ABU DHABI — The United Arab Emirates last year chose to purchase anti-aircraft Turkish Cirit missiles and last week Turkish weapons manufacturer Roketsan delivered the first batch of the promised 10,000 missiles to the UAE. The total sum of the deal is $190 million (TL 400 million). One of the leading defense industry companies, Roketsan delivered 2,000 Cirit missiles last week that are able to strike with 100 percent precision. The contract signed between Roketsan and the UAE in 2013 covers the sales of 10,000 Cirit missiles, with 8,000 more to be delivered in the future.

Active laser-guided Cirits are the most effective weapon of Turkish attack helicopter ATAK. The weapon is Turkey's first laser-guided missile with an 8 kilometer-range and is able to strike lightly armored targets on the nose. The United Arab Emirates intends to use the Cirit missiles not only in aircrafts but also in terrain vehicles. Turkey has also made the large-scaled production of long range MIZRAK-U and medium range MIZRAK-O anti-tank missiles.

Developed by ROKETSAN, MIZRAK-U with maximum range of 8 kilometers and minimum range of 500 meters is capable of operating all weather conditions and day/night. MIZRAK-O, with its 4 kilometers maximum range and 200 meters minimum range which can be used in Fire - Forget and Fire - Update modes, with the elasticity provided by its target update capability, offers possibilities to fire in covered position, to fire at targets behind cover, to point precisely and to evaluate the effectiveness of the hit. It can also be used against fixed and moving targets.

UAE, France Try To Restart Satellite Deal


DUBAI AND PARIS — The UAE is insisting on technology transfer before restarting negotiations with France to purchase two spy satellites, according to a high level UAE official.

The deal gained international attention in January after Defense News reported that the US $930 million contract signed in July 2013 was in jeopardy after the discovery of US-made components in the system.

This is the first major contract between France and a Gulf Cooperation Council country concerning sensitive intelligence satellite technology.

A UAE source said at the time that the two high-resolution Pleiades-type Falcon Eye military observation satellites contained two specific US-supplied components that provide a back door to the highly secure data transmitted to the ground station, meaning all data could be transmitted to a third, unauthorized party.

Since the announcement of the discovery, French Defense Minister Jean Yves Le Drian has been shuttling between Paris and Abu Dhabi to seal the deal. Le Drian has worked hard to renew close ties with the UAE — seen as a key regional player and a significant export prospect — as the beleaguered French industry needs foreign deals. France has sold little military equipment to the gulf nation since Abu Dhabi bought the Mirage 2000-9 fighter in the 1990s.

The US has since granted an export license for the satellite components, which solved that issue.

Now, UAE defense officials negotiating the contract have requested technology transfer as part of the satellite deal. The level of transfer, however, is yet to be decided, with the UAE attempting to get as much as it can.

According to the UAE official who is close to the negotiations, the UAE Defense Ministry is awaiting France’s decision on technology transfer before resuming negotiations to purchase the satellites.

“Technology transfer is amongst the main points of talks between the UAE and other countries,” the official said.

The UAE source said they are still “waiting for a decision to be taken by the French with regard to the satellite issue, which has been interrogated by the UAE a few months ago due to a predicament in the main component.

“The French defense minister had since paid many shuttle visits to Abu Dhabi and held talks with the senior armed forces officials in this regard,” the source said.

Despite not clarifying the UAE’s position regarding the compromising components at this time, the source said: “The UAE seeks technology transfer and this is a pre-condition for further talks on the satellites deal.”

According to the source, during his last visit to Abu Dhabi in April, Le Drian promised to consult with Paris on the level of technology transfer. “He added that this should be in a gradual basis if accepted,” the source said.

He said that a response is expected before the end of the year

Under the deal, signed July 22 last year, by Sheikh Mohammed Bin Zayed al-Nahyan, Crown Prince of Abu Dhabi and deputy supreme commander of the armed forces, and Le Drian, delivery was set for 2018, along with a ground station.

The satellites are provided by prime contractor Airbus Defence and Space and payload-maker Thales Alenia Space, and as part of the deal 20 engineers will be trained to use the new equipment.

A senior French defense official said of the talks with the UAE, “There is not a concern. We have time.”

François Auque, head of Airbus Defence and Space’s Space Systems division, confirmed that the contract has not yet gone into effect and negotiations are ongoing.

“We have received the American export license because there are American components,” Auque told the media on May 14. “Once we received the license, the client wanted to examine a certain number of points with us. We are in a region where one likes to discuss. It is not illogical that it takes time.

“There is not a renegotiation,” Auque said, and declined to give details of the talks.

A spokeswoman for Thales Alenia Space also said the US export license had been delivered, and declined further comment. Thales Alenia Space, which builds the satellite payload, is a joint venture between Thales and Finmeccanica of Italy.

Airbus and Thales Alenia Space teamed up and pitched a package of two satellites and a ground station based on the Pleiades satellite system developed for the French military.

In general, prospective export clients ask for technology transfer to develop local industry, said Luc Viellard, strategic studies and solutions director at consultancy Compagnie Européenne d’Intelligence Stratégique.

“It’s part of a reflex response,” he said.

The level of technology handed over begins with a local assembly, he said. Satellites are sensitive, but Kazakhstan signed up for an assembly center as part of a deal for two satellites under its national space program, Earth Remote Sensing Satellite System.

Mariam Hassan Salem al-Mansouri has become the first Emirati woman to hold the rank of fighter pilot in the UAE Air Force and may be the first Gulf woman to enjoy the title.

Captain Mansouri, 35, pilots an F-16 Fighting Falcon, a single-engine multirole fighter aircraft, and is a squadron commander.

With backing from her family, Mansouri, who had always wanted to fly fighter jets for her country, joined the UAE Air Force in 2007 when authorities first announced they were accepting volunteers.

During her career, Mansouri has taken part in a significant number of the aerial maneuvers both inside and outside the UAE alongside allied and friendly states.

Emirati Vice President and Dubai ruler Sheikh Mohamed bin Rashed al-Maktoum honored Mansouri for her achievement and presented her with a medal as well as the Mohamed Bin Rashed award for distinguished governmental performance.

De petites puces électroniques compliquent la signature d'un gros contrat portant sur la vente de deux satellites espions à Abou Dhabi en raison d'un veto américain au titre du contrôle des exportations sensibles (Itar). Il aura fallu le feu vert d'Obama pour débloquer le dossier mais trop tard pour que la commande des Emirats arabes unis puisse être bouclée. La France est tragiquement dépendante en microélectronique de pointe, dangereusement affaiblie ces dernières années. Le secteur est mal en point. Il pourrait s'en sortir si Matignon et l'Elysée le veulent réellement. Explications.  

Pas de pitié dans le monde de l'armement. C'est pire encore à l'export où les contrats font l'objet de très âpres et interminables tractations. De l'intox, du rocambolesque parfois, pour un travail qui se fait dans l'ombre sur ces dossiers sensibles que sont ceux de la Défense. Des millions, des milliards d'euros ou de dollars à la clé. Du lourd. Rappelons que notre industrie aérospatiale a un besoin vital d'exporter pour faire vivre ses bureaux d'études et ses 350.000 salariés. Rappelons aussi que l'espace français s'exporte à 100 %. Alors, on a du mal à comprendre comment de toutes petites choses, des semi-conducteurs, des « puces », peuvent gripper la machine. Pourtant, c'est bien le cas aujourd'hui.

Un terrible concurrent américain

Flash-back. Juillet 2013. Le contrat « Falcon Eye » (oeil de faucon) est signé à Abou Dhabi. À la clé, plus de 700 millions d'euros. Il porte sur la vente de deux satellites d'observation ou espions de très haute définition, construits par Airbus Defence and Space, ex-EADS, et Thales Alenia Space (Tas). Les industriels français ont réussi à arracher l'affaire de haute lutte avec, en face, un terrible et puissant concurrent, l'américain Lockheed-Martin. Un contrat sur lequel ont soufflé des vents contraires. La France n'avait rien signé dans les Émirats arabes unis depuis des années. L'enjeu était de taille. Un homme n'a pas hésité à mouiller le maillot dans cette affaire : le ministre de la Défense, Jean-Yves Le Drian. Aux Émirats arabes unis, rien ne se décide sans la bénédiction du prince héritier, cheikh Mohamed Bin Zayed Al Nathyan, le patron de la Défense. Jean-Yves Le Drian a réussi à nouer avec lui des relations de confiance. Ça a payé. Tout le monde ne pouvait que se féliciter. C'était signé. Et pourtant... rien n'était réglé, bien au contraire.

Le feu vert des États-Unis indispensable pour pouvoir exporter

L'administration américaine surveille son industrie, et notamment d'armement, comme le lait sur le feu. Elle ne fait pas de cadeaux. « Business is business ». Elle a sorti son arme fatale : la réglementation Itar (International Traffic in Arms Regulations). Il y a des composants américains dans les satellites. Il faut donc le feu vert des États-Unis pour pouvoir exporter. D'aucuns ont soupçonné les Américains d'avoir fait traîner les choses pendant des mois. Tant et si bien que le contrat a capoté. Les délais de validation du contrat ont été dépassés ! François Hollande en a parlé à Barack Obama lors de son voyage aux États-Unis en février dernier ! Tout cela à cause des composants électroniques qui, dit-on, n'étaient pas tous sensibles. Si c'est la guerre, elle est commerciale, explique un ancien d'EADS. Avec Itar, les Américains font la loi. Leur loi. De quoi s'arracher les cheveux pour les industriels français. « Comme par hasard, les listes Itar changent ou les composants changent de catégorie ! », souligne un industriel, partie prenante dans le dossier. C'est comme cela que la France, qui a vendu auparavant des satellites de télécommunications civiles à la Chine, ne peut plus le faire sans autorisation américaine. Ce qui est lourd de conséquences pour l'industrie d'armement française et européenne.

En jeu, la souveraineté industrielle de la France

Pourquoi accepter une telle dépendance qui touche aussi l'innovation dans notre pays ? Pourquoi ne pas faire avec des semi-conducteurs et autres puces « made in France », s'interroge le béotien ? C'est tout le problème. Le secteur de la microélectronique va mal en France et en Europe. Les concurrents américains et asiatiques lui dament le pion. Que peut faire un nain face à des géants ? C'est pourtant la souveraineté industrielle de la France qui est en jeu. C'est vrai sur le plan militaire. C'est vrai aussi pour le civil. Le destin de la puce est politique.

Un enjeu qui préoccupe l'Europe

En mai 2013, la Commission a annoncé le lancement d'une stratégie électronique européenne qui a pour objectif de permettre, d'ici à 2020, des investissements privés à hauteur de 100 milliards d'euros, de doubler la valeur de la production de micro-puces dans l'UE, et de créer 250.000 emplois en Europe. Selon un rapport du Groupe des leaders de l'électronique (GLE), un groupe de onze P-DG du secteur de l'électronique qui avait été mis en place pour trouver des moyens d'atteindre ces objectifs, l'Europe est en mesure de conquérir jusqu'à 60 % des nouveaux marchés de l'électronique et de doubler la valeur économique du secteur de la production de composants de semi-conducteurs en Europe au cours des dix années à venir. Pendant les années 1990, la part de l'Europe dans la production de semi-conducteurs a augmenté pour atteindre plus de 15 % de la production mondiale. Toutefois, au cours de la dernière décennie, elle est retombée à un niveau inférieur à 10 % (la part du Japon s'établit à 22 % ; celle de la Corée du Sud à 18 % ; celle de Taïwan à 17 % ; et celle des États-Unis à 13 %). The UAE and France are expected to finalise the long-awaited Falcon Eye satellites deal in the next few weeks.
In addition to this, the country is exploring the acquisition of 40 Rafale fighter jets from the French company Dassault, reported DefenseNews.
A UAE source with knowledge of the matter said the negotiations have been completed and the French Defence Minister Jean-Yves Le Drian is expected to soon arrive in the UAE.
"For the Falcon Eye deal to proceed there is a need for a high level of technology transfer, and for that we have negotiated the possible purchase of 40 Rafale jets with the overhaul of the Mirage 2000 fleet," the source said.
Two high-resolution Pleiades-type Falcon Eye military observation satellites were ordered by the UAE along with two ground facilities and operator training for 20 engineers under a Dh3.39bn (€700m) contract from France in July 2013.
The satellites were scheduled to be delivered by prime contractor Airbus Defence and Space and payload-maker Thales Alenia Space by 2018.

However, the deal ran into difficulties in January 2014 following the discovery of two US-built security compromising components in the intelligence satellites that could enable transmission of all data to an unauthorised third party.
The contract deadline then lapsed due to a delay in gaining anexport license for the satellite components from the US, forcing the countries to restart talks on the terms and conditions of a new deal, according to the news agency.
A French defence ministry spokesman said: "Everything is going well. There is agreement on technology, economics and political issues.
"There are no problems. France is politically committed to reaching a conclusion on the contract.
A French industry executive said: "A new contract has been drawn up, all the companies must sign, and that signing is expected to take a couple of weeks."

TUCSON, Ariz., Sept. 15, 2014 /PRNewswire/ -- Under a $117 million contract awarded to Raytheon Company (NYSE: RTN), Raytheon Missile Systems has begun production of the TALON Laser Guided Rocket. In 2013, the Armed Forces General Headquarters of the United Arab Emirates awarded Tawazun a contract to procure the TALON Laser Guided Rocket.

"Full rate production of the TALON LGR is a significant milestone for Raytheon and the program," said Darryl Kreitman, Raytheon TALON program director. "UAE defense manufacturing industry participated in development of this revolutionary system and the end user can now benefit from this laser guided precision capability."

Under the contract, Raytheon will maintain full integration of the TALON system into the UAE Armed Forces to include logistics, training and warranty support. Raytheon is also exploring options to integrate TALON onto NIMR armored vehicles which are now serving in different units of the UAE Armed Forces.

Earlier this year, the U.S. Army awarded TALON Air Worthiness Certification on the Apache attack helicopter. During TALON's development and test program, Raytheon completed more than 35 TALON firings from the AH-64D Apache, resulting in a solution that is ready for international direct commercial sales customers today.

When fighter jets from the United Arab Emirates took part in airstrikes against the Islamic State in Syria on Monday night, the mission was led by a woman, the country’s ambassador to the United States said Thursday morning.

The pilot, Maj. Mariam Al Mansouri, was among the first women to graduate from the Emirates’ air force academy after it began to admit women, and became the nation’s first female fighter pilot.

“She is a fully qualified, highly trained, combat-ready pilot, and she led the mission,” the ambassador, Yousef Al Otaiba, said on the MSNBC program “Morning Joe.”

When American tanker-jet pilots contacted the flight to arrange for midair refueling, Mr. Otaiba said, they paused for about 20 seconds after hearing a woman’s voice in reply.

While women do face barriers in the conservative Islamic society of the United Arab Emirates, Mr. Otaiba said the debate over the role of women in society showed a crucial difference in the divergent visions of moderates and extremists in the Muslim world.

“I think it’s important for us moderate Arabs, moderate Muslims, to step up and say this is a threat against us,” Mr. Otaiba said of the Islamic State, also known as ISIS or ISIL.

The United States-led coalition that mounted airstrikes against the Islamic State on Syrian territory this week includes the United Arab Emirates, Bahrain, Qatar, Saudi Arabia and Jordan. On Thursday, coalition aircraft struck 12 small oil refineries controlled by the Islamic State, Pentagon officials said.

Major Mansouri, 35, was profiled in The National, an Abu Dhabi newspaper, in June. She said she had wanted to become a pilot since high school, but had to wait until women were permitted. She earned an undergraduate degree in English literature and worked for the armed forces in other capacities.

She graduated from Khalifa bin Zayed Air College in 2007, the newspaper reported. She now flies the Block 60 model of the American-built F-16 fighter jet.

In the newspaper profile, the major offered some advice for women who wanted to follow in her footsteps: “Be prepared, as it is a time- and effort-consuming field that requires a great deal of passion.”

The Government of the United Arab Emirates (UAE) has requested a possible sale for the refurbishment and modification of 4,569 Mine Resistant Ambush Protected (MRAP) Vehicles (that include 29 MaxxPro Long Wheel Base (LWB), 1,085 MaxxPro LWB chassis, 264 MaxxPro Base/MRAP Expedient Armor Program (MEAP) capsules without armor, 729 MaxxPro Bases, 283 MaxxPro MEAP without armor, 970 MaxxPro Plus, 15 MRAP Recovery Vehicles, 1,150 Caiman Multi-Terrain Vehicles without armor, and 44 MRAP All-Terrain Vehicles) being sold separately from U.S. Army stock pursuant to section 21 of the Arms Export Control Act, as amended, as Excess Defense Articles (EDA).

Also included are Underbody Improvement Kits, spare and repair parts, support equipment, personnel training and training equipment, publications and technical documentation, Field Service Representatives’ support, U.S. Government and contractor logistics and technical support services, and other related elements of logistics and program support.

The UAE intends to utilize the EDA MRAP vehicles to increase force protection, to conduct humanitarian assistance operations, and to protect vital international commercial trade routes and critical infrastructure. Additionally, these MRAPs will enhance UAE’s burden sharing capacity and defensive capabilities.

This proposed sale will contribute to the foreign policy and national security of the U.S. by helping to improve the security of a friendly country that has been and continues to be an important force for political stability and economic progress in the Middle East.
The HIMARS will improve the UAE’s capability to meet current and future threats and provide greater security for its critical infrastructure. This proposed sale will also enhance the UAE’s interoperability with the U.S. and its allies, making it a more valuable partner in an increasingly important area of the world. The UAE will have no difficulty absorbing this equipment into its armed forces.
The proposed sale of this equipment and support will not alter the basic military balance in the region.
The principal contractor will be Lockheed Martin Missile and Fire Control in Dallas, Texas. There are no known offset agreements proposed in connection with this potential sale.
Implementation of this proposed sale will require the assignment of up to ten U.S. government or contractor representatives to travel to the UAE for a period of up to one year for equipment de-processing/fielding, system checkout and training.
There will be no adverse impact on U.S. defense readiness as a result of this proposed sale.
This notice of a potential sale is required by law and does not mean the sale has been concluded.

15 MRAP de dépannage

44 M-ATV
le tout pour 2,5 Mds $
si on y ajoute la commande chinoise, ça fait près de 3500 MRAP !!! de quoi transporter sous STANAG IV la totalité de l'armée Emiratis.
