Defence Minister welcomes the commissioning of HMPNGS Lakekamu
Today in Port Moresby, Papua New Guinea, a ceremony was held to mark the commissioning of the Landing Craft Heavy HMPNGS Lakekamu into service with the Papua New Guinea Defence Force (PNGDF).
HMPNGS Lakekamu was formerly the Royal Australia Navy Landing Craft Heavy HMAS Labuan, which was decommissioned from Australian service at a ceremony in Cairns last month.
Defence Minister Senator David Johnston welcomed the gifting of HMAS Labuan, which fulfilled a commitment the Abbott Government made to Papua New Guinea last year.
Senator Johnston said following its decommissioning HMPNGS Lakekamu was sailed to Port Moresby by a combined Royal Australian Navy and Papua New Guinea Defence Force crew.
HMPNGS Lakekamu has been gifted to Papua New Guinea as a training vessel, and will be used by the PNGDF to develop mariner skills and a seaworthiness culture in the Maritime Element’s growing workforce.
HMPNGS Lakekamu has been named after the Lakekamu River, in Gulf Province, south-western Papua New Guinea, and is the first PNGDF vessel to bear that name.
As HMAS Labuan, the vessel had visited the Papua New Guinea on several occasions, including during her first operational voyage in 1973.
Senator Johnston will visit Papua New Guinea on December 15 for the Australia-Papua New Guinea Ministerial Forum on 15 December, to hold his second Defence Ministers’ Meeting with Dr Fabian Pok.

Exercise Koa Moana: The first direct training between U.S. Marines, Papua New Guinea Defence Force
PORT MORESBY, PAPUA NEW GUINEA -- More than 130 service members from the Papua New Guinea Defence Force, U.S. Marine Corps and Navy mesh as one formation, despite the extreme heat and scorching sun, to celebrate the beginning of a beneficial future for all three components. Task Force Koa Moana and soldiers with the PNGDF held an opening ceremony for Exercise Koa Moana, at Taurama Barracks, Papua New Guinea, June 18, 2016.
“This exercise is going to be the first of what should be many opportunities to broaden and deepen the ties of friendship and professionalization,” said Joel F. Maybury, the Deputy Chief of Mission with the U.S. Embassy in Papua New Guinea. “We’ve been looking for a number of ways for the U.S. and PNG to come together, whether it’s military, economic commercial or cultural arena.”
The task force arrived in Papua New Guinea via USNS Sacagawea, June 17, 2016, after traveling from Timor Leste for Exercise Crocodilo 16, as part of their deployment in the Asia-Pacific region. The PNGDF Navy had the opportunity to test their capabilities by using one of their naval vessels to transport the Marines, Sailors and their gear from ship to ship to shore.
“The purpose of Exercise Koa Moana, which means ‘ocean warrior’ in the Hawaiian language, is to practice skills in various military fields, resulting in a skills transfer between both organizations,” said Col. Siale Diro, the Chief of Force Preparation for land and sea elements in the PNGDF. “It is important to build our relationship and our military partnership with our allies.”
The PNGDF has trained frequently with the U.S. Army, but this marks the first opportunity for them to train with the U.S. Marines directly, specifically in infantry tactics, combat lifesaving techniques, engineering capabilities and non-lethal law enforcement capabilities.
“This exercise provides a very good platform to build our relationship with the U.S. Marines,” said Diro. “We have a long standing relationship with the U.S. military. We understand their role in the region and we share the same values of liberty, individual rights, democracy and freedom of speech.”
Papua New Guinea is the second of four destinations scheduled during Task Force Koa Moana’s deployment, which has been assigned the mission of conducting multi-national, bilateral exercises with multiple nations to increase interoperability and relations to preserve peace and stability in the Pacific.
“The big picture is global and regional security,” said Maybury. “Our friends and allies in the Pacific are important.”

Brigadier General Gilbert Toropo, commander of the Papua New Guinea Defence Force (PNGDF), talk to asianmilitaryreview.com about the state of PNGDF capabilities in the run-up to next year’s national and local elections.
The PNGDF, which contains a land, air and naval element under a single command, plays a key role in supporting the national police force, the Royal Papua New Guinea Constabulary (RPNGC), in maintaining security in the country. The capabilities, such as Bell 212 light utility helicopters and ‘Balikpapan’ landing craft for example, that the PNGDF has at its disposal far surpass those of the RPNGC. This makes it possible to ensure security in remote areas of the country during significant events such as next year’s elections.

Currently, the PNGDF operates two 212 helicopters, which are leased from the Australian Government. According to Brig. Gen. Toropo: “Helicopters are a key capability on an island where the lack of road infrastructure makes mountainous areas particularly difficult to reach”. A Public Private Partnership (PPP) is being set-up with a private helicopter company to acquire more helicopters and secure PNDGF personnel training for five years. The name of the company and the details of the contract, however, cannot be disclosed for confidential reasons.
Meanwhile, Brig. Gen. Toropo continued that in 2018, the PNGDF’s naval element will receive the first of four Austal ‘Guardian’ class patrol boats to replace the four Tenix ‘Pacific’ class patrol boats acquired from Australia in the late-1980s.

Finally, Brig. Gen. Toropo states that: “There is a big requirement to upgrade our capabilities … but the big challenge is the uncertainty of funding.” For example, according to the Stockholm International Peace Research Institute, Papua New Guinea performed $112 million in 2014 on military expenditure, although this declined to $100 million in 2015.

The Papua New Guinea Defence Force's (PNGDF) Maritime Element has decommissioned its first Pacific-class patrol boat after 31 years of service.
The vessel, which was formerly known as HMPNGS Rabaul (01), completed its service with the PNGDF in August and subsequently made its final voyage to Port Macquarie, Australia, from Lombrum Naval Base on Manus Island, Papua New Guinea, on 22 October. The vessel arrived in Port Macquarie to begin its disposal process.
Rabaul was gifted to Papua New Guinea in May 1987 via the Australian government's Pacific Patrol Boat Program, under which 22 vessels were delivered to countries in the Pacific Island. | |

The Hand Over Take Over (HOTO) parade at Murray Barracks signifies a phase transition from ‘RAISE, TRAIN and SUSTAIN’ to the actual conduct of the security operations for the APEC Economy Leaders Week (AELW) in Port Moresby from the 12 – 18 November 2018.
Task Group (TG) MERO as a force element in the Joint Task Group (JTG) KIBUNG had commenced training and preparations for APEC with the Block 1 Conventional Operations Package delivered from the 25 September 2017 – 18 December 2017. The Conventional Ops package was closely followed with Block 2, 3, 4, 5 and 6 training packages that cover a wide range of training from Urban to Stability Operations throughout 2018. In the process of preparing to provide security assistance to APEC; the Unit has also benefited from a number of specialist training assistance and infrastructure development mainly from the Australian Defence Force (ADF) and some capability boost and training from the Republic of China and the Republic of Indonesia.
GoPNG has been a member of APEC for a quarter of Century before it is bestowed the honor to host the APEC 2018 in Port Moresby from the 12 – 18 November 2018. During the Leaders’ Week; TG MERO alongside TG DAVARA and TG IRO will work together as part of the JTG KIBUNG in supporting Joint Security Task Force (JSTF) to deliver a safe and secure APEC Economy Leaders’ Week (AELW).
Today the Hand Over Parade at Headquarters Murray Barracks marks a significant era in the history of PNGDF as the Defence Force is now positioned to operate alongside a number of security elements at all levels (tiers) both from within and external to deliver a safe and secure AELW.
The parade symbolizes the transfer of command of personnel and capabilities from Commander Force Preparations, Colonel Siale Francis Diro, DMS CBE to Commander JTG KIBUNG, Colonel Ezekiel Wenzel, DMS CBE. It also marks the end of the ‘RAISE, TRAIN and SUSTAIN phase and the beginning of OPERATION LUKAUTIM KIBUNG.
JTG KIBUNG under the leadership of Colonel Ezekial Wenzel, DMS, CBE will assist in the maritime, land and other specialized security tasking throughout the conduct of OPERATION LUKAUTIM KIBUNG.
The ceremony was officiated by the Commander PNGDF and witnessed by distinguished guests such as the secretary of the Department of Defence, Mr.Trevor Mauri and other high ranking officers within the PNGDF, Australian Defence Staffs, New Zealand Defence Staffs and citizens of Papua New Guinea.

The first of four Guardian-class patrol boats for the Papua New Guinea Defence Force's (PNGDF's) Maritime Element has been commissioned, the Royal Australian Navy (RAN) announced on 12 February.
HMPNGS Ted Diro (with pennant number 401) entered service in a ceremony held on 1 February in Port Moresby that was also attended by Chief of the Australian Defence Force General Angus Campbell.
The vessel, which had been handed over to the PNGDF by Australian shipbuilder Austal in November 2018, is the first of 21 boats of the class to be gifted to 12 Pacific Island Nations and Timor-Leste as part of Australia's Pacific Patrol Boat Replacement (Sea 3036) programme, which is aimed at enhancing maritime security co-operation across the South Pacific region.
Ted Diro had been launched by Austal in May 2018 and commenced sea trials in August.
The vessel has an overall length of 39.5 m, a beam of 8 m, and can accommodate a crew complement of 23. It is powered by two Caterpillar 3516C engines and can attain a top speed of 20 kt.
The steel-hulled boat was built with space and weight considerations for a 30 mm naval gun as a primary weapon, as well as port and starboard mounts for 12.7 mm general-purpose machine guns.
The Sea 3036 programme, which seeks to enhance the security of Australia's maritime region by augmenting the maritime capabilities of its immediate neighbours, will replace a current fleet of 22 patrol boats gifted to Pacific Island states between 1987 and 1997.
The 13 countries set to receive these boats are the Cook Islands, Fiji, Kiribati, the Marshall Islands, Micronesia, Palau, Papua New Guinea, Samoa, the Solomon Islands, Timor-Leste, Tonga, Tuvalu, and Vanuatu.
The next vessel will be gifted to Tuvalu in April 2019, and the last will go to Timor-Leste in October 2023, according to the Australian Department of Defence (DoD). | |

In a country such as Papua New Guinea (PNG), renown for its rugged and often inaccessible terrain, the drones are a game-changer, providing effects from beyond line of sight capability to safely and effectively supporting tasks ranging from humanitarian assistance to high-end warfighting. At the request of the PNG Defence Force (PNGDF), a small mobile training team from Australian 20th Surveillance and Target Acquisition Regiment (20 STA Regt), Major Charles Phillips and Bombardier Paul Fiannaca, travelled to the northern PNG town of Wewak as part of the Australia-PNG Defence Cooperation Program. They trained members of Recon Platoon Second Royal Pacific Island Regiment (2 RPIR) using Commercial-Off-The-Shelf Mavic UAS to become the first qualified operators in the PNGDF.
“Our role was to guide and conduct airworthiness training, initial flight training and we supported the commencement of an operational evaluation,” Maj. Phillips said. “This will allow Capt. Jonathan Kerenga, PNGDF, and members of the Recon Platoon, 2 RPIR to conduct a comprehensive trial of UAS for the PNGDF over the next 4 months.”
The bigger training areas gave the PNG soldiers the chance to ‘stretch their legs’ The training was also conducted in several areas of the East Sepik region of PNG and included flight operations at historic locations such as Cape Wom Memorial Park. Larger defence training areas were also utilised to provide PNG soldiers the chance to test the UAS capabilities.
“The bigger training areas gave the PNG soldiers the chance to ‘stretch their legs’ and see the game-changing advantages a UAS can offer. They successfully tested ranges out to 2.5 kilometres,” BDR Fiannaca said.
Major Phillips also observed that although the Australian soldiers’ ability to speak Tok Pisin was very limited, there was no language barrier that the enthusiasm of the PNG soldiers couldn't overcome and the training was very well received.
“The entire platoon gained their basic operator qualification within the first three days, allowing them to get a significant head start on the tactical employment and operational evaluation of the UAS,” Major Phillips said. “Considering that the majority of the soldiers had never held a UAS before, let alone fly one, this was a significant milestone for the PNGDF,” Maj. Phillips added. “It was a real privilege for us to pass on our knowledge and expertise to such a committed group of soldiers.”
20 STA Regt hopes that using its expertise as the longest operators of UAS in the Army to build long term relationships will see increased opportunities to enhance PNGDF capabilities.

A l‘issue de l’escale de Rabaul, le BSAOM D’Entrecasteaux a réalisé un passex au large de l’île de Manus avec le nouveau patrouilleur de la marine de Papouasie Nouvelle Guinée (PNG), le HMPNGS Ted Diro. Premier de la série du programme Gardian, la Papouasie Nouvelle Guinée a été le premier pays du Pacifique insulaire à réceptionner ce patrouilleur. Ce programme vise à remplacer les patrouilleurs de classe Pacific dans 13 pays de la région. A terme, la marine de PNG bénéficiera de 4 patrouilleurs de ce type. Après une première journée où une partie de l’équipage s’est rendue sur le Ted Diro pour briefer les exercices et découvrir le fonctionnement et les spécificités techniques de ce nouveau patrouilleur, deux journées à la mer ont permis de réaliser des exercices conjoints et de confronter les savoir-faire de la France et de la Papouasie Nouvelle Guinée. Les exercices réalisés ont permis de s’entrainer sur des domaines variés et de découvrir les compétences de la marine papouasienne dans la manœuvre, la navigation, le scott, le tir et les visites (dans le cadre d’activités illicites en mer). Des échanges de personnel ont permis aux marins de découvrir les deux bâtiments et d’échanger sur les procédures propres à chaque marine. A cette occasion, le BSAOM a accueilli à bord l’Ambassadeur de France en PNG, Son Excellence Philippe Janvier-Kamiyama. Il a ainsi partagé le quotidien de l’équipage pendant 5 jours et a pu assister et découvrir ces manœuvres entre nos deux marines. L’interaction s’est terminée par un repas officiel à bord en présence de Monsieur l’ambassadeur de France en PNG, l’attaché de défense non-résident et les commandants de la base navale de Lombrum et du HMPNGS Ted Diro. Le D’Entrecasteaux poursuit sa mission longue durée en ZRP et se dirige désormais vers Cairns en Australie.
Le HMPNGS Ted Diro est le premier des 21 patrouilleurs de la classe Guardian à être offert, par l’Australie, à 13 pays insulaires du Pacifique. Ces 21 patrouilleurs remplaceront, à terme, l’ensemble des bâtiments issus du premier programme australien (1987 à 1997). En complément du don de ces 21 navires, le programme de sécurité maritime du Pacifique comprend un volet de surveillance aérienne ainsi qu’un soutien continu dans la formation du personnel et dans la maintenance du matériel et des installations.
