Ici n'est en question ni le coût ni l'efficacité, c'est uniquement politique.
HQ-9 moins cher, Patriot plus efficace car combat proven, absence de base de comparaison avec HQ-9.

une question historique ,pourquoi les americains en choisie la turquie comme basse pour leurs missiles nucléaire en réponse a l'URSS lors de la crise de cuba ? pourquoi n'ont t-il pas choisie un autre bled comme l'autriche ou la finland ,pourquoi la turquie ?

Leurs armes nucléaires se trouvent un peu partout.. Pour les missiles Jupiter qu'en Italie et Turquie..

A senior procurement official said the three draft models, one of which would become the first Turkish indigenous fighter jet, have been finalized. “If and how we proceed from now on will be discussed and decided at the next committee meeting,” the procurement official said Jan. 20. “We expect the prime minister to rule in favor of going ahead to the development phase.” The “committee” is the Defense Industry Executive Committee, chaired by Erdogan, which oversees top procurement decisions. The committee does not have a scheduled meeting, but sources say the next gathering is likely before local elections March 30. The committee’s other members are Defense Minister Ismet Yilmaz, Chief of General Staff Army Gen. Necdet Ozel and chief procurement official Murad Bayar. Turkey has been in talks with Sweden’s Saab for pre-conceptual design work for the first Turkish national fighter jet. Saab produces the JAS 39 Gripen, a lightweight single-engine multirole fighter. But industry sources say other foreign players could get involved in later stages. “It is not a secret that [Korea Aerospace Industries] is seeking to have a slot,” said one Western company source. Turkey hopes that the indigenous TF-X will fly by 2023, the centennial of the republic. Turkey’s aerospace powerhouse, Turkish Aerospace Industries (TAI), has been debating three designs. “We have submitted our report on the three designs without delays. We hope that the government will give the go-ahead for [the next stage of] the program. We aim to sign a development contract this year,” said Ozcan Ertem, head of TAI’s aircraft group, in remarks carried by the semiofficial Anadolu news agency. Another procurement official said all parties involved with TF-X met this month “to iron out differences between the procurement authorities and the Air Force over what ... TAI’s role should be.” A government official said Erdogan could endorse the TF-X development contract. “I cannot speak on the prime minister’s behalf at this stage. And the findings of TAI’s report are not yet on his desk. All I can say is that this is one of his ‘prestige projects,’ ” he said. But industry sources and experts have said that developing and building the first made-in-Turkey fighter while buying F-35s could be too costly for Turkey. They say Turkey could face a US $50 billion bill in the next few decades if it decides to build an indigenous fighter jet and order scores of the US-led, multinational F-35 in a parallel move. Ankara intends to buy around 100 F-35s. Industry experts say a number of Turkish companies, with experience earned as part of the US-led JSF program, now look more competent: Ayesas and KALE in aviation; TEI in engines; TAI in fuselage, design and integration; Aselsan in avionics, radars and electronics; Roketsan and MKEK in weapons systems; Ayesas and Milsoft in data software; and Meteksan in national data links. As an earlier indication of a positive decision on the TF-X, former Transport Minister Binali Yildirim said in September that a plan for the design, development and production of a Turkish civilian aircraft, with 60 to 120 seats, already had been submitted to the Cabinet for approval.

Turkey has extended a deadline for missile system tender offers for three more months amid continuing talks with Western bidders despite provisionally awarding the deal to China
Turkey has again extended the deadline for bidding companies to send revised offers for its anti-ballistic missile air defense system.
The new deadline for rival bidding companies to submit their proposals is April 30, allowing U.S. company Raytheon Co and Lockheed Martin Corp and Italian-French team Eurosam SAMP/T to revise their offers and try to head off a Chinese company, with which Turkey is still in talks.
Turkey announced its decision to negotiate with China’s Precision Machinery Import and Export Corp. (CPMIEC) to co-produce anti-ballistic missile system last September. It then extended the deadline to Jan. 31, after firm statements from NATO and U.S. officials that the Chinese MD-2000’s would not be interoperable with the NATO defense architecture. Turkish leaders said the deal had yet to be finalized, and that Ankara remained open to new offers from the other two bidders.
In the meantime, French Defense Minister Jean-Yves Le Drian, who accompanied French President François Hollande during his visit to Turkey on Jan. 27, met with Murad Bayar, Turkey’s head of the Undersecretariat for Defense Industries (SSM), for discussions on the missile deal.
Officials from Eurosam and Raytheon are in contact with the SSM from time to time, but offers from any bidders will only be examined if contract negotiations with the Chinese company fail before April 30, a Turkish official familiar with the process told the Hürriyet Daily News.
The issue is expected to be on the agenda of talks during President Abdullah Gül’s visit to Italy, the official also said.
Chinese manufacturer CPMIEC has been on the U.S. State Department’s sanctions list since February 2013 due to non-proliferation concerns. The National Defense Authorization Act that the U.S. Congress also passed last month, with a clause barring the use of “2014 funds to integrate the missile defense systems of the People’s Republic of China into U.S. missile defense systems.”

Un article récent disait que les pays ayant montré un "intérêt" sont :
Pakistan, Libye, Bahreïn, Indonésie, Malaisie, Azerbaïdjan, du moins y a des contacts avec ces pays.
Pour le prix, ça dépend, par exemple, si le Pakistan le prend, je serai pas surpris qu'ils l'assemblent chez eux pareil pour Azerbaïdjan.
C'est encore bien trop tôt. Pas en dessous de 50 millions de $ je dirai.

MUNICH (Reuters) - Turkey's Foreign Minister said on Sunday Ankara had not yet decided which missile defense system it would buy and it was open to bids from other companies besides the current Chinese favorite if these guaranteed joint production.

The deal would mark a breakthrough for China in its bid to become a supplier of advanced weapons. But Davutoglu said Turkey was still negotiating and he had held a meeting with a U.S. company a day earlier.
"The Chinese company was the first because they offered us joint production. Joint production was important for us," he said.
Rival offers from Franco-Italian Eurosam SAMP/T and U.S.-listed Raytheon Co RTN.N, the maker of Patriot missiles, were also in the running he said.
"If the other two companies give us the assurance of joint production in Turkey and the transfer of technology, of course we wish to have this with NATO allies."
NATO's top military commander urged Turkey last November to buy a missile defense system that is compatible with other NATO systems.
"Everyone knows how difficult it is if you want to buy something from the United States, there is a long process of getting permission. If those companies are offering us joint production it is negotiable," Davutoglu added.

L'objectif maintenant c'est d'utiliser la chinese card pour tirer au maximum des Occidentaux (ToT, co-production).
Faut pas se leurrer, RTE & USA sont en froid en ce moment, il ne peut pas se permettre une nouvelle crise.
Que les gouvernements Turcs se couchent devant les Occidentaux, c'est pas nouveau mais y a que celui d'aujourd'hui qui fait le coq alors qu'il se couche encore plus
Bref, je ne suis pas étonné en définitive ...
Le SSM dit que c'est très rare que dans les négos, on signe pas avec le gagnant du bid.
Toute décision sera politique avant tout, faudra juste sauver la face.
