Rabat – Le Maroc et les États-Unis ont signé, mardi à Rabat, une feuille de route portant sur la coopération militaire qui comporte les orientations à suivre pour la mise en exécution des activités retenues dans le cadre la 13è session du Comité Consultatif de Défense (DCC) maroco-américain.
Au terme de la deuxième réunion de travail du DCC maroco-américain au siège de l’État-Major Général des Forces Armées Royales (FAR), il a également été procédé à la remise de décorations décernées par Sa Majesté le Roi, Chef Suprême et Chef d’État-Major Général des FAR, à trois officiers américains en guise de reconnaissance de leurs efforts pour le développement et la promotion de la coopération militaire maroco-américaine.
Il s’agit du Général de Division Daniel Boyack, Commandant la Garde nationale de l’État de l’Utah, du Lt-Colonel Teremura Shamel, Chef du Bureau de la Coopération à la Sécurité “OSC” près l’ambassade américaine à Rabat et du Commandant Christopher Tarbet, du Bureau de la Coopération à la Sécurité “OSC” près l’ambassade américaine à Rabat, chargé des affaires bilatérales.
En exécution des Hautes Instructions Royales relatives à la tenue de la 13è Session du DCC, le Général de Corps d’Armée, Inspecteur général des FAR et Commandant la Zone Sud, a reçu, lundi, au siège de l’État-major Général des FAR, la Secrétaire américaine adjointe à la Défense pour les Affaires sécuritaires internationales, Celeste Wallander, accompagnée de l’Attaché de Défense américain accrédité au Maroc, à la tête d’une importante délégation militaire, en visite de travail au Maroc du 17 au 22 mai.
La réunion du Comité Consultatif de Défense constitue une plateforme de dialogue stratégique où sont discutées les questions cruciales de la sécurité régionale, et où sont tracées les grandes lignes du plan d’action futur avec l’AFRICOM et la Garde nationale de l’État de l’Utah, ainsi que les projets de développement des capacités gérées par l’Agence de la Coopération à la Sécurité de Défense (DSCA).
La coopération militaire maroco-américaine est régie par des Accords, des Mémorandums d’entente et des arrangements techniques bilatéraux, qui précisent les modalités d’exécution de la coopération.

WIESBADEN, Germany —
WIESBADEN, Germany - Approximately 300 U.S., Allied and partner Soldiers from four countries will take part in a multi-domain exercise in the European and African theaters, Aug. 5-16, 2024. Arcane Thunder 24 is a theater-wide electromagnetic warfare precision synchronization exercise that will take place in Germany and Morocco.
“Arcane Thunder 24 will apply non-lethal effects within the multi-domain concept to ensure Allied and partner nations have a decisive advantage against potential adversaries across all domains and the human, physical and information dimensions of the operating environment,” said Col. Patrick Moffett, 2nd Multi-Domain Task Force commander. “It’s another opportunity to further strengthen cooperation and highlight the longstanding partnership between the U.S. and Morocco through the testing and synchronization of capabilities.”
The 2nd Multi-Domain Task Force will lead Arcane Thunder 24, and conduct training in a joint, combined environment focusing on the employment and synchronization of non-lethal effects against adversaries in all domains (land, sea, air, cyber, space) to enable joint forces freedom of action in the U.S. European Command theater of operations.
Approximately 200 U.S. Soldiers from the 2nd Multi-Domain Task Force and Multi-Domain Effects Battalion will participate with approximately 100 Allied and partner Soldiers from the United Kingdom, Germany and Morocco. Exercises like Arcane Thunder are conducted to build strong and strategic relationships while improving our ability to ensure that partner forces are equipped with the capability to synchronize and employ non-lethal effects across all domains against adversaries.
“This year we continue to enhance our interoperability with Allied and partner forces under command structures arrayed across more than 3,000 kilometers from Germany to the North Atlantic Ocean and into Morocco,” said Moffett.
This will be the second iteration of Arcane Thunder 24 and will be executed in Morocco for the first time, further solidifying commitments made to the nation’s security. A series of complex missions and challenges will test participating nations’ planning and incorporate industry technology to evaluate the U.S. Army’s modernization efforts. Promoting understanding and collaboration between Allied and partner nations, Arcane Thunder 24 contributes significantly to regional stability and security by improving the ability of partner forces to operate effectively in times of crisis or conflict.

AGADIR, Morocco – The initial planning event (IPE) for exercise African Lion 2025 (AL25) took place from Sept. 9-20, setting the stage for the multinational military exercise scheduled for spring 2025 across Morocco, Tunisia, Ghana and Senegal.
AL25 stands as U.S. Africa Command’s (AFRICOM) largest annual multinational military exercise, with participation from over 20 nations, including NATO allies. The exercise will span across Morocco, Tunisia, Ghana and Senegal, focusing on military readiness, humanitarian assistance and peacekeeping missions, as well as strengthening ties between U.S. forces and African nations.
"African Lion is not merely a military exercise; it is a strategic demonstration of our collective commitment to peace, security and regional stability," said U.S. Army Lt. Col. Alayham Alawaj, african lion exercise chief, U.S. Army Southern European Task Force, Africa (SETAF-AF). "By collaborating with our U.S. and African partners, we enhance our ability to address emerging challenges and reinforce a unified approach to confronting security threats across the region."
The IPE provided a platform for U.S. and African planners to establish the structure, objectives and operations of the upcoming exercise, ensuring seamless coordination across the four host countries. The week prior, U.S. planners met with the Tunisian Armed Forces in Tunisia, demonstrating the extensive groundwork required to ensure the success of this multinational event.
“The initial planning event for Exercise African Lion is critical in developing a plan that is executable, well synchronized, and masterfully executed. African Lion is an all domain, combined, and joint exercise with hundreds of units participating in it” said Mr. Eldridge Browne, SETAF-AF Chief of Exercises. “The exercise is complex occurring in four countries spanning the size of the United States, it has strategic implications and has participants from over forty countries across four continents. African Lion is all about interoperability, security cooperation, shared best practices and build relationships in preparation crisis”.
AL25 significance extends beyond the military training grounds.
As an annual exercise involving U.S. forces and partner nations, it solidifies diplomatic and defense relationships that continue to shape U.S. strategic engagement in Africa. This year, the exercise will feature the deployment of over 100 military units to include the U.S. Army’s 173rd Infantry Brigade Combat Team (Airborne), special operations forces, Naval Forces Europe-Africa, Marine Forces Europe-Africa, and Air Forces Europe-Africa across the four host nations, underscoring the exercise's comprehensive scope.
"These exercises show that the joint force is a mobile, agile force capable of responding to crises anywhere on the continent," said a U.S. Navy Lt. Cdr. Yen Chew, U.S. 6th Fleet exercise planner. "Our ability to deploy and operate in diverse environments is a testament to our training, readiness and the strength of our partnerships."
Ghana, a long-time participant in African Lion, will once again play a significant role in the exercise.
Ghanaian forces will participate in joint military training, civil affairs operations and staff exercises aimed at building the capacity of its military forces to respond to internal and regional security threats. This partnership continues to enhance Ghana’s military readiness while reinforcing the U.S.-Ghana bilateral relationship.
"These exercises provide a critical platform for enhancing our operational readiness and fortifying strategic partnerships," said Ghana Armed Forces Col. George Dottey, lead GAF exercise planner. "By working closely with are regional partners, we not only bolster our collective security, but also strengthen the foundations of regional stability and interoperability."
Senegal, another key partner in AL25, will engage in maritime and peacekeeping operations. As part of its involvement in this year's exercise, Senegalese forces will conduct joint naval training with U.S. and NATO forces, enhancing their capabilities in securing vital waterways and combatting piracy.
"This year's African Lion exemplifies the importance of multi-nation collaboration in bolstering regional security and preparedness," said Isaac Gallegos, AL25 Senegal lead exercise planner, SETAF-AF. "Working closely with our partners from Senegal not only strengthens our operational capabilities, but also deepens the strategic bonds necessary for long-term stability in Africa.
Tunisia’s involvement in the IPE highlighted the strategic depth of AL25. Tunisia will play a pivotal role in next year’s exercise, as they partner with U.S. and partner nations in military operations ranging from humanitarian missions to large-scale combat exercises. Tunisia’s strategic location in North Africa and its stable political landscape make it a crucial ally in promoting regional security and countering terrorism.
"Planning with our Tunisian partners has been invaluable in ensuring that African Lion strengthens both our collective readiness and regional security," said U.S. Army Maj. Jay Jackson, AL25 Tunisia lead exercise planner, SETAF-AF. "Through exercises like this, we can refine our operational strategies and enhance the cooperation that is crucial for addressing emerging threats across North Africa.
About African Lion: 2025 marks the 21st iteration of AFRICOM's premier and largest annual combined, joint exercise, African Lion (AL25). This year's exercise will run from April through May and will be hosted across Morocco, Ghana, Senegal and Tunisia, involving over 9,000 participants from more than 30 nations, including contingents from NATO. AL25 focuses on enhancing operational readiness between U.S. forces and partner nations, continuing to strengthen relationships and interoperability across all domains.
