Rabat – En exécution des Hautes Instructions Royales, le Général de Corps d’Armée, Inspecteur Général des FAR et Commandant la Zone Sud, s’est entretenu, mardi au siège de l’État-major Général des FAR, avec la Sous-Secrétaire Adjointe américaine à la Défense, chargée des Affaires africaines, Mme Jennifer ZAKRISKI, accompagnée du Général de Division Kenneth P. EKMAN, directeur de la stratégie, de l’engagement et des programmes du Commandement des États-Unis pour l’Afrique, et de l’Ambassadeur des États-Unis d’Amérique au Maroc, M. Puneet TALWAR.
Au cours de cet entretien, les deux responsables se sont félicités de l’excellence des relations entre les Forces Armées Royales et les Forces Armées Américaines qui se manifestent à travers des activités de coopération intenses, fréquentes et régulières, indique un communiqué de l’État-major Général des FAR.
A cette occasion, tout en qualifiant les relations ancestrales entre le Royaume du Maroc et les Etats-Unis d’Amérique d'”excellentes” et d’”ancrées dans l’histoire”, l’Inspecteur Général des FAR a rappelé que “ces relations ont été initiées notamment par la signature, en 1786, du Traité de Paix et d’Amitié maroco-américain, le plus ancien traité jamais signé par les Etats-Unis avec un pays tiers, qui a jeté les fondements d’une relation “séculaire” et “historique”.
Cette séance a également été l’occasion pour échanger autour des différents volets de la coopération militaire entre les deux armées, notamment l’industrie de défense, l’acquisition de matériels et équipements avec l’accompagnement technique et logistique nécessaire, la formation et le transfert de technologie ainsi que le renforcement de la coopération bilatérale en matière de gestion de catastrophes.
Par ailleurs, les discussions ont porté sur le rôle des FAR, conformément aux Hautes Orientations Royales, dans le domaine du maintien de la paix; un rôle de leader et de partenaire crédible qui promeut la paix, la sécurité et la coopération régionales.
La coopération militaire bilatérale maroco-américaine est régie par un ensemble d’Accords et Arrangements et s’inscrit dans le cadre de la feuille de route 2020-2030, visant l’établissement d’un partenariat stratégique exemplaire à même de faire face aux défis sécuritaires. Elle couvre en particulier le dialogue stratégique, la formation, les exercices, le Programme de Partenariat avec la Garde Nationale de l’État de l’Utah et le soutien financier et en équipements.

Explosive Ordnance Disposal (EOD) Marines from the Hershel “Woody” Williams (HWW) Marine Detachment, Task Force 61/2.6, executed a subject matter expert (SME) exchange with the Royal Moroccan Armed Forces (FAR) during a visit to Morocco in October 2023. The exchange aimed to augment their long-standing ties and enabled the Marines and the FAR to build upon the past creation and implementation of the Humanitarian Mine Action (HMA) program within Morocco. SME exchanges show II Marine Expeditionary Force’s (MEF) commitment to enduring relationships with foreign partners.
Morocco hosted the EOD team from the HWW Marine Detachment during their bilateral engagement. The SME exchange centered on continuing the application of protocols and increasing awareness of improvised explosive devices (IED) through classroom-based instruction.
The creation of the HMA Program in the past, provides EOD Marines a consistent foundation of shared military interest and action, from which they are able to conduct SME exchanges. Although the current SME exchange and past contributions to the Moroccan HMA program are separate, awareness of the HMA program is paramount to understanding how the EOD Marines interact with the FAR today.
“Enhancement of operational capabilities, promotion of high international security standards, facilitation of the exchange of best practices and expertise in neutralizing Improvised Explosive Devices (IEDs) as well as other similar threats, have been the highlights of the SME exchange this evolution,” said Captain Mahdi Techbibi, the Moroccan Royal Armed Forces EOD Company Commander. When asked about strategic benefits gained and observed, he stated, “This collaboration has also contributed to strengthening diplomatic and military relations between Morocco and the United States, thereby fostering future cooperation in various strategic and security domains.”
The HMA program has yielded over a decade’s worth of consistent training by participants in Morocco. The HWW EOD Marines from 8th Engineer Support Battalion (ESB), II MEF, headquartered in Camp Lejeune, North Carolina has a substantial stake in the program, having conducted the HMA Morocco mission over a dozen times over a six-year period, from 2017-2022.
EOD Marines wrote three levels of the four-level program (consisting of three phases) curriculum that would be applied for the FAR annually, linking the training to present day. Participants curated training specifically for the Moroccan military, signifying the commitment to the program by the Marines who authored the material. The work the EOD Marines do is built on a deep relationship that has taken time and trust built throughout the years. The Marines, through their dedication to aiding in the Morocco mission, have specifically designed a curriculum and tailored it to the partner forces needs and existing capabilities, ultimately saving lives and furthering the FAR capabilities in the future.
Techbibi spoke highly of the training value, stating, “The exchanges and collaboration with experienced professionals (EOD Marines) have significantly enhanced the trainees' skills in the training program. This interaction has allowed the trainees to benefit from the practical expertise and sharp knowledge of seasoned professionals.” With the SME exchange complete, the EOD Marines of 8th ESB are focused on the future iterations of HMA program implementation and continuing to provide crucial training through the program. The EOD Marines will continue to produce performance-based results, strengthening this strategic bilateral relationship and solidifying the value.
“The EOD Marines play a crucial role in enhancing the military readiness of Morocco by providing specialized expertise. Their collaboration with the Moroccan Armed Forces contributes to improving operational capabilities and responsiveness to current security challenges, thereby strengthening national security,” said Techbibi. “By sharing their know-how and providing cutting-edge training, the EOD Marines contribute to the education and professional development of the Moroccan Armed Forces, enhancing their technical skills and understanding of best practices in security and defense. This collaboration also strengthens bilateral ties between Morocco and other international partners, paving the way for future collaborations in strategic and security-related areas, promising a bright future for the Moroccan Army in terms of modernization, professionalism, and enhanced defense capability.”
Marines attached to the USS HWW were deployed as Task Force 61/2.6 in the U.S. Naval Forces Europe-Africa (NAVEUR-NAVAF) area of operations, employed by U.S. Sixth Fleet to defend U.S., allied and partner interests.
Headquartered in Naples, Italy, NAVEUR-NAVAF operates U.S. naval forces in the U.S. European Command (USEUCOM) and U.S. Africa Command (USAFRICOM) areas of responsibility. U.S. Naval Forces Africa hosts Phoenix Express 2024 Tabletop Exercise in Naples, Italy NAPLES, Italy – 3 minutes
Representatives from multiple North African countries participated in a tabletop exercise (TTX) in support of exercise Phoenix Express 2024, a U.S. Naval Forces Africa (NAVAF)-hosted exercise focusing on North Africa and the Mediterranean Sea, Feb. 12-15, 2024.
Starting on Feb. 12, the TTX involved leaders from Libya, Mauritania, Morocco, Tunisia, and the United States, and incorporated briefings and discussions on Women, Peace and Security (WPS), maritime operations center (MOC) training, SeaVision, and a tour of NAVAF’s MOC located onboard Naval Support Activity Naples. Rear Adm. Calvin Foster, U.S. Sixth Fleet’s Vice Commander and Director, Maritime Partnership Program, delivered opening and closing remarks during the exercise, while leading various focused discussions throughout the week.
In addition to WPS and MOC training, participants discussed maritime domain awareness, regional maritime security, and multinational cooperation. The TTX enabled a shared understanding of partner intentions for future Phoenix Express iterations, as participating nations continue to build realistic and relevant training scenarios, from countering illegal, unreported, and unregulated (IUU) fishing, national command center integration, and maritime coordination in the Southern Mediterranean Sea.
Exercise Phoenix Express is a multinational maritime exercise sponsored by U.S. Africa Command and executed by NAVAF, bringing together North African, European, and U.S. maritime forces as part of a global network of navies to enhance cooperation and expertise in maritime security operations in the Southern Mediterranean Sea.
The exercise focuses on regional cooperation, information-sharing practices, and operational capabilities, enhancing efforts to promote safety and security in the Mediterranean Sea and territorial waters of participating North African nations.

U.S. Security Cooperation with Morocco - United States Department of State Bureau of Political-Military Affairs 6 - 8 minutes
Morocco is a vital U.S. partner on a wide range of regional security issues, with a shared goal of a stable, secure, and prosperous Middle East and North Africa. The United States works closely with Morocco to promote regional stability, counter terrorism, strengthen trade and investment ties, and support Morocco’s development and reform efforts.
The United States has provided Morocco with security cooperation since the late 1950s, reflecting the enduring nature of the bilateral relationship. This commitment has been memorialized by multiple Memoranda of Understanding (MOUs), most recently in 2007 and 2015, that outline critical areas of security and economic cooperation, helping Morocco address regional challenges and the impact of crises in neighboring regions.
Morocco is a stalwart partner in multilateral defense. It joined the NATO Mediterranean Dialogue in 1995, an initiative to promote regional security and stability in coordination with key NATO allies around the Mediterranean, and the United States designated Morocco a Major Non-NATO ally in 2004. Thanks to this designation, Morocco is able to participate in cooperative research and development, receive priority delivery for Excess Defense Articles (EDA), and benefit from reciprocally funded cooperative training.
Morocco is the largest purchaser of U.S. military equipment in Africa. The United States has $8.545 billion in active government-to-government sales cases with Morocco under the Foreign Military Sales (FMS) system. FMS sales notified to Congress are listed here. Recent significant prior sales include: 18 M142 High Mobility Artillery Rocket System (HIMARS) launchers; 40 AGM-154C Joint Stand Off Weapons (JSOW); six Multifunctional Information Distribution System Joint Tactical Radio Systems (MIDS-JTRS); ten GM-84L Harpoon Block II Air Launched missiles; 25 F-16C/D Block 72 aircraft; 5,810 MK82-1 Bombs; 36 AH-64E Apache attack helicopters; eight AN/MPQ-64F1 SENTINEL Radars; 20 AIM-9X-2 SIDEWINDER Missiles; three CH-47D CHINOOK Helicopters; 40 LAU-129A Launchers with 20 AGM-65D MAVERICK Missiles; and a Gulfstream G- 550 aircraft.
Since 2013, Morocco has received equipment worth $478 million under DoD’s EDA program. This includes 222 M1A1 Abrams tanks, two C-130H aircraft, and 600 M113A3 Armored Personnel Carriers.
In FY 2018-22, the United States also authorized the permanent export of over $167 million in defense articles to Morocco via the Direct Commercial Sales process. The top three categories of defense exports to Morocco were Military Electronics; Gas Turbine Engines and Associated Equipment; and Fire Control, Laser, Imaging, and Guidance Equipment.
Since 2012, the United States has provided Morocco with $135 million in Foreign Military Financing (FMF). Our assistance has been key to maintaining U.S. origin defense articles; boosting maritime surveillance to address illegal immigration, smuggling, drug trafficking, and illicit fishing; procuring transport and logistics equipment; and upgrading aerial surveillance.
Also, since 2006, the United States has provided Morocco with $32 million for International Military Education and Training (IMET). Through this program, Moroccan students are sent annually to Professional Military Education classes at U.S. service schools. IMET courses advance military professionalization, build capacity in key areas, enhance interoperability with U.S. forces, and create a deeper understanding of the United States. These benefits are key to establishing lasting relationships with future leaders.
Morocco is among the top ten contributors to UN peacekeeping operations worldwide. It currently deploys 1,718 peacekeepers in the Central African Republic, the Democratic Republic of Congo, Sudan, and South Sudan. Morocco maintains a pre-deployment training center in Tifnit, which provides training in the areas of civilian protection, combating disinformation, digitalization, telemedicine, mental health, and environmental protection.
Morocco continues to deal with landmines and unexploded ordnance resulting from engagement between Morocco and Polisario Front forces over Western Sahara. Since 1993, the United States has provided $1.996 million dollars in Conventional Weapons Destruction program assistance to Morocco, including $1.154 million in FY2022.
Morocco plays a leading role in the United States’ counterterrorism efforts. Since 2005, Morocco has been a member of the Trans-Sahara Counterterrorism Partnership—a U.S. government funded and implemented effort designed to counter violent extremism in the Sahara-Sahel region. In 2011, Morocco and the United States joined 28 other countries as founding members of the Global Counterterrorism Forum—an initiative to “reduce the vulnerability of people everywhere to terrorism by effectively preventing, combating, and prosecuting terrorist attacks and countering incitement and recruitment to terrorism.” Furthermore, Morocco was the first Maghreb country to join the anti-ISIS Global Coalition in 2014 and currently serves as the co-chair of the Coalition’s Africa Focus Group.
The United States and Morocco also maintain strong military cooperation through joint security operations. Since the late 1990s, Morocco has hosted the AFRICAN LION training exercise, which brings together U.S. and Moroccan forces with participants from more than twenty countries and NATO for training. Under U.S. Africa Command since 2008, African Lion has become the largest joint military exercise on the continent, with thousands of troops participating annually. Additionally, since 2003, Morocco has had a training partnership with the Utah National Guard as part of the U.S. National Guard State Partnership Program, which provides specialized training and exchange opportunities with the Moroccan Armed Forces.

Soldiers from the 85th Weapons of Mass Destruction — Civil Support Team (CST) Host Moroccan forces for Training and Cultural Experiences as Part of the State Partnership Program
SALT LAKE CITY, Utah – Utah Army National Guard Soldiers from the 85th Weapons of Mass Destruction — Civil Support Team (CST) joined together with Moroccan forces to participate in training and celebrate culture, April 8-12, 2024. Instructors administered Chemical, Biological, Radiological, and Nuclear (CBRN) training, and those participating worked with live materials.
The 85th CST gave training to Moroccan Forces as part of the State Partnership Program (SPP). The Utah National Guard has participated in the SPP since 2003. According to Nationalguard.mil, the SPP supports the security cooperation objectives of the United States and Geographic Combatant Commands by developing enduring relationships with partner countries and carrying out activities to build partner capacity, improve interoperability, and enhance U.S. relations, while increasing the readiness of the U.S. and partner forces to meet emerging challenges.
Warrant Officer Zachary Martin commented on the importance of this training for the SPP. “The main purpose for this training is to work with our state partnership, and provide them some radiation training. Specifically with equipment, building confidence and their ability to utilize the equipment in their own country,” said Martin.
Sgt. 1st Class Kristopher Peterson has been demonstrating CBRN training for 6 years. “Every year I learn a bit more”, said Peterson. “We teach firefighters, we’ve taught FBI, we’ve taught bomb squads, and other CST’s. We teach our state partnership, and everytime I learn a little bit more,” he added.
The training, which was specifically focused on radiation, entailed how to safely shield yourself in the event of a radiological attack, as well as how to care for those who have been contaminated by hazardous materials.
Sgt. Cierra Frandsen administered some of the field training. “One of our biggest goals when we do these external trainings with different forces is just expanding their basic awareness of not only the threat itself, but of the equipment that is available to them,” said Frandsen.
During the field training, Moroccan Forces got some real world experience. “We were able to get some live radiation sources and teach them about the equipment, and have them actually interact with the sources and the equipment,” said Lt. Col. Robert Dent, Commander of the 85th CST.
Dent mentioned that although they have met with Moroccan forces before as part of the SPP, this was the first time the CST has hosted them for specific training.
Aside from training, Guardsmen and Moroccan forces also shared cultural experiences. On Wednesday, April 10th, they were able to visit significant areas in Utah.
“We took them to Park City and they were able to do some shopping and ride on a tram at the ski resort,” said Dent, “We also visited the Olympic park and discussed some Utah history and background. It was a very meaningful day to this delegation.”
The training happened during an important week for Moroccan Forces, as they celebrated Eid al-Fitr on Tuesday, April 9th.
According to Britannica.com, “Eid al-Fitr marks the end of Ramadan, the Muslim holy month of fasting, and is celebrated during the first three days of Shawwal, the 10th month of the Islamic calendar.” Like many holidays in the United States, those celebrating often greet each other, host parties, and prepare special foods.
Utah Guardsmen were able to celebrate this special holiday with Moroccan forces. “We were extremely fortunate to break their Ramadan fast on Tuesday,” said Dent, noting that the event was “very special.”
Moroccan Forces ate a traditional Moroccan meal with members of the 85th CST and shared foods such as kebabs, dates and chebakia- a pastry made with honey and sesame seeds.
With field training and shared cultural experiences, this was surely a week that the 85th CST and Moroccan Forces alike will remember.

Au cours de cette réunion, plusieurs sujets d’intérêt ont été discutés se rapportant notamment aux défis sécuritaires et de défense en Afrique, au rôle important du Maroc en matière des Opérations de Maintien de la Paix et d’assistance humanitaire, à la lutte contre les menaces transfrontalières et aussi à l’évolution des acquisitions de matériel, selon le communiqué.
La réunion du Comité Consultatif de Défense constitue une plateforme de dialogue stratégique où sont discutées les questions cruciales de la sécurité régionale, et où sont tracées les grandes lignes du plan d’action futur avec l’AFRICOM et la Garde nationale de l’Etat de l’Utah, ainsi que les projets de développement des capacités gérées par l’Agence de la Coopération à la Sécurité de Défense (DSCA), souligne la même source, rappelant que la coopération militaire maroco-américaine est régie par des Accords, des Mémorandums d’entente et des arrangements techniques bilatéraux, qui précisent les modalités d’exécution de la coopération.

Le chef de l'Africom était en viste au Maroc au mois de février dernier ! Beaucoup de visites US, de quoi il retourne ?!! Armements ? Industrie ? Ou encore le déplacement de l'Africom ?

Dans le communiqué ca parle du plan d'action futur avec l'Africom et de la DSCA Ssi Socket donc je pense peut-être le déplacement du siège de l'Africom et des contrats..
