Russia Vows to Keep Arms Deals With Caracas After Chavez Death

MOSCOW, March 6 (RIA Novosti) – Russia will continue military-technical cooperation with Venezuela regardless of who takes over power in the Latin American country after the death of its charismatic socialist leader Hugo Chavez, a Russian arms trade source said on Wednesday.

Chavez, 58, died on Tuesday following a two-year tough battle with cancer, leaving the country in a political turmoil.

“Whoever comes to power in Venezuela, our military-technical cooperation will continue because it is aimed primarily at safeguarding the national security of the country,” the source told RIA Novosti.

The official added that some defense contracts with Caracas include the construction of arms factories and servicing centers for military equipment, which helps the development of Venezuela’s economy in general.

“These areas, as a rule, are a priority for any government,” the source said.

Chavez had ambitious military plans, which he began implementing some time ago.

Between 2005 and 2007 Venezuela reached deals to buy $4-billion worth of arms from Russia, including Sukhoi fighter jets, combat helicopters, and over 100,000 light weapons, primarily the famous AK-103 assault rifles and a license to produce them in Venezuela.

Chavez's government also secured a $2.2-billion loan in 2010 to purchase a large batch of Russian weapons for its army, including 92 T-72M1M main battle tanks, about 240 BMP-3 infantry fighting vehicles and BTR-80 armored personnel carriers, and a variety of artillery systems.

The source said that Russian and Venezuelan officials met in Caracas earlier this year and reaffirmed their mutual desire to expand cooperation in a variety of areas, including military-technical, oil exploration and transportation.

According to Russian experts, Venezuela is expected to become the world’s second largest buyer of Russian weaponry after India by 2015.

Russia Boosts Security For Sochi Olympics With Pantsir-S Systems


MOSCOW, September 22 (RIA Novosti) - Six Pantsir-S short-range air defense systems have been delivered to the Russian military ahead of schedule to ensure security during the Sochi Winter Olympics in 2014, a senior defense ministry official said.

The XXII Olympic Winter Games are scheduled to take place from February 7 to 23 in the Russian Black Sea resort city of Sochi. The first Winter Olympics to be held in Russia are widely regarded as an opportunity for the country to showcase its economic achievements under President Vladimir Putin.

“We will do everything possible to accomplish the task of protecting the Russian airspace along the southern borders and to ensure security during the Winter Olympics,” Maj. Gen. Viktor Gumenny, the commander of air defense troops of the Russian Air Force, said Saturday.

The general said that the Pansir-S air defense systems will be initially sent to the Ashuluk firing range in southern Russia to ensure the proper training of their crews during the next two months.

The Pantsir-S is a combined gun-missile system featuring a wheeled vehicle mounting a fire-control radar and electro-optical sensor, two 30-mm cannons and up to 12 57E6 radio-command guided short-range missiles.

The Defense Ministry has reportedly ordered 100 Pantsir-S units for Russia’s Aerospace Defense Forces.

A maneuverable track-bearing variant is currently being developed by Russia’s High Precision Weapons corporation, to be put in service with the Russian Ground Forces and Airborne Troops in the near future

Pilot Found Dead After Su-25 Attack Aircraft Crashes in Russia

MOSCOW, September 24 (RIA Novosti) – The pilot of a Soviet-era Su-25 fighter jet that crashed this week during a training flight in southern Russia has been found dead, the Defense Ministry said Tuesday.

The accident happened Monday evening over Russia’s Krasnodar region and the Defense Ministry said initially that the pilot had survived after ejecting safely.

“At 8:32 a.m. the ground search and rescue team found the body of the pilot in the area where the Su-25 came down,” Defense Ministry spokesman Igor Konashenkov told reporters Tuesday.

“According to reports from the accident site the pilot tried to land the aircraft on open ground after he had guided it away from nearby towns. The aircraft exploded on contact with the ground,” he added.

Military investigators said Tuesday they have opened a case to look into whether any flight rules were broken, or whether there were any violations in the flight preparation of the aircraft.

The Su-25 Frogfoot ground attack aircraft is a single-seat, twin-engine jet aircraft developed by the Sukhoi Design Bureau to provide close air support for ground troops. The aircraft has been in service with the Russian Air Force for more than 25 years. It has also been exported to dozens of countries.

  Roubej: le nouveau missile balistique russe testé avant la fin de l'année

Un lancement du missile balistique intercontinental dernier cri RS-26 Roubej pourrait avoir lieu avant la fin de l'année, a annoncé jeudi une source haut placée au sein du complexe militaro-industriel russe.

"Un tir du nouveau missile RS-26 Roubej à propergol solide, dont la mise au point se déroule actuellement sous le nom de code Roubej, pourrait avoir lieu avant la fin de l'année", a indiqué l'interlocuteur de l'agence.

Selon lui, le nouveau missile complètera au sein des Troupes russes de missiles stratégiques les engins Yars et Topol-M. Les caractéristiques du RS-26 sont gardées secrètes pour le moment, a-t-il indiqué.

D'après le chef du département opérationnel de l'Etat-major général des Forces armées russes Vladimir Zaroudnitski, le premier régiment doté de ces missiles sera déployé à partir de 2014. Le vice-premier ministre russe Dmitri Rogozine a qualifié le nouveau missile Roubej de "tueur de bouclier antimissile".

Un lancement d'essai réussi d'un prototype du nouveau missile depuis une rampe de tir mobile a eu lieu le 6 juin 2013.

Le premier exemplaire d'un drone de frappe de 20 tonnes conçu actuellement par le groupe russe Soukhoï sera dévoilé en 2018, a déclaré jeudi à RIA Novosti une source haut placée au sein du complexe militaro-industriel russe.
"La mise au point du premier exemplaire du drone de frappe développé par Soukhoï est programmée pour 2018", a fait savoir l'interlocuteur de l'agence.

Dans le même temps, un drone de 5 tonnes conçu à présent par le groupe Sokol devrait être achevé d'ici 2015-2016, a indiqué la source.

Fin août, le président du Consortium aéronautique russe unifié (OAK) Mikhaïl Pogossian a annoncé à RIA Novosti que la Russie développait un drone de frappe d'un poids de 20 tonnes sur la base du chasseur de cinquième génération PAK FA (T-50).

Selon le rédacteur en chef du portail russe Aviation sans pilote Denis Fedoutinov, à l'heure actuelle, trois groupes de construction aéronautique russes, Soukhoï, Sokol et Tranzas, développent des drones de frappe sur commande du ministère de la Défense.

Le premier Mistral russe mis à l'eau le 15 octobre (chantiers navals)

Le premier bâtiment de projection et de commandement (BPC) russe Vladivostok sera mis à l'eau à Saint-Nazaire le 15 octobre prochain, a annoncé un communiqué mis en ligne sur le site de STX France, constructeur du navire.

Le vice-premier ministre russe Dmitri Rogozine avait auparavant annoncé que les chantiers navals Dalzavod situés à Vladivostok, en Extrême-Orient, avaient été retenus pour assurer la maintenance du premier BPC russe.

Le contrat de 1,2 milliard d'euros prévoyant la construction de deux BPC de type Mistral pour les forces navales russes a été signé en juin 2011. Le premier navire sera livré en 2014 et le second en 2015.

M.Rogozine, qui supervise le complexe militaro-industriel, a antérieurement indiqué que l'industrie russe ne produisait pas les carburants et les lubrifiants requis pour les bâtiments de type Mistral.

Russian SSBN Fleet to Receive Improved R-29 Missiles

At present, the liquid-propelled SS-N-23 Skiff (Russian designation R-29RMU Sineva) is the mainstay of the Russian Navy submarine-launched ballistic missile (SLBM) force. The Delta IV ballistic missile submarines are the carriers of these missiles; every sub carries 16 such missiles, each carrying four MIRVs. The SS-N-23 entered service in 2007 and is currently operational with three delta III and four Delta IV submarines in service with the Russian Navy. All but one of seven Typhoon class mega SSBNs produced in the 1980s are now decommissioned. An improved version of this weapon is the R-29RMU2 Layner, introducing improved countermeasures, improving its capability to penetrate enemy missile defenses. Development of the new missile was completed in 2012.

Further enhancement of the Russian naval strategic force has been suspended, due to repeated technical delays and complications encountered with solid-propelled SLBM since the 1990s. These began with the failure of the follow-on to the R-39 missile program, which was terminated in 1998. Its successor, Bulava, has also encountered repeated failures. Despite these problems Bulava was commissioned with its lead carrier submarine of the new Borei class, Yuri Dolgorukiy on 10 January 2013. But after another failed launch in September 2013, the remaining missiles were returned to the manufacturer and deployment and test program were suspended, the entire production run of the missiles was then recalled for factory inspections.

Russia to Deploy New S-400 Air Defense Regiment Near Moscow

MOSCOW, October 7 (RIA Novosti) – A new regiment equipped with S-400 Triumf air defense missile systems will be put on combat duty to bolster the air defenses around the Russian capital by the end of 2013, the Defense Ministry said Monday.

“Russia’s Aerospace Defense Forces will deploy another S-400 regiment by the end of this year,” Defense Ministry spokesman Col. Dmitry Zenin said.

The new unit will join two S-400 regiments already based near Moscow.

Russia currently has a total of five S-400 regiments, with the remaining units deployed near the port city of Nakhodka in the far eastern Primorye Territory, and in the Baltic exclave of Kaliningrad and in the Southern Military District.

The S-400 Triumf (SA-21 Growler) air defense system is expected to form the cornerstone of Russia's theater air and missile defenses by 2020.

The system can engage targets at a maximum range of up to 400 km (250 miles) at an altitude of 40,000-50,000 meters (132,000-165,000 feet). The system uses a range of missiles, and is optimized for engaging ballistic and cruise missiles.

Russia plans to have 28 S-400 regiments by 2020, each comprising two or three battalions (four systems each), mainly in maritime and border areas.

 Russian Attack Drone Under Development


Russia is developing an attack drone that could eventually carry out strikes on stationary and moving targets over land and sea. Russian aircraft manufacturer Suknoi is building the drone.

A prototype of the 20-ton attack drone could be in operation by 2018, as long as everything goes to plan. While the specific capabilities of the Russian drone haven’t been released, they will likely rival that of American attack drones, like the Predator.

Vladimir Anokhin, vice president of the Russian Academy of Geopolitical Issues, told Pravda, “From the point of view of theory, engineering and design ideas, we are not last place in the world.”

Still, Anokhin believes Russia has a long way to go to catch up to other countries. He added, “We have wonderful teams that have spent decades working on this. But we do not have enough hands.”

Drone development in Russia has been largely neglected until now. In contrast, the US military uses drones for a variety of tasks, from collecting surveillance to carrying out attacks on targets. US and Japanese officials recently finalized an agreement that allows American drones to take off from Japan and spy on North Korea.

Anokhin believes a Russian attack drone, along with other unmanned aircraft, will bolster Russia’s defense capabilities, as well as the country’s Air Force. He explained, “Drones can be sent to combat zones, to explore and carry out regular observations, without risking human lives.”

Still, drones aren’t always a popular option. In particular, the use of drones by the Obama administration has many American citizens and foreign countries upset. The main contention is the administration’s use of drones to attack and kill militants, particularly in the Middle East.

Still, Anokhin believes the unmanned aircraft are “the next step in the development of aviation that has [a] future.” It is unclear at this point when Russia’s attack drones will start operation.

Armes nucléaires: la Russie augmentera ses dépenses (Douma)

Au cours des trois prochaines années, la Russie envisage de multiplier par plus de 1,5 ses dépenses pour les armes nucléaires, indique une conclusion présentée mardi par la commission de la défense de la Douma (chambre basse du parlement russe) concernant le projet de budget fédéral pour 2014 et la période de 2015 et 2016.

Le document précise qu'en 2016, il est prévu de financer ce chapitre à hauteur de 46,26 milliards de roubles (1,06 milliard d'euros) contre 29,29 milliards de roubles (669,07 millions d'euros) en 2013. En 2014 et 2015, les dépenses pour les armes nucléaires russes atteindront respectivement 37,89 milliards de roubles (865,53 millions d'euros) et 43,53 milliards de roubles (994,36 millions d'euros).

Selon la commission de la Défense, les dépenses militaires russes seront multipliées par 1,6 d'ici 2016.

En 2014, il est prévu d'affecter à la défense 2.490 milliards de roubles (56,87 milliards d'euros). En 2015 et 2016, les crédits militaires s'élèveront respectivement à 3.030 milliards de roubles (69,21 milliards d'euros) et à 3.380 milliards de roubles (77,21 milliards d'euros).

En 2013, le chapitre "Défense nationale" est financé à hauteur de 2.200 milliards de roubles (50,25 milliards d'euros).

Russia’s New Nuclear Submarine Completes White Sea Trials


MOSCOW, October 8 (RIA Novosti) – Russia’s new-generation nuclear-powered submarine has successfully completed the first round of sea trials in the White Sea, the manufacturer said Tuesday.

The Vladimir Monomakh, a Project 955 Borey-class submarine, spent 25 days at sea, testing all of its systems and equipment, the Sevmash shipyard said in a statement. It added that the submarine would soon conduct a final series of sea trials to be completed by year-end.

Sevmash chief Mikhail Budnichenko said in July that the Vladimir Monomakh would join the navy in mid-December. But the submarine, to be armed with the Bulava submarine-launched ballistic missile (SLBM), had its trials put on hold earlier this month following an unsuccessful Bulava launch. Defense Minister Sergei Shoigu also ordered five additional launches of the troubled SLBM, a ministry spokesman said.

With the September 6 failure, eight of 19 or 20 test launches of the Bulava have been officially declared unsuccessful. However, some analysts suggest that in reality the number of failures is considerably higher. Despite several previous failures officially blamed on manufacturing faults, the Russian military has insisted that there is no alternative to the Bulava.

A total of eight Borey-class submarines are to be built for the Russian Navy by 2020. Russia’s fleet received its first such submarine, the Yury Dolgoruky, in January. Borey-class submarines are to become the mainstay of the navy's strategic nuclear deterrent, replacing the aging Project 941 (NATO: Typhoon-class) and Project 667 class (Delta-3 and Delta-4) boats.

Russian Navy to receive first Mistral-class vessel late next year

France is scheduled to deliver the first Mistral-class amphibious assault ship Vladivostok to the Russian Navy on 1 November 2014, a high-ranking defence industry official said.

RIA Novosti cited the official as saying that the ship will be equipped and followed by sea trials prior to delivery.

Being built at the DCNS shipyard in Saint-Nazaire, the Vladivostok ship is due to be floated out on 15 October.

The ship delivery is worth part of a $1.52bn deal signed by Russia in June 2011 for the procurement of two Mistral-class aircraft carriers from France.

Under the deal, which also includes transfer of technology, DCNS will serve as the prime contractor while STX shipyard, Saint-Nazaire in western France and Russian shipbuilder OSK will be subcontracted for the shipbuilding platforms.
"The ships are armed with two Breda Mauser 30mm naval guns and four 12.7mm machine guns."

As part of an intergovernmental agreement, Russia will also procure two additional Mistral-class ships, which will be built 80% in Russia and 20% in France.

The 199m-long, 22,000t Mistral-class ships feature MRR-3D NG surveillance radar and a high-performance communications suite to support humanitarian operations and a variety of other missions.

Capable of cruising at a speed of 18k, the ships are armed with two Breda Mauser 30mm naval guns and four 12.7mm machine guns.

French-built Mistral-class ships can accommodate a crew of 450 and 16 helicopters, including eight Ka-52K and eight Ka-29/31 Helix assault transport helicopters, as well as four landing vessels and 70 armoured vehicles.

The second ship of the class is scheduled to be delivered to Russia in 2015.

Russian Defense Ministry to Order 32 Shipborne Helicopters in 2014 – Official

VLADIVOSTOK, October 9 (RIA Novosti) – Russia’s Defense Ministry is planning to buy 32 shipborne helicopters from Russian Helicopters’ Progress Arsenyev division, a Deputy Defense Minister said Wednesday during a visit to the factory.

“These helicopters are to undergo final testing in 2014. If all goes well, we are ready to order them,” Deputy Defense Minister Yury Borisov said during a visit to the producer in Russia’s Far East, without specifying the type in question.

Progress Arsenyev will make 143 helicopters by 2020, the deputy minister added. “The work ahead is difficult, since the order really is large. But we expect it to be fulfilled to the highest standards and to deadline,” he said.

Progress Arsenyev produces both Kamov Ka-52 military attack helicopters and Ka-62 light civil helicopters, according to its website. The Russian armed forces have previously said they will deploy the Ka-52 on the new Mistral-class amphibious assault ships, currently under construction.

Un OVNI observé jeudi par les habitants des régions russes d'Omsk et d'Ekaterinbourg (Oural), s'est avéré être un missile balistique intercontinental Topol lancé depuis le polygone de Kapoustine Iar, a annoncé le directeur du planétarium d'Omsk Vladimir Kroupko.

"Une vidéo montre bien la séparation des étages du missile. C'était effectivement un missile, le calendrier des tirs des Topol depuis Kapoustine Iar le confirme bien", a indiqué M.Kroupko.

Le ministère russe de la Défense a annoncé jeudi que les Troupes balistiques stratégiques russes (RVSN) avaient effectué un tir d'essai réussi d'un missile Topol depuis le polygone de Kapoustine Iar, dans la région d'Astrakhan (Volga). L'ogive d'entraînement du missile a détruit sa cible sur le polygone de Sary-Chagan, au Kazakhstan.

Le missile RS-12M Topol  (code OTAN: SS-25 Sickle) a une portée de plus de 10.000 kilomètres et une masse au décollage de 45,1 tonnes. Il peut être équipé d'une ogive nucléaire de 550 kilotonnes. D'une grande manœuvrabilité et facile à manier, ce missile peut être lancé à l'aide de rampes mobiles et stationnaires.
