David Hearst - Middle East Eye a écrit:

Al-Aqsa attacks: How Israel is sowing the seeds of a new uprising

A new generation of Palestinians is rising under Netanyahu's nose and it is saying 'enough is enough'

Guerre Israël-Gaza Mai 2021 - Page 2 000_9910

Ten years ago, I walked down a tiled pathway in Sheikh Jarrah neighbourhood and was led into a room where an old woman was sitting amid a pile of boxes and packed suitcases.

What kept Rifqa al-Kurd there, sitting among her boxes? She gave a one word reply: 'Sumud', which roughly translates as steadfastness

The first thing I noticed about Rifqa al-Kurd was the burning intensity of her eyes. She told me that she lived out of boxes because she was expecting the police to throw her out of house and for the settlers to move in at any moment. When that happened, she explained, she did not want her clothes thrown into the street. Hence the packed bags.

She had been through this before, when she was evicted from her home in Haifa in 1948. What kept her there, sitting among her boxes? She gave a one word reply: "Sumud", which roughly translates as steadfastness.

Rifqa died last year, still in the home that had been given to her by the Jordanian government and UNWRA. Her son Nabil explained to me how settlers had moved into an extension he built, which the municipal authorities said was illegal.

Nabil, somewhat greyer now, has taken his mother’s place standing picket outside their house, number 13, next to a wall, graffitied with "We will not leave" in Arabic. His daughter and Rifqa’s granddaughter, Mona al-Kurd, filmed the video that has since gone viral of Jewish settlers with thick Brooklyn accents barging their way into her home: "If I don’t steal your home, someone else will steal it," one said.

Far from over

When I met the al-Kurd family and wrote about Rifqa, no one took the slightest notice of her or Sheikh Jarrah. I had to explain to my editor where Sheikh Jarrah was and even then, I don’t think he got it. The Arab Spring was the only story in town, and not for the first time, Palestinians were told their conflict was old news.

Today, Sheikh Jarrah is the subject of statements from the UN, the US State Department, and politicians across the spectrum in Britain. Demonstrations are being held in Downing Street, Chicago and Berlin. And Mona al-Kurd has a global online audience. So, I can personally attest to one fact about the last few days of mayhem in Sheikh Jarrah, Al-Aqsa Mosque and the Damascus Gate: Israel is far from done with the Palestinian conflict.

Last year, Israel's national religious right proclaimed that it had won this conflict and that the Palestinians should do the decent thing, and come out waving a white flag. Former US President Donald Trump’s recognition of Jerusalem as the capital of Israel turned the opening of the US embassy partly into an evangelical service, partly into a victory parade. "What a glorious day for Israel. We are in Jerusalem and we are here to stay," Jared Kushner proclaimed at the opening ceremony. In Gaza on the same day, as Kushner crowed, more than 50 people were killed by Israeli forces.

Then came the so-called Abraham Accords when the United Arab Emirates and Bahrain normalised relations with Israel.

In an op-ed in the New York Times and in reply to the late Saeb Erekat, the Palestinian chief negotiator, Israel’s then UN ambassador Danny Danon wrote: "What’s wrong with Palestinian surrender? …A national suicide of the Palestinians’ current political and cultural ethos is precisely what is needed for peace."

But if Israeli Prime Minister Benjamin Netanyahu thought then he could bury the Palestinian state by dealing with the Emirati or Bahraini one, by getting Sudan taken off the terrorist list, or having Washington recognise Moroccan sovereignty over Western Sahara, he must now be realising how little that meant, how little in reality his newly acquired Arab assets are worth.
Enough is enough

These Arab leaders have no credibility with their own people, even less with the Palestinians. To ever have thought otherwise was Netanyahu’s grand illusion. A new generation of Palestinians is rising under his nose, which no amount of skunk water, tear gas, and sound grenades will stop. There is a Mona al-Kurd on every street corner.

Arab leaders have no credibility with their own people, even less with Palestinians. To ever have thought otherwise was Netanyahu’s grand illusion

How did they get there? Who raised them? Who incited them?

The soldiers who arrest them nightly; the courts which have decided settlers are the true owners of their homes, or who issue the demolition orders; the city municipality which carries them out; The City of David Foundation, El Ad, which advances territorial claims through archaeology and housing for settlers in Silwan; the mobs of far-right Jewish youths who shout: "Death to the Arabs"; or the city’s deputy mayor Arieh King, who told a Palestinian activist that it was a pity he wasn’t shot in the head.

This education in hatred is the result of a truly multi-disciplinary effort by Israel's different institutions and at all levels. It has gone on all their lives. Now this generation is saying: "Enough is enough." To them, it matters not how many times Israeli police throw sound grenades at medics treating the injured, at worshippers inside Al-Aqsa mosque or at women and children in the streets of the Old City.

They will return night after night to Al-Aqsa. Without a stone being thrown, their presence proves that East Jerusalem is under occupation and will always be so until liberated from Israeli control. But stones will be thrown and much else besides. There were large demonstrations in the West Bank and a volley of rockets fired from Gaza. On Tuesday, 25 Palestinians, including nine children, were killed in Israeli air strikes on the enclave. Two Israeli women have also died.

If the Palestinian President Mahmoud Abbas talks and behaves like a rabbit caught in the headlights, faced with a people he has lost all authority over, the same is not true of Palestinians in the West Bank and Gaza.

Guerre Israël-Gaza Mai 2021 - Page 2 2021-010

Key features

There are three features that give this protest added potency, and that should cause alarm to the Israeli security establishment. The first is that as a direct result of the latest wave of normalisations with Israel, no Palestinian is under any illusion that an Arab state will come to even their rhetorical rescue.

This was not the case in previous intifadas. There are no honest brokers any more. The Palestinians know they are well and truly on their own, and each can only rely on the resources available to them.

The second is that unlike previous uprisings, every Palestinian is involved. From 1948, Jerusalem, the West Bank, Gaza and the diaspora. The protests in al-Aqsa attract Christians as well as Muslims, secular as well as religious, nationalist as well as Islamist. They come from Haifa and Jaffa as well as Jerusalem.

If the buses carrying them are stopped on the motorway, Jerusalemites come and pick them up in their cars. They have different status under Israeli law. Some have Israeli passports and are citizens, others have Jerusalem resident permits. Israel has undone all of the work it put into the strategy of divide and rule. It has united them all.

All feel the same fire and express the same passion. All call themselves Palestinian. Each and everyone of them knows what the stakes are.

The third and crucial difference is that this movement is centred on Al-Aqsa and Jerusalem. No matter how many times the police clear the mosque, and they have now done it three times, it will refill with Palestinians more determined to protect it by stepping into the shoes of those who have been injured or arrested.
A new uprising

Picking Jerusalem as the place to declare an end of conflict last year was the most fundamental error Netanyahu and the settlers could have made. Of course they can use, and have used, maximum force, but they will learn to question the utility of doing so.

By making East Jerusalem the focus of the next round of settlement, and openly and brazenly justifying it, they have ignited a flame that can only grow throughout the Muslim world. And it's a flame they can not control. No one expressed this more fiercely or eloquently on Monday than Um Samir Abdellatif, an elderly resident of one of the 28 homes threatened with eviction in Sheikh Jarrah.

In an interview with Al Jazeera on Monday, Um Samir said she knew the Arab world could not do anything for them. "But we do not lean on anyone, because we will, with our own hands, resist the occupation. God willing, we will keep resisting until the very last moment of our lives.

"My heart is on fire from the amount of hypocrisy and claims that these lands are theirs. And they know, with every fibre of their beings, that what they are saying is lies. This is Zionism, it has nothing to do with Judaism. People say that we fight against Judaism, but we don’t, we always have good relations with Christians and Jews, we have always been good with each other. But we reject occupation, reject it, reject it totally."

Thus are sown the seeds of a new uprising.

Thomas L. Friedman - The New York Times a écrit:

Israelis, Palestinians and Their Neighbors Worry: Is This the Big One?

Guerre Israël-Gaza Mai 2021 - Page 2 Merlin13

Let’s see, what happens when TikTok meets Palestinian grievances about right-wing Israeli land grabs in Arab neighborhoods in Jerusalem? And then you add the holiest Muslim night of prayer in Jerusalem into the mix? Then toss in the most emotional Israeli holiday in Jerusalem? And a power play by Hamas to assume leadership of the Palestinian cause? And, finally, a political vacuum in which the Palestinian Authority is incapable of holding new elections and Israel is so divided it can’t stop having elections?

What happens is the explosion of violence around Jerusalem on Monday that quickly spread to the Gaza front, and has people asking: Is this the big one? Is this the start of the next Palestinian uprising?

The Israeli government, the surrounding Arab nations and the Palestinian Authority all desperately want the answer to be “no” — Israel because it would find little support from a left-leaning White House, let alone the rest of the world, for a big crackdown on Palestinians; the Arab governments because most of them want to do business with Israeli tech-makers, not get mired defending Palestinian rock-throwers; and the Palestinian leadership because it would expose just how little it controls the Palestinian street anymore.

But unlike the Intifadas that began in 1987 and 2000, when Israel had someone to call to try to turn it off, there is no Palestinian on the other end of the phone this time — or, if there is, he’s a 15-year-old on his smartphone, swiping orders and inspiration from TikTok, the video app often used by young Palestinians to challenge and encourage one another to confront Israelis.

Jack Khoury, an expert on the Arab dynamics of this conflict, put it well Monday in his analysis in Haaretz, writing that the engine of the Palestinian side of the protest “is the popular movement,” which is made up “mostly of the younger generation, which is not waiting for its political leadership — not the Palestinian Authority, nor Arab leaders in Israel or in the Gaza Strip. Over the past few days it has been reported that Hamas is trying to stoke the protest, but the Hamas leadership has no control over the events at all … and so as the Israeli government sees it, there is no one address or person to turn to in order to hold a political discussion on the situation.”

But what sparked it all? The tinder was a collision of “sacred times” and “sacred territories,” Hebrew University religious philosopher Moshe Halbertal told me, and then different actors threw matches to start a raging fire.

Specifically, this year’s Jerusalem Day — a national holiday commemorating the establishment of Israel’s control over East Jerusalem, the Old City and the Temple Mount in the 1967 Arab-Israeli war, thereby unifying East and West Jerusalem — was celebrated with prayer services at the Western Wall beginning Sunday night.

This Israeli sacred date roughly coincided with Muslims’ Laylat al-Qadr, or Night of Power, which fell this year on Saturday. It is considered not only the most sacred night of Ramadan but of the whole Islamic calendar. It commemorates the night when the first verses of the Quran were revealed to the Prophet Muhammad by the Angel Gabriel and is marked by thousands of Muslims gathering at the Aqsa Mosque, near the Western Wall on the Temple Mount.

These overlapping sacred dates led to inevitable clashes in the alleyways of East Jerusalem and culminated Monday with the Israeli police raiding the Aqsa Mosque, where Palestinians had stockpiled stones. Hundreds of Palestinians were wounded while more than 20 Israeli police officers suffered injuries.

That situation was exacerbated by a long-simmering fight over what Halbertal called “sacred territory.” In brief, right-wing Israeli Jews had gotten a court order to evict six Palestinian families who are living in homes on land that was owned by Jews in East Jerusalem before the city was divided in the 1948 war. Palestinian families are fighting their eviction in court. Indeed, Israel’s Supreme Court was slated to rule Monday on whether the Palestinians could be expelled but delayed the decision because of the violence.

Palestinians argue that it is unfair that Jews can reclaim land or homes they owned in East Jerusalem before 1948 but Palestinians have no legal means to reclaim land they owned in West Jerusalem or anywhere else in Israel before 1948.

Clashes over these sacred dates and sacred spaces would be incendiary enough, but they were also fueled, as I said, by scenes on TikTok. In April, some Palestinian youths uploaded a short video of themselves assaulting an Orthodox Jew on public transportation, as a way of inspiring copycat attacks. In response, a far-right Jewish group named Lehava led a march through Jerusalem to the Damascus Gate of the Old City, chanting “Arabs, get out.”

The whole mess makes a Gordian knot look simple to untangle. But what is it all telling us?

The most obvious and important point is that a dangerously naïve consensus has emerged in Israel in recent years suggesting that Israel basically has the Palestinian conflict suppressed and those Palestinians living in the West Bank and East Jerusalem are basically resigned to living under permanent Israeli control. This consensus was so powerful that in all four of Israel’s recent elections, the question of peace with the Palestinians — how to achieve it and what happens if it is ignored — was not on the agenda.

The Abraham Accords engineered by the Trump administration, normalizing relations between Israel and the United Arab Emirates, Bahrain, Sudan and Morocco — while valuable in helping to stabilize the region — also reinforced the notion that the Palestinian cause is basically yesterday’s news. Today’s headlines prove the fallacy of that thinking.

By the way, the Biden administration has no interest right now in being forced to react to those headlines. It does not believe the conditions are right for any real progress on the Israeli-Palestinian issue, and the last thing it wants — when its primary focus in the region is trying to revive the nuclear deal with Iran, which is already causing huge tensions with Israel — is to get distracted by having to mediate a cease-fire between Israelis and Palestinians or blunt Iranian attempts to inflame the situation in Jerusalem.

But where do we go from here?

In part that depends on Bibi Netanyahu. Of all the crazy coincidences of this moment, maybe the craziest is that it comes in what could be Bibi’s final days as Israel’s prime minister — after more than 12 years in office. Netanyahu has an interest in seeing his rivals fail to form a new coalition to unseat him. He would like Israel to go to a fifth election — giving him a chance to hang on and maybe avoid jail if he is convicted in his current corruption trial. One way Bibi could do that is by inflaming the situation so much that his right-wing rivals have to abandon trying to topple him and declare instead that this is no time for a change in leadership.

Much also depends on what Hamas chooses to do. Hamas has failed to produce either significant economic growth in the Gaza Strip that it rules or political progress with Israel. And the fact that the Palestinian Authority just postponed planned elections, which Hamas probably would have dominated, means it is stuck.

What does Hamas tend to do when it is stuck? Fire rockets at Israel. But on Monday it did something really unusual. It fired rockets at Jerusalem to try to assume leadership of the brewing uprising there. Israel retaliated by bombing Gaza and reportedly killing at least 20 Palestinians.

Bottom line: This could all calm down in three or four days as Hamas, Israel, Egypt, Jordan and the Palestinian Authority all find it in their interests to impose their will on the street. Or not. And if it turns into another Intifada, with the street imposing its will on their leaderships, this earthquake will shake Israel, Gaza, the West Bank, Jordan, Egypt and the Abraham Accords.

If that happens, I suggest you download TikTok to follow it all in real time.

Under The Iron Dome: The Problem With Israel’s Rocket Shield

As the conflict between Hamas and Israel flares up, social media has filled with sci-fi-looking videos of glowing interceptor missiles rising into the night sky to take out incoming rockets in a burst of flame. Comments like “Star Wars” and “alien invasion vibes” abound when describing the Iron Dome defense system.

What is actually going on is a struggle between very high-tech and very low-tech forces, pitting state-of-the-art Israeli systems against simple home-made rockets. But Israel’s high-tech may not be enough.

The Iron Dome, made by Rafael Advanced Defense Systems, carried out its first intercept ten years ago. The company claim it has intercepted more than 2.500 threats with a success rate of greater than 90%. Iron Dome comprises a series of detection and tracking radars, manned Battle Management and Weapon Control Centers and unmanned missile firing units. The units are dispersed, allowing Iron Dome to cover the maximum area.

Guerre Israël-Gaza Mai 2021 - Page 2 960x011
Iron Dome includes a set of radar, battle management and weapon control, and remote missile launch ... [+] units

The radar detects and tracks multiple incoming projectiles; the Battle Management system then determines whether each projectile is a threat, and assigns one or more interceptors. Each launcher carries 20 Tamir missiles that weigh around 200 pounds each and have a range of over 40 kilometers. They are estimated to cost between $20,000 to $100,000 each.

Iron Dome is highly effective, and the vast majority of the rockets recently fired by Hamas were intercepted. However, some got through, with reports of five Israelis killed and dozens more injured.

The rockets on the other side are less sophisticated. One of the original names proposed for Iron Dome was Anti-Qassam, Qassam being the term for the rockets made by Hamas. These have become larger over the years but their design is unchanged. The rockets are locally produced, the main component being the body, which is a length of steel or aluminum piping with fins welded on to it. This is filled with rocket fuel made by mixing fertilizer with melted sugar. The rocket is fitted with a warhead of home-made explosive, and the detonator added.

Guerre Israël-Gaza Mai 2021 - Page 2 960x012
A Hamas Qassam rocket ready for launch

A Qassam rocket has no guidance system, and is fired from a simple metal frame, also home-made. The original version was about six feet long and weighed eighty pounds with an eighteen-pound warhead, but only had a range of two miles. The biggest now weigh more than a hundred pounds – still small enough to be set up and launched by two men — and has a range of over twenty miles. However, even these are much smaller than the Tamir missiles intercepting them, and cost just a few hundred dollars.

Qassams are generally fired in salvos. They are extremely inaccurate and can only be fired in the general direction of the target; hitting anything is a matter of luck rather than judgement. The crude warheads do little damage compared to more modern weapons. Their effect is mainly on morale, forcing the targets to interrupt their lives and hide in shelters when the alert sounds.

Hamas also has limited supplies of 122mm Grad rockets, the type elsewhere fired from Russian truck-mounted multiple-launchers, and other imported military hardware. These are also fired individually from the ground rather than from vehicles.

Iron Dome has been largely successful in preventing Hamas rockets from causing serious casualties to date. But is has its weaknesses: the system has a high but unknown ‘saturation point’ the maximum number of rockets it can deal with at one time. If this number is exceeded, the excess rockets will get through. The recent attacks look like an attempt to overwhelm the system with more rockets than ever. The IDF claims that some 850 rockets have been fired since the start of the latest escalation.

Also, the supply of Tamir missiles is finite, and they are expensive, whereas Hamas has reportedly stockpiled thousands of Qassams and other weapons. Sometimes Iron Dome launches two missiles against one rocket to ensure an intercept. If the defenders run out of interceptors, casualties could escalate rapidly. This may motivate military action to counter the rocket launchers.

Iron Dome’s effectiveness may even be a strategic weakness, according a 2016 study by RAND. Because the Hamas rocket offensives cause so little damage by comparison, any Israeli military response is seen as disproportionate and heavy-handed. The death toll in Gaza is from the latest Israeli airstrikes is already reported to be 35, with more than 200 wounded, several times higher than the casualties in Israel.

Defensive measures alone will not be enough to stop the attacks, and the reliance on Iron Dome means that if it fails – and the government is seen not to have defended its people – there will be serious consequences. On the other hand, a ground offensive to take on the source of the rockets could also result in a massive number of deaths and global political ramifications. The problem with a defense this good is that you can rely on it too much.
