- China 'asks USA to respect Pak sovereignty'
ISLAMABAD, 19 MAY: In the wake of the US raid in Abbottabad that killed Osama bin Laden, China has “warned in unequivocal terms that any attack on Pakistan would be construed as an attack on China”, a media report claimed today. The warning was formally conveyed by the Chinese foreign minister at last week's China-US strategic dialogue and economic talks in Washington, The News daily quoted diplomatic sources as saying. China also advised the USa to “respect Pakistan's sovereignty and solidarity”, the report said. Chinese Premier Mr Wen Jiabao informed his Pakistani counterpart Mr Yousuf Raza Gilani about the matters taken up with the US during their formal talks at the Great Hall of the People yesterday. The report said China “warned in unequivocal terms that any attack on Pakistan would be construed as an attack on China”. The two premiers held a 45-minute one-on-one meeting before beginning talks with their delegations. The Chinese leadership was “extremely forthcoming in assuring its unprecedented support to Pakistan for its national cause and security” and discussed all subjects of mutual interest with Mr Gilani, the report said. Mr Gilani described Pakistan-China relations and friendship as “unique”. Talking to Pakistani journalists accompanying him, he said that China had acknowledged his country's contribution and sacrifices in the war against terrorism and supported its cause at the international level. “China supported Pakistan's cause on its own accord,” Mr Gilani said with reference to the Sino-US strategic dialogue where the Chinese told the US that Pakistan should be helped and its national honour respected. Mr Gilani said China had asked the US to improve its relations with Pakistan, keeping in view the present scenario. Pakistan reiterated its position on the one-China policy and said it fully supported China on the issues of Taiwan and Tibet, he said. He said both sides will continue their consultations on UN reforms. It was also agreed that both countries will formulate a long-term joint energy mechanism for electricity generation in Pakistan through various means, including nuclear energy. Mr Wen announced that the Chinese leadership will send a special envoy to Islamabad to express solidarity with Pakistan at this “crucial period in its history”. The envoy, a senior minister, will take part in celebrations marking the 60th anniversary of diplomatic ties between the two countries. The USA has stepped up pressure on Pakistan to crack down on terrorist sanctuaries and to probe whether military and intelligence officials were aware that bin Laden had been hiding in the garrison city of Abbottabad, which is home to thousands of soldiers. Pakistan has turned to China, its “all weather friend”, for support in the face of reports that US lawmakers are pressing for cuts in aid. China has agreed to provide Pakistan 50 new JF-17 Thunder multi-role jets under a co-production agreement, The News reported. It is likely that these planes will be supplied by June next year. The two countries are also discussing the supply of Chinese J-20 stealth jets and Xiaolong/FC-1 multi-purpose light fighter aircraft to Pakistan. They are discussing the mode of payment and the number of planes to be provided to Pakistan, the report said. China will also launch a satellite for Pakistan on 14 August. The satellite will supply “multifarious data” to Pakistan, the report said. Mr Gilani said both sides had agreed to increase defence cooperation and China had assured Pakistan of help in enhancing the capacity of its armed forces. He said Pakistan's trade with China had registered a significant increase in the last two years and efforts were being made to raise it to US$ 15 billion a year. Mr Gilani said Pakistan has the capability and capacity to defend its frontiers and the armed forces are fully vigilant, and no incident like the US raid against bin Laden will happen in future. He said Pakistan will continue its efforts to stop US drone attacks, which have proved to be counter-productive. To a question, Mr Gilani said Pakistan's political and military leadership will decide about a military operation in North Waziristan agency. No pressure will be accepted in this regard and Pakistan alone will decide on this issue, he said. Mr Gilani said Pakistan desired good relations with all its neighbours, including India, Afghanistan and Iran. Comments (1) axisoflogic | |

- Britain pledges aid for 'Arab Spring'
Britain pledged more aid Thursday to fledgling democracies in the Arab world, urging other members of the G8 rich nations club to ignore their own financial woes and help the region.
Prime Minister David Cameron's spokesman announced an extra £110 million ($175 million) at a summit of world powers in Deauville, France, which was dominated by the issue of how to help the Middle East and North Africa.
Cameron warned that a failure to prop up new democratic regimes in the wake of popular revolts could spawn "poisonous extremism."
The International Monetary Fund also weighed in with an offer to loan 35 billion dollars to the region as it throws off the yoke of autocratic regimes, yet Russia remained cool on the idea of even economic intervention.
Tunisia and Egypt, where the "Arab Spring" first blossomed with protests against long-serving leaders, will benefit from the British aid as well as Morocco and Jordan, Cameron's spokesman said.
"This support for the peoples of the Arab world lies at the heart of our national interest. A failure to act risks instability on Europe's doorstep, collapse back into authoritarian rule, conflict and terrorism," he said.
Libya, where NATO-led air strikes are pummeling Colonel Moamer Kadhafi's forces, is not part of the aid programme.
Around £40 million of the money pledged over the next four years would go towards promoting political reform while the other £70 million will go on economic development.
Egypt and Tunisia will be coming to the G8 summit to seek financial aid after the uprisings that toppled presidents Hosni Mubarak and Zine el Abidine Ben Ali in January and February.
French President Nicolas Sarkozy is expected to push other G8 members to more and Britain said it was trying to "encourage" them to do the same.
A British government source said the final communique issued by the G8 on Friday may contain a figure on the amount of aid pledged "but it's not at all clear".
Speaking earlier Thursday after talks with Sarkozy, Cameron said he wanted the summit to send out a message to Arab countries that they would help them build their democracies and their economies.
"The alternative to a successful democracy is more of the poisonous extremism that has done so much damage in our world," said Cameron, whose Conservative-led coalition has introduced sweeping cuts to tackle Britain's deficit.
"What I would say to everybody about the issue of overseas aid is that there is a real case for saying that if you can secure greater democracy and freedom in countries like Egypt and Tunisia, that is good for us back at home."
At a joint press conference with US President Barack Obama on Wednesday, Cameron said the United States and Britain would push at the G8 meeting for a "major programme of economic and political support" for Arab countries.
White House economic adviser David Lipton said the United States expected G8 leaders to "commit to a partnership" with Egypt and Tunisia as well as other countries in the region seeking democracy and economic reform.
Obama announced plans last week to write off one billion dollars in Egyptian debt, combined with another three billion dollars in loan and investment guarantees.
In contrast to Britain and the US, Russia has so far given few indications however that it plans to financially support democratic change in countries like Egypt or Tunisia.
The Kremlin's top economic adviser, Arkady Dvorkovich, said at the summit that it would merely back the economic development of the region as a whole.
"We are talking about support for the development of North Africa and the Middle East and not about support for or change of the regimes. We will together support economies of those countries," he told reporters in Deauville.
The IMF meanwhile said in a report to the leaders of the G8 that it was prepared to lend about $35 billion to oil importing countries in the Middle East and North Africa region.
But it warned that was a small part of the more than $300 billion the region could require over the next two years, even before reforms. http://www.expatica.com/fr/news/french-news/britain-pledges-aid-for-arab-spring-_152189.html?ppager=1 |

- Lockheed network hit by major disruption: sources
Fri, May 27 2011 By Andrea Shalal-Esa and Jim Finkle WASHINGTON/BOSTON (Reuters) - Lockheed Martin, the Pentagon's No. 1 supplier, is experiencing a major disruption to its computer systems that could be related to a problem with network security, a defense official and two sources familiar with the issue said on Thursday. Lockheed, the biggest provider of information technology to the U.S. government, is grappling with "major internal computer network problems," said one of the sources who was not authorized to publicly discuss the matter. A second source, who also asked not to be identified, said the issue was "affecting a lot of people" at Lockheed, maker of the stealthy F-22 and F-35 fighter planes and other critical weapons systems. Lockheed notified the Pentagon about the problem and its response, including resetting passwords for employees, said the defense official, who was not authorized to speak publicly. Pentagon officials were working closely with Lockheed to gather data about the situation and "any action to be taken," the official added. Lockheed, which employs 126,000 people worldwide and had $45.8 billion in revenues last year, said it does not discuss specific threats or responses as a matter of principle, but regularly took actions to counter threats and ensure security. "We have policies and procedures in place to mitigate the cyber threats to our business, and we remain confident in the integrity of our robust, multilayered information systems security," said spokesman Jeffery Adams. Big corporations -- especially government contractors -- keep matters of internal security secret and rarely publicly disclose problems in securing their networks. Yet companies do occasionally reveal such attacks, sometimes forced by financial disclosure laws or by the large impact on customers. Sony Corp, for example, last month disclosed that hackers had accessed personal data of some 100 million customers and was forced to shut down its PlayStation Network online gaming system. The sources said Lockheed employees were still able to use mobile devices to access their company email accounts. The slowdown began on Sunday after security experts for the company detected an intrusion to the network, according to technology blogger Robert Cringely. He said it involved the use of SecurID tokens that employees use to access Lockheed's internal network from outside its firewall, A spokesman for EMC Corp, whose RSA division makes the tokens, declined to comment on any security issues affecting specific customers. EMC disclosed in March that hackers had broken into its network and stolen some information related to its SecurIDs. It said the information could potentially be used to reduce the effectiveness of those devices in securing customer networks. EMC said it worked with the Department of Homeland Security to publish a note on the March attack and provided web addresses to help companies identify where the attack might have come from. Any attacker would need multiple pieces of information about the token, the customer, the individual users and their pin numbers -- some of which are never held by RSA. "In order to mount a successful attack, someone would need to have possession of all this information," the company said. Steve Winterfeld, cyber technical lead at TASC, an advanced systems company spun off from Northrop Grumman Corp, said TASC and other companies were extremely concerned about the breach since it meant that the SecurID tokens could no longer be viewed as completely secure. "You have no idea how many people are freaked out right now," Winterfeld told Reuters. "TASC is no longer treating the RSA device as if it were as secure as it was beforehand." MONITORING CENTER Loren Thompson, chief operating officer of the Lexington Institute, and a consultant to Lockheed, said the company monitored every node on its vast global computer network from a large operations center in a Maryland suburb near Washington, D.C. "If it sees signs that the network is being compromised by outsiders it will shut down whole sectors of the network to protect information," Thompson said. He said Lockheed had advanced networking monitoring tools that gave it a "much better understanding of their systems' status than most other organizations, including the Department of Defense." He said the incident underscored massive challenges faced by corporate and government computer networks in "an age where everybody has access to ubiquitous digital communications." Lockheed has been a frequent target of cyber attacks by individual hackers and foreign governments, said one industry executive, who was not authorized to speak publicly. "The Chinese had been after them forever," this executive said. Winterfeld noted that both China and Russia had developed stealthy fighter jets sooner than expected, raising questions about whether those countries had penetrated U.S. networks involved with development of U.S. stealth technology. Lockheed teamed up this month with Carnegie Mellon University to open a new cyber laboratory in Pittsburgh. At the time, Rick Ambrose, president of Lockheed's information systems division, said potential cyber attackers were "getting smarter, faster, and more sophisticated every day." The company has been working to help accelerate response times, protect smartphones, and pinpoint potential vulnerabilities in government and corporate networks.

World-wide alert over Taliban jailbreak
Lyon - Interpol has sent an alert to its partner-states asking for help in tracking 417 people who escaped from an Afghan prison last month, the international police organisation said in a statement on Friday.
The alert will "strongly help mobilise efforts by Afghanistan and the international community to find these fugitives by disseminating identifying information on them," said Mick O'Connell, the group's Operational Support Director.
The April 24 jailbreak orchestrated by the Taliban at the Sarposa prison in Kandahar constituted "a major threat to global security", according to Interpol.
