and monitoring training exercises. The student consoles include a range of core CAE simulation technologies, such as simulation systems for sonar, radar, communications and computer-generated forces. The synthetic maritime environment has been built to the CAE-developed Common Database (CDB) standard. The CDB is an open database architecture that is rapidly updateable, interoperable and enables correlated distributed mission training.

Once the NWTS is accepted as ready-for-training during the summer, CAE will commence with providing on-site instructor and technician training as well as helpdesk support services and technical assistance.

Sweden postpones plans to replace C-130H airlifters

Sweden will not field a replacement for its ageing Lockheed Martin C-130H Hercules transport aircraft until 2030 at the earliest, despite them already being the oldest in service in Europe today, the newly installed chief of the Swedish Air Force (SwAF) told reporters on 17 May.

Speaking in Stockholm ahead of the rollout of the new Saab Gripen E fighter, General Mats Helgesson said that, with a service-life extension programme now underway on the six remaining aircraft through to 2021, earlier announced plans to find a near-term replacement will not now reach fruition until 2030.

Sweden's C-130Hs first entered service in 1965 and two were recently mothballed at Marshall Aerospace's facility in the United Kingdom. In 2015 the Chief of Staff of the SwAF, Colonel Marcus Bjorkgren, said the country was looking at a number of options for the fleet's long-overdue replacement.

Col Bjorkgren said the Lockheed Martin C-130J Hercules would make for greater interoperability with Sweden's Nordic neighbours, as Norway and Denmark already operate the type. The Embraer KC-390 was raised as an option, given Brazil's decision to acquire the Gripen E/F fighter. He also noted that used Airbus A400M airlifters could become available in a few years.

The SwAF had originally hoped to have its C-130Hs upgraded as part of the US Air Force's wider Avionics Modernization Program (AMP). However, Sweden had already pulled out of the programme on cost grounds by the time it was cancelled by the US Department of Defense in early 2012. A C-130H replacement programme was meant to be formally launched from about 2021.

Sweden orders new Tp 47 torpedo from Saab

weden has ordered the development and production of a new lightweight torpedo from Saab, it was announced on 20 May.

According to the Swedish Defence Materiel Administration (FMV), the contract is worth SEK1.53 billion (USD184 million).

To be called the Torpedo 47 (Tp 47), the new torpedo will replace the Royal Swedish Navy's (RSwN's) current Torpedo 45 (Tp 45). "Torpedo 47 will, among other things, be more durable, have a longer range and better speed performance than today's Torpedo 45," said Mikael Ericsson, head of underwater combat at the FMV.

The Tp 47 "will be equipped with both a passive and an active homing device and use wire communication like today's Tp 45", according to the FMV. The agency notes that the torpedo will be suitable for use from both anti-submarine vessels and helicopters and will function in shallow water - an important consideration for Sweden given the often shallow depths of the Baltic Sea.

The new torpedo is expected to have the same 400 mm diameter as its predecessor. Deliveries of the Tp 47 will run between 2016 and 2024, according to Saab.

New Capabilities in the Upgraded Gripen Aircraft

In the spring of 2016, all Swedish Gripen C/D aircrafts will be upgraded to Gripen version 20. The new version brings major changes, both in hardware and software. The biggest change is the Meteor missile. It will give Gripen significantly increased long-range air-to-air capability and give the Gripen fighter conditions to change the balance of air superiority.

The missile interacts with the aircraft's sensors and support systems to detect and defeat enemy aircrafts. Propulsion is managed by a ramjet engine.

“The ramjet engine provides a significant increase in range. It makes it harder for an enemy to protect themselves from Meteor compared with missiles operated with conventional propelled rocket [engines],” says Michael Östergren, project manager for the version 20 upgrade at FMV.

Developed in Collaboration

Meteor has been developed in cooperation with Sweden, Italy, Spain, Germany, France and Britain. As Sweden and Saab could offer the integration according to a very demanding schedule, JAS 39 Gripen served as the primary test platform during the development period.

“Throughout the Meteor project we worked closely with both Saab, and FMV Test and Evaluation. Saab conducted test firings and T&E, provided us with project management support, test management and pilots,” says Michael Östergren.

At the start of the project, FMV Test and Evaluation contributed by evaluating test needs and analyzing test results, which they continued to do throughout the project. At the end they validated the final result. Many of the test firings were made at FMV Vidsel test range in the north of Sweden.

A series of new Capabilities

Version 20 includes not only the Meteor missile. It also integrates the Small Diameter Bomb, SDB.

“SDB is a precision weapon for ground targets that are dropped from the aircraft at a great stand-off distance. The SDB is loaded with target data from the aircraft prior launch and then guides itself to the target,” says Michael Östergren.

CBRN protection is also strengthened in release 20. The new protection against CBRN, chemical, biological, radiological and nuclear threats, protects the pilot in contaminated environments during the mission and also makes it possible for ground crews to effectively decontaminate the aircraft once it has landed.

Another innovation is the Ground Collision Avoidance System. The system automatically prevents the aircraft from hitting the ground if it enters an uncontrolled situation.

Large efforts have also been made to make the daily technical work run more smoothly in form of improvements in the built in test and engine test run.

FACTS Version 20

Un exercice de la marine suédoise interrompu en raison d’une « activité sous-marine suspecte »

La marine suédoise a été obligée de suspendre un exercice naval au large de Stockholm après y avoir détecté une « activité sous-marine » suspecte. Cette information a été confirmée ce 9 juin par l’état-major des armées suédois, alors que les faits remontent au mois d’avril.

« Nous avons suspendu les exercices parce qu’il y avait des indications d’une activité sous-marine inconnue », a indiqué Jesper Tengroth, un porte-parole des forces armées suédoises. Pour autant, ce dernier n’a pas donné de précision sur ces « indications ».

« Des traces ont été trouvées sur le fond marin (…) mais rien ne pouvait être relié à ces indications », a toutefois ajouté M. Tengroth, qui souligné que l’expression « activité sous-marine inconnue » pouvait avoir une « définition large ».

Cette affaire en rappelle une autre. En octobre 2014, la marine suédoise avait lancé une opération pour tenter de « récupérer les preuves permettant de prouver une activité sous-marine étrangère » dans l’archipel de Stockholm. Ces dernières furent ensuite présentées quelques semaines plus tard.

« L’opération de recherche confirme qu’une puissance étrangère a violé l’intégrité territoriale suédoise », affirma le général Sverker Göranson, alors le chef d’état-major des forces suédoises, lesquelles refusèrent de donner davantage de détails pour ne pas « fournir des informations sur leurs capacités ».

Et le Premier ministre suédois, Stefan Löfven, dénonça la puissance étrangère responsable derrière cette activité de « renseignement », sans pour autant la nommer. « Ceux qui envisagent d’entrer sur le territoire suédois illégalement doivent bien savoir quels risques énormes cela implique pour ceux qui prennent directement part à une telle violation », avait-il dit.

Quoi qu’il en soit, cette affaire ainsi que les violations de l’espace aérien suédois par des avions russes, ont relancé le débat sur les capacités militaires du pays et sur l’opportunité de rejoindre – ou non – l’Otan. Et, Stockholm a confirmé, en 2015, l’achat de deux nouveaux sous-marins de type A-26 auprès de Saab/Kockums et la rénovation de deux autres, tout en mettant en place des coopérations dans le domaine de la défense avec la Finlande et le Danemark.

Le Meteor en service sur le Gripen C !




Le nouveau missile air-air européen de référence longue portée MBDA Meteor est officiellement en service au sein de la Force aérienne suédoise (Flygvapnet) sur le version modernisée du Gripen C/D MS20. Le missile Meteor a été déclaré opérationnel sur le Gripen C/D à fin 2014 après la réussite série de tirs d'intégration. De fait, l'Armée de l'air suédoise est devenue la première à mettre en oeuvre le nouveau missile.

Premier engagement :

Durant ces deux dernières semaines, l’escadrille F21 de la Flygvapnet dotée du nouveau standard MS20 du Gripen C/D a pu engager pour la première fois le nouveau missile. Les pilotes suédois ont pu notamment mesurer la supériorité du nouveau missile engageant des F-16 et des F/A-18 norvégiens et finlandais sur le site d’entrainement de Vidsel en Suède. Avec l’arrivée du Meteor, l’escadrille F21 a pu revoir en profondeur les tactiques d’engagement à longue portée.

Gripen C/D MS20 :

La modernisation au standard MS20 du Gripen C/D englobe les systèmes suivants : une nouvelle architecture électronique pour faire face à l’évolution des menaces et de la guerre électronique à venir. L’arrivée du radar PS-05 Mk4 à antenne mécanique est le développement le plus récent du radar PS-05. Une nouvelle configuration et un nouveau « back-end » complètent et permettent de renforcer les performances en matière de plage de fonctionnement et de détection. Cette nouvelle version à antenne mécanique, doit permettre à la version actuelle du Gripen d’emporter le missile MBDA Meteor et la dernière version du Raytheon AIM-120C7 AMRAAM.

Le Saab JAS-39 Gripen C/D MS20 comprend :

Le missile MBDA Meteor.
La bombe SDB (Small Diameter Bombe) GBU-39 ainsi que les GBU-22, GBU-10.
Une nouvelle application radar.
Amélioration de l’autoprotection.
Le GCA Ground Collision Avoidance System.
Des nouveaux équipements de protection (CBRN) qui permettent un vol dans une zone contaminée.
Diverses sécurités en matière de cyberguerre.
Amélioration de liaison électronique Link16 (OTAN) et Link TAU (liaison Gripen).
Amélioration de la liaison au sol CAA/JTAC.
Fonctions de reconnaissance étendues.

Ces améliorations vont progressivement équiper l’ensemble Gripen C/D suédois en service et permettre le lien avec l’arrivée en 2018-2019 du Gripen E MS21. Pour les utilisateurs actuels de ce standard, ces améliorations vont permettre de maintenir le standard C/D à un haut niveau jusqu’en 2023-2025.



Le missile Meteor :

Le Meteor est prioritairement réservé aux missions d'interception à grande distance, au-delà de la portée optique (BVR) de tout type d'aéronefs. Son utilisation est privilégiée pour les cibles de haute valeur telles que l'attaque à plus de 100 km d'avions radar ou de ravitailleurs.

Ce missile va permettre d’assurer une efficacité de destruction à des distances aujourd'hui encore importantes, de l'ordre de 50 Nm (entre la cible et l'avion tireur au moment de l'impact).

A cette fin, le système d'arme comporte :

Un radar de bord qui fournit des informations précises sur la cible avant le départ du missile, et une liaison de données de type Link16 assurant les mêmes fonctions en retransmettant vers l'avion tireur les informations d'un capteur porté par un autre aéronef.
•Des systèmes d'identification des cibles à des distances compatibles avec la portée du missile.
•Une manœuvrabilité suffisante du missile dans toutes les phases de vol, pour toutes les distances de tir, qui doit lui assurer une grande probabilité de destruction des cibles.

La propulsion de ce missile est également un défi technologique du fait du concept retenu : celui d'un statoréacteur. Ce statoréacteur à propergol solide et à poussée régulée (Throttleable Ducted Rocket ou TDR) dans sa phase de croisière comporte un accélérateur à poudre intégré dans la chambre de combustion, ce qui permet de donner une impulsion initiale suffisante pour atteindre une vitesse compatible avec le fonctionnement du statoréacteur.

D’ici 2018, le Meteor entrera en fonction sur le Gripen E et le Rafale F-3R. En 2019 sur l’Eurofighter T3 et en 2020 sur le F-35.

Sweden, Finland Stress Defense Cooperation Ahead of Russian Visit

HELSINKI — Nordic unaligned states Sweden and Finland are to further deepen bilateral defense collaboration as part of a coordinated action to strengthen national defense systems and inject a greater level of stability into regional security.

The road map to closer military cooperation was discussed during a two-day Foreign And Security (FAS) summit hosted by Finland. The two-day meeting, which was attended by political leaders and senior security officials, ended Monday.

Russia’s destabilizing influence in the region featured prominently during the summit meeting, which took place at the Finnish President Sauli Niinistö’s summer residence at Naantali in southwest Finland.

The summit talks took place ahead of a planned meeting in Finland in July between Niinistö and Russian counterpart Vladimir Putin. The two leaders last met in Moscow in March.

Finland hopes to use the July meeting to build stronger political, trade and security relations with Russia. Relations between the two countries remain somewhat cool as Moscow continues to frown on Finland’s deepening military relationship with NATO.

Saab to Modify and Upgrade Swedish Mine Countermeasures Vessels

Defence and security company Saab has received an order from the Swedish Defence Material Administration (FMV) to modify and upgrade two Swedish Navy Koster-class mine countermeasures vessels (MCMVs). The order covers the period 2016-2017 and the order value amounts to SEK147 million. Work on the vessels will be undertaken in Karlskrona.

Saab will upgrade and modify of two of Sweden’s Koster-class MCMVs. The contract includes options for additional orders in 2017-2018 amounting to a further SEK139 million, if exercised.

The contract covers mission system modifications and upgrades, upgrade of the propulsion system plus modernisation of CBRN (chemical, biological, radiological and nuclear) detection and protection capabilities.

“Sweden is a world leader in mine countermeasures. We have a long tradition of constructing mine countermeasures vessels with glass fibre hulls. This material not only gives excellent operational capabilities but also provides high availability and low lifecycle costs,” says Gunnar Wieslander, head of Saab business unit Saab Kockums.

The Koster-class MCMVs are part of a series of vessels launched at Karlskronavarvet during the 1980s. They were modified in the beginning of the 2000s to add new capabilities, including remotely operated vehicles (ROVs). Along with traditional mine-hunting, sweeping and clearance tasks, the vessels can also assist in anti-submarine operations.

What Was That? Unidentified Drone Stuns Swedish Military

Remote-controlled aircraft have become increasingly common within the military, but the legislation is lagging behind. At present, the Nordic Defense Ministries are considering law changes to make it easier to meet uninvited guests from above, after an unidentified drone disturbed the US-led BALTOPS exercise in Sweden.




The US-led NATO exercise, in which Finnish and Swedish soldiers drilled landing operations with their colleagues from the US, Britain and Germany, reportedly received unwelcome visitors from above in mid-June. During the joint landing on the Swedish island of Utö in the Stockholm archipelago, unidentified remote-controlled aircraft flew into the restricted area, the Swedish newspaper Dagens Nyheter reported.
"We have information that an unmanned aircraft flew over Utö on two occasions at night," Armed Forces Press Officer Philip Simon told Dagens Nyheter.

Unmanned, remotely piloted aircraft have become regulars in crises and warfare. Even the Swedish military earlier purchased various drone types for their mission in Afghanistan. However, the drone that was detected over Utö was not part of the exercise and therefore baffled the Swedish Army. At present, the incident is being investigated by the Swedish military. Since the drones flew at a relatively high altitude of over 1,000 meters and did it at night, foreign surveillance was suspected to be behind the flight.

Head of Sweden’s Military Wants to Have Direct Contact With Russia


upreme Commander of the Swedish Armed Forces Micael Byden wants to have direct contact with the Russian Armed Forces amid growing tensions in the Baltic Sea, local media reported Tuesday.

STOCKHOLM (Sputnik) — The commander underlined that he was not talking about normalizing relations with Russia but that it was necessary to have a direct line of contact with all countries that have a military presence in the Baltic Sea.

"There are examples when we flew close to each other. One mistake can mean an accident that can be used improperly or maybe I have information that could solve the issue but it does not reach [the destination point]," Byden said at a seminar on security in Visby, on the island of Gotland, as quoted by the Swedish TT news agency.



Byden did not provide details about how this might work in practice, suggesting only that there could be a designated telephone number for a relevant official as one means of communication.
On Sunday, Finnish Defense Committee Chairman Ilkka Kanerva told Sputnik that Finland and Sweden would join the upcoming NATO summit in Poland to discuss the tensions in the Baltic Sea area and to gain insights into the latest NATO policy for the region.

Farnborough 2016 : Le Meteor entre en service en Suède





La force aérienne suédoise devient la première utilisatrice au monde du missile Meteor de MBDA. Le missilier européen a annoncé que le missile air-air longue portée a été déclaré opérationnel le 11 juillet 2016 au sein de l'armée de l'Air suédoise.

Le Meteor a été intégré sur le chasseur Gripen dans le cadre du standard MS20. Le Gripen devient donc le premier chasseur au monde capable de mettre en oeuvre le missile Meteor.

Le Meteor a été développé depuis 2003 par MBDA pour la France, la Suède, le Royaume-Uni, l'Allemagne, l'Espagne et l'Italie. Il offre une solution longue portée pour le combat aérien. Le cahier des charges du missile prévoyait une capacité d'interception d'un avion adverse volant à 3 000 mètres d'altitude, à une distance de 100 km en rapprochement.

Le Meteor est également en cours d'intégration sur le Rafale et le Typhoon. Le premier tir complet depuis le chasseur français a eu lieu le 30 avril 2015 dans le cadre du développement du standard F3-R de l'avion. Les premiers Meteor doivent être livrés à l'armée de l'Air et à la Marine Nationale à partir de 2018. Le Meteor sera disponible sur l'Eurofighter Typhoon à partir de la version P2E.

The Swedish Air Force (SwAF) is looking to prioritise the acquisition of a new advanced trainer to replace the country's fleet of Saab 105 (SK60) trainer aircraft.

Speaking at the Swedish Air Force Fan Club meeting on 10 July ahead of the Farnborough International Airshow 2016, SwAF chief of staff Mats Helgesson said that the SwAF was looking for an aircraft that was "well-proven and robust".

"We need something new, something that we can bring into the air force when the next generation of the [Saab] Gripen is introduced. As these will be single-seat, we need something that can be used to help pilots go from the trainer into the fast jet."

According to Helgesson, the current fleet of 105s is to be removed from the flightline in 2020, with the SwAF still in the process of defining the requirements for the replacement aircraft and evaluating options in the interim. Extending the life of the 105s was not ruled out; however, the first aircraft were delivered to the SwAF 50 years ago.

The SwAF is understood to currently operate 37 of the aircraft, with an additional 2 in storage.

Other requirements include the replacement of the country's Lockheed Martin C-130H Hercules and "qualified" guided weapons systems such as the RBS 15, and potentially acquiring long-distance cruise missile systems. The SwAF is also looking to increase its flight hours, availability of its transport aircraft, and the capability to disperse aircraft to remote operating locations.

The SwAF is also facing pressure in the recruitment of new pilots and personnel, according to Hegesson. Since military reforms had moved the bulk of logistics and a number of support functions away from the air force, a core of 4,000 "tip of the spear" personnel remained in place. However, recruiting personnel for the military remains a problem.

Pour être prête en cas de conflit armé, la Suède a commencé à mettre à jour son vieux concept de «défense totale», impliquant la coordination entre ressources militaires et civiles, qui avait été abandonné depuis les années 1990.

Dans une tribune publiée le 6 juillet par le quotidien Dagens Industri, le CEMA, le général Micael Bydén, et la directrice générale de l’Autorité de protection civile et de préparation (MSB), Helena Lindberg, ont détaillé les recommandations qu’ils ont faites dans un rapport rendu au gouvernement en juin.

L’objectif est que d’ici 2020, «toute la société ait développé une capacité à pouvoir fonctionner dans des conditions perturbées, de manière à répondre à une attaque armée contre la Suède», qui, à ce jour, est libre de toute alliance militaire. Pour ce faire, «il faut un renforcement systématique et continu des capacités à tous les niveaux».

Dans leur rapport, les deux personnalités prônent une «interaction» entre les armées et les entreprises privées, de manière à ce que ces dernières contribuent aux besoins d’une défense totale, que ce soit dans l’alimentation, les carburants, les médicaments et d’autres «ressources critiques».

En cas de détérioration de la sécurité régionale, et en cas d’alerte renforcée, acteurs civils et militaires devront «faire des compromis et des choix difficiles», avertissent-ils. D’où la nécessité d’être bien informés des lois et réglementations en vigueur, des besoins et des risques encourus, et d’éviter les rumeurs. Parmi les mesures de formation préconisées, l’organisation d’un grand exercice de «défense totale» est envisagée pour 2020 au plus tard.

Durant la Guerre froide, la Suède, officiellement «neutre», avait conçu un vaste dispositif d’urgence impliquant militaires et civils. C’est cette expérience que le gouvernement de centre-gauche veut raviver, alors qu’il continue à écarter toute adhésion du pays à l’Otan. Pour l’ex-Premier ministre conservateur Carl Bildt, toutefois, «la probabilité est grande que la Suède et la Finlande en soient membres d’ici dix ans».

Saab Receives Order for Vehicle Electronics for Leopard 2 Tank

Defence and security company Saab has received an order from the German company Krauss-Maffei Wegmann Gmbh regarding development of new vehicle electronics for the Leopard 2 tank. The order value is approximately SEK130 million. Deliveries will be made during the period 2018–2022.

Krauss-Maffei Wegmann GmbH is a primary supplier of the Leopard 2 tank to the Swedish Defence Materiel Administration and the Swedish Army, where the tank is designated as Stridsvagn 122.

The order encompasses design and development of vehicle electronics, delivery of vehicle electronics units and cables, as well as training and documentation. The order also enables the tank to be integrated with the Swedish Battalion Combat Management System.

“This order shows that we are a long-term supplier in the field of vehicle electronics,” says Jonas Hjelm, head of Saab business area Support and Services.

“It's important that the tank is integrated into the Swedish Battalion Combat Management System. The order reinforces our role both as a supplier for the Battalion Combat Management System and as a supplier and partner of the Swedish Army and the international defence industry,” says Jonas Hjelm.

You're in the Army Now! Sweden Considers Gender-Neutral Draft


Less than a decade after scrapping conscription, Sweden may see a return to compulsory military service, this time for both men and women, in an attempt to beat the vanishing staff numbers in the military.


Sweden's Social Democrat-Green government launched an inquiry in order to propose a re-introduction of the gender-neutral draft, Swedish newspaper Svenska Dagbladet reported. The new model is expected be a softer version of Sweden's former draft system, as only several thousand people from each year group will be drafted into compulsory service. In addition, people will be able to volunteer for military service. Swedish Defense Minister Peter Hultqvist acknowledged as far back as in 2014 that the government was considering a return to a conscription army in order to beat severe staff shortages. In a parliamentary debate in spring, Hultqvist stressed that the defense could not handle recruitment on a voluntary basis. Earlier this year, the Swedish Armed Forces were reportedly short around 7,500 soldiers, sailors and officers (more than a third of the total organization). Understaffing has been a severe problem in the past few years, despite large recruitment campaigns with television ads and billboards.

New Saab Fighter Jet Gives Swedish Defense Unexpected Headache

he Swedish Air Force is facing major problems following its decision to acquire new Gripen E fighter jets. Whereas the plane itself is rather advanced, the training aircraft used for the training of pilots is outdated. Undisturbed, Saab hopes to throw new training jets into the bargain to fill the gap.

The Swedish Air Force is about to proudly replace 96 Gripen C/D aircraft currently in use with 60 Gripen E, the latter being a larger model with a number of improvements in the form of new radars and electronic warfare systems. Whereas the new Gripen E offers considerable technological advances, it also presents significant problems. The advanced technology is no match for the training aircraft currently in use in the Swedish Air Force.

The current Swedish training aircraft SK 60 has roots in the 1960s, and the gap between this trusted old-timer and the modern generation of fighter jets is far too big. As the warplanes become increasingly more sophisticated, the demands on school aircraft are increasing; the pilots must learn how to handle various weapons, radars and communication systems.

La Suède précipite la remilitarisation de l'île de Gotland    




Elle ne devait intervenir que fin 2017. La remilitarisation de l'île de Gotland a été annoncée, ce matin, par le commandement suprême suédois. L'état-major a ordonné aux 150 soldats actuellement en manœuvre sur l'île d'y rester et d'y stationner désormais en permanence.



Les militaires suédois avaient quitté l'île en 2005, après deux siècles de présence.



Micael Bydén, le chef d'état-major suédois, a précisé qu'il n'existait aucune menace directe contre l'île mais que la situation politique régionale avait évolué. En clair, les Suédois craignent une annexion de l'île par les Russes.

Outre la mise en place de troupes, les Suédois ont aussi annoncé la mise en place d'un numéro vert pour les habitants du sud du pays, qui peuvent l'appeler s'ils observent des activités suspectes sur les côtes. On se souvient que des mouvements de sous-marins non-identifiés avaient été signalés à proximité des côtes suédoises l'an dernier.

Cette mesure intervient après la publication d'un rapport préconisant l'entrée de la Suède dans l'Otan. Ce rapport a été rédigé par Krister Bringéus, ancien patron de l'OSCE, qui craint que la Suède ne soit en première ligne en cas d'attaque russe dans la Baltique.

Mais le gouvernement a écarté cette préconisation.

Suède : controverse autour du Gripen

Saab doit produire le nouveau Gripen E, en utilisant des équipements et des pièces prélevés sur les Gripen C et D actuellement en service. Telle est l'origine de la controverse qui a éclaté en Suède, car les suédois en viennent à se demander si le fait de ferrailler une grande partie de la flotte de Gripen actuellement utilisée pour récuper pièces et équipements qui pourraient être utilisés sur le Gripen E fait sens.

Cette question a entraîné de nombreuses protestations car les Gripen actuels ont été largement modernisés et à grands frais. Le dernier Gripen C livré avec ses nouveaux équipements et désormais capable de tirer le missile Meteor de MBDA a été livré il y a dix-huit mois de cela.

Beaucoup considèrent cette opération comme un gâchis monumental, à la fois coûteux et inutile. Certains préféreraient voir les appareils actuels encore en service ou revendus à d'autres pays. Le dirigeant du parti libéral Jan Björklund s'est joint au débat en suggérant que la force aérienne suédoise opère dans le futur cent appareils, en acquérant les soixante Gripen E prévus, auxquels s'ajouteraient quarante Gripen C et D volontairement gardés. Idéalement, Jan Björklund aimerait garder tous les Gripen existants et accroître le nombre de chasseurs au sein de la Svenska flygvapnet à cent-soixante.

Mais de nouvelles données en provenance des forces armées suédoises montrent qu'il serait extrêmement coûteux de ne pas prélever des équipements en provenance des appareils actuels pour les Gripen E et insiste sur le fait que les Gripen C et D furent construits avec l'aide de pièces et équipements des appareils de première génération, soit les Gripen A et B.

Seulement cette fois-ci, le périmètre de réutilisation des pièces et équipements est beaucoup moins large. Le nouveau Gripen E est un appareil de plus grandes dimensions, il dispose d'un nouveau calculateur qui n'a que peu de points communs avec l'ancien, un nouveau système de guerre électronique et bien plus de nouvelles pièces.

Un nombre déterminé de pièces peut toujours être réutilisé. Leur valeur estimée est équivalente à un cinquième du coût du nouveau Gripen. Ce qui revient à dire que dans le cas inverse, si les anciens Gripen ne sont pas cannibalisés et que les Gripen E sont construits uniquement à l'aide de pièces neuves, le coût va croître de 820 M$.

Les premiers Gripen E doivent être livrés en 2019. A partir de cette année-là, cinq à dix appareils devront être livrés par an jusqu'en 2026. Pour être en accord avec le calendrier de livraison, Saab doit commencer à démanteler les appareils actuels au début 2017. De ce fait, la décision finale devra être prise au plus tard à la fin de cette année.

Si les Suéois font le choix de ne pas démanteler leur flotte actuelle, des coûts supplémentaires s'ajouteront car le Gripen E a beau avoir hérité d'un certain nombre de pièces et d'équipements de ses prédécesseurs, l'appareil n'en reste pas moins différent, dégagé le fait qu'opérer deux avions, donc deux systèmes différents, sera coûteux.

Enfin, des avions de combat supplémentaires nécessiteraient plus de pilotes, donc plus de bases aériennes, plus de maintenance, soit autant de coûts supplémentaires...
