Turkey To Buy MRAPs, Weapon Carriers
ANKARA — Turkey will buy scores of armored vehicles and weapon carriers under two contracts worth hundreds of millions of dollars, officials said.
In the first deal, Defense Minister Ismet Yilmaz said on July 3 that Turkey would look for a new supplier for the 175 mine-resistant, ambush-protected (MRAP) vehicles a local company failed to deliver.
“In coordination with the armed forces, we will look into a new model that will substitute for the undelivered Kirpis,” Yilmaz said.
Procurement officials said that in addition to the 175 Kirpis for the Army, the police force could order 20 more. Follow-on orders from the Army and the police are also likely, they said.
This year, the Turkish Armed Forces terminated a contract with Turkish armored vehicles producer BMC for the acquisition of 468 Kirpi vehicles. The Kirpi is the country’s first locally designed and developed MRAP.
Under a 2009 contact with the Turkish government, BMC produced and delivered an initial 293 Kirpi vehicles but failed to comply with the original delivery schedule.
One source at BMC blamed “acute financing difficulties and failure to have access to a helping credit line” for the failure to deliver on time. Immediately after the termination of the contract, the country’s procurement agency, the Undersecretariat for Defense Industries (SSM), fined BMC €8 million (US $10.5 million).
One of the major players in Turkey’s booming armored vehicles market, BMC was seized in May by government authorities due to financial obligations its parent company failed to fulfill, and will be put up for sale.
The Kirpi can accommodate 13 personnel and can move over any terrain at a maximum speed of 105 kilometers per hour.
In 2011, BMC was in talks to sell scores of Kirpis to Iraq and Afghanistan. Industry sources said they see significant demand for the Kirpi in countries exposed to mine and ballistic attack threats.
They also predict substantial foreign demand for the MRAP vehicle, including in some Asian and African countries. BMC was planning to launch a special production line for a right-hand drive version of the Kirpi, which would help in the marketing to some Asian countries, including Bangladesh, Indonesia, Pakistan, Malaysia, Sri Lanka and Thailand.
Separately, SSM announced a two-way competition to acquire 184 tracked and 76 wheeled armored weapon carriers. In late June, the office sent requests for proposal to two local armored vehicle manufacturers, Otokar and FNSS.
Procurement officials estimate this contract to be worth anywhere from $150 million to $200 million.
The Turkish Army transports weapons with its aging M-113 armored carriers, Land Rovers and Willies.
In 2006, SSM announced a contest for the purchase of 1,075 four-wheel-drive weapon carriers, issuing requests for proposals in 2008. Local manufacturers Otokar, FNSS, Hema, Nurol and BMC submitted bids but in 2010 SSM canceled this competition.

In January, Turkey restructured the $4 billion program, dubbed T-Loramids, which had originally been constructed as an off-the-shelf purchase. The contenders’ bids would remain valid, but the Undersecretariat for Defense Industries (SSM) procurement office would ask bidders to submit parallel, co-production solutions. Erdogan ordered the launch of feasibility studies on “potential co-production” of the system.
T-Loramids consists of radar, launcher and intercept missiles.
The same month, SSM wrote to the bidders and asked them to send letters of intent for any co-production deal. The bidders are a U.S. partnership of Raytheon and Lockheed Martin, offering the Patriot air defense system; Russia’s Rosoboronexport, marketing the S-300; the China Precision Machinery Export-Import Corp., offering its HQ-9; and the Italian-French consortium Eurosam, maker of the SAMP/T Aster 30.
T-Loramids, has been designed to counter both enemy aircraft and missiles. Turkey has no long-range air defense systems.
But diplomats and analysts warn that Turkey may not be allowed to integrate the Chinese-Turkish system into Turkey’s mostly NATO-owned early warning assets.
“I cannot comment on how the [US] administration would react to that. But I can tell you that integrating a Chinese or Chinese-Turkish air defense system into NATO assets may not be a good idea,” a US diplomat here said.
A Western industry source said that US officials have warned the Turkish bureaucrats several times about the potential difficulties in achieving interoperability if Turkey decided to go for a Chinese or a Russian architecture.
“I see that the Turks remain defiant. But I do not think it would be practically possible to integrate either the air defense or the anti-missile components of the planned Turkish-Chinese architecture into NATO radars,” a London-based Turkey specialist said. “The Turks would have the same problem if they chose the Russian system, but I think for the Americans, China represents a more direct threat.”
About half of Turkey’s network-based air defense picture (radars) has been paid for by NATO, said a Turkish defense official familiar with NATO work. They are part of the NATO Air Defense Ground Environment. He did not comment on potential problems if Turkey wanted to make the planned system interoperable with these assets.
To defend against missile threats, Turkey needs satellite and dedicated ballistic missile detection and tracking radar like the NATO radar deployed last year in Kurecik.
For the anti-aircraft component, Turkey needs an overall picture for data fusion. The Patriot system, for instance, can detect threats with its own radar. So does the Chinese system. But without integrating into a full air picture, the Chinese system could not work efficiently, officials said.
“Turkey can always decide to build a stand-alone system. But in that case, abstracting the air defense system from NATO assets would mean that Turkey will lose half of its radar capabilities,” said one defense analyst here.
He said Turkey would need interface data to make its own air defense architecture interoperable with NATO assets, primarily data on the identify friend or foe system.
“This is top secret and cannot be installed into any Chinese system,” the analyst said.
Another major question, he said, is “how would Turkey have in its possession a made-in-China IFF system, and how would that system be integrated into its fleet of F-16 aircraft?

Y en a 6 qui vont suivre, mais je crois que ça va être 1 par an, sauf le 1er (3e en fait), celui là dans les 3 ans, il va être fait conjointement entre le chantier privé* et le Commandement de la Marine.
Donc je pense qu'en 2019-2020, on aura fini toutes les corvettes, faut pas oublier qu'il faut les payer ces corvettes
*Normalement c'est RMK Marine qui a eu le bid mais Sedef aurait déposé une plainte pour non respect de la concurrence
La brouille entre l'AKP et Koç peut ralentir le programme ...

Alenia Aermacchi a annoncé ce 24 juillet avoir livré le premier ATR 72-600 TMUA (Turkish Maritime Utility Aircraft) destiné à la marine turque. Le second exemplaire devrait, lui, être réceptionné dans le courant de l’été.
Cette livraison intervient dans le cadre du programme Meltem III, qui prévoyait initialement la fabrication de dix ATR-72-500 ASW (lutte anti-sous-marine). Une renégociation avait abouti en mai 2013 à un accord pour deux ATR 72-600 TMUA et six ATR 72-600 TMPA (Turkish Maritime Patrol Aircraft). C’est Turkish Aerospace Industries qui est chargé de la modification des avions à son usine d’Akinci. Le premier ATR 72-600 TMPA devrait lui être livré en 2017, les cinq restants en 2018.

Vous voyez bien le lanceur de 8 sur cette photo (Système de contre-mesures anti-torpilles 'Sea Sentor"), et bien à partir de la 3e corvette, il sera remplacé par l'Aselsan Hizir qui serait désormais opérationnel.

Quand les patriotes gouverneront en Turquie, j'éspère que leur 1re initiative en terme de défense sera de négocier avec les Albanais et les Azeris une base militaire qu'on opérerait ensemble.
Une base navale en Albanie.
