- WASHINGTON — The United Arab Emirates, a crucial Arab ally in the American-led coalition against the Islamic State, suspended airstrikes against the Sunni extremist group in December, citing fears for its pilots’ safety after a Jordanian pilot was captured and who the extremists said had been burned to death, United States officials said Tuesday.
The United Arab Emirates are demanding that the Pentagon improve its search-and-rescue efforts, including the use of V-22 Osprey tilt-rotor aircraft, in northern Iraq, closer to the battleground, instead of basing the missions in Kuwait, administration officials said. The country’s pilots will not rejoin the fight until the Ospreys, which take off and land like helicopters but fly like planes, are put in place in northern Iraq.

- UAE partners with European firm to launch new missile systems
UAE defence companies and MBDA, a European missile maker, are jointly launching three new missile defence systems for the Middle East market at the International Defence Exhibition in Abu Dhabi.
The three joint initiatives together cost about €100 million (Dh418m) to develop, and comprise a ship-based missile system, a mobile ground-to-air defence system and a coastal defence battery.
The market for defence products in the region is expected to remain fairly robust, despite the pressure on budgets because of weaker oil prices, said Florent Duleux, the Middle East vice president for MBDA.
“Budgets in the region may be revised in the coming year, however the instability in the region and emerging threats mean that countries will have to stay focused on security,” Mr Duleux said. “I think the threats remain too strong at the moment for any major cutting of defence budgets.”
MBDA is a joint venture between BAE Systems in the UK, Airbus in France (each with 37.5 per cent) and Italy’s Finmeccanica (which owns the remaining 25 per cent of the venture).
The company vies with America’s Raytheon for the top spot in worldwide missile exports, excluding closed markets in the US and Russia.
The joint venture had total sales last year of €4 billion, of which €2.5bn were exported outside Europe, and half of its exports were to countries in the Middle East. Mr Duleux said MBDA expects exports to increase this year and next, driven by the Middle East.
Two of MBDA’s new missile programmes have been jointly developed at Abu Dhabi’s Al Fattan shipyard with the oilfield services firm Siham Al Khaleej, and the system will be marketed soon to naval defence buyers in the region, Mr Duleux said.
One is called the Sea Spear and is based on the Brimstone missile system, which is designed to have a firing capability against fast, smaller incoming seaborne attack craft, which are familiar in Arabian Gulf waters.
The other joint programme at Al Fattan is a coastal battery anti-ship system based on MBDA’s Marte missile. This is already in the inventory of the UAE armed forces and will be marketed jointly in the region shortly.
Mr Duleux said MBDA is also launching an air defence system with Nimr Automotive, the armoured vehicle division of Tawazun Group, which merged into the Emirates Defence Industries Company in December.
This is a system based on the Mistral 3 missile and is the “ultimate layer of defence”, Mr Duleux said, which means it is for short-range defence against aircraft that have eluded the longer range defence systems.
Buyers in at least three GCC countries already have expressed interest in the new integrated products, Mr Duleux said. http://www.thenational.ae

| UAE Announces Satellite, Vehicle Deals - Citation :
- ABU DHABI — The United Arab Emirates Armed Forces on Monday announced 19 arms purchases worth $2.58 billion at the IDEX show in Abu Dhabi.
The deals announced include the purchase of two Falcon Eye intelligence satellites, 500 armored vehicles, offshore patrol vessels and unmanned aerial systems. The announcement made by IDEX spokesman Maj. Gen. Obeid al-Kitbi, highlighted that the Falcon Eye contract was for $1.02 billion. The contract, which was signed last summer with Airbus Defence & Space and Thales Alenia Space, was for high-performance Earth-observation satellite system.
The contract also covers a ground system and training for UAE engineers, who will control the satellites once in orbit, Airbus Defence & Space told Defense News in December. Another major contract worth $330 million was announced with Nimr Automotive, the UAE-based armored vehicle manufacturer owned by Emirates Defence Industries Company (EDIC), for the delivery of 500 4X4 vehicles this year. The deal has been made for five variants of Nimr's AJBAN 4x4 vehicles. A second agreement provides for the upgrade of 500 Nimr vehicles deployed by the Armed Forces of the UAE across the country. Another EDIC company, Al Taif Technical Services, has signed a contract valued at $640 million to provide maintenance services, supply management and technical training for the UAE Land Forces. "The combination of Al Taif's expertise in maintenance repair and overhaul, commitment to world-class research development & engineering and innovative training make Al Taif a center of excellence for Armed Forces land systems in the UAE and Gulf region," said Ahmad bin Adi, CEO of Al Taif, after the announcement. Abu Dhabi Ship Building, also owned by EDIC, was contracted to build two multipurpose offshore patrol vessels for protection of UAE's vital installations and coasts at a cost of $236 million. "We are proud to have signed this agreement, This project is of strategic importance in the protection of the UAE's coasts and is a testament to the confidence the UAE Armed Force holds in ADSB's shipbuilding capabilities," said Homaid al-Shemmari, chairman of EDIC. Abu Dhabi Autonomous Systems Investments was also contracted for an undisclosed number of ISR UAVs worth $133 million. A contract was announced with Italian firm Electronica S.P.A for technical support services, maintenance and development of electronic surveillance equipment armed forces at a value of $26 million

ABU DHABI (Sputnik) — The United Arab Emirates (UAE) may soon sign a preliminary agreement to purchase a Russian-made 57 mm-caliber naval gun mount, Russian Minister of Industry and Trade Denis Manturov said Sunday. Russia's defense sector research and development enterprise, Central Research Institute Burevestnik, displayed the single mount AU-220M at the IDEX-2015 international defense industry expo in Abu Dhabi. "We expect our colleagues will agree on a supply contract of the [AU-220M] unit to the UAE in the next few days," Manturov said. The Russian minister also expressed confidence that the UAE will also offer new joint defense projects to Russia in the near future. "We spoke with representatives of one Emirati military-industrial company on the subject of creating joint ventures and further deliveries of not only to the UAE, but other countries interested in our military equipment," Manturov added. According to Georgy Zakamennyh, the CEO of Burevestnik, a part of UralVagonZavod corporation, the research institute exports up to 30 percent of its military products. The UAE, along with China, India and Iran, is one of the largest importers of military goods purchased from Russian state arms exporter Rosvooruzheniye.

- Ghannatha vessels delivered [IDX15D4]
Abu Dhabi Ship Building (ADSB) has announced the completion of the Ghannatha Phase II programme after delivery of all 24 vessels to the UAE Navy. Built to a design developed by partner Swede Ship Marine (Stand C-015), the Ghannatha-class boats are high-speed, aluminiumbuilt multi-role combat vessels. Powered by two MTU diesels driving twin Rolls-Royce FF 600 waterjets, the design is capable of speeds up to 45kts.
ADSB (Stand B-022) won the Ghannatha Phase II contract, valued at nearly AED1 billion, in 2009. Under the deal, the company has delivered 12 new 27m Ghannatha boats to the UAE Navy, and retrofitted modifications to 12 existing 25m craft.
Six of the original vessels have been modified as mortar boats, receiving the Patria Nemo 120mm smooth-bore mortar system, plus an OTO Melara Hitrole-G 12.7mm gun mounting. These vessels have also received a GEM surveillance radar and updated VHF/UHF communications.
The other six 25m Ghannatha boats have been modified to serve as fast gun boats, equipped with a Rheinmetall MLG 27 27mm gun and a Hitrole-G 12.7mm mounting. They also retain the capability to embark up to 40 troops.
Swede Ship Marine, as ADSB’s principal sub-contractor, took responsibility for the design modification package for the 12 ‘stretched’ new-build vessels, and built the first three in Sweden.
The nine follow-on craft have been built by ADSB at its shipyard in Abu Dhabi’s Mussafah industrial area. As well as being 2m longer than the original 25m Ghannatha design, these later ships have also received more powerful MTU 12V 2000 M93 engines.
All 12 of the later ships are configured as missile boats, being equipped with four box launchers for MBDA Marte Mk 2/N surface-to- surface guided missiles. The Marte Mk 2/N missile is able to strike targets at ranges in excess of 30km, flying a fire-and-forget sea-skimming profile using mid-course inertial guidance and active radar homing. The vessels are also fitted with a mini-combat system supplied by Selex ES and a GEM radar for surveillance and target indication.
Abu Dhabi Systems Integration (ADSI) has taken responsibility for combat system engineering and integration activities for the Ghannatha Phase II programme. ADSI, a joint venture between ADSB and Selex ES, has overseen combat system definition and design, production, support to installation, setting-to-work, integration, commissioning and acceptance.

- NCACC chair Jeff Radebe delivered the 2014 report to Parliament this week, which covers arms exports and imports from January to December. It revealed that South Africa’s defence industry exported 326 armoured vehicles (mainly armoured personnel carriers) to nearly two dozen countries last year, as well as four mine detection vehicles to Iraq. The biggest buyers were Burkina Faso (31 vehicles), Guinea (32 vehicles), Niger (21 vehicles), Saudi Arabia (100 vehicles), Senegal (39 vehicles) and the United Arab Emirates (26). These vehicles sales amounted to more than R810 million.
Other weapons exports included seven cannons to Indonesia (R7.5 million); 11 turrets to Malaysia (R235 million); four artillery systems to Saudi Arabia (R30 million), six gun/howitzers to the United Arab Emirates (R229 million); four missiles to Germany (R12 million) and five anti-material rifles to Azerbaijan (R2.2 million). The turrets are being supplied to Malaysia by Denel Land Systems for their new infantry combat vehicles. It is most likely that the Middle Eastern artillery orders involve G5/G6 artillery, also from Denel. http://www.defenceweb.co.za/index.php?option=com_content&view=article&id=38276

- UAE, Sikorsky Work to Weaponize Black Hawks
ABU DHABI — Sikorsky is close to beginning upgrades to the UAE's helicopters that would them the "most advanced armed Black Hawks ever produced," a company vice president told Defense News.
Robert Kokorda, vice president of sales, said the UAE-funded development program of the kits to weaponize UH-60M Black Hawk helicopters is in its final development stages.
The certification of the UAE-mandated weapons kit will be completed in the near future, he added, once the test-firing program is finalized.
Kokorda was not able able to provide more details on the completion dates of the test-firing program.
The UAE is estimated to have almost 70 Black Hawks with Sikorsky investing in the Advanced Military Maintenence Repair and Overhaul Company (AMMROC) joint venture with Lockheed Martin and UAE state-owned Emirates Defence Industries Co. (EDIC).
In February 2011, the UAE announced a $270.5 million upgrade order from Sikorsky for 23 UH-60Ms with Battlehawk kits.
The UAE was the launch customer for the Battlehawk kits, which include guided weapons, optical and laser-guided anti-armor missiles, Hellfire and emerging laser-guided rockets.
Abu Dhabi has already upgraded some of its Black Hawks for the "close-air support role with gun turrets and missile mounts as well, said Douglas Barrie, senior fellow for military aerospace at the International Institute for Strategic Studies.
"Some of those, the [UH-60]M model were upgraded and modified for the close-air support role with gun turrets and missile mounts as well," Barrie said.
"This is somehow a continuation of the path the UAE was going down in this area of interest."
The requirements for the weapons systems kit over the years, however, has changed, Kokorda told Defense News.
"The changing requirements over the years and the evolving security needs has led us to adapt this project that we envisioned together years ago to meet all the current needs of the UAE," Kokorda said.
"We have been underway now for a couple of years and it's going along well where we are working to finalize the different configurations that the UAE want on the aircraft and are in the testing phase," Kokorda added..
The Battlehawk would provide the UAE forces with a combat support capability as well as a personnel lift capability, much like the Russian Mi-24 Hinds, Barrie said.
"[The kit] would make it a weaponized utility helicopter, which goes some of the way of being an attack helicopter, but not all the way," he said.
"The closest in original content to it would be the Mi-24 Hind helicopter because that was combat support helicopter and that could carry troops and pack a fair punch as well."
The development program has been completely funded by the UAE, but is being marketed to other customers.
"Right now [this product] is for them and until we have finished creating the product for them, we are actively marketing it, telling everybody that we are going to have this weapons kit available, but we are not necessarily developing other things beyond what the UAE is looking to put in," Kokorda said.
Sikorsky will also supply some to the development information to the UAE for its use, he added.
"We understand that before we embark on a project like that together, what the ITAR [International Traffic in Arms Regulations] framework allows us to do and so both sides have to agree that that's acceptable," he said. "We are now in a mode where we are developing products together and bringing that to the larger market."
He stated that the joint development of this program, which will bring the most advanced weaponized Black Hawk to the market, is an important aspect for Sikorsky.
"One way to make sure that both sides get something out of this within the framework of the ITAR is that there is investment coming from the UAE to the United States."
"So it's not just Sikorsky investing in AMMROC, this is the UAE investing in development in the United States and that weapons kit intact is fueling engineers in the United States to do work." http://www.defensenews.com
